About the new road
The Sh72 billion project is a public-private partnership funded, with no debt incurred by the government.
China Communications Construction Company, the parent firm of China Road and Bridge Corporation, is funding and building the highway.
The expressway will cut travel time from Rironi to JKIA from three hours to just 20 minutes.
On Monday evening, Kenya National Highways Authority (KeNHA) dismissed reports that the expressway had been opened for public use.
"Contrary to speculative information circulating in some social media platforms, this is to notify the public that the Nairobi Expressway is not yet open to traffic," KeNHA tweeted.
The Authority said it will announce to the public once the project is ready for the public.
"As the contractor nears completion, and in preparation for the eventual opening of the Road to the public, there will be guided trials to test the operations of the system that has been installed," KeNHA added.

End Of The Road For Serial Scammer

A serial fraudster who has obtained tens of millions of shillings from unsuspecting Kenyans and foreigners by posing as a senior procurement officer in various government ministries, was this morning arrested by detectives.

David Ambuku alias General, who manufactures fraudulent tender documents and local purchase orders before convincing bidders and potential suppliers that he will award them the lucrative contracts, was retrieved from a water tank, where he had nosedived to evade arrest.

Ambuku, who conspired to defraud two merchants Sh47.3 million using forged tender documents for ministries of Interior and Labour, almost drowned after plunging into the water tank at the sight of financial investigations detectives, who raided his house at Kimathi estate, along Jogoo road, early today morning.

The con, who is a director of Kemoma ventures and several other companies working with crooked officials in government ministries and state departments, secures access to their well furnished offices and boardrooms where he conducts his business unperturbed.

Donning well-trimmed suits, he cuts a fine figure of a senior procurement manager capable of awarding and influencing issuance of tenders.

Innocent merchants, who mostly comprise of young ladies and foreigners looking for investment opportunities are then convinced that they have met the boss and part with colossal sums of money to influence the award of the contracts in their favour. They are then issued fake local purchase orders to supply the goods, before Ambuku stages his disappearance.

Such is what happened to a Chinese citizen who lost Sh26 million, after being ushered to a meeting with the ‘procurement officer’ at a boardroom in the Ministry of Labour headquarters.

The serial fraudster with a knack for obtaining millions of shillings from unsuspecting investors without batting an eyelid, has previously posed as a senior military official at defence headquarters and obtained over Sh26 million from a would be investor.

The scammer who has over 10 pending cases in different courts has been engaging detectives in hide and seek games before he was finally cornered this morning.

He will be arraigned at the Milimani Law courts tomorrow to take plea. Any person who has fallen victim to Ambuku’s machinations is asked to report to the Economic crimes unit at DCI headquarters or dial the DCI anonymous toll free number 0800 722 203 to file their report.

A Kenyan court today made a Landmark Ruling on Minors Defiling Each other.
The High Court has released a 17-year-old boy who was remanded in an adult jail for a year.
The Government has also been ordered to pay the boy Sh200,000 for discrimination and abuse of his right to be treated as a child.
The boy was arrested for defiling his teenage girlfriend.
Justice Helen Omondi said the State had discriminated against the boy, named POO, based on his s*x. Hellen Omondi said the State had discriminated against the boy, named POO, based on his s*x.
The judge noted that the boy was charged alone whereas under the Sexual Offences Act, he could not consent to s*x on account of his age and so he too was a victim of defilement.
The judge said both the boy and the girl should have been charged with defiling each other.
“I find that the appellant was discriminated against on the basis of (his) s*x in that he was charged alone but in reality, they both needed protection against s*xual activities,” ruled Ms Omondi.
The boy got into trouble with the law after having s*x with his girlfriend. The girl got pregnant after which her parents pressed defilement charges against the boy.
In her verdict, Omondi said the Government should redraft the penal law to accommodate children who engage in consensual s*x.
She said children caught engaging in s*x needed counselling, not punishment.
“Does a boy under 18 years have the legal capacity to consent to s*x? Haven’t both children defiled themselves? Shouldn’t both of them be charged or better still shouldn’t the Children’s Officer be involved? Preferably, a file for a child in need of care and protection ought to be opened for both of them,” she said.
“I think these are children who need guidance and counselling rather than criminal penal sanctions. I really think this kind of situation should be re-examined in the criminal justice system.”
The judge observed that when the boy was arraigned in the magistrate’s court on February 16 last year, he told the court he was 16 years old.
The lower court ordered a medical examination to ascertain his age. However, the court was told the test was not done despite several reminders.
