President Boakai Mandates GAC To Audit CBL, EPS And NSA

Executive Mansion, Monrovia: The President of the Republic, H.E Joseph Nyuma Boakai has directed the General Auditing Commission (GAC) to conduct a comprehensive audit of three key government institutions, including the Central Bank of Liberia, the National Security Agency (NSA) and the Executive Protection Service (EPS).

President Boakai, in a communication to the Auditor General of the GAC, requests that the audit covers the period between 2018 and 2023, and that it the findings be reported in three months.

The audit period spans the six-year stewardship of the erstwhile government, which President Boakai promised to audit as President.

The audit of the three institutions marks the beginning of a holistic audit of government ministries and agencies in keeping with the Presidentโ€™s commitment to fighting corruption as well as ensuring transparency and accountability in the governance of the country.

President Boakai at different public engagements, most notably, the campaign period, the inaugural address and the annual message committed and recommitted to ensuring that a comprehensive audit of the previous government is done.

During his Annual Message, President Boakai announced that what his predecessor reported on the state of the countryโ€™s financial standing at the CBL was far from reality based on documentary records and re-emphasized the need to audit the CBL and other agencies.

"The net international reserves position reported at the end of December 2023 was US$220 million. The report of US $40 million as the GoLโ€™s consolidated account balance as at January 19, 2024 is not supported by the fact. The balance reported by the CBL as of the same date was US$20.5 million, highly encumbered, NOT US$40 million," President Boakai announced during the Annual Message.

He furthered that "to this end, we re-emphasize our earlier commitment to audit and ensure that regular audits will be a culture across all branches of government, not only the Executive."

It will also be the first time in years that the EPS and NSA, two security entities that receive budgetary allocations, are being audited.

Head of inaugural committee justifies embarrassment that characterized 2024 inauguration; Miatta Fahnbulleh says GSA, legislature fail to honour the committeeโ€™s proposals.

The head of the sub-committee on the joint presidential transition team has justified the poor management of the inauguration ceremony of President Joseph Boakai which brought shame and embarrassment on Liberia.

The 2024 inauguration was deemed one of the worse in post war Liberia with a totally disorganized protocol.

But the head of the inaugural sub-committee Miatta Fahnbulleh said she was never in control of the budget set aside by the government for the ceremony.

The head of the sub-committee on the joint presidential transition team indicated that her proposal both to the GSA and legislature for the usage of the pavilion was never welcomed.

It can be recalled that during the January 22 inauguration, there was an intense heat, leaving president Boakai to heat exhaustion.
While this did not just embarrass the committee, it also embarrassed the country to the International community.

The President of the Republic of Liberia, His Excellency Joseph Nyuma Boakai, Sr. has nominated additional officials to positions in government affecting the Ministries of Finance Development Planning, Justice, Information, Cultural Affairs & Tourism, Youth & Sports, Gender Children & Social Protection, Public Works and Transport as well as the Liberian Petroleum Refining Company (LPRC).

The nominees include:

These Officers In Charge will oversee the institutions until their official heads are named. These take effect immediately.

UL Releases Registration Details, Timetable for 2023 1st Entrance Exam & Aptitude Test

The University of Liberia (UL) informs the public that its 2023 First Entrance and Placement Exam registration process will begin officially on Thursday, June 8, 2023 and end on Saturday, July 8, 2023. Payment can be made via bank deposit at EcoBank, UBA and GT Bank (account numbers are available at these banks). MobileMoney (0555-50-63-34) is also available as an option for payment of registration fees.

The Under Graduate Entrance Exam will be administered in Montserrado (Monrovia and Louisiana), Grand Gedeh(Zwedru), Nimba (Ganta), Lofa (Voinjama), Grand Bassa (Buchanan), Bomi (Tubmanburg) and Grand Cape Mount (Sinje) counties.

The Center for Testing and Evaluation (CTE) will be administering optional rolling digital entrance exams from Monday, June 10 to Wednesday June 12, 2023 on Fendall Campus for Undergraduate, Straz-Sinje and College of General Studies candidates only.

Paper-based Entrance Exam will be administered simultaneously at all locations across the country on Saturday, July 15, 2023. Unsuccessful candidates from the rolling Undergraduate digital exam will be allowed to register for and sit the paper-based exam.

The Aptitude Test for Graduate and Professional Schools will begin on Monday, July 17, 2023 and will run up to Saturday, August 5, 2023. These rolling digital tests will be conducted in Montserrado ONLY. Please note that each attempt requires a separate registration, payment and confirmation.

University of Liberia Administration releases a Digital Admission Platform as an Add on of the electronic enrolment system.

April 21, 2022, Fendell Campus - the University of Liberia has launched a digital admission platform as a means to ease the admission process for students wanting to enroll at the university.
The grand launch of the newly developed digital admission platform was held at the Fendell campus on April 20, 2023.

According to the university president, Prof. Dr. Julius J. S. Nelson Jr., this platform will be used for the admission and readmission of over six thousand candidates from past entrance exam cycle and from a waiting-list for those seeking readmission.

He also stated that the process has started already and will be climaxed on May 31, 2023.

According to the administration, this newly digital admission platform will help students to have easy access through their admissions process.

However, it can be noted that students can sit at home and carry on their processes without having to go to the university.

"April 18, 2023.

Ladies and gentlemen of the press, fellow Liberians, and friends of Liberia, I stand before you today to speak on the flawed first phase of the biometric voter registration exercise which ended on April 9, and the worsening economic hardship in the country.

The first phase of the biometric voter registration exercise was a disaster. The National Elections Commission of Liberia (NEC) failed to deliver on its mandate to provide a fair, transparent, and efficient voter registration process. We saw numerous system failures, including malfunctioning biometric machines, and a lack of properly trained staff.

The outcome of this flawed exercise is already evident in the low turnout of individuals eligible to register to be able to vote on October 10, 2023, particularly in areas where these failures were most pronounced. This is unacceptable and considerably calls into question the integrity of the electoral process in Liberia.

The signs of voter suppression were also evident. Reports have emerged of individuals being turned away from registration centers based on flimsy reasons. The time allotted to conduct the first phase of the voter registration, especially in the most populous county of Montserrado, was very insufficient. Also, there was the issue of inaccessibility of registration centers which saw far too many people having to travel long distances, especially in the rural areas, oftentimes only to be told after making the long and hard journey, that, โ€œthe system is downโ€. This is a clear attempt to disenfranchise certain segments of the population and undermine the democratic process.

In light of this, let me strongly re-echo the fervent call by the leader of the opposition, former Vice President Joseph Nyuma Boakai, that the voter registration period be extended to allow all eligible Liberians to register so that they may be able to exercise their God-given, constitutionally-guaranteed franchise in the all-important October 10, 2023 General and Presidential Elections.

As we move forward to the second phase of the biometric voter registration exercise, we demand that the NEC do a much better job. They must ensure that the exercise is conducted with fairness, transparency, and efficiency. They must take steps to address the system failures that plagued the first phase and put in place measures to prevent voter suppression.

Meanwhile, the grinding poverty that continues to afflict our people, more so now than probably ever in our nationโ€™s history, weighs heavily on me and all well-meaning Liberians. We are not oblivious, however, of the perennial and sad reality that Liberia has always been one of the poorest countries in the world, with over 60% of the population almost always living below the poverty line, but the inexcusably patent incompetence underpinned by woeful negligence and breakdown in law and order, coupled with the lack of leadership by President George Weah, has only exacerbated the situation.

The widespread prevalence of our children on the streets selling candies, cold water, and biscuits, to name a few, rather than being in a school where they should be productively molded as our future leaders, is beyond heartbreaking.

Today, Liberians are suffering more than they have ever suffered at any point in our peacetime existence as a country. Unemployment rates
remain high, and corruption is rampant, thus undermining the country's economic potential. The future of Liberia is at stake, and we cannot afford to let it slip away.

We, therefore, call on all Liberians from all walks of life, to come together under the banner of patriotism and nationalism to RESCUE our dear country. It is time for us to put aside our differences and focus on the common good. We need a leadership that is capable, prudent, and compassionate to break our country and people free from the shackles of corruption, bad governance, and dehumanizing poverty

We need a leader who will put the interests of Liberians first, who will work tirelessly to improve the lives of our people, and who will ensure that the democratic process is upheld.
My fellow compatriots, while it may be weary and bleak today under this horrible calamity called Weah, together we can end this nightmare on October 10.

Let us continue to labor together on the noble task to build a harmonious, wholesomely functional, and prosperous Liberia for all of our people and our future generations.
May God bless us all and save our beloved Motherland!"
