The Issue of salaries of the public servants in South Sudan is concerning. How our heroes (who got those injuries for us to have South Sudan) were treated was shoddy. Lack of salaries across the country has led to poor delivery of government services to the people of South Sudan. How will the government improve the education system if teachers are not encouraged? How will the government stop insecurity if the armed forces are not well-paid? In a nutshell, the government needs to form an Independent Salaries Remuneration Commission. The primary function of this independent body will be to regularly review the remuneration and benefits of all public officers. This body will operate independently from the Ministry of Finance. However, the ministry may play a role in providing financial information as the commission's decisions on remuneration and benefits have budgetary implications for the government. The Ministry of Finance can also engage the commission on matters related to fiscal policy and financial management. That means the ministry can not interfere in the affairs of the Salaries and Remuneration Commission. The mandate of the commission will be to ensure fairness, equity, and transparency in the remuneration processes. Public entities will be expected to comply with the salary structures and guidelines set by the Commission. Failure to adhere may result in legal actions, this means that it has to be protected by the constitution of South Sudan and the president who should be the main protector of the constitution.
