County Assembly of Tharaka Nithi Approves Motion on planting of Indigenous Trees, introduces Bills

Tuesday, July 30, 2024.

The County Assembly of Tharaka Nithi has moved and approved the Motion on planting of indigenous trees through Water, Environment and Natural Resources Committee Chair Hon Zacharia Mwaniki.
The Motion seeks to compel the County Government to allocate resources to enable planting and propagating of indigenous trees across the County, and designate a day for conducting the exercise.

Also, the following Bills were introduced to the Assembly and committed to various committees.

The TNC Child Care Protection Bill, 2024, TNC Trade and Markets Bill, 2024, TNC Sports and Cultural Activities Bill, 2024, TNC Tax Waiver Administration Bill, 2024, TNC Agriculture Produce Cess Bill, 2024.

Mugwe ward MCA Hon Jacob Murimi Kiriko Ndeke chairs the TNC Agriculture Committee.

In a Special Sitting, the County Assembly of Tharaka Nithi has adopted the report of the Finance, Budget and Appropriations Committee and approved the Tharaka Nithi County Government Second Supplementary Budget for the Financial Year 2023/2024.
The House also adopted the report of the Budget Implementation for the FY 2024/25 produced and Tabled by the same Committee.

The County Assembly of Tharaka Nithi committee on Education, Science and Technology has today hosted the Kiambu County Assembly Sectoral Committee on Education, Science and Research.
The Kiambu legislators visited their Tharaka Nithi counterparts to benchmark on Pre-Primary Education, Village Polytechnic's, Home Craft Centres and Children Facilities (creche's).
The Tharaka Nithi County Assembly's Education committee chair Hon. Kennedy Kamunyu stressed the need for County lawmakers to learn from each other.

The County Assembly Committee on Water, Environment and Natural Resources yesterday afternoon held an oversight meeting with Nithi Water and Sanitation Company (NIWASCO) management at the Assembly offices.
The Committee sought insights to a question by Mariani Ward MCA Hon Anita Karimi Mbae on status of water meters applications by users that have been pending for years across the County.
The Hon Zachary Mwaniki led Water Committee will compile a report that will be tabled in the next Assembly sitting.

The County Assembly of Tharaka Nithi in its todays sitting has passed the Tharaka Nithi County Alcoholic Drinks Control Amendment Bill, 2024.
The Law is aimed at controlling and regulating the Alcoholic sector within the County and now awaits the Governor assent.
The House has also approved nomination of Hon Mwaura Joel Mwangi as a member of the Public Accounts and Investments Committee and Hon Jacob Murimi Kiriko Ndeke as a member of the Finance, Budget and Appropriations Committee pursuant to provisions of the Standing Orders 185 (3) and 187 (3) read together with Standing Order 221.
Statements on the status of Water Connection in the County by the Nithi Water Services Company (NIWASCO) and the Status of Road Maintenance Equipment were sought by Hon Anita Karimi of Mariaini Ward and and Hon Godfrey Murithi Gaturo of Karingani ward respectively.

Speaker to the County Assembly of Tharaka Nithi Hon John Mbabu together with Water and Sanitation Committee Chair Hon Zachary Mwaniki Njagi and MCAs yesterday joined Water, Irrigation and Sanitation CS Zachary Njeru and Governor Muthomi Njuki in commissioning water access points in Nkondi ward in Tharaka.
The access points will provide clean water to residents and the initiative is a partnership between the County Government, EWATER and Maji Popote.
The initiative will subsequently be rolled all over the County.
The County Assembly of Tharaka Nithi remains committed to providing legislation and representation that enables the Executive arm to deliver services to the people of Tharaka Nithi.

The County Assembly of Tharaka Nithi today at a Special Sitting pursuant to Standing Order 40. (1) on the advice by the Leader of the Majority to the Speaker of the County Assembly on the agenda to deliberate on a report by the Committee on Finance, Budget and Appropriation on approval of Supplementary Budget for the Financial year 2023/2024.

The County Assembly thereafter unanimously approved the First Supplementary Budgets for the County Assembly and County Executive for the Financial Year 2023/2024.

The House also approved the Tharaka Nithi County Supplementary Appropriation Bill, 2023/2024.

Roads, Water, Sports and Agriculture Ministries have taken the lions share of the Supplementary budget.

PURSUANT to the Provisions of Section 191A of the Public Finance
Management Act, 2023, the County Assembly of Tharaka Nithi approved the Intergovernmental Participation Agreements between the National Government of the Republic of Kenya and the County Assembly of Tharaka Nithi on Implementation of Agriculture Sector Development Support Programme (ASDSP) at a Sitting in Kathwana Tuesday November 21, 2023.
Additionally, the County Assembly approved these other Agreements;
- Informal Settlements Improvement Project (KISIP II)
- The DANIDA Primary Health Care Support Programme
- Emergency Locust Response Project (ELRP)
- Financing Locally-Led Climate Action Program (FLLoCA)
- Aquaculture Business Development Programme (ABDP)
In the same sitting, the Assembly approved the Annual Development Plan for The Financial Year 2024/2025 in line with the provisions of Section 106 of the
Public Finance Management Act 2012, Section 113 of the County Governments Act, 2012 and Standing Order 243 as read together with Standing Order 241 of the Tharaka Nithi County Assembly Standing Orders.
The Report of the Committee on Health Services on the status of Health facilities in Tharaka North and Tharaka South Sub Counties was also adopted by the House.

The County Assembly Committee on Water, Environment and Natural Resources has been on a fact finding mission on the status of Nithi Water and Sanitation Company (NIWASCO) projects across the County.
Committee Chairperson Hon Zacharia Mwaniki observed it was imperative for the Committee and County Assembly in by extension to farmilialize itself with entities it oversights so as to have factual information.
NIWASCO is a parastatal under the County Government of Tharaka Nithi.
NIWASCO Managing Director, Engineer Laban Mwaniki, told the team once the Chuka water bulk supply project, together with the existing Chogoria bulk water supply project are in full operation, over 70,000 people will have adequate supply of clean drinking water in Tharaka Nithi.
Currently, NIWASCO has water supply schemes in Chuka, Chogoria, Kathwana, Mutonga and Kibung'a.
In a bid to raise revenue, the company is carrying out Geographical Information System (GIS) mapping, replacing old and faulty metres for accuracy in billing, renovating storage tanks as well as laying new pipes to maximize on generation of revenue.

The County Assembly of Tharaka Nithi today conducted the following business in the House.

1. The County Assembly passed the Intergovernmental participation agreement between the National Government of the Republic of Kenya and the County Government of Tharaka Nithi on Implementation of National Agricultural Value Chain Development Project (NAVCDP). The agreement sets out the obligations of the National Government and the obligations of the County Government in the implementation of the project.
2. The County Assembly also adopted the County Climate Change Action Plan (2023 - 2028) which is a five year plan to guide the County on climate risk assessment and planning.
3. The County Assembly also Approved Members of the Board of Kathwana Municipality.
The Board's role is to provide for efficient and accountable management of the affairs of the Municipality.
4. The Assembly also passed the Tharaka Nithi County Agricultural Training Center Bill of 2023. This Bill seeks to provide a legal framework for establishment of the Tharaka Nithi CountyAgricultural Training Centre to provide education and training in Agriculture.
5. Other business conducted includes Adoption of the report of the Committee on Finance Budget and Appropriations on the Annual Development Plan for the Financial Year 2024/2025 and response to statements previously sought in the Assembly.
A statement on Nithi Water and Sanitation Company (NIWASCO) and the status of implementation of the Tharaka Nithi County Tea Act of 2020 was also sought on the floor of the House.

The passing of Mr Patrick Nthumbi, father to our Deputy Clerk (County Assembly of Tharaka Nithi) Mr Eric Stanley Muthuri Nthumbi has been received with great sadness.
The late Patrick Nthumbi was a household name in Tharaka and the County at large and synonymous with initiation of boys to men across many age sets.
May the Lord embrace the icon in His Heavenly abode.

Together with Society of Clerks at -the -Table (SOCATT) leadership and his former colleagues from Machakos County we gave the departed a befitting send off in Weru, Chuka Igambang'ombe Constituency.

The County Assembly of Tharaka Nithi Finance, Budget and Appropriations and Agriculture, Livestock and Fisheries Committees have today conducted Public Participation on
i) The County Finance Bill, 2023.
ii) The Itugururu Agricultural Training Centre Bill, 2023 and
iii) The Tharaka Nithi County Agricultural Sector Co-Ordination Bill, 2023, at Gatunga market.
Present was the Hon Godfrey Murithi Gaturo the chairperson Finance, Budget and Appropriation Committee and Hon Kiriko Jacob Murimi Ndeke Chairperson Agriculture, Livestock and Fisheries Committee led the discussion and respective Committee members.

Tomorrow the committee will be at Kathwana Pavillion at 10:00am, then Wednesday at Chuka Picnic Grounds (Kibaaroni kwa DC) and wrap up in Chogoria Sub County Hall on Thursday 10:00am for each venue.

The Committees invite interested members of the public to submit their representations that they may have on the Bills orally in the venues above or through written memoranda.
