Affirms “1000 online services signify paradigm shift in public governance”

SHOPIAN, DECEMBER 21: Under the ambitious outreach programme of Viksit Bharat Sankalp Yatra (VBSY), Secretary, Youth Services and Sports (YSS), Sarmad Hafeez, on Thursday visited remote Heerpora Panchayat situated on the Mughal Road in Shopian district.

The rural outreach programme witnessed overwhelming participation of public and other stakeholders. Besides, DDC Council members, BDC members and PRI representatives also graced the occasion.

Secretary administered pledge of Viksit Bharat among the participants and then visited the stalls set up by various departments for raising awareness, on-spot service delivery, and registration of beneficiaries for various services.

Sarmad Hafeez appreciated the robust and hassle free mechanism of government services. He said, tremendous benefits under hundreds of schemes are being provided to the people through online mode, within timelines. He also highlighted the health sector schemes of AB PMJAY while elaborating how it is helping people to avail healthcare services free of cost.

While appreciating NRLM activities in the area in marketing agricultural produce, he called upon the local people, especially youth to venture into different self employment entreprises for their economic development.

He termed VBSY, a novel connect initiative, by way of which the administration is attending the people's issues at their doorsteps and promoting engagement of people in developmental trajectory.

Secretary commended the district administration for their efforts in saturating the public welfare schemes. He added that the need of the hour is to give wide publicity to government schemes so that the benefits reach the unreached and all eligible population is covered.

Other speakers highlighted the objectives of the VBSY program while public representatives and activists projected various demands related to youth services, sports development and other public welfare issues.

Sarmad Hafeez listened to the issues and called upon officers to proactively take the demands into consideration for appropriate action.

During the event, IEC vans created awareness among the people regarding various Centrally Sponsored Schemes. Besides, calendars and other IEC material was distributed among the public. The event witnessed a captivating display of cultural performances by the local artists.

Secretary also distributed Sports Kits among the youth of the area in order to equip them for pursuing the sports activities.

ADDC, Dr. Nasir Ahmad Lone, expressed gratitude towards the people for their active participation while presenting concluding remarks.

Lieutenant Governor Shri Manoj Sinha joined the Viksit Bharat Sankalp Yatra at Mahal Shah Panchayat, Samba, today.

He also laid the foundation stone for 50-bedded Ayush integrated hospital at Ghagwal. The Hospital will provide Ayurveda, Unani and Homeopathic healthcare facilities to the people.

Addressing a public gathering, the Lt Governor said the enthusiasm of all sections of society towards Viksit Bharat Sankalp Yatra is also a symbol of Aspirational Jammu Kashmir which has complete faith in responsiveness of the government to mitigate all the challenges.

“Common man is in the forefront of the collective effort, targeting 100% saturation in every flagship scheme and charting new pathways for Viksit Bharat. I believe Participatory governance can reduce disparities and change the fate of every village and locality, the Lt Governor said.

The Lt Governor shared the efforts of UT Administration to promote inclusive development and to remove developmental imbalances in Jammu Kashmir.

In the last four years, collective efforts of Administration, elected representatives and the people have enabled better education facilities, better health facilities, cleanliness in villages, better road and communication connectivity in rural areas to realize economic development and bridge the rural-urban gap, he said.

Under the leadership of Hon’ble Prime Minister Shri Narendra Modi, we are committed to safeguard the rights of weaker section of society and ensure that the benefits of the development reach every household, the Lt Governor said.

“100% saturation of all schemes, fulfilment of basic needs of every family, improved standard of living of all citizens will enhance the inherent potential of the society, productivity and propel employment generation and prosperity,” he said.

The Lt Governor impressed upon the PRI members, political leaders, youth and officials of district administration to discharge their responsibility towards the society and ensure that no beneficiary is left behind.

On the occasion, the beneficiaries of flagship schemes shared their experience.

The Lt Governor visited the stalls put up by government departments, and handed over sanction letters to beneficiaries under various schemes. He felicitated the women achievers, and PRI members for their contribution to Swachh Bharat Abhiyan and Jal Jeevan Mission.‘Hamara Sankalp Viksit Bharat’ pledge was also administered to the people.

Commissioner Secretary, Rural Development Department and Panchayati Raj, Mandeep Kaur, today visited Duggar Dhani, Kheral panchayat in Pouni block as part of Viksit Bharat Sankalp Yatra, a nationwide campaign to spread awareness and ensure saturation of flagship schemes of the government.

She presided over a mega event organized under Viksit Bharat Sankalp Yatra besides chairing a public outreach programme aimed at saturating all government schemes and enhancing awareness among the local population.

In a momentous occasion marked by the celebration of Viksit Bharat, an initiative aimed at fostering development and progress, a special message by Prime Minister, Narendra Modi, resonated with the audience. The event showcased a series of development videos, providing a comprehensive overview of ongoing projects and future initiatives.

While addressing the gathering, Commissioner Secretary emphasized the Prime Minister's vision behind the Viksit Bharat Sankalp Yatra (VBSY) of ensuring widespread awareness among rural masses, reaching the unreached population and facilitating utilization of government welfare schemes. She highlighted the transformative impact of VBSY in fostering development, promoting engagement with government schemes, and achieving saturation under citizen-centric schemes.

Mandeep Kaur praised the beneficiaries and expressed satisfaction over the impact of PM’s schemes in remote areas. She also highlighted Jammu and Kashmir as a shining example of the success of Ayushman Bharat, which has reduced the out-of-pocket expenditure of the households for medical care.

Commissioner Secretary, along with DDC Chairman and District Development Commissioner, conducted a comprehensive inspection of stalls set up by various government departments. These stalls showcased a wide array of schemes pertaining to agriculture, horticulture, health, animal husbandry, social welfare, handicraft, handloom, and other key sectors.

Beneficiaries from diverse walks of life came forward to share their success stories, shedding light on the substantial advantages gained from government welfare schemes. The campaign, aptly titled "Meri Kahani Meri Zubani," has become a poignant platform for individuals to vocalize the tangible impact of these initiatives on their lives.

Mandeep Kaur administered the "Hamara Sankalp Viksit Bharat" pledge to the participants including students, officers, officials, Panchayati Raj Institution (PRI) members, and enthusiastic citizens.

During the event, Commissioner Secretary distributed motorised tricycles, Abhinandan Patra, Pension letters among the beneficiaries.

Chief Secretary, Atal Dulloo Thursday inaugurated a Divisional Level Mega Kisan Mela organized by the Agriculture & Farm Welfare Department under Holistic Agriculture Development Programme(HADP) here at Agriculture Complex Lal Mandi.

Vice Chancellor SKUAST, Prof Nazir Ahmad Ganai, Divisional Commissioner, Kashmir, Vijay Kumar Bidhuri, Deputy Commissioner Srinagar, Mohammad Aijaz Asad, Director Agriculture Kashmir, Chowdhary Mohammad Iqbal, other senior Officers and large number of progressive farmers and Agri Entrepreneurs were present in the mega event.

Speaking on the occasion, Chief Secretary highlighted the significance of HADP for the overall development of Agriculture and allied sectors in J&K. He said that the 29 projects being implemented under HADP will prove a game changer for Agriculture economic growth and ecosystem.

Chief Secretary said that the HADP initiative is a major step towards creating a sustainable and profitable Agricultural ecosystem. He said the programme aims to empower farmers with knowledge and tools that can help them enhance their productivity and profitability while also contributing to the overall growth of the Agriculture sector.

Atal Dulloo further said that the programme also provides a platform to the farmers to interact with experts from the Agricultural and allied Departments and seek their advice on various aspects of farming, besides enhancing agricultural productivity, improve livelihoods, and contribute to the overall economic growth.

Chief Secretary called for better coordination among farmers, Agriculture Department and SKUAST in order to identify the requirements of the farmers so that innovative measures are taken to ensure sustainable agriculture ecosystem besides improving socio-economic conditions of the farmers.

Atal Dulloo urged the farmers, particularly the educated youth to come forward and take maximum benefits from the schemes under HADP to enhance the production and increase income under the Agriculture sector.

While appreciating the efforts of the Officers of Agriculture and allied Departments for achieving targets under HADP, Chief Secretary stressed them to work in close coordination and reach out to the farmers of far-flung areas and make them aware about the latest farm technologies in the Agriculture sector.

VC SKUAST, Divisional Commissioner, Kashmir, Director Agriculture Kashmir also spoke on the occasion and expressed their views regarding initiatives of the Government for development of the Agriculture sector.

During the Kisan Mela, Atal Dulloo handed over sanction letters to the farmers of all 10 Districts of Kashmir valley under HADP and other centrally sponsored schemes.

On the occasion, Chief Secretary also e-inaugurated various projects under HADP worth Rs 3.47 crore including Hi-Tech Polyhouse Aripath (Vegetable Garden) established under HADP at Aripath Anantnag, Medicinal & Aromatic Germplasm Centre Project MAP established under HADP at Sirhama Anantnag, Medicinal & Aromatic Germplasm Centre Project MAP established under HADP at Sultan Dhaki Uri and Trikanjan Boniyar Baramulla.

He also e-inaugurated Deep Bore wells established under RAD HADP in District Anantnag, and Semi Hi-Tech Polyhouse established under HADP in District Pulwama.

Earlier, Atal Dulloo inspected stalls showcasing a variety of products and technologies developed in the field of Agriculture, Horticulture, Animal Husbandry, Fisheries, Agro-forestry, Agri-Engineering, and other related fields.

He also took stock of the stalls displaying and highlighting various farmers’ welfare schemes and programs, besides the exhibition demonstrated by the other stakeholders dealing with agriculture inputs, farm machinery, and organic products installed during the event.

Delhi Chief Minister Arvind Kejriwal on Thursday responded to the fresh summons issued by the Directorate of Enforcement (ED) in connection with the Delhi excise policy case, saying it was ‘politically motivated’ and ‘illegal’ like the previous one.
“I am ready to accept every legal summons. This summons of ED is also illegal like the previous ones. ED’s summons are politically motivated. They should be withdrawn. I lived my life with honesty and transparency. I have nothing to hide,” CM Kejriwal said in a statement on Thursday.
The ED, on December 18, issued fresh summons to CM Kejriwal, asking him to appear before the central agency for questioning on December 21 in a money laundering case linked to the alleged excise policy scam.

Identify deficient capabilities; dive deep in past incidents: DGP to officers

The Director General of Police J&K Shri R.R Swain today visited the Government Railway Police Headquarters Jammu where he chaired the officers meeting and reviewed the overall security of Railways and functioning of GRP in the UT of Jammu and Kashmir.

While addressing the meeting, the DGP said that in order to enhance the level of surveillance, it is very necessary to identify the ‘deficient capabilities’ by all of us particularly at supervisionary level and officers should strive to fill the gaps through technology and intelligence gathering. The filling of the gaps of these capabilities will yield better results. He directed to dive deeper into the past incidents of different natures and try to find the present status, whereabouts of the persons involved and those behind that particular incidents. He advised the officers to inculcate the habit of curiosity of looking for and checking all the possibilities of any information and look into all angles of investigations of any incident.

The DGP advised for making best use of CCTNS and usage of such software through which desired ‘search’ is easy. While dwelling on the challenges and responses, the DGP gave thrust on strengthening of access-control at various railways stations and on the periphery of the railway stations to check any attempt of transportation of weapons, explosive or narco-substances. He said that he is well aware that lot of efforts are being made but a lot more needs to be done to enhance the preventive and detective capabilities of Railway Police for which he also gave thrust on enforcement, investigation and intelligence gathering. The DGP directed the officers for smart identification of resources which can be projected for funding.

ADGP Railways Shri Sunil Kumar gave a powerpoint presentation in which he highlighted the role of different forces viz GRP, RPF, Police , CAPFs and private agencies. During the meeting duties and responsibilities of stakeholders were also discussed. The administrative and structural setup of GRP was discussed. Discussions were also held on the security plan for Katra Banihal Section of 111 Kilometers of the Udhampur-Srinagar-Baramulla Railway Line.

The DGP, J&K later planted a sapling in the lawns of the GRP, Headquarters.

Health Minister Dr. Mansukh Mandaviya today chaired a high-level meeting to review the COVID-19 situation in India and preparedness of public health system for surveillance, containment and management of COVID-19 in view of the recent spike in cases of COVID-19 in some States.

Underlining the challenge posed by the increasing number of COVID-19 cases in some countries across the world such as China, Brazil, Germany and United States, Mr Mandaviya noted the importance of being prepared and remaining alert against new and emerging strains of COVID-19, especially in view of the upcoming festive season.

Underlying and reiterating that COVID is not over yet, he requested States to monitor emerging evidences of COVID-19 cases, symptoms and case severity to plan appropriate public health response. The Union Minister stressed the need for collective efforts between the Centre and the States to deal with the emerging situation in the spirit of Whole of Government approach.

He directed for strengthening the surveillance system for whole genome sequencing of positive case samples to track the variants through Indian SARS-CoV-2 Genomics Consortium INSACOG network to ensure timely detection of newer variants, circulating in the country. Mr Mandaviya noted that this would facilitate undertaking of appropriate public health measures in a timely manner.

States and UTs have been requested to ramp up testing and refer large number of samples of COVID-19 positive cases and pneumonia-like illness to INSACOG Genome Sequencing Laboratories on a daily basis, for sequencing, to track new variants, if any.

The Union Health Minister urged all the states to remain alert, increase surveillance and ensure adequate stock of medicines, oxygen cylinders and concentrators, ventilators and vaccines.

He asked officials to undertake mock drills every three months at both the Central and State levels to assess the functionality of PSA plants, Oxygen concentrators and cylinders, ventilators and others and encouraged the sharing of best practices.

JAMMU, DECEMBER 20
Divisional Commissioner Jammu, Ramesh Kumar today discussed issues of West Pakistani Refugees and Displaced Persons of 1947, 1965, 1971, here at a meeting with their representatives.

The representatives projected several demands before the Divisional Commissioner including issue of land transfer, compensation under relief package and other benefits. They sought expeditious process of submission of files under relief package.

The Div Com gave a patient hearing and assured the representatives that all their genuine issues would be considered for early resolution.

Lieutenant Governor Shri Manoj Sinha joined the Viksit Bharat Sankalp Yatra at Ballian Panchayat in Udhampur, today.

The Lt Governor congratulated the people of J&K for overwhelming participation in Yatra which aims to saturate government flagship schemes.

“Viksit Bharat Sankalp Yatra is a resolve and guarantee of Hon'ble Prime Minister Shri Narendra Modi to fulfill the dreams of common man. It has a pivotal role in bringing transformation in the lives of people by ensuring that all the benefits reach citizens and to bring holistic, inclusive development in rural and urban areas,” the Lt Governor said.

He said the socio-economic empowerment of the poor, women, farmers and marginalized sections of the society is essential to realize the goal of Viksit Bharat and Viksit Jammu Kashmir.

The Lt Governor called upon the elected representatives and political leaders for active participation to achieve saturation of government schemes and generate awareness among the people. Healthy competition among the districts must be ensured to make J&K a top performer in Viksit Bharat Sankalp Yatra programme, he added.

The Lt Governor emphasized on increasing the female literacy rate and ensuring that no child is deprived of education.

“Every girl child deserves a good education and it should be the paramount goal of community in Panchayats. Administration's mission is to ensure primary school in every panchayat for quality education,” he said.

The Lt Governor also shared the efforts of the UT Administration to increase the input credit to farmers, and providing 5 marla land to poor landless beneficiaries under PMAY including eligible members of Gujjar Bakerwal community.

Responding to the demands projected by PRI members, the Lt Governor assured that the issue of drinking water supply in Udhampur city will be redressed soon. He also directed Deputy Commissioner Udhampur to address the issues pertaining to Udhampur Master Plan at the earliest.

He further asked the District Administration and the PRI members for identification of eligible beneficiaries from Udhampur for the Mega camp of Social Welfare department to be held at Jammu.

Sh Manmohan Raina, Sarpanch Panchayat Ballian and beneficiaries from the Panchayat also shared their experiences and success stories.

On the occasion, the Lt Governor administered ‘Hamara Sankalp Viksit Bharat’ pledge to the people. He visited the stalls put up by various departments, and handed over the sanction letters and benefits to beneficiaries under different schemes.

Sh Lal Chand, Chairman, District Development Council, Udhampur; Sh Ramesh Kumar, Divisional Commissioner Jammu; Mohd Suleman Choudhary, DIG Udhampur-Reasi Range; Ms Saloni Rai, Deputy Commissioner Udhampur; political leaders, PRI members and people in large number were present.
