LACRA, Jackson F. Doe Hospital, and Ministry of Defense Lead in Public Sector Excellence

President Joseph Nyuma Boakai has honored 13 public institutions for outstanding performance under the inaugural round of the Performance Management and Compliance System (PMCS), with three agencies emerging as top performers: the Liberia Agricultural Commodities Regulatory Authority (LACRA), Jackson F. Doe Hospital, and the Ministry of National Defense.
The recognition was announced during the second round of the 2025 Performance Contracts Signing and Recognition Ceremony, held on Thursday, June 12, 2025, at the EJS Ministerial Complex.
President Boakai praised the recognized institutions for their commitment to accountability, transparency, and service delivery, urging all government entities to uphold these values.
The President described the occasion as a significant milestone in Liberia’s efforts to promote citizen-centered governance. He highlighted that for the first time in the nation's history, a full national performance management cycle has been completed across the public sector.
“Today marks more than a celebration of results—it marks the institutionalization of a culture of delivery across our government. This is the legacy we owe the Liberian people: a government that not only works but works for them,” President Boakai stated.
He commended the leadership, discipline, and dedication of the recognized institutions, noting that several exceeded their performance targets for the past year.
The PMCS was officially launched on October 30, 2024, by President Boakai, as part of his administration's broader efforts to improve government accountability.
At the launch, he acknowledged the longstanding issues of unfulfilled promises, inefficiencies, and corruption, which have impeded national progress. He emphasized that the new system represents a shift toward measurable outcomes and greater responsibility.
“With this system, every public institution and leader must be accountable not just for their work but for the results they deliver,” Boakai said at the time.
He also reaffirmed that the ARREST agenda aims to build a government that is not only transparent and responsible but also responsive to the needs of the Liberian people.
The PMCS serves as a cornerstone of this agenda, enabling the government to set clear performance targets, monitor progress, and improve service delivery nationwide.
In addition to the top three institutions, the following were also recognized for their performance:

* Ministry of State for Presidential Affairs
* Liberia Petroleum Refining Company
* WASH Commission
* Liberia Electricity Regulatory Commission
* Public Procurement and Concessions Commission
* Ministry of Post and Telecommunications
* Liberia Airport Authority
* Liberia Institute for Statistics and Geo-Information Services (LISGIS)
