12/06/2023

River Gee: NEC Voters Roll Exhibition begins today.

Fish-Town - 12/06/23 - The National Elections Commission (NEC) today begin the 2023 voter roll exhibition across the country.

The objective of the exhibition process, as the Commission recently announced, is to allow registered voters to verify their information as per what they have given to the NEC staff conducting the biometric voter registration.

The Commission has announced that the exhibition of the provisional registration roll will commence on June 12-17 across the country.

According to the electoral body, it is vital that the general public bring forward all concerns during the exhibition exercise, saying the roll is being made available for verification, inclusion, and objection.

For verification, NEC wishes that all details, including the correct spelling of registered voters’ names, actual ages, and other important details, are well done and in place.

For inclusion, eligible voters whose names are being omitted due to technical challenges or whatever, provided their information is accurate and sufficiently proven, will have the opportunity to be included in the voter roll.

As for objection, a critical part of the process, anyone who has registered but is not qualified to vote in Liberia in general or a particular locality will be removed from the list provided there is sufficient proof that he or she is unqualified to be considered a registrant to vote in the said locality or the country at large.

According to the NEC, people who are not Liberians and are ineligible to vote in Liberia will be removed from the voters’ roll.

NEC, although it used biometric technology for the first time to register voters, said it has left room for challenges the system might have encountered that might possibly pose a challenge to having a fraud-less final voter roll in the end.

As a means of pacifying the situation, the Commission employed the deduplication mechanism, which, it believes, relieves it of including names that should not be on the final voter roll.

There were multiple challenges, including a shortage of cards to print voter cards, low or slow performance of the system, and a lack of sufficient knowledge on the part of some, if not many, of the staffers the Commission hired to work.

Prior to the introduction of the biometric system, the Commission, over the years used the Optical Manual Roll (OMR), a system that never fell short of irregularities, including multiple and double registrations, among others.

With the introduction of the biometric system, some technology experts argued that there was no need for the Commission to worry about multiple registrations or other irregularities if only the truest sense of biometrics were applied.

“The Commission recently released its preliminary results in which they disclosed that people succeeded in doing double registration and there were even underage or minors who registered to vote. It is unfortunate.

Where biometrics are used in their truest sense, no one succeeds in registering more than once. This is while the fingerprinting is done. Even if you change your name, your information appears in the real biometric system, and you get caught, but this is our NEC’s own thing, and it's just so funny,” an IT expert who preferred anonymity told the Daily Observer.

According to the source, while it is true that people maneuver to beat systems, systems must always be ahead of the game of fraud.

The source noted further that some of the pictures displayed with images of very young boys bearing voter ID cards show that NEC failed in its “on-sight” function. “Some registrants were actually babies, but the NEC staff registered them.

Imagine how many of them we do not know about today. It is sad,” the source noted, concluding that the BVR should not be taken as law or gospel because no matter what the Commission does, there will still be people who have no right to vote but will vote because they have obtained voter cards.

NEC Chairperson Davidetta Browne Lansanah has admonished all registered voters to return to the locations where they registered to ensure that the details provided to the NEC staff while registering to vote are accurate.

It can be record that the National Elections Commission local office in River Gee released phase two Biometric Voters Registration (BVR) exercise that showed a total of 37,983 registered voters in the scheduled October 10, general and presidential elections.

The released said on Monday, May 16, 2023 by Mr. Moses Nyenatoh, NEC Magistrate of River Gee that at least 18,129 females have registered to vote while 19,854 are registered males.

According to report in our possession, River Gee County electoral district #2 ranked as the 1st most populated of 13,811 voters, while district #3 has 12,110 and district #1 has registered voters of 12,062 respectively.

However, the 2023 BVR numbers have increased to little over 2,000 voters as of the 2017 that recorded 35,240.

Meanwhile, River Gee County is placed in the 12th populated counties of Liberia 15 sub division according to the Liberia Institute of Statistics and Geo-Information Services (LISGIS) 2022 National Housing and Population Census of over 124,000 inhabitants

In River Gee County: Women’s Participation Optimistic For 2023 Elections.

As the general elections draw close, there are genuine concerns of women’s participation and women in River Gee County are no exception despite being almost half of the country’s population according to the National Elections Commission’s (NEC) voters’ registration records of 2017 general elections.

According to a data by the NEC in River Gee County alone, women accounted for 46.2% of 35,240 total registrants then in 2017.

Liberia is also a signatory to the World Conference on Women in Beijing, which advocates for 30 percent affirmative action and National Gender Policy (NGP) for inclusive representation of women both in elective and appointive positions.

The oldest African Country, Liberia, is also part of The Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) and the Beijing Platform for Action (BPFA), Solemn Declaration on Gender Equality in Africa, and The Gender Agenda of Africa 2063, amongst others.

Ahead of this year’s October 10 polls, there is decrease in female aspirants but increase in enrollment of women in the ongoing NEC Biometric Voter Registration (BVR) in River Gee County relative to 2017 where female candidates were fielded by political parties.

For the 2023 elections, the list of female aspirants vying for electoral representative positions in the county stands at three and they include; Mrs. Tenneh Karmara Subah, District 2; Josephine Tarpeh, District 2 and Clara Damena District 3 which reveals heightened gender bias in the county.

Unity Party’s Vice Chairperson for Administration, District 1, in Gbeapo Kanweaken, River Gee County, Morris Weah, recognizes women as the fulcrum around which social, economic, and more importantly political activities rotate.

He added that women themselves need to do more in political participation to ensure accomplishment of common goals that will also bring about free, fair, inclusive, credible and acceptable general elections.

In recognition of the many international conventions on women’s political participation, the Unity Party is just one party in the county that is ensuring that women rights to free and fair participation in the electoral process is protected, secured and preserved.

“It is imperative that we embark on efforts that will promote and protect women’s interests, security, and create a violence-free atmosphere for massive participation in the election to entrench the culture of inclusive and participatory democracy that meets the minimum requirements of fairness and credibility,” said Chea.

Subah, the female aspirant of District 2, said women have remained largely under-represented in political power throughout Liberia’s history especially in the southeastern region and specifically in River Gee County.

She listed attempts made to address the gender imbalance since the beginning of Liberia’s electoral democracy including public campaigns, proposed legislative reforms, and internal measures within political parties.

According to Mrs. Subah, assessment of the performances of female aspirants in River Gee County in the 2017 general elections and previous elections reveal a disturbing trend adding that women’s representations in elective and appointed offices have not only failed in the county but appear to have declined massively.

A women’s rights activist, Caroline Bowah, revealed that women’s political participation in Liberia falls below the world and African continental standard.

According to her, the national average of women’s political participation in 2021 in Liberia remains at 10 percent which is below the global average of 22.5 percent, Africa regional average of 23.4 percent and West African Sub Regional average of 15 percent, accordingly, Females’ representation in Liberia is 8 out of the 73 (11%) in the national parliament, compared to other African countries like Rwanda, (67 percent); Senegal (about 57 percent) according to a report of the Gender Quotas Database (GQD).

The president of Glaro Administrative District Rural Women in River Gee County, Sara George, said the trend of women 30 percent political participation can only be achieved with unity and love amongst them.

“Therefore, we are planning a supportive meeting for mentorship of all prospective female candidates and it is our hope to meet our goal in this election,” she disclosed.

More advocates believe that when women are equally represented in government, more investments are directed to education, health, and social welfare and that also links to stability, less corruption and peace.

Thus, equal gender representation is smart and beneficial to politics for the general populace.
Meanwhile, River Gee County has 56 Voter Registration Centers in three electoral districts and at most of the BVR enters visited, it showed more turnout of women and first-time voters.

River Gee County is included in the Phase II of the BVR exercise which started on April 21, 2023 and is expected to end on May 11, 2023.
