In a restaurant in one of the American states, the restaurant waitress handed the lunch menu to a man and his wife, and before they looked at the menu, they asked her to offer them the two cheapest dishes because they did not have enough money after not receiving their salary for several months. Due to financial challenges faced by the entity they work for.

The waitress, Sandra didn't think long. She suggested two dishes to them and they agreed without hesitation as long as they were the cheapest. She brought the two orders and they ate them greedily, and before they left they asked the waitress for the bill. She returned to them with a piece of paper inside her billing wallet on which she wrote what it meant: “I paid your bill from my personal account out of consideration for your circumstances. This is the sum of one hundred dollars as a gift from me, and this is the least I can do for you. Thank you for your kindness. Signed by Sandra”

The couple was very happy as they left the restaurant.
What is striking about the previous situation is that Sadrat felt extremely happy to pay the couple’s food bill despite her difficult financial circumstances. She has been saving for about a year the cost of an automatic washing machine that she would like to buy, and any money she wastes will postpone the date of her acquisition of this dream device, as she washes clothes with an old washing machine.

But what saddened her most was Sandra's friend scolding her when she found out about the matter. She denounced her behavior; Because she deprived herself and her child of money that she needed more than others to buy a washing machine.

Before remorse could seep into her after her friend’s protest against her initiative, she received a call from her mother telling her in a loud voice: “What did you do, Sandra?”
She replied in a low, trembling voice, fearing an unbearable shock: “I didn’t do anything. What happened?”
Her mother replied: “Facebook is on fire praising you and praising your behavior. Sayyed and his wife posted your message to them on Facebook after you paid the bill on their behalf and it was shared by many. I am proud of you.” ...
She had barely finished her conversation with her mother when a school friend called her indicating that her message had been circulated virally on all digital social platforms.
As soon as Sandra opened her Facebook account, she found hundreds of messages from television producers and press reporters asking to meet her to talk about her distinctive initiative.
The next day, Sandra appeared on the air of one of the most famous and most watched American television shows. The presenter of the program gave her a very luxurious washing machine, a modern television set, and ten thousand dollars. I obtained a purchase voucher for five thousand dollars from an electronics company. Gifts rained down on her until they reached more than $100,000 in appreciation of her great humanitarian behavior.

Two meals that cost her no more than a few dollars + $100 changed her life.
Generosity is not about giving what you do not need, but about giving what you most need.

Changes to the 2024 Finance Bill as announced by Hon. Kuria Kimani, Chairman Finance Committee:

✔️16% VAT on bread - Dropped. 🍞
✔️ Motor Vehicle tax - Dropped. 🚗
✔️Excise duty on vegetable oil - Dropped. 🍳
✔️No increase in mobile phone transfer fees. 📱
✔️SHIF and Housing Levy - This will be made allowable and no PAYE will be tagged. 🏠
✔️Eco Levy on LOCALLY manufactured goods removed. This will be charged on imported finished goods only. 🧻
✔️VAT threshold up to 8M shillings from the proposed 5M.8M shillings. 🧑🏾‍💼
✔️All businesses with turnover less than 1M will be eTims exempt. Exemption meant to cushion smallholder farmers and small traders. 👩🏾‍🌾
✔️Excise duty will now apply to IMPORTED onions, potatoes, and eggs. This is meant to protect and cushion local producers. 🧅

*Finance Bill 2024*

The following are changes in respect to the Finance Bill 2024:
1. Banking services will no longer be VAT exempt such as:
• Making of any advances or the granting of credit.
• Cheque handling, processing, clearing & settlement.
• Issuance of credit & debit cards
• Telegraphic money transfer
• Foreign exchange transactions

2. · Allowable pension deduction being increased from Kes 20,000 to Kes 30,000 per month.

3. The Tax Procedures Act is being aligned with the Interpretation and General Provisions Act around the due date for settlement of tax obligations. Going forward computation of the period will exclude Saturdays, Sundays, or public holidays.

4. Amendment of the Data Protection Act to exempt KRA from constraints in access to personal data where access to that data is deemed to be necessary for the assessment, enforcement or collection of any tax or duty under a written tax law.

5. The supply of ordinary bread will cease being VAT zero rated implying suppliers will no longer be able to claim the input element & pass the cost to the end consumers.

6. The Bill proposes to introduce an Eco Levy
• Office machines at Kes 98/unit
• Calculating machines at Kes 225/unit
• Automatic data processing machines at Kes 225/unit
• Arts & accessories at Kes 98/unit
• Telephones (including smart phones) at Kes 225/unit.
• Microphones & speakers at Kes 98/unit
• Monitors & projectors at Kes 1,275/unit
• There's a class of diapers that will also be subject to the levy at Kes 98/unit.
7. Treasury is proposing the repeal Sec30A of the Income Tax Act - Sec30A of the Income Tax Act provides for Affordable Housing Relief (15.0% capped at Kes 9,000.0 per month or Kes 108,000.0 per annum).

8. Amending the Income Tax Act to provide for Advance Pricing Agreements (APAs).
• · If you are in the transfer pricing space, there is hope for greater certainty with respect to tax outcome of international transactions.
• On the side of KRA, this should really help scale down the cost of administration on transfer pricing affairs.
• The APA shall be valid for a period that does not exceed five consecutive years.

9. Motor Vehicle Tax:
• ·2.5% the value of the vehicle with the floor being set at Kes 5,000 & the ceiling is set at Kes 100,000.
• One thing to note about this tax is the penalty - 50.0% of the uncollected tax + the actual amount of uncollected tax.

10. Proposal around filing for tax refunds:
• current case - the law only refunds VAT settlement within 6 months & every other tax within 5 years, Finance Bill 2024 proposes to have only income tax refunds within 5 years & every other tax within 6 months.

11. The National Treasury has proposed to increase the rate of Import Declaration from the current 2.5% of the customs value to 3.0%.

12. Alcoholic beverage manufacturers - window for remitting excise duty collections is to be revised from the current 24hrs to 5 working days.

13. Medium-term Revenue Strategy, the threshold for VAT in Kenya will be bumped up from Kes 5.0 Millon to Kes 8.0 Millon.

14. Kenya plans to abandon the Digital Services Tax (DST) & adopt the Significant Economic Presence Tax:

• · The taxable profit of a non resident person liable to pay the SEP tax shall be deemed to be 20.0% of gross turnover after which the tax is charged at 30.0%. Coming from 1.5% DST to what is a 6.0% effective rate.

15. Changes around Value Added Tax withholding agents:
• Finance Bill 2024 proposes to do away with the >Kes 3.0 billion investment threshold.
• Agents will now be expected to remit collections to KRA within 5 working days & not the 20th of every month.

16. eTIMS:
• · KRA will be empowered to require a taxpayer to integrate eTIMS.
• Failure to comply with this requirement will see the taxpayer charged with

If You're human read this carefully, more so if you're A DRIVER - You should have known this in Form One. When any inflatable object gets into water it CAN'T SINK and it will float. Inflated objects include vehicle tyres, if the level of FLOWING water can reach just ONE FEET above your car tyres, NEVER attempt to drive across, because the vehicle will BE FLOATING along the direction of the water flow or river. There will be NO TRACTION, inflated vehicle tyres are made to tread along dry surfaces or on wet conditions but not in masses of FLOWING water, Note the emphasis on FLOWING. Even if you load your vehicle with a million passengers and their luggage and the level of FLOWING water or river can reach above one foot or more of your tyres, your vehicle Will be swept ALONG THE RIVER'S CURRENT and path. That's why you saw in the Makueni lorry 🚛 disaster, people could WALK across the water but the lorry was swept away. Simply because the people had no BUOYANCY like inflated tyres. No amount of turning the steering wheel will help because the vehicle will be FLOATING. Remember, ships carry more HEAVIER loads than you and float on water. If for any reason you must drive across flowing water with levels above your tyres then you MUST hit the water at an incredible speed of about 200kmh to create a vacuum before the water regains it's momentum like the rally cars do, or you can DEFLATE all your tyres and drive on flat tyres across.
