MPs have linked the deaths of ministers George Saitoti and Orwa Ojode to drug cartels in shocking claims made in Parliament June 28, 2012. FILE
Members of Parliament on Thursday sensationally claimed that Internal Security Minister George Saitoti and his deputy, Mr Orwa Ojodeh, both of who died in a plane crash, were assassinated by drug barons.

They also accused the government of frustrating foreign investigators by refusing to facilitate their enquiries. Consequently, the MPs claimed, the experts returned to South Africa on Wednesday night because of the alleged frustrations, reportedly by the Ministry of Transport.

The MPs also questioned why the government decided to upgrade the investigation into a commission of inquiry even before investigations had come up with a preliminary report on the cause of the crash, which killed the two ministers and four senior policemen.

Transport Minister Amos Kimunya had a difficult time warding off the claims, but maintained that his ministry had facilitated the investigation and was always in touch with the families of the ministers who died.

He said the investigators planned to be in Kenya for three to four days and would return to join the commission after compiling their notes.

He got into trouble with the MPs and Deputy Speaker Farah Maalim when he cautioned them against β€œturning Parliament into a House of speculation”.

Prof Saitoti was buried at his Kitengela home on Saturday June 16, while Mr Ojodeh was buried at his Unga farm in Ndhiwa, a day later followed by their bodyguards and pilots the following week.

The assassination claims arose when Defence Minister Yusuf Haji, responding to a question by Kilome MP Harun Mwau, told the House that he did not have information to support allegations by former US Ambassador Michael Ranneberger that Eastleigh Moi Air force base was used as a processing and packing facility for he**in, which was then shipped out of the base using military vehicles and escorted by base personnel.

This appeared to anger a section of MPs who insisted that the government takes action by sending a protest note to the US Government or even severing relations with America over the issue.

Nominated MP Rachael Shebesh (ODM) then shot up to say she had a dossier linking the β€œtraffickers in government” to the death of the two ministers.

β€œThis is a very sensitive issue that touches on the death of our colleagues and Parliament is only used as a scapegoat when the actual traffickers are in government,” the member claimed.

She said she has drafted a motion for the formation of a parliamentary select committee to investigate the deaths.

β€œWe want this information to come out only in the safety of a select committee, we have not even said a third of what we know about the deaths of our two colleagues, what we have can shut down this government,” she said.

Gichugu MP Martha Karua then asked the Speaker to give Ms Shebesh security and protection while the investigations are going on.

β€œThe Government has been telling us who is not a drug dealer and does not tell us who the drug dealers are,” Ms Karua said.

Mr Mwau spoke of the possibility of a conspiracy in government and the barons in the deaths of Prof Saitoti and Mr Ojodeh.

He described the two as β€œserious investigators” in the drug issue who may have been β€œsilenced” by the conspirators in the drugs syndicate.

β€œIt is possible that now as we continue, the conspirators could go further and eliminate the honourable members who were adversely mentioned in the drug report through falsehoods in relation to drugs and claim the drug dealers are getting rid of each other,” Mr Mwau said.

β€œIt is important that the government takes a response to the US and even a protest note, we cannot allow our dignity to be violated,” he said.

Juja MP William Kabogo and Makadara MP Gidion Mbuvi, who were also mentioned in the report tabled in Parliament by Prof Saitoti in 2010 and were later cleared in the House, demanded that the government be forced to act on the allegations made by the US Embassy.

Mr Mbuvi then claimed that senior members of the police force and top politicians were involved in drug trafficking.

He claimed that some junior officers who were investigating the menace were murdered by people in Government. He tabled a post-mortem document, which he said pointed to murder of a former General Service Unit officer Erastus Chemoroi.

Mr Kabogo said he was mentioned in the report and demanded that the government tables evidence of people who have been questioned over drug dealing.

β€œIn the absence of this, this government is implicated,” he said.

Mutito MP Kiema Kilonzo, Kilgoris MP Gideon Konchella, Narok South MP Nkoidila Ole Lankas and Gem MP Jakoyo Midiwo insisted that they were in contact with the families of Prof Saitoti and their lawyer Fred Ngatia who told them that they were not happy with the direction the investigations were taking.

Mr Lankas claimed the scene of the crash was interfered with.

Frustrated

Mr Konchella demanded a statement from Mr Kimunya over concerns that the investigators were being frustrated by his ministry and whether they were facilitated.

He also asked that the House be told whether the fateful helicopter met safety standards and under what circumstances the investigators left the country.

He asked whether there was a deliberate effort to prevent the truth from coming out.

Mr Kilonzo also demanded a statement on details of the purchase of the helicopter with specifications and hours it had flown before purchase as well as who transacted the purchase and at what cost.

Mr Kabogo questioned the training of the two pilots and how many hours they had flown, who was in the helicopter hanger on the Friday night before the two flew in it on Sunday morning as well as the civil aviation record before it was allowed to fly in Kenya.

Mathioya MP Clement Wambugu, a pilot, questioned the criteria used to pick the investigators while Mr Mwau wanted to know whether the pilots had been taken through emergency drills and whether the helicopter was insured.

Sotik MP Joyce Laboso, whose sister Lorna and former Roads minister Kipkalya Kones, died in a plane crash four years ago, pleaded with the government to give results of the investigation saying their families were still waiting to know the cause of the crash that killed the two.

Cabinet minister James Orengo said it was important that the government does not ignore any theory on the deaths.

β€œIt looks like now Saitoti and Ojodeh have died and life continues. The next day it will be somebody else. I am pleading that we do not dismiss any theory because many have died and no answers have come out as we continue giving assurances to everything.”

Some 33 years ago tomorrow β€” on the afternoon of February 13, 1990 β€” assassins finally caught up with Kenya’s Vice-president George Saitoti. The previous night, Foreign Affairs Minister Robert Ouko had been lured (some say pulled) out of his Koru home, brutally murdered and had his body burnt in a nearby hill, Got Alila.

As usual, Prof Saitoti, and a handful of close allies, had gone to the exclusive Indian food restaurant at the Muthaiga Shopping Centre in Nairobi.

It was a place he loved. It was quiet. Elitist. Great food and ambience gave him what he wanted β€” a secure environment away from the political madness and backstabbing of the Nyayo era.

Prof Saitoti loved Indian dishes. Had he known about Dr Ouko's disappearance the previous night, he would have been careful. But, as one of his close allies once told me, this was the only other restaurant in Nairobi where he would take food.

As the Vice-president, Prof Saitoti was a heartbeat away from the presidency. As a result, he was always cautious about the toes he stepped on β€” those he jumped and those he completely evaded.

Though a wonderful schemer, he did not love open political battles. He was a shy man and an introvert. In public, he looked timid, and though he looked rigid when dancing, Saitoti always walked very fast. That way, he thought he was always safe. He wasn’t.

Trusted bodyguards
To feel secure, he kept the number of friends and confidants at a bare minimum. Few would know where he was at any one time. He lived like a hermit. Prof Saitoti would hardly be found in Nairobi’s social scene. He evaded the city's social circuit, and for his security, he had retained the same trusted bodyguards for years.

There was the ever-present Inspector Joshua Tonkei, personal assistant Michael Tanju and a bodyguard named Sultan.

Those who observed Prof Saitoti’s political character thought it was odd for a highly successful politician to appear in flight mode. Even today, none of his friends has ever come out in the open to explain who Prof George Saitoti was.

So, when they finally caught up with him and poisoned his food, Prof Saitoti was at the place he trusted.

So frightened were his friends that after spending a few days at the Nairobi Hospital, they decided to turn one of his ooms at home into a ward with an ambulance always on standby.

One close source told me that it was only when he required some blood transfusion to clear the poison from the system that he would be taken back to the hospital.

Interestingly, Prof Saitoti’s illness, or poisoning, was never reported in the mainstream media, nor was his hospitalisation.

However, his disappearance from the public when Dr Ouko’s death was making international headlines was noticeable.

Bad state
Those who saw him say he was in a bad state and that his skin was literally peeling off.

So controlled was Prof Saitoti’s life that when he returned after a few months, he denied β€œrumours” that he had been poisoned.

He would later say that he did not know those who killed Dr Ouko because he β€œwas unconscious when Ouko was being killed”.

It was after President Moi had told a public meeting β€” some years later β€” that the people who killed Dr Ouko were the same who β€œpoisoned my Vice-President” that Prof Saitoti admitted that, indeed, he was poisoned.

As the Finance minister and Vice-president, Prof Saitoti found himself at the heart of complex transactions and powerful webs of deceit that he could never leave voluntarily.

Unknown to many, and perhaps β€” and I am saying possibly β€” not related to the poisoning, Prof Saitoti had received a note from a company known as Arum Limited suggesting that gold exporters be granted a subsidy to allow them to compete with smugglers.

There was also a push for a gold compensation scheme by mandarins stationed at the Office of the President.

In the few months to the June 1990 budget, Prof Saitoti was out of Treasury and recuperat ing at home.

It was then that the Commissioner of Mines and Geology wrote a letter to Arum Limited saying that an inter-ministerial decision was being awaited.

In the June 7, 1990 budget speech, Prof Saitoti announced that an Export Compensation Scheme would β€œbe expanded and supplemented with an import duty exemption scheme”. How much he knew about this shift in policy as he was recuperating is not clear. If he knew something, as usual, he kept it to himself.

By examining the events that followed, we now know that the following month, Prof Saitoti received two people in his office: The head of Special Branch, James Kanyotu, and businessman Kamlesh Pattni.

The two had incorporated a new company, Goldenberg International Limited, and wanted to be granted 35 per cent export compensation.

Looting exercise
They also made sure that he knew they had been to State House to lobby for the same, according to an inquiry report into the saga.

The reason I have related the two events is that they formed part of the predicaments that would face Prof Saitoti later at the Treasury, where the Kanyotu-Pattni company engaged in a looting exercise.

Having survived death, Prof Saitoti had little room to maneuver and when one looks at the drama that followed, he was a man under siege. But that is not to say that Prof Saitoti was a clean man. Nay. He was thuggish in his way and was part and parcel of the cartels that ran that Nyayo system. Only that in that space, there are lions and jackals.

By approving the Goldenberg scheme β€” which snowballed into a monumental scandal β€” Prof Saitoti was trapped in a murky and frightening world where sleaze and skulduggery ruled. He had become one of the hydra-heads of corruption in the Nyayo era. The Goldenberg loot became the feeding tube to entities such as Youth for Kanu β€” a militia-like group that wanted the status quo maintained.

Life as Moi’s VP was hell for Prof Saitoti. Although he managed to build some solid networks within the system quietly, which he hoped to use post-Moi, he never showed his presidential ambitions. It was too dangerous. And as the Dr Ouko inquiry gained momentum, one of Prof Saitoti’s friends, Mohammed Aslam, the chairman of Pan African Bank, made the mistake of appearing.

Aslam, the brains behind the Grand Regency Hotel, now Laico Regency, was an insider in the Goldenberg scam, just like Prof Saitoti. Whatever he wanted to reveal was never known.

The Nyayo era had frightening momentsβ€” those who think it was a walk in the park should read its history of intolerance.

Some 33 years ago, Kenya’s vice-president was poisoned and made to keep quiet by a frighteningly obnoxious system.

Postscript: On June 10, 2012, Prof Saitoti died in a mysterious helicopter accident. The brand new police helicopter went down after leaving Wilson Airport. Prof Saitoti was by then the Minister for Internal Security and was eyeing the presidency. Attempts to unravel the truth were not conclusive, and Prof Saitoti’s poisoning and accident remain the most mysterious events in his life. It was a sad end for a man who was too careful with his security. Lessons learned.

Pastor Ng'ang'a has advised Agano party presidential candidate David Mwaure to quit politics and return to church after he trailed in the race.

The controversial man of God has poked fun at his colleague Mwaure after he emerged behind Roots Party of Kenya presidential candidate George Wajackoyah.

In a video captured during Ng'ang'a's sermon, he wondered how Wajackoyah, whose manifesto was promoting bhang, had garnered more votes than Mwaure, who is a preacher.

WHERE IS THE IEBC OFFICIAL

The last phone call Daniel Musyoka Mbolu made with his wife Tabitha Mbolu before he disappeared on Thursday, August 11 has been revealed by his daughter.

Daniel Musyoka Mbolu is the missing IEBC Returning Officer for Embakasi East. Prudence Mbolu, Musyoka's daughter, told The Standard that her father's phone conversation was cut off since he appeared to be working at the time.

She confirmed that the call was made 24 hours before he vanished and was the final communication Musyoka's family had with him before he vanished.



Prudence also disclosed her last WhatsApp contact with her father, indicating that she had texted him a supportive message prior to the election.

"Praying for you as the D-Day and counting days approach. You got this," Mbolu stated.

"Thank you my dear," Musyoka responded shortly after.

She also said that their attempts to reach him on Thursday, August 11, were unsuccessful since he had turned off his phone.

"On Thursday, August 11, my mother tried to reach him on phone but he was unavailable. We did not give too much thought to it given that IEBC officials were busy tallying the votes."

"In the afternoon, however, we expected to see him announcing the results for Embakasi East Constituency but it was someone different and not him. Upon seeing that, we tried calling him again but he was unavailable," she stated.

Prudence added that when her father's coworkers wanted to know where he was, they made the initial call to her uncle.



"Musyoka has reportedly been inaccessible since Thursday morning at 9:30, according to my uncle. Colleagues at the tallying center searched for him but were unsuccessful," she said.

Musyoka's phone rang five minutes after he arrived at the tallying center, according to early police investigations.

Police are expediting their inquiries in the search for the IEBC officer with the investigation expanding to include the entirety of Nairobi County and Nakuru County.

LIST OF WOMEN ELECTED GOVERNORS

According to the Independent Electoral and Boundaries Commission - IEBC provisional results, at least six women have been elected as county bosses.

1.FATUMA ACHANI

Fatuma Achani was voted in as governor for Kwale County garnering 59,674 votes against ODM candidate Hamadi Boga who racked in 53,972 votes.

Achani not only becomes the first UDA candidate to win a gubernatorial election in the area but also the first-ever woman to be elected governor in the coast region.

She is currently the county Deputy Governor and will take over the leadership baton from her boss Salim Mvurya, who completed two terms.

2.KAWIRA MWANGAZA

Former Meru County Woman Representative Kawira Mwangaza also etched her name in the history books, becoming the first female governor to be elected on an independent ticket.

Mwangaza mustered 209,148 votes with second-placed Mithika Linturi, who is the county Senator bagging 183,859 votes on a UDA ticket.

She dethroned incumbent Kiraitu Murungi, a seasoned political veteran, who came in at a distant third with 110,814 ballots cast in his favour. The Woman Rep expressed gratitude to Meru residents for entrusting her to lead them.

"My people of Meru, I thank you all. I also like to thank God for enabling us. I also want to appreciate my running mate Rev Isaac Mutuma for heeding the call to save the people of Meru," Mwangaza stated.

3.GLADYS WANGA

Homa Bay Woman Representative Gladys Wanga will join her Meru counterpart Mwangaza in the council of governors after being declared governor-elect in her county.

Wanga put up a spirited fight against former Nairobi County Boss Evans Kidero with 244,559 votes against 154,142 - a margin of 90,377 votes.

Wanga broke the ceiling, becoming the first woman to be elected governor in the Nyanza region. She is also the youngest county boss to be elected in Luo Nyanza

A serial history maker, the Woman Rep became the first woman ODM chairperson in Homa Bay and also the first to head the powerful National Assembly Departmental Committee on Finance and National Planning.

4.ANNE WAIGURU

In one of the most tightly contested battles for county boss, Kirinyaga Governor Anne Waiguru survived the threat of losing her seat to Woman Rep Wangui Ngirici, who was running as an independent candidate.

Waiguru, a former Devolution Minister, outclassed her rival Ngirici by 7,211 votes after she mustered 113,088 votes against the MP's 105,677 votes.

In an election marred with accusations and counter-accusations of alleged attempts to manipulate the vote, the incumbent termed her win as a miracle.

"It is just a miracle that I made it and I want to first start by thanking God because if it was not for his strength, ability, wisdom, favour and grace upon me, I would not have been able to be here," Waiguru stated.
5.CECILY MBARIRE

UDA candidate Cecily Mbarire joined Waiguru and Mwangaza to become the third woman to be declared governor-elect in the Mount Kenya region - Embu County.

The nominated MP secured 108,610 votes which was the required ammunition to trounce her cloest competitor Lenny Kivuti who bagged 105,246 votes.

Kivuti who vied on a Devolution Empowerment Party ticket, popularly known as 'Mbus' was floored by the former Majority Deputy Chief Whip.

6.SUSAN KIHIKA

Nakuru Senator Susan Kihika dethroned incumbent Lee Kinyanjui to become the county's third governor.

Kihika whitewashed Kinyanjui, after she bagged 440,707 votes against Kinyanjui's 225,623, rendering the outgoing county boss a victim of Deputy President William Ruto's UDA's 'yellow wave'.

She made history as Nakuru's first female governor-elect and will lead an all-woman team comprising Senator-elect Tabitha Karanja and Woman Rep elect-Liza Chelule.

Irene Njoki, Martha Wangari, Jayne Kihara and Charity Kathambi have also been declared MPs-elect for Bahati, Gilgil, Naivasha and Njoro respectively.

7.Wavinya Ndeti

Former Transport CAS Wavinya Ndeti is the governor-elect of Machakos County following her second stab at the seat.

Wavinya, who contested on a Wiper Party ticket, bagged 226,609 votes with former State House Chief of Staff, Nzioka Waita coming in second with 129,181 votes.

UDA Chairman Johnson Muthama performed decimally, as he only earned the support of 37,980 Machakos County Residents.

The declaration comes just a day after Waita, on Friday, August 12, conceded defeat. Wavinya had received support from the outgoing governor Alfred Mutua, who stated that the county would be safest in her hands.

WAS IEBC SYSTEM HACKED?
The Independent Electoral and Boundaries Commission (IEBC) Chief Executive Officer (CEO), Hussein Marjan, has dispelled allegations that the Commission's systems was hacked.

Speaking at Bomas of Kenya on Friday, August 12, Marjan maintained that the IEBC systems are very secure and are foolproof to stop any infiltration.

He stated that reports circulating that the systems had been infiltrated by people who wanted to alter the election results being transmitted were false and misleading.

Marjan noted that there have been attempts to compromise the IEBC systems but the electoral agency was ahead of the hackers.

"There is misinformation going around that the IEBC portal has been compromised, we assure the country nothing like that has happened," Marjan assured.

"We anticipated that people will try to hack our systems and we put mechanisms to ensure that our systems are secure. Our portal has not been down even for a second."

The Commission also announced more measures to keep the floor of the tallying centre at Bomas safe following a scuffle that was witnessed earlier over a laptop owned by one of the political party's agents.

IEBC Commissioner, Abdi Guliye, stated that presidential agents will be allowed to have a laptop for downloading Forms 34A from the public portal and every agent will have one laptop per desk.

He further directed that the floor will only be accessible to IEBC officials, two party agents, and returning officers.

"We will not allow anybody including agents of presidential candidates to frustrate the effort of trying to comply with our 7-day deadline. We will increase security on the floor of the auditorium if need be," Guliye stated.

These orders came after a standoff at the Bomas of Kenya on Friday, August 12, after Azimio agents raised an alarm over a laptop spotted at the NTC.

Presidential agents from the United Democratic Alliance (UDA) party and Azimio clashed when the gadget raised suspicion.

Guliye stated that nothing suspicious was found on the laptop.

Journalists were asked to leave the auditorium as IEBC officials led by Guliye retreated for an urgent meeting with the Chief Agents.

The IEBC commissioner also called in security to contain the situation and warned politicians that such acts will not be tolerated.

He also directed politicians who had thronged the National Tallying Centre to leave if they had nothing to do at Bomas, blaming them over the scuffle.

Victoria Rubadiri is a Kenyan News Anchor and Journalist currently working in Royal Media Services, specifically CITIZEN TV. Before moving to her current position, Vicky worked as a reporter and news anchor for NTV.

This beautiful lady was born on January 28, 1987, in Kenya. At the age of 10, her parents relocated to the United States to seek a better life. It is while in the United States that Vicky had her education and began her journalism career.
