ROWLATT ACT SATYAGRAHA

• Rowlatt Commission, headed by the British judge, Sir Sidney Rowlatt, was appointed to investigate the ‘seditious conspiracy’ of the Indian people.

• The committee had recommended that activists should be deported or imprisoned without trial for two years and that even possession of seditious newspapers would be adequate evidence of guilt.

• Gandhi called the Rowlatt Act the“Black Act” and argued that not everyone should get punishment in response to isolated political crimes.

• Gandhi called for a mass protest at all India level. But soon, having seen the constitutional protest meet with ruthless repression, Gandhi organized a Satyagraha Sabha and roped in younger members of Home Rule Leagues and the Pan Islamists.

• The forms of protest finally chosen included observance of a nationwide hartal (strike) accompanied by fasting and prayer, and civil disobedience against specific laws, and courting arrest and imprisonment.

Chilika Lake
▪️ Chilika lake is brackish water lagoon, spread over the puri, khurda and Ganjam districts of Odisha state on east coast of India, at the mouth of Daya river, flowing into the bay of bengal, covering an area of over 1,100km.
▪️ It is the largest coastal lagoon in India and the largest brackish water lagoon in the world after The New Caledonian barrier reef.
▪️ It has been listed as a tentative UNESCO World Heritage site.

Montagu-Chelmsford Reforms and Government of India Act, 1919

• The British government, not prepared to part with or even share its power with the Indians, once again resorted to the policy of ‘carrot and stick’. The carrot was represented by the insubstantial Montagu- Chelmsford Reforms, while measures such as the Rowlatt Act represented the stick.

Main Features

• Provincial Government

• Introduction of Dyarchy.

• Provincial legislative councils were further expanded and 70 percent of the members were to be elected.

• The system of communal and class electorates was further consolidated.

• Central Government

• No responsible government was envisaged in the Act for the government at the all-India level.

• A bicameral arrangement was introduced.

• The governor-general was to be the chief executive authority.

• The Act clarified that there would be a gradual development of self-governing institution in India and not self-determination of the people of India.

👆The Panchayati Raj system in India is a decentralized form of governance that empowers rural communities. The system consists of three tiers: Gram Panchayat, Block Panchayat (intermediate level), and Zila Parishad.

▫️The system was first proposed by the Balwant Rai Committee in
1957, which recommended a three-tier structure.

▫️The Ashok Mehta Committee proposed Mandal Panchayat in 1977.

▫️The Hanumantha Committee suggested measures to strengthen the system in 1983.

▫️The LM Singhvi Committee suggested giving constitutional status to local bodies in 1986.

▫️The PK Thungan Committee recommended periodic elections and strengthening local bodies through constitutional status

■ EMERGENCY PROVISIONS
◇ The Indian Constitution contains elaborate emergency provisions to enable the President to meet any extraordinary situation effectively.
◇ The rationality behind the
incorporation of these provisions is to safeguard the sovereignty, unity, integrity and security of the country, the democratic political system and the Constitution.
□ The Constitution envisages three types of emergencies, namely :-
• National emergency on the ground of war or external aggression or armed rebellion (Article 352);
• State emergency (President’s Rule) on the ground of failure of Constitutional machinery in the states (Article 356) or
failure to comply with the directions of the Centre (Article 365); and
• Financial emergency on the ground of threat to the financial stability or credit of India (Article 360).

Rameshbabu Praggnanandhaa surpasses Viswanathan Anand to become India's number one Chess player
Ø India Chess Wizard R Praggnanandhaa defeated World Chess Champion Ding Liren in the Tata Steel Masters in the Netherlands.
Ø As a result of this victory, Praggnanandhaa became only the second Indian after Vishwanathan Anand to defeat a reigning champion.
He also took over Anand to become new number one Chess player in terms of live ratings.
