Description
Isaiah Parkanta, 25, stands tall in his Emampariswai Village in Kajiado after graduating from university with a Bachelor of Science in Medical Engineering.
He is the first medical engineer in his village and most of his old colleagues mistake him for a road engineer. To them, an engineer is anyone who builds roads.
In Maasailand engineers are a handful and can be counted simply using hand fingers in Kajiado, Narok and even Laikipia.
Isaiah, when he grew up, joined Emampariswai Primary School up to 2010, when he transferred to Ilpolosat Primary School.
He sat for his Kenya Certificate of Primary Education exam in 2012 and later Joined Kaaga Boy’s High School in Meru, the following year.
In 2016, Isaiah did his Kenya Certificate of Secondary Education examination and scored an “A-” to be one of the top students in that examination that year.
“In September 2017, I joined The Technical University of Mombasa to pursue a Bachelor of Science in Medical Engineering,” said Isaiah.
The program of course took 5 years and entailed the application of engineering principles to solve biological and medical problems to improve health care, he said.
“It also encompasses the installation, maintenance and repairs of medical equipment,” Isaiah added.
The young man graduated on July 20 with 2nd Class Honours.
Isaiah lost his father, Parkanka Mosiany, while he was in his third year at the university, but that did not deter his quest for education.
“My mother, Rebecca Parkanta stood by me throughout until I graduated. I had no issues with paying my fees until I was 22 years,” Isaiah said.
At the age of 2, an NGO called Compassion Kenya enlisted him in their educational support program.
Compassion Kenya paid his school fees in high school and early years at the university.
“I am grateful to Compansion Kenya for taking care of my education fees. I had no issues in paying fees,” said Isaiah.
Isaiah now joins the like of Eng Sintoyia Sanka from Loitokitok in medical engineering.
The young man is currently on attachment at the Kajiado County Referral Hospital as he prepares himself for the Kajiado County Youth Alliance next year.
Isaiah says he got interested in youth leadership late last year after the general election.
“I have been actively engaged in national politics in supporting the Azimio la Umoja One Kenya Alliance on social media,” said Isaiah.
He now wants to run for the chairman’s position in the county youth alliance.

Women Want a Vote of No Confidence in Magadi Against MYWO Top Official

A group of women leaders who are members of the Maendeleo ya Wanawake Organisation (K) in Magadi are demanding an election.
The Magadi women want an election for a vote of no confidence in their Ward leadership.
The women led by Timpiyian Karani, Pore Kisurkat and Nataama Kumari, told the Star on Wednesday their Magadi chairlady of MYWO, Salome Nchilalu, has outlived her leadership.
“We want new leaders and we cannot wait for next year’s election because the current leaders have let us down. They are now serving their political interests,” claimed Karani.
Karani said they have written a letter to MYWO (K) chairperson requesting early elections in the Magadi Ward.
“There are several reasons that have prompted us to seek change such as the current chairlady was hand-picked 19 years ago, in a process that undermined our democratic principles,” claimed Len Kureko.
Kureko claimed the women members of the MYWO in Magadi have not witnessed any tangible impact or initiatives from their organisation in their community.
“The women in Magadi Ward are not registered as MYWO members despite paying membership fees and discrimination against women is evident in the distribution of relief food and other services,” said Ntaama Kumari.
Kumari claimed that benefits from the Tata Chemicals Magadi Company meant for widows and those in need have been unfairly enjoyed by the leaders and their acquaintances.
“There has been a lack of communication and engagement between the elected leaders and the women of Magadi Ward,” she claimed.
Responding to the allegations, the MYWO chairperson in Magadi, Salome Nchilalu said she will not allow the election to take place because the countrywide election of the organisation will take place next year.
“Those making noises are not even leaders in the organisation. They want me out before my time is over. Let them be ready to face me next year,” said Nchilalu.
Nchilalu said those calling for her ouster are seeking leadership behind the back door and that the leadership of the MYWO is aware of those that are fanning hatred against the current leaders.
"Why do they want an election and yet I am still alive? Election for what and all the elected officials are living. They are having sinister motives and we will not allow them to succeed," said Nchilalu.
On the recruitment of members, Nchilalu all the members who paid the membership fees have been registered.
Nchilalu’s sentiments were supported by the county MYWO chairperson Ruth Wakapa, who claimed that every time she calls for a meeting with women members in Magadi, nobody turns up.
Wakapa said that she is even ready to invite the national MYWO chairperson Rahab Muiu to meet the Magadi women and insisted that no election will happen until next year.
She said that she was able to register more than 200 members in Magadi and has never heard any complaints from them.
The leaders of Kajiado County released by the MYWO headquarters are; Wakapa (County chairperson), Alice Tonkei (Vice-Chair), Beatrice Taiko ( Secretary), Ann Wainaina (Vice-Secretary), Margaret Tupere (Treasurer), Catherine Mburu (Vice-Treasurer) and delegates Jane Saruni, Zainab Muema, Jane Nailore and Emily Pertet.
In a letter dated June 8, 2023, from MYWO headquarters and written by the national chairperson, Muiu addressed to Magadi assistant county commissioner Manasse Ciuri introduced all the elected leaders in Magadi.
Muiu said MYWO has organisational structures in every administrative unit of government in the country.
“Since inception, MYWO works with the government of the day and has always collaborated with national government administration officers,” said Muiu.

Lenku assents to county finance bill 2023 expected to raise Sh11.6 billion

Governor Joseph Ole Lenku on Monday assented to the County Finance Bill 2023 after the county assembly on Tuesday last week approved it.
The county assembly, before approving Lenku’s finance bill highlighted the tax measures aimed at raising the Sh11.2 billion budget that will be seeking to maintain a delicate balancing act between clearing pending bills and stabilising the county’s economy.
The Bill was passed after a third reading by the county assembly budget and appropriation committee chairman James Kuya.
Governor Lenku thanked the county assembly for the support they have given him in the making and approval of this FY2023/2024 Budget and the County Integrated Development Plan (CIDP) 2023 - 2027.
In a statement, Leenku briefly highlighted the revenue projection for FY 2023/24 in resource allocation, policy priorities and proposed revenue-raising measures.
“I make this disclosure in fulfilment to the provision of PFMA 2012, section 132 (1) and premised on Article 201 of the constitution that decree that management of public resources shall be done within the realm of openness,” said Lenku.
Lenku said the total county revenue projection for the FY 2023/24 amounts to Ksh11.6 billion.
“This comprises of the shareable exchequer transfer of Sh8.33 billion, the grants amounting to Sh1.6 billion, the royalties amounting to Sh660 million, own source revenue of Sh1.2 billion and county funds (FIF) amounting to Sh315 million,” said Lenku.
The governor said the resource allocation adheres to the fiscal responsibility principles outlined in the PFMA, 2012 section 107.
The recurrent expenditure allocation, he said, accounts for 63 per cent of the total budget with development expenditure allocation accounting for 37 per cent of the total resources.
He said that the development expenditure budget amounts to Sh4.2 billion which comprises Sh730 million for ward development projects and Sh3.5 billion for sector development flagship projects.
The recurrent expenditure, he said, amounts to Sh7.3 billion which comprises Sh2.7 billion for government operations and delivery of goods and services.
Some 4.6 billion, the governor said, will go for personal emoluments.
He said the budget is aligned to the four thematic areas or ‘vision prongs’ that guide the county’s development agenda as set out in the CIDP(2023-27), ADP(2023-2024) and the CFSP(2023). “These thematic areas are geared towards achieving the county’s medium-term theme of - Strengthening Economic Recovery for a Transformed and Sustainable Kajiado -,” he said
Lenku said the FY 2023/24 development budget is allocated to realize the four broad strategic priorities: modulated pastoralism, livable towns, climate-proofed environment and equitable access to quality education.
The governor said Sh752 million in this year’s budget will defray development pending bills and roll over-commitment.
He said Sh614 million will go to agriculture and livestock production; Sh570 million to trade and enterprise development; Sh477 million to water services and environment resource management and Sh462 million to medical services and public health.
Roads and public works infrastructure will receive Sh457 million to Roads and Public work Infrastructure, while the county assembly’s capital project will receive Sh233 million.
The executive has also set aside Sh215 million for the Ngong Municipal Urban Development; Sh164 million for Education and Vocational Training; Sh125 million for Kajiado Municipal Urban Development; Sh100 million for the County Emergency Fund and Sh90 million for Kitengela Municipal Urban Development.
Lenku finally said that over the years the county has carried on fiscal deficits due to the underperformance of own-source revenues, a situation that has caused the increase of pending bills.
The county, the governor said, will over the medium term strive to fully automate revenue collection to seal loopholes, reduce revenue leakages and optimise collections from all streams.
He said the county shall impose rates and taxes, user fees as provided for in the Finance Bill of 2023 that is currently before the county assembly for approval.
“I have rationalised tariffs and charges into different zones and forms across the county to enhance equity,” Lenku said.

Kajiado breaks silence on the casualties of Kitengela July 12 demos

Kajiado county government on Monday clarified that only 2 dead people with gunshot wounds were received at Kitengela sub-county hospital in the July 12 bloody demos.
The county’s health department in a statement signed by health services CEC, Alex Kilowua, said the 2 dead people were taken to the Kitengela sub-county hospital mortuary.
The announcement by the county government now puts speculation of the dead during the July 12 protests to rest.
“Five other casualties were treated at the casualty and discharged thereafter, while 5 others were admitted with various degrees of injuries for further management at the county health facility,” said Kilowua.
Kilowua said one of the casualties requested to be transferred to Machakos County referral hospital the same day and his request was granted.
“The remaining four went through different procedures including surgical toilet, wound debridement and immobilisation of fractures,” he said.
Kilowua said: “We can confirm that following the deadly protest that rocked Kitengela town on Wednesday, July 12, 2023, by July 20, three patients were stable and were discharged.”
He said those discharged went to continue with medication at home and were scheduled for review at the surgical outpatient clinic in two weeks.
One patient, he said, is still undergoing treatment at the Kitengela sub-county hospital.
“It is also important to state that the patients that were treated and discharged from our Kitengela sub-county hospital were treated for free,” added Kilowua.

Sacked Lenku’s minister, Koin says she is a free, happy woman

Governor Joseph Lenku’s sacked Trade CEC, Jackline Koin, broke her silence on Saturday when she announced she is comfortable at home.
Koin, who had kept mum over her sacking for close to two months, said she is happier than ever to be a free woman.
"There were speculations that I had gone for a job elsewhere, the intention was only to manage public emotions,” said Koin.
The former Lenku’s minister, whose sacking caused emotions amongst the politicians in the Kaputiei Maasai community, was speaking during a thanksgiving ceremony of Ian Sumare in Oloika Village in Kajiado East.
Sumare graduated from JKUAT last Thursday with a Bsc in Mining and Mineral Processing Engineering.
Koin said that despite the sacking, she will still work closely with the community through her supportive friends in and outside the country.
“Those who helped me while I was a county minister are still there and will support us and the community at large,” said an emotional former county minister.
The former minister said she is not bitter about the sacking, but she could not understand why it happened.
"For those who are celebrating over my sacking, proceed, and those who are crying, please wipe your tears. Those of you who were angered by my sacking, cool down because I am right here and I will be supporting you in my small way," said Koin.
Lernku’s former health CEC Esther Somoire, who was also in attendance, said she worked with Koin in the county but when she sensed danger from the executive she quit before the hammer fell on her.
Somoire said she was with Koin and Florence Waiganjo, who also left the county for personal reasons. She said she knew Koin as a performer.

All roads led to Oloika in Kajiado on Saturday as hundreds of people converged for a Thanksgiving service for the newest engineer in the village.
Ian Risa, 25, the son of the late Captain Jonathan and Sylvia Sumare, was celebrating his Bsc in Mining and Mineral Processing Engineering degree from JKUAT, which he received this week.
An Arch Bishop, bishop and several Church leaders had their day blessing Ian and his family as political leaders from Kajiado East led by former governor David Nkedianye kept their cool as they waited for hours to address the surging populace at the ceremony.
After the family prayers, Ian, who confessed to having been a big headache to his mother in his early teens, contributed his education success to his single parent.
“I was not born to be humble, at the age of 13, I caused trouble at home and my mother took me to a nearby police station,” Ian said.
He said his experience in the hands of the police officers changed him into a God-fearing person.
The new graduate in Oloika electrified guests when he said working with the police isn’t easy.
Others who spoke are the recently fired CEC Jackline Koin, former health CEC, Easther Somoire, former governor Lenku and MCAs led by Kaputiei North MCA Joshua Olowuasa.
All the leaders appealed to parents to educate their children.

Safe drinking water for Kajiado residents

A new technology that uses solar power to purify drinking water has been launched in Kajiado County.
The SAWA bag launched by 4Life Solutions uses only Ultra Violet (UV) rays and heat from the sun to kill disease-causing microorganisms found in water.
According to Jonas Pilgrard CEO 4Life Solutions, many households in Kenya lack access to clean, safe and affordable drinking water.
“Safe drinking water can significantly reduce the occurrence of a wide range of diseases such as cholera and typhoid. Thousands of people die each year as a result of having no clean drinking water, “he said on Thursday in Kajiado Central.
Speaking in Kajiado during the launch of the SAWA bag, Pilgrard revealed that water-borne diseases such as cholera and typhoid that kill thousands of people each year can be prevented by ensuring access to safe drinking water.
He noted that the SAWA bag provides safe drinking water to low-income communities through the use of a simple water purification technology called solar water disinfection.
“All you need to do is fill 6 litres of water in the SAWA bag and leave it outside in the sun for four hours. The UV rays will kill bacteria, viruses and protozoa making it safe for drinking,” he said.
The CEO said the use of the bag is much safer than boiling water as burning fossils can contaminate the water.
Pilgrard said about 5.6 million SAWA bags will be distributed to households in vulnerable communities, many of which have already accessed the technology.
He said SAWA bags and jerrycan provide clean water in hard-to-reach areas through a stable yet sophisticated technology.
The CEO said already, 50,000 SAWA bags have been distributed in Kyangwali, Bidi bidi and Adjumani refugee settlements in Uganda.
“It is as a unique business model which will allow the 4 solutions to fund their operations through carbon credits, allowing for sustainability,” he noted.
Pilgrard added that one SAWA bag purifies 6 litres of water and the bag can be re-used up to 600 times making it an economical method of purifying drinking water.
Maendeleo ya Wanawake Chairperson, Rahab Muiu, who was in attendance, advised women to purchase the bag and use it in their homes to purify water as it saves time and energy.
Muiu noted that the bag only uses the sun to purify water thus one saves time spent looking for firewood to boil the water.
“The use of the SAWA bag will help save time and energy and protect households from diseases as it kills disease-causing micro-organisms. You just need to fill it with water and leave it in the sun for four hours,” she added.
The SAWA bag technology has been introduced in 7 countries in Africa and is already in use in over 500,000 households. One SAWA bag costs Sh1000 at retail price.

MCA Kibor Wins Big in Landmark Election Petition Case

An election petition Judge in Kajiado has quashed a chief magistrate’s ruling made in November against the election of Elizabeth Kibor as Kajiado nominated MCA.

Justice Chacha Mwita in a landmark ruling on April 23 said former Kajiado Chief Magistrate Susa Sh*tubi while handling an election petition, nullified the election of Kibor after it found that she was not properly nominated and later gazetted as an MCA.

Aggrieved with that decision, the appellant (Kibor) filed a memorandum of appeal dated November 7, 2019, and amended it later on November 21, the year.
