Several superintendents appearing before the Senate Committee on Internal Affairs and Rural Development for confirmation hearings, have called for increment in the County Development Fund (CDF) from US$200,000 to US$1 million.

The Superintendent-designate, who faced the Committee for their confirmation hearing on Monday, April 8, 2024 include Whioway Bryant, Montserrado, Alex Chersia Grant, Grand Gedeh, Henry Cole, Maryland, former Representative Byron W. Zahnwea, River Cess, and Antoinette W. Nimely, Grand Kru respectively.
Others are Miatta Dorley, Bomi, Kou Meapeh Gono, Nimba, Loleyah Hawa Norris, B**g, Mike T. Swengbe, River Gee, J. Lavelah Massaquoi, Lofa and Sam Zinnah of Gbarpolu.

The Senate Committee on Internal Affairs and Rural Development is chaired by Nimba County Senator, Prince Y. Johnson and co-chaired by Bomi County Senator Edwin Melvin Snowe.

The nominees described the yearly allocation of US$200,000 for the development of every county as a โ€˜drop in the oceanโ€™. They stressed that the development drive of a whole county cannot be actualized with such a little amount.

According to them, if their recommendation for increment of the CDF is given urgent consideration in the national budget, it will accelerate the growth, development and effective operations of the counties and further implement the Presidentโ€™s ARREST Agenda.

The presidential nominees emphasized the enormous challenges each county encounters, which are yet to be resolved to a larger extent due to low budgetary allocation.

They named adherence to the rule of law by the citizens, supervision of ongoing and implemented national projects, keeping and strengthening the peace and stability of the country and uniting the people through various means, including dialogues, among others.

The nominees have thanked President Joseph Nyuma Boakai for their individual nomination to the post of County Superintendents.

The Plenary of the House of Representatives has summoned former Liberia Anti Corruption Commission ( LACC) boss and Chairman of the Assets Recovery Team, Kla Martin and the current LACC commissioners to appear next week Tuesday to explain the actual story regarding former President George Weah asset declaration.

The Houseโ€™s Plenary took the decision on Tuesday, April 9, 2024 during the 3rd Day sitting of the 1st extraordinary Session of the 55th Legislature of the Honorable House of Representatives following the reading of a communication from Montserrado County district #9 Representative Frank Saah Foko.

The Montserrado County lawmaker stressed that While it is true that the exercise is good, the LACC Act of 2022 is clearly guided by confidentiality while necessitating accuracy and compliance with legal standards.

He told his colleagues that Asset declaration in no way constraints individuals to publish their assets as such Pres. Weah opted not to publish, same with Pres. Joseph N. Boakai.

According to him, the law says one can declare but doesn't force anyone to publish except doing so at your own volition.โ€œHon. Speaker and fellow colleagues, it will interest you to note that Cllr. Kla Martin, the former LACC boss who was removed after a new Act came into force on March 21, 2021, told media outlets he had no record of former President George Weah filing for assets. This was fact-tracked to be false and misleading as GAC confirmed the President declared his Assetsโ€.

Representative Foko revealed that Since this confirmation and Martin's subsequent court appeals plus appointment to the Asset Recovery Team as Head, WEAH's Asset declaration form is now all in the public space and on various platforms. โ€œI seek this honorable body to invite Cllr. Martin and the entire Team at LACC currently help furnish this body how the former President Asset Declaration form leaked to the public breaching the confidentiality clause of the LACCโ€.

MONROVIA -- At least 28 members of the Liberian Senate, including two former warlords, affixed their signatures to a resolution calling for the establishment of an Extraordinary War and Economic Crime Court for Liberia.

The resolution which was endorsed by the Senators with modifications during Tuesday regular sitting, emulated from the House of Representatives. It would be forwarded back to the House for concurrence on the changes made.

With this latest action by the Senate, it is now clear that members of the 55th National Legislature have resolved to the establishment of the court.

However, the Executive branch, headed by President Joseph Nyuma Boakai, may act by submitting an Act if a Joint Resolution is finally endorsed by both Houses.

The proposed Act may be sent back to the National Legislature for additional actions that would lead to the establishment of the court in keeping with the 1986 Liberian Constitution.

Controversial District Number Ten Representative of Montserrado County Yekeh Kolubah has again threatened the peace of the Country following his latest statement to give President Joseph Nyuma Boakai a Bitter Liberia.

Speaking to reporters during his tour of the main streets of Monrovia, The District Ten Lawmaker warned President Boakai to desist from allegedly witch hunting Liberians who were employed by former President George Weahโ€™s government.

โ€œGovern yourself well, stop the witch hunting or else, we will give you a Bitter Liberia โ€œ, he emphasized.

Yekeh who was called for Questioning by the National Security Agency for continuous threatening comments to the State was on Tuesday April 9, 2024 seen marching the main streets challenging the NSA to come and arrest him.

โ€ I am walking with everything so let them come and arrest me โ€œ, he added.

According to him , his advocacy is to liberate his people and to ensure that the system works even if it did not work in the past, now is the time to have it corrected.

He told reporters that he is always in the opposition because ruling governments have allegedly failed to live up to their promises made to their people over the period.

Seen with a campus based group, the Progress Students Alliance (PROSAC), the Controversial lawmaker re-echoed to the current government headed by President Boakai that he has a black bearer group and if President Boakai failed to organize himself well, he will give him a Bitter Liberia.

Mr. Kolubah and his supporters chanted political slogans in a military faction and subsequently March to his Capitol Building office for session .

Meanwhile, his latest statement has been condemned by scores of Liberians who called on the law enforcement agencies to do the needful for the safety of them as his continuous threatening statements have the propensity to undermine the hard earned peace currently enjoyed by the people.

ArcelorMittal Global through its Executive Chairman, Lakshmi Mittal has committed US$1.4 billion to the Government of Liberia in new investment towards building an iron ore concentrator to produce high-grade iron ore, increasing production to 15 million tons per annum.

The pledge was made at a high level meeting with Liberiaโ€™s President Joseph N. Boakai on Monday, April 8, 2024 at the Executive Mansion in Monrovia,

With the new amount, the companyโ€™s total investments in the country will exceed US$3.0 billion to include a substantial investment in the Yekepa-Buchanan rail infrastructure. The first phase of the expansion is due for completion in late 2024.

The meeting underscored the strong ties and collaborative spirit that have characterized the relationship between Liberia and ArcelorMittal since 2005 when the company first entered the country.

ArcelorMittalโ€™s initial 5 million tons per annum operation reopened Liberiaโ€™s mining industry, shipping first ore to customers in 2011.

Consistent with President Boakaiโ€™s vision of empowering Liberian youth with essential technical and operational skills, ArcelorMittal reaffirmed its dedication to additional investment in its Vocational and Technical Center (VTC), as well as support to other Technical Vocational Education and Training (TVET) institutes in Liberia.
By 2025, ArcelorMittalโ€™s VTC will have 200 skilled youths in their program in addition to the hundreds, who have already graduated.

The collaboration with other technical vocational training centers around the country will help to enrich Liberiaโ€™s talent pool and drive socioeconomic advancement in the country.
The company will also continue to provide scholarships for Liberian students pursuing higher education abroad, thereby nurturing the next generation of leaders.

Speaking during the meeting, President Boakai recognized ArcelorMittalโ€™s commitment to Liberia and its people.

Monrovia, Liberia (April 8, 2024) The President of the Republic of Liberia, H.E. Joseph Nyuma Boakai received in audience at the Executive Mansion today Mr. Lakshmi Mittal, the Executive Chairman of ArcelorMittal, the second largest steelmaker in the world. The meeting is the first between Mr. Mittal and President Boakai since the inauguration. The two engaged in high-level discussions concerning ArcelorMittalโ€™s operations in Liberia and President Boakaiโ€™s Agriculture, Roads, Rule of Law, Education, Sanitation and Tourism (ARREST) Agenda for the sustainable development of Liberia.

The meeting underscored the strong ties and collaborative spirit that have characterized the relationship between Liberia and ArcelorMittal since 2005 when the company first entered the country after the civil war.

ArcelorMittalโ€™s initial 5 million tons per annum operation reopened Liberiaโ€™s mining industry, shipping first ore to customers in 2011. Through its new expansion project, the company has committed $1.4 billion in new investment towards building an iron ore concentrator to produce high-grade iron ore, which increases production to 15 million tons per annum. With this new outlay, the companyโ€™s total investments in the country will exceed $3.0 billion, which also includes a substantial investment in the Yekepa-Buchanan rail infrastructure. The first phase of the expansion is due for completion in late 2024. ArcelorMittal is further studying a phased development of up to 30 million tons per annum.

Consistent with President Boakaiโ€™s vision of empowering Liberian youth with essential technical and operational skills, at todayโ€™s meeting ArcelorMittal reaffirmed its dedication to additional investment in its Vocational and Technical Center (VTC), as well as support to other Technical Vocational Education and Training (TVET) institutes in Liberia. By 2025, ArcelorMittalโ€™s VTC will have 200 skilled youths in their program in addition to the 100 who have already graduated, The collaboration with other technical vocational training centers around the country will help to enrich Liberiaโ€™s talent pool and drive socioeconomic advancement in the country. The company will also continue to provide scholarships for Liberian students pursuing higher education abroad, thereby nurturing the next generation of leaders.
As an integral component of Liberia's socio-economic development, the Government is steadfast in its efforts to combat the trafficking and consumption of illicit drugs. ArcelorMittal is aligned with this mission and pledges support by investing in community programs and initiatives aimed at raising awareness among local communities about the risks associated with harmful substance use, safeguarding livelihoods and the wellbeing of Liberians.

ArcelorMittal remains the biggest investor and contributor of direct and indirect taxes in Liberia. The company will continue to create economic opportunities for Liberians by creating jobs, supporting local businesses, developing hospitals and schools, and participating in the refurbishment of critical road infrastructure such as the Ganta-Yekepa Highway, which is a vital economic link in the regional road network connecting neighboring countries Guinea and Cote dโ€™Ivoire.

Quote from President Boakai: โ€˜The Government of Liberia recognizes ArcelorMittalโ€™s commitment to Liberia and its people. We look forward to continue working with ArcelorMittal as a trusted partner, to diversify its support to Liberiaโ€™s transformation, and ensure that Liberians benefit from the investments being made in the country. We are prioritizing the conclusion of the Third Amendment to the MDA, so that this trajectory of growth and the strengthened partnership with ArcelorMittal will continue for many years to come.โ€™

Mr. Lakshmi Mittal added: โ€œSince we entered Liberia in 2005 we have always sought to be a dedicated, valued, and trusted partner to Liberia and its people. It was a pleasure to meet with H.E President Boakai today and we look forward to working with him and his administration to deepen this partnership. Our project to significantly expand our presence in the country is on track to come on stream later this year. It is an important project for our company, one that will cement our presence in Liberia for many years and make a significant contribution to the countryโ€™s economic growth and sustainable development.โ€

The Joint Budget Committee of the 55th Legislature has vowed to robustly scrutinize the 2024 National Budget of US$692 million in the interest of the people of Liberia and the Country.

Montserrado County District #16 Representative, Dixon W. Seboe and chairman of the Joint Budget Committee of the 55th Legislature, on behalf of the Committee said they are poised to implement their constitutional mandate to review the National Development envelope (budget).

According to a release from the House of Representatives Press Bureau, the Joint Committee Chair Rep. Seboe made the remarks on Monday during the kickoff of the 2024 Budget Hearing. He said for the next four days intensive Revenue hearings will be taking place.

The Joint Budget Committee comprises of Committees on Ways, Means and Development Planning and the Public Accounts & Expenditure from the House of Representatives and Senate.

He explained that the 2024 Draft National Budget will begin with the revenue component which will be done in close door (Executive) Session while the Expenditure Hearing will be done in opened session in the Joint Chamber of the Legislature.

For his part, James Dorbor Jallah, Commissioner General of the Liberia Revenue Authority making remark at the commencement of the 2024 Budget Hearing said as the Committee and Agents of the Executive convene to deliberate on the National Revenue Budget, a pivotal policy instrument, it is pertinent to reflect on the challenges and successes that
characterized the performance during the preceding fiscal year.

He averred that at the beginning of fiscal year 2023, the Legislature approved a revenue budget of US$782.9 Million. However, following a midyear review, the budget was revised to US$771.7 million.

"The Liberia Revenue Authority, fully cognizant of the uncertainties triggered by the 2023 electoral process, navigated the landscape with a collection of US$715.9 Million, thereby falling short of the revised budget by US$55.8 Million. However, amid this shortfall, I am pleased to report that our domestic revenue collection stood resilient at US$611.9 Million, exceeding collections from all preceding years, except for fiscal year 2022". LRA Boss asserts.

He stressed that the achievement is noteworthy and underscores the effectiveness of the Country's revenue mobilization efforts, but there persist challenges particularly concerning State-Owned Enterprises (SOEs), which consistently fall short of projections and what he termed as the misuse of Duty-free privileges.

"As we embark on these hearings, it is imperative to inject realism into the forecasting of revenue for SOES and scrutinize the extent of revenue foregone through the granting of tax
exemptions and waivers". he stated.

The LRA CG was also quick to mention that looking ahead to the fiscal year 2024, the Liberia Revenue Authority expresses unwavering confidence in their ability to achieve lawful revenue target, However, this optimism is contingent upon the support and collaboration of this honorable body.

He said the LRA Urgent attention is required for the rehabilitation of our dilapidated rural tax and customs offices, which serve as linchpins for the effective decentralization of revenue collection.

The Commissioner General stated that as the Country strive to grow domestic revenue, she needs to identify critical areas with great revenue potential and tap into them. One of such areas is by transitioning from the current GST regime, which has a narrow tax base and
generates less than 3% percent of GDP, to a VAT regime with a broader tax base
and generates about 5-6 percent of GDP in many developing countries where it is designed and implement properly.

For his part Finance Development Planning Minister Boima Kamara said Government is optimistic about the expansion of economic growth by its targeted One Billion.

Amidst uncertainty in the country about the downsizing of staffers from the Ministry Of State for Presidential Affairs, Presidential Press Secretary Kula V. Fofana has clarified that it is not the case.

Speaking with reporters Friday, April 5, 2024 at the Executive Mansion in Monrovia, Madam Fofana explained, โ€œOn the issue of the 40,000 civil servants, there is a hold-on process that is ongoing. There is a review of the process, not that they will be laid out.โ€

โ€œ40,000 civil servants will not be laid out. Maybe it is the way people are interpreting it, but that is not the situation. The situation is that there is a review, an audit that is presently ongoing with 40,000 civil servants personnel which at the end of the audit process will know the statuses of individuals that are in that category,โ€ the Presidential Press Secretary disclosed.

She argued that before one becomes a civil servant, he/she must have sat the civil servant test and after such, there are processes he/she must have gone through.

However, Madam Fofana has encouraged all civil servants that have been affected by the process to go through the approved process to seek readdress; adding that the government does not have resources to pay people on supplementary status or payroll.

It can be recalled on April 1, 2024, the Liberian Government through its CSA Director General Josiah Joekai disclosed that the agency has discovered over 40,000 illegal civil servants.
He said that civil servants were entered incorrectly or not at all into the Personnel Action Notice.

โ€œThere are at least 70,000 civil servants in Liberia and more than 50% are currently illegal because they did not do the PAN process,โ€ he noted.

Joekai explained that the process comprises the full details of individuals who are entered on the government employment roster after completing evaluation and credential checks.

The CSA boss revealed that some people were placed on the civil service payroll through text messages, telephone calls, emails and WhatsApp, between 2019 and 2023.

Joekai said since these workers cannot be held responsible, they are affording them a grace period of 90 days to register properly; adding that those who fail to complete the process will be fired.

The Executive Mansion has announced that Liberia has begun receiving additional 25 megawatts of electricity from the Republic of Ivory Coast.

The additional electricity means the Country is now benefiting from 50 megawatts of electricity supply from the neighbouring country.

Following his return from Cote Dโ€™Ivoire, President Boakai told Journalists that one of the major issues discussed during his trip to the West African Nation was to guarantee the continued supply of electricity to Liberia and the increase in the quantity of supply.

President Boakaiโ€™s request to his counterpart was due to the electricity crisis the country is experiencing.
