President Joseph Nyuma Boakai has officially issued Executive order 126 to Establish an assets recovery Task Force.

The Executive order stressed that given the gravity of the situation and the need to immediately restore lost assets in order to ensure economic viability and development, it is imperative to issue the Executive Order that cannot await the lengthy legislative process that may derail the process of assets restoration.

The move through Executive Order #126, is meant to among other things take immediate steps to retrieve, recover, restore and reinstate all fixed and liquid assets from within and out of Liberia's borders that have been converted to private use by government officials and employees that were placed in positions of trust.

As the hectic, serious and essential initiative shall be roll out immediately, The Task Force mandate shall among other things, identify and trace all of Liberia’s stolen and suspicious assets within and out of the borders of Liberia; Constitute investigative Panel to probe into Liberia’s stolen and suspicious assets;Constitute an effective and robust legal, research and investigative team to procure and prepare tangible evidence;Initiate immediate criminal prosecution and civil litigation where applicable on behalf of the Government of Liberia and upon Adjudication, return confiscated assets to Liberia.

The Task Force shall also place travel and other restrictions on all individuals identified as suspects while undergoing investigation for stolen and suspicious assets.

Moreover the task force shall employ diplomatic and Interpol means to extradite individuals identified as suspects that are outside the bailiwick of Liberia in order to bring them under the jurisdiction of the investigative team; and The Ministry of Finance and Development Planning shall with immediate effect allocate and disburse funding based on the budget presented for the full implementation of the exercise.

The Executive order also states that assets that were illegally and wrongfully acquired at the expense of the government and people of Liberia have served to enrich certain current and past government officials who have acted with impunity and affront to the country and their fellow citizens.

The Executive order furthers that it is the responsibility of all public officials to declare their assets upon entry into public service and upon exit therefrom in the interest of transparency and in keeping with established law in order to give account of their stewardship whilst in public office and in order to avoid corruption and illegal acquisition of assets.

President Boakai through the Executive order 126 indicated that it is paramount that public assets that were illegally obtained and converted to private use be retrieved and returned to the Liberian people and the perpetrators be brought to justice in accordance with appropriate laws that provide for confiscation through criminal investigation and legal prosecution and "In order to put into place the required legal framework for the recovery of all assets wrongfully acquired by current and former officials and employees of the Liberian Government in order to appropriately and robustly curtail this alarming menace that has engulfed the Country and address the situation of converting public fixed and liquid assets to private use by officials placed in positions of trust", it added.

In a drive to effectively execute the new mandate, President Boakai through his Government has decided to establish a Task Force of Assets Recovery within the Office of the Minister of State for Special Services.

Among other things, the Task Force will have the legal authority and mandate to retrieve all wrongfully acquired government assets, it will additionally consist of a chair and co-chair, and shall have the full cooperation of the General Services Agency, the Ministry of Justice and all security agencies.

At the same time, The Asset Recovery Task Force shall also retrieve assets from private individuals who have illegally purchased government assets.

The latest by the Boakai's administration through the new executive order 126 has so far been welcoming by the Liberian people some of whom in the past requested for such during the administration of former President George Weah.

As the mandate takes immediate effect, it is anticipated that past government officials will be the first line of contact in a move to effectively implement and execute its tasks as the gradual campaign to end the cry of impunity by the period over the years looks closer.

1. Wife & families of 42-year old Joecephus Tukpeh, reportedly killed by LEC anti-power theft team cry for justice for their loss as ex-President Weah decries LNP & UP gov’t for continuous deaths of peaceful citizens

Many eyewitnesses narrated that a team of nine of the anti-power theft backed by two officers of the Police Support Unit of the Liberia National Police initially confronted the late Tukpeh and accused him of power theft at his recently built house in Caldwell New Georgia.

They indicated that the matter intensified to the extent the LEC men chased after the deceased terming him as a rogue despite a clarity provided by Tukpeh that he was not involved in such an act, adding that his meter was placed in the house to ensure its safety from some criminals.

Frederick Segar, the guy who tried preventing the victim from being harmed by the LEC anti-power theft team and the officers told reporters that the victim was chased by the team about 15 minutes away from his house to another residence to seek refuge.

But according to him, the team and the PSU officers remained heartless, reportedly beat his head with helmet, pierced his body with pliers, hit in his chest with the basement of an AK47 firearm by the police till he felt helpless and unconscious; something he said led to the death of Tukeph before reaching him to the Stockton Creek Health Center.

The wife of the deceased, Vanell Tukeph emotionally told reporters that March 26, 2024 should be their first wedding anniversary, saying her husband was a hardworking and peaceful man and his sudden death has created an irreplaceable space in her life.

Madam Tukpeh, parents of the victim and residents of the community are demanding a speedy investigation into the matter and ensure that justice is served as those linked to the incident are being probed according to LNP Inspector General, Col. Gregory Coleman.

In a figurative tone, former President George Weah threatened to match the police boss and bring him to book should the police kill any other protester or a peaceful citizen, and further warned the Unity Party regime to protect the lives of peaceful citizens.

2. Controversial political preacher, Evangelist Prince Johnson stands in President Boakai’s throat; questions his sincerity in fulfilling campaign promises on dishing out ministerial positions among the 15 counties

Evangelist Prince Johnson has raised concerns about President Joseph Boakai's sincerity in fulfilling campaign promises.

Delivering his first Sunday sermon at his Christ Chapel of Faith Ministry in Paynesville, the Nimba County Senator said during the 2023 campaign, President Boakai pledged ministerial positions to each county in Liberia but has reportedly failed to deliver on that commitment.

The controversial preacher emphasized the disparity in ministerial appointments, highlighting that Nimba County, a stronghold for President Boakai during the 2023 elections, received only one ministry, while other less supportive counties secured multiple positions.

The Evangelist, who played a significant role in securing votes for the victory of President Boakai, expressed disappointment at the perceived neglect of Nimba County.

According to him, they went through a lot in Nimba County to ensure the votes were delivered to the former Vice President now President.

He declared conditional support for Boakai's potential second term, contingent on the president's commitment to fulfilling promises.

3. Liberian Government and African Development Bank sign a US$40 million loan agreement for the Mano River Road Development Transport Facilitation Phase 1 project

The Government of Liberia and the African Development Bank have signed a US$40 million loan agreement for the Mano River Road Development Transport Facilitation Phase 1 project.

Speaking at the signing ceremony over the weekend in Monrovia, Finance and Development-Planning Minister, Boima Kamara said the agreement aims to enhance road infrastructure and boost intra-community trade in the Mano River Union area.

He added that the loan will support the upgrading of 48.5 kilometer of roads in Liberia and 39 kilometers in Sierra Leone to bitumen standard, along with feasibility studies for an additional 97 kilometers of roads in Liberia.

Minister Kamara said the approval of the loan by the Bank covers an ADF grant worth US$40 million for Sierra Leone and a US$24 million for Liberia, adding that Liberia will also receive an additional US$16 million loan from the Transitional Support Facility pillars 1.

For his part, the African Development Bank, the Country Manager to Liberia, Mr. Benedict Sorie Kanu underscored the timeliness, relevance and value-added of the program.

Giving the background, Public Works Minister, Roland Giddings said the Bank signed the Road Development and Transport Facilitation program in 2012 under a special initiative to boost the cost-conflict recovery of the Mano River Union area by improving road infrastructure and promoting intra-community trade.

4. Representative Josiah Marvin Cole of Electrical district #3 has described the B**g Legislative Caucus as "an Association of Men and Women who are illegitimately presiding over the County's Development fund.

He further that the Caucus is not a legitimate body with due constitutional backing (Right), rather an Association of brutal Men and Women leading at the detriment of the common people.

"If Moye remains Chairman of the Caucus, I will remain ousted till my six years come to an end," Rep Cole re-emphasized.

The vocal CDC Lawmaker said his resignation from the mere B**g County Legislative Caucus, now "Association" is intended to secure his life and provide due protection for his family, given by the Senator's nefarious track-records in the County's Body Politics.

Hon. Cole is quoted as saying "Senator Moye masterminded the untimely removal of his Confidants, Hon. George Mulbah and Hon. Tokpah John Mulbah, he even gave me $50,000.00 LD by than to contest against Hon. Mulbah, and further plotted Albert Hills Jr. against Hon. Tokpah John Mulbah in 2017 to remove them from their posts as Representatives."

Meanwhile, Rep. Cole vowed to renew his membership to said Association, if Senator Moye steps down as Chairman and allow Senator Johnny Kpehe Sir or Hon prince Konah to chair.

1. House Speaker Cllr. Fonati Koffa has constituted a 5-man Intervention Committee with the responsibility of restoring calm and having further engagements with aggrieved workers at the Bea Mountain Mining Cooperation operating in Grand Cape Mount County.

The committee which is headed by Montserrado County District 10 Representative Yekeh Kolubah is also intended to respond to an ongoing protest of alleged bad labor practices at Bea Mountain.

Those appointed on the committee as members are: Representative Emmanuel Dahn, Representative Eugene Kollie, Representative Varmah Kpoto and Representative Foday Fahnbulleh.

The committee’s initial intervention will pave the way for a full scale legislative investigation by a specialized committee that has been set up by the Speaker of the House of Representatives.

2. Madam Jewel Howard-Taylor, former Vice President of Liberia, is currently in Accra, Ghana, attending the Kofi Annan Peace and Security Forum. The forum is held under the theme “Migration and Societal Resilience in a Multipolar World Order: Addressing Conflicts and Building Peace in Africa.

The event brings together leaders from the International Organization for Migration (IOM), Economic Community of West African States (ECOWAS), United Nations Secretary-General for West Africa and the Sahel (UNOWAS), African Continental Free Trade Area (AFCFTA), and several world leaders.

Serving as one of the panelists on the topic, “Migration, Climate Change and Conflicts in Africa: African Leadership and Coping Mechanisms” Chief, Dr. Cllr. Jewel Howard Taylor stressed the need for good leadership; she further suggested that laws signed between states on Migration should be ratified and implemented. The Former Vice President intimated that Migration will reduce when the countries of Africa are more equitable, united and peaceful. She said, God has given Africa all it needs to make the continent what it wants to be. In closing, Madam Taylor encouraged African leaders to build their own so as to make the continent a place where all citizens get wealthy.

The Forum which runs from the 28th-29th of February, 2024, is held in Accra, Ghana, West Africa. The KAPS Forum was initiated in 2019 as an annual event to bring together political leaders, diplomats, scholars and experts to dialogue and take steps to address contemporary peace and security issues on the African Continent. The KAPS Forum was established in honour of the memory of Kofi Annan for dedicating his working life to the cause of global peace and security.

3. The Liberian Senate says, it’s attention has been drawn to unwarranted attitudes by some individuals who are soliciting funds from nominees under the pretent of negotiating for their confirmation hearing.

The Senate described this act as unwarranted, undemocratic and has no place in the confirmation process of nominees by members of the Liberian Senate.

According to a Senate Press Release, the Liberian Senate says at no time has any Senator demanded funds from any nominee and will never do so for the purpose of confirmation.

The Liberian Senate maintained that confirmation of nominees are on the bases of their qualifications and suitabilities and not on the bases of money.

The release says any nominees giving money to any body for the purpose of their confirmations will do so on their own risks and not on behalf of any Senator.

This unscrupulous behavior on the part of some individuals was brought to the attention of the Liberian Senate by Senate Ways Means Finance and Budget Committee Chairman, Senator Prince Moye of B**g County.

4. Criminal Court ‘B’ denies permission by US citizen Lucas Richards who is on trial for attempting to murder his wife, Jessica Lloyd, to travel abroad for medical care

A U.S. citizen, Lucas Richards, on trial for attempting to murder his wife, Jessica Lloyd, has been denied permission by Criminal Court ‘B’ to travel abroad for medical care.

Although Richards’ lawyers requested permission for a medical checkup in his home country due to his alleged “devastating condition”, Judge Nelson Chinneh on was on Wednesday, February 28, modified his bail conditions to prevent him from leaving Liberia while the trial was ongoing.

On February 22, 2024, defendant Richards filed a motion to the court requesting Judge Nelson Chinneh to grant his motion to be treated abroad.

Defendant Richards was arrested, charged and indicted by the Grand Jury of Montserrado County based on two charges to include Criminal Attempt to Commit Murder and Aggravated Assault.

According to Judge Chinneh, granting the application for medical leave will be unjust to the victim; as such, the alleged crimes were committed in Liberia for which the defendant was pending prosecution.

1. Central Bank of Liberia confirms that former President Weah left a significant amount of over US$40 million in the government consolidated account contrary to President Boakai’s claim

Authorities of the Central Bank of Liberia CBL have confirmed that as of January 19 2024, over L$2.4 billion and US$27.6 Million were left in the government consolidated account.

CBL said with its approved conversion rate at US$1.00 to L$188.36; this means the L$2.4 billion is equivalent to US$12.8 million; stressing that the total in United States Dollars as of January 19 is US$40.4million.

The CBL’s testimony in the House’s chamber on Thursday has proved that former President George Weah left a significant amount of over 40 million in the government account as stated in his farewell message contradicting the amount stated by current President Joseph Boakai during his recent State of the Nation address to the 55th Legislature.

President Boakai in his first SONA claimed that the ex-president left an account balance of US$20.5 million instead of US$40.4 million.

This finding indicates a significant disparity from the amount reported by President Boakai, raising concerns around the transparency and accuracy of financial records.

Meanwhile, the plenary of the House of Representatives has instructed its Committee on Banking and Currency, chaired by Representative Clarence Gar of Margibi County to conduct an inquiry and report back to plenary next week Tuesday.

2. Senate Foreign Affairs Chair, Abraham Dillon postpones confirmation hearing of Madam Sara Beysolow Nyanti, cites overcrowding of the Chambers and breach of security protocol

Senator Abraham Darius Dillon has termed as a complete blunder by the Secretary of the Senate to have allowed non senators to troop into the chamber, which led to the abrupt postponement of the confirmation hearing to Madam Sara Beysolow Nyanti.

The Foreign Affairs Minister designate, following her nomination by President Joseph Boakai recently, the Senate Committee on Foreign Affairs headed by Montserrado County Senator, Abraham Darius Dillon, appeared before the committee for her hearing Thursday, February 1, 2024.

But reporters few minutes to the start of the hearing in the main Chamber of the body, Madam Nyanti was accompanied by an unprecedented crowd and political leaders, former ambassadors including family members and national and international prominent individuals to watch the process.

Most of those individuals privileged to enter into the Chamber on the instruction of the Senate Secretary Nanborlor Singbeh, took and sat in majority of the seats belonging to individual senators who were still waiting for proper arrangement to begin the hearing.

Senator Dillon told legislative reporters that due to the security breach and blunder by the Secretary by allowing non-senators to sit in the seats of the senators, the confirmation was postponed to Monday, February 5, 2024.

The lawmaker, in an angry tone, emphasized that his committee will put all necessary things in place before the hearing is held on Monday, stressing that what occurred at the chamber cannot be tolerated at the Supreme Court of Liberia.

3. President Joseph Boakai has appointed Mr. John Charuk Siafa as Mayor designate of Monrovia.

When confirmed by the Liberian Senate, Mr. Siafa will steer the affairs of the Monrovia City Government replacing his immediate predecessor Jefferson Tamba Koijee.

Mayor designate Siafa recently initiated a vigorous campaign to ensure that the City of Monrovia and its surrounding areas were clean and green ahead of the state's inauguration.

As Chief organizer of the JNB-JKK volunteer clean up exercise, Monrovia Mayor designate recruited over ten thousand Liberians as volunteers to keep the city and its environs incredibly clean , a move that has received plethora of countrywide commendations.

With high expectations, the City Mayor designate is challenged to remain on the same path of keeping Liberia’s capital clean , green, and safe , something which is the uttermost responsibility of the Monrovia City Government.

Floods of congratulatory messages keep outpouring as many believed that his designation by the Liberian leader is praiseworthy with the conviction that he will do better at the Monrovia City Corporation.
