Three PR Blunders – The Yellow Machines, the Cabinet Retreat, and the President’s Visit to the USA

We promised, “No business as usual.” What are you hiding? What is there to hide when governance should be about openness, accountability, and transparency?

The government is becoming more reactive than proactive mainly because of how it handles Public Relations (PR). Almost everyone is randomly speaking because he/she wants to prove that he/she is working. There’s no centralized system of communication; no control and no coordination at all. Everyone is just speaking to prove a point. This is NOT governance. It’s hurting/harming the government even more. Governance is not about self-gratification or self-glory. It’s about collective win.

Here are three PR blunders/gaffes just in May 2024 alone which could have been easily avoided/prevented:

1) The Yellow Machine

The announcement of the 285 yellow machines by the Minister of State without portfolio was premature. There was no need to share AI-generated videos and pictures of yellow earth-moving machines without a formally transparent and open agreement/MOU (e.g. procurement, loan, grant, or aid) being reached, announced, and displayed between the Liberian Government, the Sany Group, and the so-called Guma Group. The government should not have waited for people to ask, “Where is the money coming from to fund this project and what agreement has been reached?”

Before announcing this project, a detailed press statement should have been done with full disclosure of everything. Minister Bility should not have been the one to make this announcement. A “US$25 million” project is no small feat. Like I said, this is a big win for Pres. Joe Boakai if the DEAL is not shady and if the machines will ever be brought to Liberia as promised. MICAT should have properly coordinated with MPW, MFDP, and MOA for a formal announcement upon the arrival of the yellow machines to Liberia and not before. To have made a formal announcement without full disclosure and without the machines being on the ground was a PR blunder. What if the machines do not come? Then it means that the government has created a trust issue for itself. Credibility crisis and mistrust will eventually set in. People will become more skeptical about the government.

Since an open government was promised, the government must be able to tell the people through what arrangements were such a huge project secured/procured. Where’s the money coming from? Is it from the budget? What’s the total cost of this project? Were PPCC guidelines and legislative requirements followed if it’s a procurement agreement or a pre-financing loan agreement? Did the government conduct any need-based or feasibility study? How will the machines be maintained, fueled, etc.? Do we have trained operators? How did we arrive at 19 machines for each county when county sizes, populations, and needs vary?

The government cannot ignore these important questions. The more it tries to ignore them, the more the PR blunder/woe adds up. Don’t leave the public in suspense. Don’t allow the public and the opposition politicians to speculate. It harms/hurts the government. Be proactive, and not reactive. This requires a centralized system of communication through control and coordination. Again, there was no need to share AI-generated videos and pictures. Governance is openness, honesty, transparency, and accountability. There was no need for Minister Bility to do this.

2) The Cabinet Retreat

The maiden Cabinet Retreat intended to assess progress and challenges was a great move. It should be held often to evaluate performance, review priority areas, inspire hope, and set new goals. After the retreat, the Liberian people are still concerned about what was achieved from the retreat. Was there any secretariat appointed to take minutes/notes of policy decisions? Was there any resolution from the retreat? Which specific sectors were looked at? What new priorities/plans did the president announce?

Simply put, what was the outcome of the retreat? Again the public is left in suspense. This is another PR blunder. This information gap needs to be bridged. By now, the outcome of the retreat pertinent to key policy decisions/issues, whether in detailed or summarized form, should be published on the website of the Executive Mansion. The Minister of State for Presidential Affairs, Minister Sylvester Grigsby, should have coordinated this with a specialized/appointed Retreat Secretariat. Hope this mistake is corrected for the next retreat.

3) The President’s Visit to the USA

Whenever the President travels on a business/investment trip, people expect returns/gains. The Presidential Press Bureau is obligated to give a full report in this regard upon his return either a summarized version or a detailed version stating what benefits the president’s business trip brought to Liberia. This was never done even though the president made some gains including a partnership agreement with Georgia Tech Institute to provide M.Sc. education in Computer Science for faculty at the University of Liberia. The government seems too SLOW in communicating its achievements, and this is hurting it so much.

Critics and opposition politicians are capitalizing on this weakness to create false flags, fake news, and propaganda. Another PR blunder is to allow the president to sit with an official of another country with only that country’s flag and not Liberia’s flag. You cannot call this a formal meeting/bilateral engagement. We must always insist that our flag is represented if you want to call it a “formal meeting”. For God’s sake, Liberia is a sovereign nation too.

I heard from ELBC's newscast last evening that the Government is bringing into the country 285 pieces of earth-moving equipment. Laudable! But while that is good news, we must celebrate with caution.

285 pieces of earth-moving equipment coming to our country, just like that? But assuming that the information is factual, we should ask the hard question as to how the President got this huge quantity of heavy duty equipment worth millions of USD? There's no information whatsoever about the source (s) of funding. ELBC didn't mention that, even though they quoted Deputy Minister of State Bility as the person who made the disclosure.

So, what about the transparency, accountability, and the rule of law being trumpeted? The Legislature made no appropriation for the equipment in the budget; no loan agreement for that; and we don't know of any grant or of someone or an institution making a goodwill donation to the Government. If donated, the President is under obligation and owes a duty to the Liberian people to tell us the source (s) - and we demand that.

Disappointingly, some of my Senate colleagues don't think transparancy and accountability matter here; some argue that the equipment will make our highways pliable, so nothing else matters. I'm troubled by this double-standard: that the very colleagues who yesterday were loud-mouthed about accountability and transparency would be the same people to downplay it today.

But the Senate will not shy away from its oversight responsibility and will hold the Executive accountable. "There will be no business as usual." We will get to the bottom of this and unearth the truth. That's the robust oversight we punctuate everyday - perhaps hypocritically!

LNP-NPHIL Encourages Public Safety Hygiene Measures

(Monrovia, Liberia-May 18, 2024) The Inspector General of Police, Hon. Gregory O.W. Coleman has honored a meeting with the Authorities of the National Public Health Institute of Liberia (NPHIL) on health concerns over the use of an helmet among multiple passengers from motorcyclists.

On Friday, May 17, 2024, both Institutions observed safety regulations to avoid the transmission of pathogenic organisms and way of reducing head injuries during road traffic accidents when commuting to various destinations.

IGP. Coleman and NPHIL have mandated all motorcyclists and passengers to adhere to the below hygiene measures:

1. Motorcyclists should clean their helmets regularly (daily, weekly, or monthly) using disinfectant sprays;

2. Motorcyclists should avoid placing their gloves inside the helmets;

3. Passengers should cover their heads before wearing a helmet;

4. Passengers may choose to wear a nose mask for additional protection;

5. Passengers who frequently travel by motorcycle, should consider carrying their own helmets and sanitizer spray.

The LNP headed by Inspector General of Police, Col. Coleman and the Director General of NPHIL, Hon. Jane A. MaCauley are encouraging the general public to remain law abiding as they expressed their commitment to the protection and safety of all residents and road users across the Country.

Supreme Court of Liberia has ruled against President Boakai's decision to nominate officials to the
Liberia National Lottery Authority, Governance Commission, National Identification Registry and Liberia Telecommunications Authority.

The court in its ruling wants all names nominated by President Boakai to those institutions to be withdrawn.

The court adds that there were procedural errors in having nominated officials to these institutions by President Boakai.

The special GAC audit report shows cash balance as at January 17, 2024 at more than US$ 46 million. President Weah spoke about actual cash balance being US $41 million.

On January 21 or thereabouts, President Weah told Liberins that the total cash balance in the consolidated account was around US $41 million. This report was based on consolidated cash report prepared by the Comptroller and Accounting General at the MFDP and the information was placed in the speech of the president.

Since then, there have been attempts to controvert this figure for political purposes, a truly sad situation. President Boikai was made to say that US $20 million was left in the consolidated account. The attempt to deny springs from the fact that the UP left a far SMALLER amount of US$7 million for the CDC in 2018. Since CDC number was bigger than UP’s number, someone was not happy! This is how LOW AND CHEAP LIBERIAN POLITICS HAS BECOME!!

Even when the facts are glaring, politics will take over. So the GAC was asked to look into the matter. And the GAC has said more than US $41 million was in the account on the day in question.

So President Weah said the TRUTH!!

Did the GAC confirm US $46 million cash available on that day? YES! Did president Weah say US $41 million cash was available on that day? YES. Did president Weah say anything about Government obligations? NO. Should president Weah have reported ‘reconciled numbers’? Hell no. Cash balances on a daily basis are in real time. Reconciliation comes after so many things that may or may not happen over time. Reconciliation is done at the end of an accounting period. The political tradition since 2018 is you say how much you are leaving in cash and in reserve.

Government obligations are not the debate here. In 2018 UP left US$7 million when Government obligations were more than US$40 million. So UP left (US$33 million ) or negative US $33 million? Well, if you apply the same accounting to CDC, CDC still wins with a positive balance. So where are we going with this debate?

Let’s concede the simple facts and be honest for once. We have bigger things to talk about than check balances on a pariticular day. If you went to an ATM machine to print out your bank statement for a particular day, you will have it. The number you see is the amount in the bank. Whether you pay your rent tomorrow or next week is a different matter. The number President Weah read was the amount in the bank: He was factually correct!

Thanks to the GAC for making this very simple and clear. Debate closes. Lesson: Let the fact be the fact for once in Liberian politics.

Tomorrow I will speak my unvarnished, unguarded and undiplomatic mind about war and economic crimes in Libeira, the dangers and risks and why Presidents Sirleaf and Weah avoided this trap.
