The New Kru Town Governor crisis is nearing resolution.

The fallout between the Government and the Elder Council of the Borough of New Kru Town over the appointment by the President of Mr. Robert Teah as Governor of the Borough has created a serious crisis in the Borough. But thanks to the timely intervention of the Minister of Internal Affairs, Hon. Francis S. Nyumalin, a pathway has been found to peacefully resolve the crisis.

It profits nobody to have crises in the country. For it's the people that suffer, as these crises inhibit the capacity of the Government to tackle the mounting governance challenges and the persistent bread and butter issues confronting our people.

I wish other government officials would emulate Minister Nyumalin. Because, while others were saying that the President shouldn't listen to the New Kru Town elders, whether on account of legality or sentiments, Minister Nyumalin took the side of compromise. He was in the Borough on Saturday and Sunday, like myself, holding consultations with the elders. He was back there again today and a significant progress has been made -- a resolution is in sight. Thanks Minister for the positive mindset. It is said that attitude is the little thing that makes a big difference.

Executive officials like Minister Nyumalin should have the President's ears more; and there must be an alignment of the President's vision for peace, unity, and inclusiveness with the behavior of his officials, because a lot of what we see and hear is intolerance, vindictiveness, and exclusivity.

On the elders' contention, I'll give a little bit of history to shed light on that. The Borough of New Kru Town was established as a Kru settlement. It follows a long period of negotiations between the Liberian and US Governments and the Kru people of Kru Town (now Old Kru Town, an area comprising the land mass from what is now Waterside Market to the foot of Snapper Hill, nicknamed rock hill) to relocate the Kru people to make way for the removal of rocks needed for the construction of the first seaport (Freeport of Monrovia) financed by the US Government. The Kru people who resisted the settlers' rule saw that as an opportunity for self-governance. So, in their negotiation, they demanded that the land be deeded to them by the Government and that they be granted governance autonomy. That was agreed upon and duly passed into law in 1916, thus giving birth to the Borough of New Kru Town (that's why it's the only municipal borough in the county). That law (the New Kru Town Borough Act amended in 1946), created six nominating districts making up of the six Kru chiefdoms in the country. It empowers each nominating district to select one person to serve on the Borough Elder Council and further empowers the Council to select their choice of Governor and recommend the name to the President for appointment.

This is how the Governors were appointed until former Presidents Taylor and Weah, respectively, appointed a Governor outside of the Borough Act. However, when the Elder Council rejected the appointments and made representations to them that the appointments violated the Borough Act, each of them apologized and swiftly rescinded and withdrew his appointment.

For this Government, their argument is premised on the Local Government Act (LGA) of 2018 which gave the President some appointing authority. But there is an ambiguity in the law or what the Borough Elder Council referred to as a conflict between the LGA and the Borough Act, which requires judicial interpretation. The Elder Council's main fear and contention are about losing their autonomy including the right to select their Governor and Councilmen.

However, in the wisdom of Minister Nyumalin, the Government must not grandstand against the grievances of its people but must listen to them. This is exemplary leadership that must be emulated to maintain peace, order, and tranquility in our country.

Kudos, Minister Nyumalin. You are my Minister-of-the-year.

The ANC Condemns Violence and Lawlessness at CDC Headquarters: Calls for Immediate and Fair Investigation

Monrovia, Liberia – Aug 22, 2024 – The Alternative National Congress (ANC) unequivocally condemns the lawlessness and violence that erupted today around the Congress for Democratic Change CDC) headquarters. This incident is a stark reminder of the dark days of our past, and we must collectively ensure that Liberia does not slip back into the years of carnage and gangsterism.

The ANC firmly believes that there is a better way to enforce the law and certainly a more constructive way to react to disagreements. Liberia is a nation for all its citizens, not just for CDCians or UP partisans to engage in destructive confrontations. We must rise above partisan divides and work together for the greater good of our country.

We condemn the violence in the strongest possible terms and call on the government to act responsibly and fairly. It is imperative that an independent commission be instituted to investigate the fracas and make its findings known in the shortest possible time. The citizens of Liberia deserve transparency and accountability, and there must be consequences for such massive disruptions and the injuries inflicted upon our people and our State.

The ANC stands with the victims of today’s violence and their families. We extend our deepest sympathies to those who were injured and affected by this senseless act. Our thoughts and prayers are with you during this difficult time.

Enough is enough. We cannot allow our beloved nation to be torn apart by violence and lawlessness. It is time for all Liberians to come together and demand better from our leaders and ourselves. A ramshackle coalition that made its way to power on arguably the thinnest of electoral margins now dares to push an already fragile Liberia toward the precipice of chaos. In eight months, the UP has nearly broken every law and discarded every semblance of governance Liberia once enjoyed under President WEAH.

They have now recklessly been emboldened to veer lawlessly into man-hunting, the illegitimate use of political power to debase violate and demoralize political opponents by illegally and physically breaking into premises, an example of which was on shameless display today at the headquarters of the CDC.

And all this is happening under the loud silence of the international community whose contribution helped knit Liberia’s post conflict social fabric. It’s time to call President Boakai and UP minions to order long before events degenerate beyond control.

Let it be clear that political witch-hunts and manhunts cannot weaken and daunt the Mighty CDC. These diabolical tactics will only harden the resolve and will of the CDC to UNITE and confront the menace from the UP.

In the coming days, I will be returning to the country to legally rubbish a bogus witch-hunt launched against my person for political purposes and to join my colleagues in mounting the fiercest opposition to the collapse and paralysis of governance the country is now witnessing. We can never be intimidated by the weaponization of power, especially by a weak governing coalition struggling for its bearings and using shenanigans and distractions to confuse the public about its incapacities! Our political forbears before us stared down tyranny at the price of their lives. To stare down these bluffers takes almost nothing!

Mr. Standard Bearer and Political Leader Dr. George MANNEH WEAH the moment has come to stop the abuse of your pedigree for peace and your magnanimity. You conceded power to the UP when the outcome of the 2023 election was still in doubt. That patriotic example has been squashed and misconstrued for weakness.

Strength is not the unlawful abuse of power against an obliging opponent esteemed peaceful; and peace is never sustained by excessively caving in the face of a heartless aggressor!

The hour is now to show firm and resilient leadership and to rally the CDC in this existential moment of aggression.

In the foothills of this new political battlefield, we will sustain our hard-won national peace and cement the pillars of governance for the transformation of our country. But these will be done on the grounds of fairness, equity and honesty.

Any Government that brazenly bastardizes the country” s laws in pursuit of its narrow interests is not worthy of respect. In the way Dr. Martin Luther King, Jr summons our capacity to ‘disobey unjust laws,’ we in the CDC and other well-meaning patriotic Liberians must marshal that capacity to resist breaches of our laws and reckless physical and moral aggression against our people!

I am deeply concerned by the recent and highly alarming incident in which securities forces unlawfully entered the headquarters of the [Opposition Political Party] CDC without a court order. This blatant violation of legal procedures not only undermines the rule of law but also threatens the very foundation of our democracy.

Such actions are unacceptable in a country that prides itself on upholding justice and respecting the rights of all political entities, regardless of their affiliation. The unauthorized entry into the premises of a legitimate political party is a grave infringement on their rights and an attack on the democratic process itself.

This reckless act has understandably led to disturbances across the county as citizens rightfully express their outrage over this abuse of power. I condemn these actions in the strongest possible terms. The use of state machinery to intimidate or suppress political opposition is a dangerous precedent that should never be tolerated in a free and democratic society.

As Senator of Montserrado County, I call for an immediate and transparent investigation into this incident. Those responsible for ordering and carrying out this illegal raid must be held accountable. We must ensure that the rule of law prevails and that such abuses of power are never repeated.

Furthermore, I urge all parties involved to exercise restraint and to work towards restoring peace and stability in our county. The political environment must be one of respect, dialogue, and adherence to legal norms, not one marred by intimidation and unlawful actions.

It's being reported that VP Jeremiah Koung special operative Yeakeh Sayequee is receiving legislative salary why he is employed at LPRC as operations manager in the same rescue government-double dipping confirm*

Yeakeh was employed in the legislature by former Nimba County Senator Jeremiah Koung, now Vice President of the Republic of Liberia. Yeakeh was later appointed as Operations Manager at LPRC but his legislative salary is still rolling. Information available to us suggests that the Civil Servants Director, Josiah Jokers deliberately left Yeakeh Saye-quee name on the legislature payroll when the CSA recently conducted personnel audit of the legislature. The legislature has also uncovered that the salary of one Gabriel Swen is still rolling and Gabriel has been dead since February of this year. ... These two names were removed from the house payroll by the house but the CSA boss refused to honor the house decision and is still paying these people. The house has also discovered additional 51 ghost names with five dead that are being paid up to present pay period. The house has launched an investigation into the matter to establish who are those receiving those salaries.

In light of our unwavering stance against bad governance and the government's unsuccessful attempts to silence our voice, we have received formal communication from the Liberia Anti-Corruption Commission (LACC).

They have requested my presence to provide information that will assist in their ongoing investigation into allegations of payroll padding and corruption related to salary payments on a Supplementary Payroll containing 728 names at the Ministry of State for Presidential Affairs.

As public servants committed to transparency and accountability, no amount of allegations can deter or silence us. We remain resilient in our advocacy for transparency and accountability, and we will continue to stand firm in our efforts to ensure that good governance prevails.

Out of respect for the LACC, we will attend the inquiry session scheduled for tomorrow at 11 AM, after which I will address the press.

Liberia Economist Samuel Jackson has questioned the potential economic benefits for Liberia amidst President Joseph Boakai’s departure to the United States to attend the to deliver a keynote address at the 124th National Black Business Conference in Atlanta, Georgia.

Mr. Jackson wonders why President Boakai would attend such influential conference of worthy black businessmen with muti-businesses across the United States without taking along his National Investment and Economic Management team, including a delegation of the Ministry of Commerce, and the Liberia Business community such as the Chambers of Commerce and the Liberia Business Association.

Tough talking Jackson stated the visit of President Boakai, especially as the keynote speaker to that to 124th National Black Business Conference in Atlanta, Georgia, would have been more beneficial for Liberia to utilize the space to its advantage in seeking potential Business entrepreneurs to explore Liberia’s business climate.

He said Liberia is already challenged with job for thousands of unemployed youths and the composition of the President’s delegation is a total surprise and call for a swift call up of relevant skills to quickly join President Boakai’s delegation to ensure Liberia have a beneficial outcome at the 124th National Black Business Conference in Atlanta, Georgia.

“President Boakai cannot be talking about meeting with some investors to discuss Liberia's economic growth with just the Minister of Foreign Affairs, Minister of State Without Portfolio, Senior Adviser Dr. Augustine Konneh, and Chief of Protocol while leaving out serious members of his cabinet who understand the economic conditions of the country with empirical data.”

President Joseph Boakai has departed Liberia early Monday morning August, 19,2024, for the United States to deliver a keynote address at the 124th National Black Business Conference in Atlanta, Georgia, and is expected back home on the 25th of August 2024.

The conference, taking place from August 21-24, 2024, under the theme "We Are Together", is a major event for Black business leaders and entrepreneurs.

The 124th National Black Business Conference, takes place in Atlanta, Georgia, and is organized by the National Business League, includes key organizations such as the World Conference of Mayors, the National Black Chamber of Commerce, the National Alliance for Black Business, and Prosper Africa.

These organizations aim to promote economic growth and create opportunities within the African diaspora.

Look into your sincere heart and read this fairly and justly. Uncle Joe is repeating the past with each passing day.

The dismissal of CDCians represents poor governance and a disregard for the interests of Liberians. It's time for Boakai to wake up and show true leadership. This situation demands courage, and we encourage everyone to stand up for their fellow Liberians.

The Constitution grants the right to select and appoint political appointees, not professional workers and civil servants. In the USA, a president can appoint 4,033 out of 1.4 million workers in the federal government.

In Liberia, there is no Presidential Appointment Act that clearly defines the number of people a president can appoint. Boakai, Pro Tempore Nyonblee Karnga Lawrence, and Speaker Jonathan Fonati Koffa have neglected to pass such laws in Liberia, allowing the President to potentially appoint over 5 million people to any position he can create on the fly. This is Bad Governance 101, yet the disorganization continues under Boakai.

We must stand up against bad practices, whether they come from Uncle Joe Boakai, Weah, Sirleaf, Bryant, Taylor, Doe, Tolbert, or Tubman. We cannot pick and choose based on tribal or political lines. Liberia is hurting and not at peace, with zero opportunities for jobs for ordinary folks. So far, we see no rescue, only a replacement game.

Even UP partisans are being left out due to friendship and cronyism. Look at the officials in the Executive Mansion—99% are not Unity Party partisans. The mansion is one place where 100% of the people in political appointments should be UP partisans to enforce the UP platform.

That said, in the civil service, party affiliation should not determine a person's right to employment—Boakai's team is repeating the same mistakes Weah made, and this needs to stop. Boakai and his team criticized the Weah administration when a few UP partisans were dismissed for allegedly "insulting" President Weah. Liberians rejected Lenn Eugene Nagbe's statements that no UP partisans would be employed if the CDC won a second term. Many of us spoke out against Weah’s administration when a few partisans were unfairly dismissed.

Under pressure from us, Weah himself intervened, stopping the overzealous actions of some ministers and officials who were trying to prove false loyalty.

We are victims. For instance, Gender Minister Williametta Edouarda Saydee-Tarr foolishly fired UP partisans. This same fake zealot, Piso Tarr, once claimed, "John Morlu will never be associated with Weah's government because he supported Boakai in 2017," but later changed her stance. This attitude drove away supporters and alienated people.

Now, in 2024, we're seeing a similar pattern with Josiah Joekai, the fast-talking CSA Director. For full disclosure, Josiah used to call me "uncle," but now he barely acknowledges me. Until the day he was appointed, he would frequently call to express grievances. This “nephew” of mine is undermining Boakai’s government by promoting the dismissal of CDC partisans—a move that is just plain wrong.

Boakai must intervene, just as Weah did, to put an end to this nonsense. In contrast, individuals like Jefferson Koijee and the Comptroller General kept the UP partisans they met and worked alongside them. Despite Lenn Nagbe’s unfortunate and anti-Liberian statement during the campaign, he opposed firing UP partisans throughout Weah's six years in office. Eugene Nagbe didn't fire anyone on account of being a UP partisan.

Where are the strong leaders in Boakai’s government willing to stand up to Josiah Joekai? Many officials are opposed to Joekai's crude actions against CDCians but have cowardly gone into hiding.Every Liberian deserves a job to support their family.

Instead of dismissing people, Boakai’s economic team should focus on job creation. But are they? There's no evidence so far—they are busy chasing officials at CBL and backing bailouts for their personal benefit.In any respectable country, the finance minister’s role should be centered on debt management, tax policy, and expenditure to foster job growth. However, in Liberia, finance ministers have reduced their roles to being little more than Accounts Payable Clerks, spending 90% of their time managing voucher payments—a shameful state of affairs.

Instead of crafting monetary policy to ensure price stability and boost the economy, the CBL governors have turned CBL into a commercial bank, cashing checks over the counter to the tune of $178 million, undermining the nation's banking system. Boakai's Liberia is just as chaotic as it was under Weah.

We advised Boakai during the campaign, throughout the transition, and recently on Spoon Talk, urging him not to sack CDCians simply due to agitation. Weah's administration was increasing employment even at the last minute. Instead of dismissals, we proposed repurposing employees to roles better suited to their skills.

Firing Liberians in a country where the government has failed to create an enabling environment for job creation, and where there has been little investment in building the capacity of Liberians to compete, is both unfair and detrimental to peace.

History has shown that leaders like Samuel Doe, Taylor, Sirleaf, and Weah left office in disgrace because of overzealous individuals like Josiah Joekai. Boakai and his administration must reject this personalization and manipulation of the bureaucracy.

We are deeply surprised that Mayor John Siafa would support such actions, but power can change even the most decent people. Mayor Siafa, don't get dirty in Josiah Joekai's ill-timed and crazy ideas about governance. Joekai needs to be properly onboarded. He doesn't seem to know his job or its limits.

We commend Speaker Jonathan Fonati Koffa for speaking out against the actions of the CSA Director Joekai However, where is the "Rescue Mother"? Senate Pro Tempore Nyonblee Karnga Lawrence should take a front-and-center role in addressing these divisive issues, especially as the country becomes increasingly unstable.

Both Pre Tempore Karbga Lawrence and Speaker Koffa should prove their commitment: Draft and pass Presidential Appointment Act. This is a classic good governance..

According to Mayor Siafa the dismissal of Mr. Boye Kokoi is based on the violation of Section 6.2 of the Code of Conduct and “the Labor Law of Liberia Section 1508: Dismissal of an Employee; Subsection 6(c). Unfortunately the Mayor himself is not just in violation of the Code of Conduct but is dangerously ignorant to the very Code. The Code of Conduct created the Office of the Ombudsman to deal with all complaints in violation of the Code. Now that the Office of the Ombudsman is established and has become a functional body, the Mayor should have sent a written complaint against Mr. Kokoi for allegedly violating the Code instead of a direct dismissal without a due process of law.
Interestingly, Mayor Siafa needs to understand that the 2015 Decent Work Act is a direct replacement of the labor law he’s referencing.

Finally, the action of the Mayor to dismiss Mr. Kokoi and others by an advise given to him by the Embattled and Illegal CSA boss is a total violation of the COC and an usurpation of the functions of the Ombudsman.

12.1 The Office of an Ombudsman is hereby established as an independent autonomous body
which shall be responsible for the enforcement, oversight, monitoring and evaluation of the
adherence to the Code of Conduct.
12.2 The Office of Ombudsman shall receive and investigate all complaints, in respect to the
adherence to the Code of Conduct. In the case where there is a determination of guilt and
violation of the code by private and Public Officials and Employees of Government, said violation
shall be submitted by the Ombudsman to the Liberia Anti-Corruption Commission (LACC) or
other relevant Agencies of Government. The Office of the Ombudsman shall be responsible to
collaborate with the three Branches of Government and Civil Society Organizations in order to
develop regulations for the Code of Conduct.
PART XIII: RESPONSIBILITY OF PUBLIC SERVANTS TO REPORT WRONG DOINGS
Each Public Official and Employee of Government has a duty to report any situation that he or
she believes contravenes this Code of Conduct. Such reports shall be treated confidentially,
unless disclosure of the information is authorized or required by law.
13.1 Protection of Complainants
All Public Officials and Employees of Government shall be protected from discipline or reprisal for
reporting in good faith, allegations of wrong doing or contraventions of this Code of Conduct.”
