Interior Cabinet Secretary Prof. Kithure Kidniki has officially announced that Monday, November 13, 2023, will be recognized as a public holiday. This declaration is in line with a nationwide tree-growing initiative, led by President William Ruto, aiming to plant 10 billion trees by 2032, as outlined in a gazette notice dated November 6.

Utilizing the authority vested in him by section 3 of the Public Holidays Act, Prof. Kindiki has designated November 13 as a day for the public to actively participate in tree-planting activities nationwide. The notice emphasizes the significance of this endeavour within the framework of Kenya's Landscape and Ecosystem Restoration Programme, striving to plant a total of fifteen billion trees. The main national tree-planting event will be hosted at a specified venue, with President William Ruto presiding over the ceremony.

Notably, the tree-planting initiative will extend to all 47 counties, with Cabinet Secretaries and Governors overseeing events in their respective regions. All Kenyan citizens and the general public are encouraged to join in the nationwide effort to contribute to the ambitious tree-planting goal.

The decision to declare November 13 a public holiday was reached during a Cabinet meeting held in Mombasa on Friday, November 3, 2023. The urgency to address the adverse impacts of climate change on the country was a key factor in making this decision.

It's essential to note that despite the public holiday, national examinations scheduled for November 13 will proceed as planned, unaffected by the tree-planting initiative.

Energy CS Davis Chirchir has highlighted concerns that the Israel-Hamas conflict may contribute to a further surge in global fuel prices, potentially pushing the cost of a liter of Super Petrol to Ksh.300. In Kenya, fuel prices reached a record high in mid-October, with petrol increasing by Ksh.5.72 ($0.04), diesel by Ksh.4.48 ($0.03), and kerosene by Ksh.2.45 ($0.02).

During his testimony before the National Dialogue Committee (NADCO), CS Chirchir stated that petroleum product prices have risen from Ksh.10,584 (70 USD) per barrel to Ksh.13,608 (90 USD) per barrel. He emphasized the challenges of global petroleum pricing, which escalated from 70 to 80 and then 90 dollars per barrel.

The escalating tensions in the region raise concerns about potential impacts on oil prices, as a key transit route for oil and gas from the Middle East to the global market could be affected. If major Arab producers reduce exports, global oil supply might decrease by 6 to 8 million barrels per day, potentially leading to prices between $140 and $157 per barrel. According to a Financial Times article cited by CS Chirchir, international prices could reach USD 150 per barrel.

CS Chirchir expressed hope that prices do not reach the projected highs of Ksh.300 per liter in Kenya. He attributed the increasing fuel prices to factors such as inflation, causing the depreciation of the Kenyan shilling, and the impact of the US dollar on the oil market.

Highlighting Kenya's payments of 200 USD per barrel for petroleum products compared to other countries paying 300 USD per liter, CS Chirchir mentioned the government's efforts to address the situation. Instead of paying for each shipment to Mombasa, Kenya has signed memoranda with oil-rich countries like Saudi Arabia and Abu Dhabi to mitigate rising fuel prices.

The County Government of Mandera is committed to supporting you during this difficult time. To over 5,000 people affected, we will provide food, non-food items, animal vaccines, and sanitation products to help prevent waterborne diseases.

These floods have submerged local schools in Elwak Town, hindering the education of our students, and have also disrupted the operations of vital local institutions, including hospitals, affecting service provision.

We are aware that the impact of these floods extends beyond Elwak Town, especially along the Dawa River and Lag Sure stream, where several areas are grappling with this crisis.

In this trying time, I strongly urge our youth and able neighbors to come forward and assist those in distress. Your support and solidarity will make a significant difference in the lives of the affected communities.

We urgently call upon our partners and stakeholders to join us in supporting the affected communities in these areas during this challenging period. Together, we can rebuild and overcome these difficulties.

"We are here today in Banisa constituency. This constituency by the will of God has lost the Member of Parliament seven months ago and has not had any representation in terms of Member of Parliament. And it's very sad that we have lacuna in the Constitution that has created a situation where it has not been foreseen that, there will be a time such a time that all the commissioners will be out of office, and there has not been any provision in law for the commission Secretariat to be able to do by election as required, and this issue has greatly affected by Nisa constituency, seven months without Member of Parliament without enjoying the benefits of development of CDF and representation at national level is a very sad issue. My brother major Bashir, has already taken as he has discussed an amendment of the relevant sections of the law in Parliament, which both houses are going to support however, I as the party leader of UDM. We have also made a decision that we are going to go to court to seek redress in order to make sure that the lacuna in law does not inadvertently make a whole constituency suffer indefinitely. While discussions are ongoing before the commissioners are put in place. So UDM will be in court to ask and based on a precedent setting case that was recently ruled by the courts that has, you know, force IEBC to Gazette and Degazette members of county assemblies, meaning we have a lot of hope that the courts are going to help us expeditiously facilitate for IEBC to be able to hold the byelection of Banisa Constituency with the help of Almighty Allah"

"There seems to be total confusion as to the mandate of the National Dialogue Committee. What started as a Skeleton team to lay a clear framework for the reconciliation of HE the President and the Right hon Raila has inadvertently turned out to be a referendum preparation committee with only two stakeholders out of the many in the country represented.
What is even more absurd is that they are now collecting opinions from those whose choose to present themselves for the same in total disregard of the public participation requirements in a structured manner for any such events that may lead to a referendum. One wonders what the true mandate of the National Dialogue committee is? What are the boundaries of their TOR? Where is the inbuilt protection that guarantees they remain limited for purpose? How can they purport to receive views from people including asking for counties, changing term limits, or asking for more constituencies.
In my view the committee is overstepping their mandate of facilitating the reconciliation of HE the president and the Right Hon Raila ODINGA. If the Mandate had changed into a proxy referendum preparation team, Kenyans should be made aware so that they participate accordingly within the law. Otherwise, they should deal with what they were formed to transact."
