SWAT Sells Rotten Rice on the Liberian Market, indicts Ministry of Commerce to their illegal act.

Supplying West Africa Traders Incorporated (SWAT) has endangered over thousands of struggling Liberian lives with the selling of illegal rotten rice on the Liberian market.

Videos in the possession of Maggie Online TV show the mixture of two rotten rice IR 64 and Lady Norrow in the storeroom of SWAT which has been re-bag and on sale to the Liberian populace.

Speaking to our investigative reporter via mobile phone at the weekend, a guy who claimed to be the General Manager of SWAT only identified as IZe noted that the Ministry of Commerce and Industry, specifically the Inspector General Josephine Davies was aware of their illegal act.

He however stressed that it is not the journalists responsibility to interfere in what he called the work of Commerce Ministry.

Also speaking in the edifice of Supplying West Africa Traders Incorporated (SWAT), Phires Robertson who claimed to be the Head of Security told Maggie TV to do its publication; stressing that the management of SWAT will respond officially to said publication later.

Meanwhile, when contacted Commerce Ministry Inspector General Josephine Davies after been indicted to SWAT illegal act; Madam Davies termed the allegation as untrue, diabolical lie and described the company's illegal act as unlawful.

According to madam Davies the entity did not meet the approval of Commerce Ministry before re-begging.

Madam Davies after viewing the videos got angry and immediately placed a phone call to IZe who claimed to be the General manager of SWAT confronted him on the issue, after the has ended; she told our Investigative reporter at her Ministerial Complex office in Congo town that she was informed by SWAT General Manager IZe that he was going to confront the warehouse manager immediately.

Madam Davies has assured the public that the Commerce Ministry will invite the company (SWAT) for a warning; terming the company's illegal act as first offense

Efforts by Government through the Ministry of Commerce and Industry to regulate the Liberian rice market and to prevent the sale of substandard goods, it seems some business institutions in the country are taking it for mere posturing.

The aforesaid is finding expression in allegations that the Supplying West Africa Trading Inc. (SWAT) has been importing rotten rice on the local market. SWAT is one few of the companies importing rice, the country's staple.

Nimba, Grand Bassa and B**g County to Receive U.S.$3.1 Million Social Development Check

Monrovia, July 8, 2020: The Government of Liberia will shortly disburse the amount of U.S.$3.1 million as part of Social Development Fund's contribution to three counties. The amount, given by Arcelor Mittal, represents 80 percent of the company's required allocation to counties where it operates. The counties to benefit are Nimba, Grand Bassa and B**g.

The contribution is in fulfillment of an agreement reached a few weeks ago between the government of Liberia and Arcelor Mittal, which obligates the company to remit 80 percent of SDF funds to the government and use the balance 20 percent to fund development projects in its concession areas.

Of the allocated amount, Nimba county will receive U.S $1.55 million, Grand Bassa U.S.$1.02 million, while B**g receives US$527,000, representing their respective SDF shares of 50 percent, 33.3 percent and 16.7 percent.

The payment to the counties is a break from the past, and is also the first time in several years that the Government makes full disbursement of the SDF paid by Arcelor Mittal to the three counties. Upon taking office, President George M. Weah mandated that the funds be paid promptly in order to be used by the affected communities.

Last year, the Government also disbursed SDF money paid by China Union to B**g, Montserrado and Margibi counties, and will pay the balance of the amount during the FY 2021.

The SDF money is critical to development in the three counties. Nimba county is expected to use the funds to repair its yellow machines for massive road works, while Grand Bassa and B**g will invest in a wide variety of important projects.

Recently, President Weah visited a bridge under construction in the Smell No Taste area in Margibi County, which is being funded by the SDF given to Margibi county during the last budget year. The project is being led by Margibi District three Representative Ivar Jones, in fulfillment of the Weah-led government's commitment to use SDF money as a lynchpin for district and community development.

Minister Samuel D. Tweah, Jr will present the checks to the Nimba, Grand Bassa and B**g legislative caucuses Wednesday, July 8, 2020, at the Capitol Building, where he is also scheduled for Joint House and Senate Ways and Means discussions around the National Budget.

NEC: 2020 Senatorial Election Date Not Feasible, Recommends Extension

Monrovia - The National Elections Commission (NEC) has disclosed that the date for the 2020 Special Senatorial Election (SSE) and Constitutional Referendum is not feasible amidst the current global outbreak of coronavirus pandemic and related restrictions.

The World Health Organization (WHO) declared the Coronavirus or Covid-19 a global pandemic on 12 January 2020 following the rapid spread of the respiratory disease worldwide. On 16 March, in response to the first confirmed COVID-19 case in Liberia, President George M. Weah announced series of measures, including travel restrictions within the Country, ban on international travel to and from Liberia, and avoidance of public gatherings. On 10 April, the President declared a 21-day state of emergency, which was later approved and extended by the Legislature to 60 days until 11 June.

A NEC release issued May 6, 2020, noted, "The Coronavirus pandemic and related restrictions have impacted on preliminary activities leading to 2020 SSE and Referendum, notably the international procurement required to secure electoral materials; assessment of the voter registration centers critical for voter roll update preparations, recruitment and training of temporary staffs, all which are indispensable for the credible conduct of the electoral process."

In response to the challenge, the NEC Board of Commissioners has recommended to the President of Liberia to request the Legislature to enact a resolution to temporarily suspend the13 October date of the SSE and set a new date within this year for the conduct of the election.

The release further that in line with the Constitution, the 2020 SSE election is scheduled for October 13, 2020 alongside the Referendum. Article 83 (a) of the Constitution of Liberia stipulates that “voting for the President, Vice-President, members of the Senate and members of the House of Representatives shall be conducted throughout the Republic on the second Tuesday in October of each election year.”

CBL Selects Crane AB To Print L$4 Billion (In 500 Bills)

The Central Bank of Liberia (CBL) has announced that it has completed a competitive bidding process for the printing of additional Liberian dollar banknotes aimed at providing the public increased access to Liberian Dollars.

According to a CBL statement, "Using enhanced procedures consistent with international best practices, the CBL reviewed the proposals submitted in response to a Request for Proposals (RFP), and selected the most competitive bid (Crane AB), based on cost and delivery time. As a result, the CBL intends to enter into a contract with Crane AB (Crane) for the printing and delivery of 4 billion Liberian Dollars banknotes (in L$500 denomination). Under the terms of the contract, Crane will print and deliver the approved amount of banknotes to the CBL in Monrovia in a reasonable timeframe."

The CBL statement noted, "On March 12, 2020, the CBL issued an RFP, soliciting proposals for the printing of additional banknotes, with a deadline for responses on or before April 8, 2020. The CBL received proposals from potential currency printing firms in advance of the deadline. Five internationally reputable currency printing companies were invited to participate in the bidding process. Subsequently, a specially dedicated Procurement Committee for printing of the additional banknotes conducted a rigorous evaluation process of the proposals, focused on both financial and technical aspects against a set of detailed evaluation criteria. As a result of this process, Crane was recommended by the CBL Procurement Committee as the preferred supplier to print the additional banknotes with the technical advice of Kroll Associates Inc. (Kroll)."

CBL Executive Governor, J. Aloysius Tarlue, Jr., said the selection of Crane AB (Crane) “is the result of a competitive and transparent procurement process that was opened to several major currency printers around the world.” He added that to ensure the integrity of the process and its full compliance with internationally accepted standards, the CBL worked with a team from Kroll. He thanked the United States Agency for International Development (USAID) for making the services of Kroll available to the CBL through a technical assistance program designed to enhance the CBL’s institutional capabilities and overall operations.

The Executive Governor said, “The CBL will keep the Liberian people fully informed of every step in the procurement process, up to and including the arrival and injection of the additional banknotes into the Liberian economy."

"The CBL will, with the technical assistance of Kroll, track the shipment of the additional banknotes from the printer to the CBL’s vaults, and into the banking system.

"The additional banknotes will help address the lingering liquidity problem and provide the Liberian people easier access to the cash they need to pay for food, school fees, health care, and other essential products and services," the CBL statement added.

PUL Distances Itself From MICAT's Decision To Issue New Covid-19 Pass To Journalists

The Press Union of Liberia (PUL) says it is not part and does not support the printing of new passes by Deputy Information Minister for public affairs Eugene Fahngon.

The PUL is urging journalists and Media workers across the country to go about their journalistic work with proper identification cards as required by the joint security.

The PUL in a release issued April 29, 2020, expressed disapproval to the new directive of Deputy Minister Eugene Fahngon calling for the cancellation of current press passes and the printing of new passes insolation with the PUL.

The Union believes that Deputy Minister Fahngon unilateral action perhaps is intended to selectively provide accreditation to certain Media outlets and deny other Media institutions.

Press Union of Liberia President Charles B Coffey Jr. has termed as unrealistic ,and a calculated attempt by Deputy Information Minister Eugene Fahngon to ignore the good work of the Media in the fight against the Coronavirus pandemic across the country from the unset with out passes.

Mr Coffey indicated that journalists have been trained to disseminate factual information about the virus thus taking some members of the public from the denial stage to the realities of the pandemic.

He said the Media continued to play a pivotal role in the fight against the Coronavirus pandemic despite the economic hardship being experienced by the media practitioners.

President Weah Issues Executive Order #101 Repositioning National Food Assistance Agency

Monrovia, Liberia: The President of the Republic, H.E. Dr. George Manneh Weah, has issued a new Executive Order repositioning the National Food Assistance Agency (NFAA).

The Executive Order No.101 issued Tuesday, April 27, 2020, repositions the NFAA to embark upon a set of functions and operations under Section 1 of the Order that include working closely with the National Steering Committee of the COVID-19 Household Food Support Program (COHFSP) by providing numeration of household/beneficiaries and monitoring aspect to the Food Support Program.

The Order gives the NFAA authority to continue to work on other programs in the national interest, such as making school feeding program sustainable through providing what “we grow and donated food commodities” even following the cessation of the global pandemic.

This approach will bring NFAA, local farmers, international partners and processors into cooperation, and the NFAA will provide additional markets and incomes for farmers.

The Executive Order directs that the NFAA will also purchase from farmers excess produce to be processed and stored for distribution to schools and other institutions in case of needs or emergency.

The NFAA further is mandated to introduce food stamp and free meal for various categories of people, such as the Physically challenged persons, single and vulnerable parents including young children, pregnant women and lactating mothers, the aged, sick and mal-nourished children. Others include the girl child without parental guidance and support, establish storage and processing facilities for local crops (cassava, plantain, eddoes and rice) for distribution. This will augment food relief donation to Liberia.

The Order also authorizes the NFAA to protect the Liberian public from the harmful effects of substandard and counterfeit food commodities while ensuring their good health at all times.

In order to ensure the full realization and implementation of these objectives, NFAA will conduct a nationwide rapid assessment to collect baseline data on the prevalence of food insecurity and derive recommendations for the required support needed to reduce its effects in Liberia.

It will also conduct statistics and create a comprehensive database of both local and international food-related NGOs in Liberia, and ensure a proper monitoring mechanisms of food donations from foreign sources and their ultimate distribution and supply to targeted Liberian beneficiaries and institutions.

According to the Executive Order, NFAA will ensure the continuous existence of regional food banks across the country for timely interventions in food assistance during natural disasters such as flood, quakes, drought, etc.

Executive Order 101 also establishes the organizational structure of NFAA along with the their respective functions and duties.

'President Weah Is In Good Health', Presidential Press Secretary Refutes Rumors

The office of the Presidential Press Secretary has sharply reacted to rumors insinuating that the President of Liberia, His Excellency Dr. George Manneh Weah, was tested positive for Coronavirus.

According to a local radio station reports late Tuesday evening,, 8 cabinet ministers and 13 members of the Joint Security, including President Weah have been tested positive for Coronavirus infection.

But Mr. I. Solo Kelgbeh said 'President Weah is in good health.' He described the reports about the President’s health as false and a complete lie.

According to an Executive Mansion release issued Tuesday, Mr. Kelgbeh said while the President plans to take the coronavirus test in the not too distant future, he has never been tested by anyone or any entity, and that he has been in a clean state of health.

The Presidential Press Secretary disclosed that since Liberian Chief Executive declared the state of emergency in the country, he has been in self-isolation, conducting official meetings visually.

Presidential Press Secretary Rejects FPA Reports of a Mad Man Entry of the Home of President Weah

The Office of the Presidential Press Secretary has strongly rejected reports by the FrontPage Africa Newspaper that a “mad man” had entered the home of President George Manneh Weah, terming the report as misleading and far from the truth.

"The truth is the apparent mentally ill man did not enter the home of H.E. Dr. George Manneh Weah, contrary to the newspaper’s publication", an Executive Mansion release has said.

A release issued April 28, 2020, stated that on the morning of Thursday, April 23, 2020, a man believed to be suffering from mental illness, attempted to make his way into the premises of the President through the rear entrance, but he was spotted and caught at one of the premises’ security booths by officers of the Executive Protection Services (EPS).

According to Issac Solo Kelgbeh, the incident in no way amounts to the apparent mentally ill man’s entry of the President’s residence as sensationally reported; for the man did not even go beyond the security booth.

He clarified that the deployment of a few Armed Forces of Liberia (AFL) officers at the home of the President is part of an established routine consistent with coordination, cooperation, and collaboration strategies designed by the joint security during the “State of Emergency”.

Kelgbeh added that the deployment of the AFL officers at the home of the President in no way usurps and obviates the functions and duties of the EPS. It is rather complementary."

He assured that the President of Liberia, Dr. George Manneh Weah, Commander-in-Chief of the Armed Forces of Liberia, is safe and excellent in health, stating that as Commander-in-Chief of the AFL, he has the constitutional entitlement to the army’s services.

Mr. Kelgbeh called on Liberians and residents alike to face, without distractions, the battle against the Coronavirus which has threatened the health, happiness, and normalcy of our nation and people and as well refrain from discriminating against people living with mental illness.

"Members of the disabled community have been regarded as a group belonging to high risk category especially with the compulsory stay-home measure imposed by the Government", a MGCSP release has said.
