Members of Parliament have directed the Ministry of Lands to furnish them with Kenyatta International Conference Center (KICC) title deeds following plans mooted to grab a section of the conference center.

The Public Investments Commercial Affairs and Energy committee issued the Cabinet Secretary for Lands with a one-month ultimatum following the suspicion.

An Auditor General Report had indicated that the National Government is not the owner of the parcel of land.

Letter correspondences between the National Land Commission and Nairobi County exposed the plan to redesign and allocate COMESA grounds, part of KICC land to private entities.

COMESA grounds lie between Supreme Court building, Parliament Road and City Hall way with suspicion being raised whether officials in the Ministry of Land, National Land Commission and cartels had colluded to grab the parcel of land.

Appearing before the watchdog committee, Land Cabinet Secretary Alice Wahome allayed the fears that the land was being grabbed adding there’s no dispute over the land.

“I also want to assure the committee that the remaining land popularly known as COMESA ground is secure, I have not seen any records to show that it has been sub divided, the land is safe,” she said.

The Lands Cabinet Secretary asserted that the government is working to secure the historical public land following similar plans by cartels seeking to grab the land sitting on Garden Square Limited.

“Garden square is actually a toilet by design, and it’s part of the land that we are talking about, making an application to own the land does not mean it will be automatic they will own the land, I think we are okay, and we need to complete this process,” Wahome stated.

The main question by the lawmakers was how NLC concluded that the land was vested in the county government and not the national government.

MPs also questioned how KICC can only hold the title for the tower but not the Comesa grounds – including Garden Square, the courtyard where the Jomo Kenyatta monument stands and the portion next to the MFA offices.

The Committee Chair David Pkosing issued an order halting any activities regarding to the land in question for the next one month until the Ministry of Lands submits the title deed.

“The one month the committee is giving you, come with the tittle of KICC, or at least come and show us the processes that are going on, and there must not be two sub divisions of the land,” he said.

KICC falls under the national government.This is after it emerged that NLC had written to the county government as the vesting authority for the land, where Garden Square restaurant and Comesa parking lot sit.

This means the county government holds the power to decide who is allocated the land.

Somalia’s President Hassan Sheikh Mohamud has vowed to address critical issues on regional peace, stability, and development during his upcoming visit to Nairobi.

The East African State faces significant security challenges, primarily from the Al-Qaeda-linked terrorist group Al-Shabaab, while tensions with Ethiopia have escalated over a port access agreement involving Somaliland.

Villa Somalia said that President Mohamud, who will arrive in Nairobi Wednesday to join other world leaders in the ongoing sixth session of the United Nations Environment Assembly (UNEA-6), will touch on ”certain destabilizing unilateral actions that threaten to exacerbate the worsening situation.”

Mohamud’s visit, although unofficial, will be coming hot on the heels of Ethiopia Prime Minister Abiy Ahmed’s State Visit.

Mogadishu and Addis Ababa have been locked in a tiff since January after Somaliland, a breakaway region of Somalia, signed a Memorandum of Understanding with PM Abiy’s administration allowing Ethiopia access to the Red Sea via Somaliland’s Berbera port for 50 years.

The deal signed between Abiy and Somaliland President Muse Bihi Abdi in Addis Ababa, allows Ethiopia to build a naval base and access Somaliland’s coastline for military and commercial purposes.

In return, Ethiopia agreed to formally recognize the Republic of Somaliland, which declared its independence from Somalia in 1991.

The development saw Ethiopia become the first country to formally recognize Somaliland. Addis Ababa promised Hargeisa a share of the state-owned Ethiopian Airlines.

The decision angered Somalia, which considers Somaliland part of its territory, labeling the deal “illegitimate” and “an act of aggression”. Mogadishu said the deal violates its sovereignty and recalled its ambassador to Addis in protest.

Legislators will now embark on investigations on the alleged reports of Daystar University promoting LGBTQ in their curriculum and forcing Muslim students to attend the Chapel contrary to their rights on freedom of religion.

National Assembly Speaker Moses Wetangula directed the Education Committee led by Tinderet Member of Parliament Julius Melly to conduct the inquiry with Education Cabinet Secretary Ezekiel Machogu to appear before the committee within 14 days.

Wetangula also directed Cabinet Secretary Ezekiel Machogu to deploy his team for a fact-finding mission at Daystar University to establish the truth on the matter.

“Go and find out these allegations. I’ll direct the clerk to avail you the hansard report of what Nyali MP Mohammed Ali has said. You will be at liberty to also call the member and discuss with him and appear before the committee of education,” Wetangula directed.

Nyali MP Mohammed Ali had raised the question over the allegation of malpractices in Daystar University following complaints into the alleged practice of withholding marks by the University from the said students who opt out of attending Chapel.

“What Daystar university is doing is wrong. And I want to ask the CS education, to make sure that they do a follow up on this case, only option for Daystar university is to make sure that their policies are within the constitution,” stated Ali.

In his response to the questions before the house, CS Machogu alluded that no student within the higher learning institution was denied marks for failing to attend religious services.

The Education Boss who cited a statement from the university management which explained that upon admission, students sign a code of conduct, by which they agreed to abide by the university’s Christian values and commitment.

“The university has also indicated that it is students are required by policy to attend at least 75% of all scheduled chapel services in any given semester. However they have denied that release of marks is conditional on attending the services,” Machogu said.

The Education Cabinet Secretary revealed he has directed the State Department for Higher Education and Research to immediately undertake an audit of the Daystar University policies and ensure that corrective action is taken.

Citing numerous complaints, MP Ali visited Daystar University to ascertain the truth on the complaints raised where he established that indeed Muslim students were being forced to attend the chapel.

“Christian student is at liberty to go and get his education from a Muslim university, but no students will be forced to go to a chapel or either to go into a to a mosque to pray. I call this response fake, they are trying to hide under the policy,” he said.

The second time lawmaker also urged the Ministry of Education to be on the alert claiming the LGBTQ agenda is subtly being penetrated in school’s curriculum.

The UK’s Minister for the Armed Forces has offered to personally meet the family of a Kenyan woman allegedly murdered more than a decade ago by a British soldier.

James Heappey told the BBC he “absolutely” understood the pain of the relatives of Agnes Wanjiru, whose body was discovered in 2012 in a septic tank near a British military base in Nanyuki, central Kenya.

Speaking to the BBC during a visit to the country, he said: “I absolutely understand their pain…I am happy to meet and discuss and sympathise and understand as best I can”.

During an earlier visit to Kenya, Mr Heappey had suggested a meeting between British officials and Ms Wanjiru’s family, but none has since taken place.

In October last year the family wrote an open letter to King Charles saying “British officials don’t seem to care” about the case, and asked the monarch for a visit during his trip to the country.

The author of the letter, Ms Wanjiru’s niece Esther Njoki, welcomed Mr Heappey’s offer with “a warm heart” and said she hoped that “justice would be served and prevail this year”.

“It’s been 12 years of pain…and frustration,” she told the BBC. “Every time they come, they promise, but their promises, they are unkept… And we are worried that time is really moving and nothing has been done.”

The minister told the BBC that Kenya had not formally asked for the extradition of suspects, but the UK would support any requests that are made “up to and including charging and an extradition”.

Seven years after Ms Wanjiru’s death, a Kenyan inquest concluded that she had been murdered by one or two British soldiers.

Following reports of an alleged cover-up, Kenya’s Department of Criminal Investigations opened an inquiry, but has yet to charge anyone.

Mr Heappey said he sympathised with the family’s anger at how long the process is taking.

But he clarified that any meeting would not be about accepting culpability on behalf of the UK while the legal investigation continued.

The Ministry of Public Service is set to initiate a biometric registration process for all public servants as part of efforts to identify ghost workers.

Public Service Cabinet Secretary Moses Kuria said a payroll audit is already underway.

“As we intensify efforts to rid ourselves of ghosts, the Ministry of Public Service will commence the biometric registration of all 900,000 public servants, whose salaries are funded by taxpayers,” Kuria said, emphasizing the eradication of ghost workers from the government payroll as a top priority.

He underscored the prevalence of ghost employees across various sectors, including civil servants, teachers, students, and elderly citizens receiving cash transfers.

This announcement follows recent revelations by the Public Service Commission (PSC) of nearly 20,000 ghost workers detected on the government payroll during the 2022/2023 financial year.

According to the PSC’s annual report, various government agencies and departments reported significant discrepancies in employee numbers compared to approved staffing levels.

Gender CS Aisha Jumwa on Tuesday led the Multi-Sectoral Working Group on the Two-Thirds Gender Principle Raila Odinga’s office to brief him on the progress so far.

The meeting confirms Odinga’s new-found camaraderie with President William Ruto who accompanied him to Uganda on Monday to lobby Yoweri Museveni’s support for the Azimio leader’s candidature for his African Union Commission Chairmanship bid.

“There was consensus that enhanced collaborative efforts are essential for fully realizing its implementation as intended,” Odinga said after the meeting with Jumwa and her team.

The timing of the meeting has sparked political speculation, reminiscent of the days when former President Uhuru Kenyatta’s Cabinet Secretaries would meet Odinga to discuss government agendas and development projects.

And speaking in Homa Bay on Tuesday, President Ruto defended his support to Odinga for the AU job saying, “I told Kenya is big and there is enough for everyone. You don’t win by making others lose.”

The handshake deal between Kenyatta and Odinga in 2018 paved the way for Odinga’s involvement in the affairs of the ruling government, easing tensions following contentious elections.

CS Jumwa expressed gratitude to Odinga, who is being considered for the position of Chairperson of the African Union Commission (AUC), for taking the time to meet with her and members of the multi-sectoral working group.

“Consultations cannot be complete without the insights of leaders, including the ODM leader, and that is why the team and I met Raila Odinga,” she emphasized.

In December 2022, President Ruto submitted a memorandum to Parliament urging a constitutional amendment to enact the not more than 2/3 gender principle, leading to the establishment of the Multi-Sectoral Working Group.

The European Union (EU) and the Intergovernmental Authority on Development (IGAD) have formalized a €4 million (Sh 634 million) financing agreement aimed at bolstering regional development and peace initiatives.

The funds will support IGAD’s multifaceted endeavors in addressing pressing issues affecting the Horn of Africa region, including but not limited to natural disasters, humanitarian crises, and security challenges.

At least nine people died Monday in a horrific bus accident on the Kitui-Machakos road.

More than 30 others were seriously injured when the bus lost control and overturned near Katani market.

Police said among the deceased were eight adults and a 9-year-old child.

“Eight individuals lost their lives at the scene, while the ninth passed away upon arrival at Machakos County Referral Hospital,” said Daniel Yumbya, the Machakos Health Executive.

Out of the 18 injured passengers admitted to Machakos Level 5 hospital, five were reported to be in critical condition.

Eyewitnesses said that the ill-fated matatu was loaded with charcoal at the time of the accident, with approximately 30 sacks of charcoal scattered across the scene afterwards.

Kenyans on social network X have urged Transport Cabinet Secretary Kipchumba Murkomen to enforce stricter measures to prevent similar accidents in the future.

The incident occurred shortly after another vehicle lost control and overturned along Nandi Hills-Kapsabet Road, highlighting the pressing need for enhanced road safety measures across the country.

Traffic Police statistics show that at least 3,500 people are killed in road accidents annually in Kenya.

On Monday, the president accompanied Odinga to Museveni’s Kisozi home in Uganda to seek his country’s support for the Azimio leader who wants to replace Moussa Faki as the African Union Commission Chairman.

“Had the pleasure of meeting President Museveni at his Kisozi country home in Uganda. We discussed critical issues that affect our two countries such as energy and petroleum,” Ruto posted on X, “Also discussed was the declared candidacy of Kenya’s former Prime Minister Raila Odinga for the Africa Union Commission chairmanship.”

Ruto defeated Odinga in the August 2022 presidential election whose outcome the Azimio leader unsuccessfully contested in court.

He later called for anti-government mass protests in which he also claimed that the vote had been rigged before the two leaders formed a parliamentary-led team to iron out their differences.
