Re: National Civil Society Council of Liberia Commends US Government, Calls on President Weah to dismiss Corrupt Government Officials

Monrovia—Tuesday, August 16, 2022; The National Civil Society Council of Liberia is commending the United States Government and the people of America for placing targeted sanctions on designated Liberian government officials, including Nathaniel McGill, Sayma Syrenius Cephus, and Bill Twehway for their
alleged involvement in ongoing public corruption in Liberia.We as Liberian civil society organization, agree that Corruption has long undermined Liberia’s democracy and its economy, robbing the Liberian people of funds for public services, empowering illicit actors,
degrading the business environment, damaging the rule of law and eroding the effective governance in the country. Corruption also contributes to diminished citizens' confidence in government and the public space and promotes impunity. The Council notes that said action of the US. Government through the U. S.

Department of Treasury Office of the Foreign Assets Control (OFAC) is laudable and said action has reassured the Liberian people of the US government commitment to stand with Liberia in fighting the menace of corruption as these acts of corruption undermine and threaten Liberia’s overall democratic
governance space.However, the Council call on President Weah to take some concrete steps beyond the suspension to save the image of the government from this embarrassment and ensure public trust by dismissing, prosecuting, and confiscating of ill-acquired properties or wealth and barring of said officials from participating in political affairs and governance of the state.

With the latest action of the United States Government, the National Civil Society Council of Liberia further calls on the government to begin beefing up the fight against corruption and impunity by strengthening integrity institutions, and setting up an anti-corruption court to fast-track corruption cases. We further call on the President, in line with the Code of Conduct, to ensure all public officials contesting for elected positions declare their assets and make them public.

In conclusion, we are calling on other friendly governments especially the UK, European Union and African countries to follow the same steps of the Government of the United States to investigate and designate targeted sanctions on officials of Government that are involved in corruption that are leading to poor public service delivery, undermining the peace and security of the state. It is our hope that the state begins to celebrate, reward and protect whistleblowers who brave the storm against corruption and misrule in Liberia.

Additionally, the Council calls on all public servants, officials and employees of government nurturingcorruption and bad governance and embracing the culture of impunity to now begin to rethink and act accordingly.

Liberia National Football team, the Lone Star have beaten Senegal 2-1 in the 2nd leg of the CHAN qualifiers.

IE forward Sediki Kromah and Barrolle attacker Nicholas Andrews came from the bench in the 2nd half to score each as Liberia came from a goal to win Senegal 2-1, but finished 4-2 on aggregate.

Meet 15-Year-Old Grand Gedean who passed Tubman University July 2, Placement Examination with distinction.

In Maryland County- As Tubman University releases her placement exam results, over 500 candidates have begun celebrating in their respective Counties, following the pronouncement; among them is a 15-year-old student Grand Gedean, Eric A. Bagguer Jr. Who first time setting the entrance.

Report says Eric was one of the smallest in age among the six hundred thirty-two (632) candidates who sat for the TU placement exam on July 2, 2022.

" I am grateful to God, my teachers at the N. Nixon Garlo High School, and my dear parents for their support to see myself becoming successful in the Tubman University placement Test, first I was afraid of going to sit for a big test, but when I got at the exam hall a saw the questions I quickly remembered my studies back home and put myself in order".

Upon receiving his results, Eric pointed out that said achievement means a lot in his academic voyage. He appeals to humanitarians for financial assistance as he gets prepared to embark on his first higher academic journey.

He needs a laptop computer, a smartphone, graduation fees, and feeding fees. A scholarship for university education among others.

Little Eric A. Baggeur Jr. Is a Grand Gedean, Born on September 13, 2006, unto the blessed union of Mr. & Mrs. Eric A. Bagguer Sr in Zwedru. His father is an Instructor at the Midwifery School in Zwedru.

He started his primary education in 2011 at the age of 5 at the Saint Philomena Catholic school in Zwedru, Grand Gedeh county. He graduated from Kindergartner in 2013 from SPS in Zwedru.

That same year, he enrolled at the N. Nixon Garlo Lutheran High School in Zwedru and his parents decided to change his school because of the distance from his home to the school.

Popular Liberian Gospel Musician based in the United States of America has reportedly died.

Moses Swaray, according to reports, had a seizure while swimming in a pool and drowned.

Research suggests that a seizure is a sudden, uncontrolled electrical disturbance in the brain. It can cause changes in your behavior, movements or feelings, and levels of consciousness. Having two or more seizures at least 24 hours apart that isn't brought on by an identifiable cause is generally considered to be epilepsy.

Swaray will be missed for his soul winning inspirational ministration at different religious gathering.

We await official medical results from the hospital to indicate reports filtering in surrounding the death of the Gospel Music Star.

MOA DISTRIBUTES EIGHT THOUSAND OIL PALM SEEDLINGS IN FIVE COUNTIES

Monrovia, Sunday, July 3, 2022):- The Ministry of Agriculture (MOA) has distributed 8, 610 high grade oil palm seedlings – from January to June 2022 – in 15 administrative districts within Bomi, B**g, Margbi, Gbarpolu and Grand Cape Mount Counties.

The seedlings – from the Tenera variety – were procured through the MOA’s executed Smallholder Agriculture Transformation and Agribusiness Revitalization Project (STAR-P) with funding from the World Bank.

They are disease-resistant with significant high yield that fruit from 4-5 years after transplanting which seeks to increase the income of smallholder farmers.

“One of the Government of Liberia’s priorities, with direction from His Excellency President George Weah, is to empower our farmers and this has been the preoccupation of the MOA”, Agriculture Minister Jeanine Cooper said.

Oil palm – Liberia’s staple fat, rice and vegetable are the value chains development which the MOA’s STAR Project focuses.

Farmers in Kpaii, Panta Salala, Suakoko Districts in B**g County received the highest with 3060 seedlings followed by Districts 1, 3 & 5 in Margibi County with an accumulated 1,350 seedlings.

Klay, Senjeh and Suehn-Mecca Districts – noted for oil palm growing in Bomi– were provided 2,100 seedlings next recipients were oil palm farmers in Bopolu and Gbarma Districts in Gbarpolu County collected 1,200 seedlings.

Grand Cape Mount’s Districts of Tewor and Garwula received 900 seedlings.

More seedlings will be distributed to farmers in the coming months.

Special Statement from the National Civil Society Council of Liberia through the Chairperson;

"Monrovia – The National Civil Society Council of Liberia (NCSCL) has called on the ruling Coalition for Democratic (CDC) and opposition political parties to stop what it termed as the political weaponizing, pre-election campaigning, and escalating existing inter-party or legal battling.

According to the NCSCL, results from a rapid review of Liberia’s pre-election democratic context conducted by the Council to inform its ongoing election response intervention programming, point to disturbing triggers of violent tensions, political fragility, and conflict dynamics; something it said is likely manifesting as a result of political weapons, pre-election campaigning, and escalation of inter and intra-party conflicts.

These trends are manifesting ahead of Liberia’s high stakes 2023 elections, the Council warned.

Regarding pre-election campaigning, the Council singled out President George Weah’s gesture to the chiefs and county’s health teams in February this year. Back in February, President Weah donated, in his name, 30 pick-up trucks, 150 motorcycles, and several ambulances.

According to the Council, lack of clarity on the source of the money had fed the perception that the President is using public funds to finance his campaign in disguise.

Added to this conundrum, the CSO pointed out, are the ongoing leadership crisis within the Liberty Party; legal battle among actors of the fractured Collaborating Political Party (CPP) regarding the alleged illegal alteration of the CPP’s Framework Document; and litigation by the Liberty Party about the alleged illegal departure of the Unity Party and All Liberian Party from the CPP.

“We observed that opposition political parties continue to use concerning social and economic issues in Liberia to weaponize the CDC-led Government. Much the same way, the ruling establishment is believed to be influencing internal conflicts and battling within and among the opposition parties to its advantage ahead of 2023 elections,” the Council said in the statement released by its Chairperson, Madam Loretta Alethea Pope-Kai.

The Council noted that these are just a few cases among several studied which reflect the general patterns of Liberia’s pre-election democratic context.

The NCSCL, further in the statement, said it believes the upcoming 2023 general and presidential elections mark an interception point for continuous and improved post-conflict recovery and development. However, it pointed out that ongoing and growing drivers of political and electoral conflict tend to reveal an ugly political context and forecast gloomy electoral prospects.

To reverse these existing trends and safeguard Liberia’s electoral politics, the Council “strongly urges all political parties to commit to, and demonstrate a higher level of political leadership and governance in ways that inspire public trust and put Liberia first above party’s and personal interest ahead of Liberia’s high stakes 2023 presidential and general elections.”

National Art Talents Search

The National Elections Commission (NEC), is seeking applications from interested individuals and Community Based Organizations (CBOs), willing to participate in her nationwide " Inclusive Elections Art Project "
The Inclusive Elections Art Project is a National Art Talent Search Competition to support NEC Elections' workings and Explore talented Liberians and institutions.

The OBJECTIVE of the Art Project is as follows;
√ To produce banners that engage communities -- especially women, youth, and persons with disabilities in the electoral process
√ To ensure that women, persons with disabilities, and youth have a voice in Liberia's future
√ To promote political engagement and mitigate the obstacles that prevent the full political participation of women, youth, and persons with,h disabilities
To highlight issues affecting communities facing obstacles to full political participation
The completion intends to award three winners of the county of Maryland including our national winners.

GENERAL GUIDELINES:
The guidelines provide an overview of how to participate in the National Elections Commission's ( NEC) Art competition The process is designed to safeguard the interest of the applicant, the community, and the NEC, and it's designed to assure that the art created under this program enhances the appearance of NEC facilities, without causing any negative impact on public safety or welfare.

SPECIFIC PROHIBITION:
√ No political party logo or images or elected officials
√ No company logos, slogans, or other advertisements
√ No overly complicated designs that may confuse drivers or pedestrians
√ Neon, fluorescent, or reflective type colors are discouraged

SUBMISSION CRITERIA:
1. Illustration of the theme of inclusiveness in the electoral process
2. Relationship of the work to the community, especially how it serves to encourage political participation while enhancing the space and its surroundings
Appropriateness of the submission.

Each applicant will be required to submit a formal application with an attached form to be picked up at the Magistrate's office here in Harper, and a scaled color rendering of the proposed project. Note, Project that does not meet the design criteria/ guidelines, may be eliminated from the competition. Moreover, the NEC reserves the right to accept or reject all entries.
Application forms can be picked up from the NEC Magisterial office in Harper, Maryland County from 9 am-5 pm, daily.

The DEADLINE for submission of applications is Saturday, April 30, 2022.

The Ministry of Education announces the reopening of applications for the local scholarship program for academic 2022/2023 beginning May 2, 2022.

This process prioritizes the following: Education: Early Childhood Education (ECE), & Primary Education (PE);
Sciences: including Biology, Chemistry, Physics, Mathematics, Medicine, Nursing, Public Health, Midwifery;
Engineering, Construction, Civil, Electrical, Mechanical, Geology, Mining, Agriculture, and IT.

Please note that these scholarships are awarded to students based on merit, students are therefore required to maintain a GPA of 3.00 and above.

The Government of Liberia is committed to ensuring that educational opportunities are equally available to Liberians from all communities across the country.

The application forms can be picked up from and submitted to the offices of the County Education Officers (CEOs) in the 16 education counties.

Meanwhile, students currently benefiting from the scholarship program who obtained the required grade point average of 3.0 and above will be maintained.

Females and students with disabilities are strongly encouraged to apply.

The deadline for application is June 10, 2022.

Today, April 12, 2022 will mark the 42nd anniversary of the death of President William R. Tolbert.

Here’s a brief on his life:

⏺Born in Bensonville on May 13, 1913.

⏺ At 21, he graduated summa cm laude as valedictorian of his class.

⏺ In 1934, he entered the Treasury Department as a clerk in the Bureau of General Supplies.

⏺ In 1936, at 23 he married Victoria David of Cape Mount to whom he remained married for 44 years until his death.

⏺ In 1943, he was elected member of the House of Representatives for Montserrado County.

⏺ During his first term he sponsored over 400 resolutions and pieces of legislation including a bill calling for women’s right to vote.

⏺ In 1952, he became Vice President to president Tubman and served for 19 years.

⏺ As Vice President, he represented President Tubman at the historic coronation of Queen Elizabeth the Second in 1952 and at the State funeral of John F. Kennedy in 1962 and hosted US Vice President Richard M. Nixon.

⏺ In 1955, he provided a $5,000 loan to his younger brother Stephen Tolbert to start the Mesurado Fishing Company in 1955. Twenty-five years later the investment had grown into a $50 million business empire.

⏺ In 1965 he was elected Spiritual Head of the 30 million Baptists around the world as President of the World Baptist Alliance.

⏺ He became a renowned agriculturist, establishing 800 acres of rubber farm in Gbalatua, B**g County as well as 600 acres of coffee, 500 acres of cocoa, 1000 acres of oil palm and 500 acres of bananas and oranges in Todee and Bensonville.

⏺ In 1971, following the death of Tubman, he became president.

⏺ One of his first action as president was to dismantle the PRO or Public Relations Officer system which had even members of the same family reporting each other to the security services for the slightest perceived disloyalty to the Tubman regime.

⏺ In his first inaugural address, in 1972, he addressed the Liberian people in Kpelle, the first Liberian leader to do so in the nation’s 125 year history.

⏺ In 1972, he re-activated the Civil Service Bureau which had been in limbo and introduced a merit system as opposed to the patronage system as a basis for hiring and promotion in government service.

⏺ In 1973, he became a champion of the non-Aligned Movement after addressing the Non-Aligned Conference in Algiers.

⏺ In 1973, he introduced a policy which provided for the waiver of tuition fees in all public schools up to the secondary level, making government responsible for 50% of the cost of college tuition and subsidies for text books at Cuttington and LU.

⏺ In 1973, President Tolbert severed diplomatic Relations with Israel over Israel’s non-compliance with UN Resolution 242 calling for Israel’s withdrawal from all Arab territories following the Israeli/Arab war.

⏺ In 1973, was instrumental in the creation of the Mano River Union. He was also instrumental in personally bringing together Presidents Sekou Toure of Guinea and Houphet-Boigny of Ivory Coast, both of whom were close personal friends of President Tolbert but who had been bitter rivals for years.

⏺ In 1974, he established a 12 million Joint Holding Company with the Libyan Government in which Liberia had a 50% equity stake.

⏺ In 1974, Tolbert was awarded the prestigious Family of Man Award, the first African or Third World leader ever to be awarded this award which had in previous year been given to 4 American presidents, John D. Rockefeller, and US Secretary of State Henry Kissinger.

⏺ In 1974 he proposed a Referendum li miting the Presidential term to 8 years and in his nationwide address prior to the General Elections of 1975 he declared that whether the Referendum passed or note, he would not seek reelection after his 8 year term expired in 1983.

⏺ In 1975, he began the construction of a new campus for the University of Liberia moving it from Monrovia to Fendall.

⏺ In 1975, President Tolbert lowered the voting age from 21 to 18.

⏺ He rejected the philosophy of Social Darwinism which was at the core of the capitalist system and proposed his own economic philosophy in a book entitled “Capitalistic Humanism”.

⏺ During his term, he placed Paramount and Clan Chiefs on Government payroll for the first time.

⏺ He constructed thousands of low cost housing units in Gardnersville, Barnersville, Matadi, Cabral Estates, New Georgia and Stephen Tolbert Estates.

⏺ During his term he established the National Housing Bank, Agricultural Bank and Liberia Bank for Development and Investment (LBDI).

⏺ He established diplomatic relations with many countries of the Eastern Bloc including Rumania, China and Russia.

⏺ He provide sanctuary and financial support to a number of revolutionary liberation and anti apartheid leaders from Nelson Mandela’s ANC in South Africa to Robert Mugabe’s ZANU in Zimbabwe and Sam Njoma’s SWAPO of South West Africa.

⏺ In 1976, President Tolbert was one of the few African Leaders invited to attend America’s Bicentennial celebrations.

⏺ In 1978, he was unanimously elected Chairman of the Organization of African Union.

⏺ In 1979, Liberia hosted the Annual Meeting of the OAU at the specially constructed OAU Village in lower Virginia.

⏺ He allowed the formation of opposition political parties for the first time in decades in Liberia.

⏺ On April 14, 1979 his opponents organized a rally in protest against the policy recommendation by the Agriculture Minister for an increase in the price of rice.

⏺ On April 12, 1980 lower ranking members of the military staged the first military coup in Liberia’s 150 year history and assassinated the President at the door to his bedroom.

Today, USAID/Liberia hosted it's first in-person implementing partners meeting in two years, drawing a crowd of nearly 60 implementing partners and mission staff.

Ambassador Michael McCarthy opened the meeting, noting USAID's history of assistance in Liberia, and thanked partners for their dedication to Liberia’s development. “USAID could not have achieved any of its goals without its partners. You are in the front. Day in and day out, you are working in very challenging conditions,” he said.

USAID Mission Director Jim Wright emphasized the importance of collaboration and partners' input in communicating to the public about the important work that USAID is doing in Liberia.

USAID staff brief meeting participants about the U.S. government priorities, the status of COVID-19 in the country, and other important USAID updates about its development programming in Liberia.

(Thr Liberian Senate, Monrovia, February 24, 2022) –The Plenary of the Liberian Senate has resolved that the Liberia Maritime Authority and the National Port Authority contribute the amount of US$ 20,000.00 (Twenty Thousand United States Dollars) to the family of each person who lost his/her life by the sinking of the M/V Niko Ivankar Vessel to compensate the loss of support, consort and companionship suffered by said families.

This amount the Senate said is in addition to the US$100,000.00 (One Hundred Thousand United States Dollars) initially contributed to the families of those who lost their lives.

The Senate says its decision will be forwarded with an attached of a communication to President George M. Weah on the disaster that occurred by the sinking of the Niko Ivankar Vessel on July 17, 2021.

The Plenary of the Liberian Senate also determined based on the investigation of its relevant Committees that the dereliction of duties and responsibilities and the negligence of the Liberia Maritime Authority and the National Port Authority contributed immensely to the sinking of the M/V Niko Ivankar.
According to the Senate Press & Public Affairs Department , It can be recalled that the Plenary of the Liberian Senate mandated the Joint Committee on Maritime as well as Defense, Intelligence, Security and Veteran Affairs to investigate the national disaster that occurred by the sinking of the Niko Ivankar Vessel on November 9, 2021.

Additionally, the Joint Committee established that the Maritime Authority and the National Port Authority are the direct lines of focus in the search for answers as to what went wrong before and after the sinking of the Niko Ivankar Vessel.

Furthermore, the investigation revealed that the National Port Authority, one of whose statutory mandate is to manage the Free Port of Monrovia and all Sea Ports of the Republic of Liberia, was derelict and negligent in the performance of its duties and responsibilities by allowing the M/V Niko Ivankar to routinely sail with passengers even though it is licensed as only a cargo-carrying vessel, and by allowing the aforesaid M/V Niko Ivankar to sail notwithstanding its unfitness to sail.

It can be recalled that on July 17, 2021, the Liberian owned registered vessel, Niko Ivankar, sunk after leaving the Free Port of Monrovia, destined for the Port of Harper, Maryland County. The incident left a dozen persons dead with two persons still unaccounted for, while the value of properties lost in the sea disaster is yet unknown.
