President William Ruto has warned the newly-appointed High Court judges against being partisan as they took the oath of office on Wednesday.

Speaking at State House, Nairobi, when he presided over their swearing-in, the president echoed the judges’ oaths of office in which they swore to be impartial in their service.

“I listened carefully as you took the office and you swore in the name of the Almighty God. As you write those judgements, as you consider those issues, remember that you swore in the name of God. Remember that you also swore to serve the people of Kenya diligently,” Ruto told the 20 judges who were shortlisted by the Judicial Service Commission (JSC) last week.

“You have also told us that you will also be impartial and will not be influenced by ethnicity, or religion, and that fear or prejudice will not lace your judgements. That you will not succumb to intimidation, fear or threats from any corner,” he added.

The Head of State also implored the judges to always uphold the constitution, saying; “You have told us that in the exercise of your judicial functions you will always administer, defend, and protect the constitution of Kenya. Remember that because that is the basis upon which we are established as a nation.”

Ruto further urged them to uphold the dignity of the judiciary and promote fairness, independence, competence, and integrity of the judicial arm of government, terming it a personal responsibility of each of the judges.

Chief Justice Martha Koome in a notice on Thursday, December 1, said the JSC had formulated the list following a thorough vetting exercise for the position as advertised early this year on March 13.

Below is the list of all 20 judges who were sworn in on Wednesday:

3. Ms. Nyaundi Patricia Mande, SC

4. Kavedza Diana Rachel

5. Ms. Chirchir Sophie Chebet

The drought situation in the country is likely to get worse as little to no rains have been recorded in the arid and semi-arid lands (ASAL regions).

According to the Ministry of East African Community, The ASALs and Regional Development, the drought situation in November remained critical in 20 out of the 23 ASAL counties.

Despite rains having been reported across the country, there is the possibility of a fifth failed season.

The current short rain season has underperformed in the ASAL counties, marked by late onset, poor distribution and low precipitation.

However, as a result of the little rains, Laikipia county slightly improved to the Alert phase, leaving 13 counties in the Alarm drought phase.

“The situation may slightly improve, especially on environmental indicators. However, the gains are projected to be short-lived as the country heads into the normal dry spell of January-March 2022,” said Rebecca Miano, CS for East Africa Community, ASALs and Regional Development.

The 13 counties that remain in the alarm phase include Mandera, Wajir, Garissa, Isiolo, Marsabit, Turkana, Samburu, Tana River, Taita Taveta, Kajiado, Kilifi, Kwale and Kitui counties.

Seven counties including Narok, Nyeri, Makueni, Meru, Laikipia and Tharaka Nithi are in the Alert drought phase.

The remaining three; Baringo, West Pokot and Lamu are in the Normal drought phase.

The number of people requiring humanitarian assistance stands at 4.35 million. Risks of acute malnutrition continue to rise as 942,000 cases of children (6-59 months) and 134,000 cases of pregnant or lactating women acutely malnourished continue to access treatment.

CS Miano said the government has been able to scale up targeted response interventions to reach the most vulnerable in the communities.

This includes the sectors of food aid, cash transfer, water, livestock, agriculture, health and nutrition, education, peace and security.

President William Ruto has ordered the Ministry of Environment and Forestry to scrutinize the ongoing uprooting on Baobab trees in Kilifi county.

The Head of State, through a communiqué on Monday, instructed that the process should be within the dictates of the Nagoya protocol, a multilateral treaty which aims to develop national strategies for the conservation and sustainable use of biological diversity.

"I have instructed the Ministry of Environment and Forestry to look into the ongoing uprooting of Baobab trees in Kilifi County to ensure that it sits within the Convention on Biodiversity and the Nagoya Protocol,' wrote Ruto on Twitter.

He further added that the exercise should be in tandem with the government's plan of planting 15 billion trees to help combat the effects of climate change.

"There must be adequate authorisation and an equitable benefit sharing formula for Kenyans. Further, the exercise must be in line with the Government’s agenda of planting 15 billion trees in the next 10 years," he added.

The Nagoya Protocol, formally known as the Convention on Biological Diversity (CBD), came into force on October 12, 2014, and has been signed by over 50 countries including the UK and the EU.

The protocol applies to genetic resources, traditional knowledge associated with genetic resources; and the benefits arising from the utilization of such genetic resources and associated traditional knowledge.

It provides a transparent legal framework for the effective implementation of one of the objectives of the CBD: the fair and equitable sharing of benefits arising out of the utilization of genetic resources.

It also covers research disciplines indirectly linked to biosciences, such as earth or climate science (GR in drill cores, water, or soil samples) and archaeological sciences (archaeobotany, archaeozoology, and archaeology).

Ruto who arrived in the country on Sunday night is visiting as part of the ongoing process to bring peace and stability to the Central Africa nation.

The body of the man, who has since been identified as John Okelo, was found along a pathway near his home after he was allegedly killed by his 80-year-old neighbor Jared Ochieng.
According to Bondo sub-county Police Commander Ibrahim Kosi, the matter was reported by the Assistant Chief of Nyang’oma sub-location Michael Osare.
Police in Bondo, Siaya County, have launched investigations into the death of a 70-year-old man who was allegedly murdered by his neighbor over a land dispute at Nyang’oma village in Central Sakwa location on Thursday evening.

The body of the man, who has since been identified as John Okelo, was found along a pathway near his home after he was allegedly killed by his 80-year-old neighbor Jared Ochieng.

In a reversal, World Cup organisers will announce on Friday that no alcoholic beer will be sold to fans at Qatar's stadiums, a source with knowledge of the decision told Reuters.

The expected announcement comes two days before Sunday's kickoff of the World Cup, the first to be held in a conservative Muslim country with strict controls on alcohol, the consumption of which is banned in public.

"A larger number of fans are attending from across the Middle East and South Asia, where alcohol doesn’t play such a large role in the culture,” the source said on condition of anonymity because he was speaking ahead of an announcement.
"The thinking was that, for many fans, the presence of alcohol would not create an enjoyable experience."
