Migori County Government led by H.E DR.Ochilo Ayacko,EGH among other top county officials,bereaved family members,the church and members of the public attended the memorial service of the accident victims at Migori County stadium.

The Governor and County commissioner in their address,expressed their concerns on the safety of traders who are carrying out their daily operations along the busy highway,promising that the two levels of government in due course will take immediate intervention to bring sanity in all major towns and centres along the Migori-Sirare highway to minimize future occurrence of such fatal accidents.

Representatives of bereaved families on their end,thanked the county government for the immense support accorded to them in time of grief and loss of their dear loved ones.
May the departed souls our brothers and sisters rest in eternal peace.

*"Our Recovery Mission,led by the Department of Disaster Management of Migori County, has retrieved a body in River Migori.The late was hit by the ill-fated lorry and thrown into River Migori by the impact.The body now lies at Migori County Referral Hospital Mortuary where members of the public will help identify it.*

*I still convey my condolences to bereaved families even as we assist them in funeral arrangements.I wish quick recovery to those who were injured and are receiving medical care."*

ON THE PRESIDENT'S PRIVATE VISIT TO MIGORI COUNTY:

Article 189 of the Kenyan Constitution takes cognisance of Kenya being a Multiparty Democracy.

It recognises that a President may belong to one party while a governor or some governors belong to another or other parties.

It requires that there be cooperation between the National and County Governments. In joint initiatives (like an official presidential visit to a county), it recommends formation of joint committees.

If a President is visiting a county with good motives to promote development the county government through it's head, the Governor, must be properly appraised and a joint committee established to work on the itinerary including agenda, venues of meeting, seating arrangements, protocol for engagements and scheduled stakeholder meetings.

If the President leads the national government delegation the Governor ought to lead the County Government delegation.

This should be done respectfully even if the two heads of governmental delegations differ in political opinion and faction.

Quite a number of functions affecting the common mwananchi within a county are devolved or undertaken by devolved units such as municipalities, township managements et al.

If a President builds a hospital it will still be run by the county government. If he builds a road you will still require the county government to allocate land and or engage citizens to consider compensation for land acquired.

The National Government does not do it's development in a vacuum. There are many areas of concurrent jurisdictions where both National and County Governments are enjoined in service provision like in education and road construction.

That's why article 189 requires respectful cooperation between the two levels of government.

Due to his busy schedule, a president may visit a county perhaps twice or four times in his entire tenure. In these rare visits he should get a holistic bird's eye view of the development needs of the whole county and make recommendations of how his relevant departments should work with the county government to enhance service delivery to citizens.

The president gets proper briefs on the progress of a county from the County president and CEO, the governor on their official capacities.

In the last few months the County Government of Migori led by H.E Dr. Ochilo Ayacko has received various national government officials on work missions in Migori in his office and most all times accompanied them on fact finding tours to facilitate their work as critical co-implementors of development for the people of Kenya and Migori.

This he has done willingly bearing in mind that the success of the national and county Governments in service delivery for the Kenyans resident in Migori is not only mutual but equally inexplicably linked.

Recently, Cabinet secretaries Aisha Jumwa and Salim Mvurya together with their PSs were in Migori County and on their official capacity visited the Govenor and requested for his involvement in what the national government intends to do in Migori from their respective portfolios.

So, Dr. Ochilo Ayacko understands that we share a common destiny in service delivery to the same people by the two levels of government.

That's how our government was intended to run.

H.E Dr Ochilo Ayako has always maintained that despite belonging to a different political outfit from the president, he separates his Constitutional responsibilities and mandates and honours the spirit of article 189 which mandates him to cooperate closely and respectfully with the National Government and if need be other county governments to foster service delivery to the Kenyan Migori people.

He has himself made several visits to National Government departments in Nairobi to negotiate the position of Migori County in the scheme of things.

Let it be known that Dr Ochilo Ayacko has no personal issues against National Government officials and departments and will continue to work with them as both necessity and the law requires to deliver on specific mandates bestowed upon him as governor of Migori County.

He however is on record as taking issues with how today's tour by the president has been privatised and arranged in away that does not honour the spirit of the Constitution and especially articles 189 and 10.

This will leave the president not adequately briefed on the progress of national government programmes jointly undertaken with or implemented through county government structures across our departments throughout the county.

This means the desires of the Kenyan Migori people may equally not be articulated to the president and his delegation because those purporting to host him do not have the mandate and information capacity to speak for the whole county.

He is willing and ready to welcome the president anytime for an official inclusive intergovernmental engagement between Migori County and the National Government.

He remains hopeful that even though passions may strain, we are not enemies but friends and servants of the Kenyan people.

Let the bonds and cords of affection that bind our people together not be broken in the testing moments when our people exercise their Constitutional rights of oversight on government through popular sovereignty rights they retained in articles (1) and (37) of the supreme law.

The ultimate price we all pay for good governance all over the world is eternal vigilance on the side of the people.

The Department of Agriculture, Livestock, Fisheries and Cooperative Development through County Agricultural Sector Steering Committee today held it's quarterly meeting and had an opportunity to positively engage with various new development partners willing to invest in the Sector by building capacity of the farmers through sustainable training, provision of extension services and dissemination of new farming technologies in production,value addition and marketing of agricultural produce.
The partners coming on board to work in the sector include; Practical ACTION, RTI--KCDMS, UBIN--ADAM AFRIKA, SIGHT--SAVERS-Sorghum Project and SHEPBIZ--JICA.

CELEBRATING INTERNATIONAL FOREST DAY
The department of Environment, Natural resources, Disaster and Climate Change led by Waziri Rahab Robi and the departments'Chief Officer Mr.Charles Chacha joined various stakeholders at Mabera DC grounds to celebrate this important day; International Forest Day.

Forests are the lungs of our planet and provide many important benefits to our environment, our wildlife and our people -including keeping us healthy.The department has laid plan to plant 6 million trees in bid to boost our forest cover as a county.

Bringing on board players from both the public and private sector is essential in the socio - economic liberation and growth of our people.

This morning, Governor Ochilo Ayacko held discussions with Caesar Asiyo,CEO Victory Farms Kenya on the pertinent issues of revamping, expansion and growth of fish farming in Migori County. The discussions also centered on identifying ways of strengthening the production of fish farming by bringing on board both the micro and macro players.

H.E the governor noted that his administration is committed to partnering with both the public and private sectors to better the lives of the people of Migori.
