Almost 70 people were on the ship, according to Boulogne-sur-Mer mayor Frédéric Cuvillier, although it's not an exact figure.
Emergency teams saved 53 and pulled corpses of the dead, the maritime prefecture said, adding that several of those rescued were in critical condition and needed emergency medical attention.
Three helicopters, two fishing boats, and two boats have been deployed in the search and rescue operation.
The incident is the latest of many tragedies on the English Channel, where small-boat crossings of migrants trying to reach Britain have risen greatly in recent years.
This maritime sector is one of the busiest in the world with over 600 merchant ships passing through daily, and the weather conditions are often difficult. Hence, the prefecture described it as a "particularly dangerous sector, even when the sea seems calm".
Most of the migrants on board appeared to be from Eritrea, the Boulogne-sur-Mer prosecutor, Guirec Le Bras said Tuesday. He added that 10 of the 12 who died were women and some were minors.
Le Bras said it appears the boat sank about 5 kilometers (3 miles) off the coast of Cap Gris-Nez, on the northern coast of France...Mamboleo News updates
At a press conference in Boulogne-sur-Mer Tuesday, French Interior Minister Gerald Darmanin said "less than eight people had a life jacket" on board the boat, as he once more pointed a finger at smugglers for such unsafe conditions.
"Obviously, it is a tragedy. The moment there is a loss of life on our soil, I want to send a thought to the families," said Darmanin. "They were seeking a better world across the sea in Great Britain."
Nearly 30,000 arrived in Britain by making the Channel crossing in a small boat last year, according to Home Office figures, with dinghies and other small vessels being used regularly to transport large groups on the perilous journey in the hope of gaining asylum in the United Kingdom.
Incidents of that kind, many of which have proved deadly, have been a common occurrence over the period. Last August, six people died in capsizing of a boat carrying dozens of migrants.
It has been a political headache for the former Conservative government and still is for the new Labour administration, given that their hardline rhetoric against asylum seekers put targets on their backs from criticisms levied by migrant rights groups...MAMBOLEO NEWS GLOBAL UPDATES
Head of the French mission for Médecins Sans Frontières Xavier Crombé blamed French and British government policies for the latest deaths on Tuesday. "We are appalled and outraged after this new tragedy in the English Channel," Crombé said. "These are not inevitable deaths but the tragic consequence of inhumane and absurd migration policies.
Crombé said, "Current policies put border control above human lives, and journeys are forced to become more precarious and dangerous."
