This special restriction was released prior the the updated prolonged entry ban ...

since it states "any aliens" this is of without regard on wether you holds a certain specific visas or not, provided you stayed for atleast 14days on the stated specific countries, you cannot enter Japan for the mean time, this is at top of the updated entry ban which would be in effect starting April 3.
