So... DON'T MAKE CHILDREN FUTURE DARK..
1. Impose Street Lights OFF till 10pm and again OFF 4am...you can simply save a significant amount of electricity from hundreds and thousands of these lights.
2. Impose Branding, Bill Boards etc lights OFF. This also will give you savings

Use these savings to light those children who do A/L, O/L and children who do homework and regular studies...
