101. RESPONSIBILITIES AND FUNCTIONS OF COUNTY EXECUTIVE COUNCIL.
a. To review and/or formulate policies of the Party for approval by the National Executive Council.
b. To prepare and implement the County strategic development plan.
c. To act as the Executive body of the County and to ensure that all recommendations by the National Delegates Convention are duly carried out by the County
and the National Secretariat.
d. To receive reports from the National Secretariat on the Operations of the Party.
e. To monitor general activities of the Party on behalf of the National Delegates
Convention and to provide direction for such activities.
f. To establish specialized Councils and other advisory bodies as are Necessary to
carry out aims and objects of the Party.
g. To run the Party at the County level and make decisions in between the National
Delegates Convention.
h. To initiate all such activities as might further the aims and objects of The Party
i. The County Executive Council shall be convened by a notice of the National Secretariat and shall meet at least once every twelve (12) Months

CORRUPTION POLICY DOCUMENTS TO END CORRUPTION IN KENYA at SOLARPARTY
a.To end corruption in Kenya, The Party proposes two levels of action. First, to transfer all County projects to the village elders under sub chiefs/assistant chiefs in the
country and with governors and County assemblies only will be given oversight role.
Therefore, all payments through (Real Time Gross Settlement) from central bank
and treasury for villages of Kenya to every family will go directly to the voters under
village elders and development projects will be done by the number of families in
each village under the sub chief/assistant chief. This way Kenyan will be in charge of
their school fees, religious projects, and employment creation at village and family
level. There will be bank accounts for each village where National government will
channel all development funds. The party leader and or the president will personally preside over the exercise as a special program of National reconstruction. National projects will remain at National government level under senators and MPs
oversight roles.
b. This policy will be produced by the Party in consultative workshops by stakeholders in education sector who are Party members and will be approved by voting at
the National Executive Council and thereafter implemented by the Party across the
47 counties through Party offices and formal training sessions for Party members.
c. Publication: The paper will be publicized by selling at reasonable prices to the public
and through Party offices countrywide.
d. Implementation: the projects will be implemented by Party offices in partnership
with stakeholders who are members and local communities who choose to implement.

52. FINANCIAL REPORTS AT SOLARPARTY
The Council shall work closely with the National Executive Council and will make quarterly reports on the cash flow positions and finances of the Party.
53. BANK ACCOUNTS AND SIGNATORIES.
The National Executive Council shall provide resolution for the Party to open and operate Accounts with local Banks and the signatories shall be through a resolution passed
by the National Executive Council.
54. FINANCE RULES.
The National Executive Council shall be responsible for all assets managements and any
member can raise a complaint on misuse of assets or misappropriation by party officials
and financial Collection management and expenditure of funds.
55. ALLOCATION OF APPROVED BUDGETS.
Party Budgets shall be allocated and approved by the National Executive Council and all
expenditures shall be within allocated budgets.

188. MEMBER OF COUNTY ASSEMBLY (MCA) NOMINATIONS DOCUMENTS REQUIRED by SOLAR PARTY
The MCA candidate shall be required to submit the following:-
a. National Identity Card or Kenyan Passport.
b. Life Membership card for Solar Motion Party
c. Duly signed prescribed Party Vetting Form.
d. Proof of registration as a voter.
e. Duly completed prescribed nomination forms.
f. A list in a prescribed form of at least five hundred (500) duly registered Members
of the Party who are also registered voters from the ward to support his/her
nomination.
g. Duly signed prescribed Party Code of Conduct and Pledge of Commitment Forms.
h. Submit a both a MCA ‘s ward vision with ward strategic development plan and a
location/sub-location strategic development plan for the Party ideology and Party policies in line with vision 2030 in both hard and electronic soft copy(e-copy)
(flash and email) in PowerPoint presentation.
i. Certificate of clearance from Kenya Revenue Authority (KRA).
j. Certificate of clearance for Ethics and Anti-Corruption Authority (EACC).
k. Proof of up to date payment of annual subscription fees.
l. Submit valid Certificate of Good Conduct.
m. Certificate of clearance from Higher Education Loans Board (HELB).
n. KCSE Certificate, post-secondary diploma or Degree certificate or proof of holding a degree certificate from a recognized institution or university.
o. Pay nomination fees as shall be determined by National Elections Board.
p. Submit a CV in the prescribed form.
q. Duly signed prescribed Party Vetting Form.

149. PROCEDURES FOR DISCIPLINING OFFENDERS.
a.Any Party member or citizen can report all cases of indiscipline.
b. Cases of indiscipline will be reported to the disciplinary Council or to any Party
official for necessary action and forwarding to the disciplinary Council.
150. DISCIPLINARY MEASURES.
a.There is established measures for disciplining Party members who break the Party
code of conduct and constitution.
b. Methods: The disciplinary Council shall receive, hear, and determine all cases of
poor or bad discipline and misconduct.
c.Any Party member may refer to the Council an issue of discipline in written form either electronic or hard copy
