Five submitted a draft law stipulating a one-year prison sentence and/or KD 1,000 fine as punishment for "any person whose public appearance goes in contrary to their gender, either in their attire, speech or behavior." MPs Mohammad Hayef, Hamdan Al-Azmi, Mubarak Al-Tasha, Hamad Al-Obaid and Thamer Al-Suwait also proposed the same punishment for people who fail to report such cases under their supervision
