ASSAM GOVT CLOSE TO PROVIDING JOBS TO 1 LAKH PEOPLE
NDH 09/Dec/2023:- Assam Chief Minister Himanta Biswa Sarma on Friday said his government was close to providing jobs to 1 lakh unemployed youths of the state. At a function, he handed over appointment letters to 839 persons, taking the total number of jobs provided so far to 88,080.
“We will exceed our target of providing 1 lakh government jobs with 0 corruption," he posted on X. Addressing the function where he handed over the letters, Sarma said apart from regular employment in the public sector, many youths have also managed to find self-employment opportunities.
He maintained that the state has been witnessing rapid development and growth on multiple fronts over the last few years, and increased capital investment has been one of the driving forces behind it. “In 2016, investment in the state’s public sector stood at Rs 42,000 crores while the same has now gone up to Rs 1,30,000 crores," he said.
The chief minister also lauded the role of self-help groups in the empowerment of the women of the state. A total of 240 Assistant Engineers in the PWD, and 599 people in the State Rural Livelihood Mission were given their appointment letters at the function.

SUPREME COURT EXAMINES VALIDITY OF CITIZENSHIP ACT SECTION 6A.
NDH 06/Dec/2023:- A five-judge Supreme Court bench commenced hearing on 17 petitions to examine the constitutional validity of section 6A of the Citizenship Act relating to illegal immigrants in Assam.
The Constitution bench headed by Chief Justice DY Chandrachud is hearing submissions advanced by senior advocate Shyam Divan, appearing for petitioners, in the matter.
Besides the CJI, Justices Surya Kant, MM Sundresh, JB Pardiwala and Manoj Misra are part of the bench.
Divan is presently referring to the historical background of the litigation and the 2014 judgement of the top court by which the pleas were referred to the larger Constitution bench.
Section 6A in the Citizenship Act was inserted as a special provision to deal with the citizenship of people covered by the Assam Accord.
The provision provides that those who have come to Assam on or after January 1, 1966 but before March 25, 1971 from specified territories, including Bangladesh, as per the Citizenship Act amended in 1985, and since then are residents of Assam must register themselves under section 18 for citizenship.
As a result, the provision fixes March 25, 1971 as the cut-off date for granting citizenship to Bangladeshi migrants in Assam.
While hearing the matter in September, the top court had said the title of the proceeding shall be, "In Re: Section 6A of the Citizenship Act, 1955."
"During the course of the hearing, it has been agreed that the contesting parties shall consist of (i) those who are challenging the constitutional validity of section 6A of the Citizenship Act 1955 on the one hand; and (ii) those including the Union of India and the State of Assam who are supporting the validity of the provision," the bench had said in its September 20 order.
Under the Assam Accord signed by the All Assam Students Union, Assam government and the Government of India on August 15, 1985 to detect and deport the foreigners, Section 6A was inserted to the Citizenship Act to grant citizenship to people who have migrated to Assam.
A Guwahati-based NGO challenged section 6A in 2012, terming it arbitrary, discriminatory and unconstitutional claiming it provides different dates for regularising illegal migrants in Assam.
A two-judge bench had referred the matter to the Constitution bench in 2014.

Preliminary meeting for the upcoming 13th Autonomous Council Election was held today i.e 6th November 2023 at the conference hall of Dima Hasao District Magistrate office today. The meeting was chaired by the State Election Commissioner Alok Kumar, IAS (Rtd) who was also accompanied by the Secretary Election Commission, Pranjit Gogoi.
During the meeting a power point presentation was given by SDO Sadar Debashis Goswami, ACS who presented the preparatory measures of the Dima Hasao Election Office. District Magistrate Simanta Kumar Das, ACS briefed about the preliminary management plan for the ensuing North Cachar Hills Autonomous Council Election, 2023. Discussions about the road map, polling stations, polling officials to be appointed, district-level Nodal Officers, transportations and other various matters were discussed. Superintendent of Police, Dima Hasao Mayank Kumar, IPS also briefed about the security measures and other required logistic supports during the smooth conduct of the council election.
In this meeting there was also present Thai Tsho Daulagupu, Principal Secretary ACS, Debanon Daulagupu, Principal Secretary ( N ) , Secretaries of the council, ADCs, Asst. Commissioners, Election Officer Dhiman Hazarika, ACS and other line department officials. The State Election Commissioner stated about the probable publication of final electoral roll and further about the election notification once all the proper procedure and preparations are complete.
The state election commissioner will also meet with the political parties tomorrow and visit polling stations as the part of his two days visit to Dima Hasao.
