: District Level Committee Meeting on Viksit Bharat Sankalp Yatra held in Samba



A District Level Committee meeting was held at the Conference Hall of the District Administration Complex Samba, chaired by Mr. Abhishek Sharma, the Deputy Commissioner (DC) Samba to discuss the preparations of the Viksit Bharat Sankalp Yatra.



During the meeting, the Senior Superintendent of Police (SSP) Samba was entrusted with the responsibility of ensuring the safety and security of the Yatra in every Panchayat. It was emphasized that the route chart should be shared with every police station for better coordination.



The Subdivision Magistrates Ghaghwal and Vijaypur were directed to ensure the implementation of the directives at the grassroots level.



All concerned instructed to submit the status of saturation flagship schemes and submit the list of beneficiaries of each panchayat. Additionally, it was decided to set up a control room, led by the District Information Officer, along with representatives from other departments, for getting video testimonials of beneficiaries.



The Jal Shakti department was assigned the task of ensuring water availability at the event venues. The lead manager bank was entrusted with providing banking services at the sites.



Furthermore, the District Social Welfare Officer (DSWO) was given the responsibility of identifying women achievers in every Panchayat, while the District Youth Services and Sports Officer (DYSSO) was directed to identify sports persons at the Panchayat and ward level.



It was emphasized that a celebratory spirit should be ensured throughout the Yatra.



The meeting was attended by various officials including Mr. Rajinder Singh, Additional District Development Commissioner (ADDC) Samba, Mr. Suresh Chander, Additional Deputy Commissioner (ADC) Samba, Dr. Subhash, District Programme Officer(PO) ICDS Samba, Ms. Kusum Chib, Assistant Commissioner Revenue (ACR) Samba, and Mr. Siddharth Dhiman Assistant Commissioner Development (ACD) Samba and all other District Officers.

Samba, Nov 17 : Senior Superintendent of Police Samba Benam Tosh today changed functions of thirteen police officers of Samba district to infuse new energy and improve overall performance.

Inspector Sham Lal has been posted as new Station House Officer ( SHO) Police Station Ghagwal, whereas Inspector Kunti Devi has been posted as new Incharge Women Cell Samba.

Inspr Rahul Mahajan , Inspr Bharat Bhushan and Inspr Kamaljit Singh shall function as Incharge District Anti- NDPS Team, Incharge PCR Samba and RI respectively.

PSI Sohail Munir, PSI Anjum Hussein and PSI Shakti Singh have been posted as Incharge Police Post (PP) Rakh Amb Talli, Incharge Police Post (PP) SIDCO Samba and Incharge Police Post ( PP) Mansar respectively.

PSI Davinder Singh, PSI Rajat Sharma and PSI Rakesh Singh have been posted as Investigating officers (I.Os.) at PS Vijaypur & PS Samba.

Assistant Sub Inspector Rajinder Singh Jamwal has been designated as new Lines Officer (LO) DPL Samba , whereas ASI Suraj Parkash shall function as new Incharge Border Police Post ( BPP) Kamore .

*SAMBA POLICE GETS 7-DAYS POLICE REMAND OF FAKE ARMY COLONEL ARRESTED FOR ATTEMPT TO R**E*

Samba, Nov 17 : Samba Police has obtained seven days Police remand for sustained interrogation of fake Army Colonel arrested for attempt to commit r**e on Udhampur girl in the jurisdiction of Police Station Vijaypur.

The arrested accused, namely Sham Lal s/o Shanker Dass r/o Keso Manhasan tehsil Ramgarh district Samba A/P Shiv Nagar Vijaypur impersonated as an Army Colonel, had brought young siblings (girl studying in 12th class and her brother, a 10th class student) of Udhampur district to Vijaypur by cheating on the false assurance of getting them enrolled in NCC and subsequently getting them recruited in belt force. He had also checked their running stamina along Vijaypur-Ramgarh road and at midnight, attempted to commit r**e on the girl who raised hue and cry, approached Police Station and lodged complaint upon which Police had registered a case FIR No. 160/2023 u/s 376 /511, 419 IPC and he was arrested.

As sustained interrogation of the arrested accused was required to unravel further facts, police sought and got seven days police remand from Additional Munsiff Court Samba and interrogation is going on in highly professional manner by the team of police officers comprising of SHO Police Station Vijaypur Sandeep Charak, PSI Sohail Munir under the supervision of SDPO Vijaypur Rohit Kumar and Additional SP Samba Surinder Choudhary.

On the directives of Senior Superintendent of Police Samba Benam Tosh, Samba Police is taking strong action against culprits involved in crime against women and all investigations are being concluded on merits expeditiously.

The National Service Scheme and IQAC of GDC Ramgarh organized Career Counselling Session on “Creating Awareness regarding Agniveer and how to join Indian Army”. The event was organized under the supervision and able guidance of Prof. (Dr.) Geetanjali Andotra, Principal of the College. The awareness programme was co-ordinated by career counselling committee under the convenorship of Dr. Aditi Khajuria.

The event commenced with a Lecture cm Interactive session, where in the Resource person was Capt. Bhupinder Kumar, 11 Sikh LI part of 92 Brigade, Bari Brahmana. Speaking on the occasion Capt. Bhupinder Kumar said that the aim of organising the session is to raise awareness among the students of the College about the benefits of recruitment in the Army and the procedure to apply. He threw light on the process of recruitment of Agniveers and the procedure and criteria to be an Officer in the Army. He also guided the participant regarding preparation of NDA exam. *Night Patrols & Raids Intensified in Samba : SSP Samba Benam Tosh*

Samba, Nov 16 : Under the guidance of Senior Superintendent of Police Samba Benam Tosh, Police has unearthed big pilferage of essential commodity, seized two tankers of Indane Gas Agency & forty one big gas cylinders and arrested two accused red-handed while extracting gas from tankers using pipes and filling the same in the commercial gas cylinders to be sold at the price lower than market rates.

A case FIR No. 274/2023 u/s 3/7 EC Act, 406, 409, 120-B, 285, 413 IPC has been registered at Police Station Samba through Police Post Supwal and investigation is underway.

The arrested accused have been identified as Ravi Kumar s/o Girdhari Lal r/o Motlian Kalan Utterbehni, tehsil Vijaypur, district Samba and Happy Manyal s/o Ashok Kumar r/o Diani, tehsil and district Samba. However, two drivers of the tankers managed to flee from the spot taking advantage of darkness. They too have been identified and raids are being conducted to arrest them. Some more arrests are likely in this serious case of criminal conspiracy for pilferage of essential commodity, criminal breach of trust, act of habitual receiving of pilferaged property having knowledge that the same was pilferaged and rash act with combustible matter endangering human lives.

Initial investigation revealed that the same pilferage of gas from Indane gas tankers had been committed for the last over four months at the same place during midnight hours. The Indane gas tankers coming from Punjab side to Indane LPG Bottling Plant Bari Brahmana, Samba used to come to this particular place i.e Chhajwal Barian, Supwal Samba at odd night hours for pilferage purpose.

On the intervening night of 15th and 16th November, 2023 around 2 : 00 a.m., when the people of entire Samba district were sleeping, alert Samba Police conducted raid at Chhajwal Barian in the jurisdiction of Police Post Supwal and arrested two accused red-handed while extracting gas from big gas tankers and filling it in the big sized commercial gas cylinders.

The nocturnal raid on the specific tip off was conducted by the Police team of PP Supwal headed by Chowki Officer Supwal, Deepika Jalotra and investigation is being conducted by SHO Police Station Samba Inspector Daljit Singh under the supervision of DySP Garu Ram and Additional SP Samba Surinder Choudhary. The tankers and gas cylinders were seized in the presence of Executive Magistrate 1st Class and Gazetted Police Officer DySP Garu Ram.

Senior Superintendent of Police Samba Benam Tosh said that night patrols and raids have been intensified by Police in Samba district to curb criminal conspiracies, pilferage, thefts and smuggling during night hours and perpetrators of crime being nabbed one after the other.

Samba, November 16, 2023 — TheDistrict Road Safety Committee convened under the leadership of Deputy Commissioner Samba, Abhishek Sharma.The meeting addressed the pressing issue of increasing road accidents in the district.

Deputy Commissioner Samba directed all concerned departments to take immediate and necessary steps to minimize road accidents. A department-wise review was conducted, and SP Traffic and ARTO Samba were directed to raise awareness among drivers about road safety measures. They were also tasked with conducting regular checks to curb traffic violations and ensure the implementation of traffic rules.

In a comprehensive approach, Chief Education Officer was directed to submit an Action Plan for year-round road safety activities in all Hr. Sec. Schools to educate students about traffic rules. CMO, Samba, received directives to conduct free health checkup camps for commercial vehicle drivers, ensuring their physical and mental fitness for safe driving. Ambulances must be made available promptly in case of any road accidents.

Executive Engineer (R&B) was directed to make roads pothole-free, install crash barriers, and road signs at vulnerable points. All assigned works under the district road safety action plan must be completed by November 30, 2023. The Officer from the National Highway Authority was instructed to take corrective measures on the National Highway, including pothole removal, blacktopping side roads, installing road signages, and creating a bylane at Bus Stop, Vijaypur.

Additionally, SDM, Ghagwal, was directed to identify space at Nonath for ideal parking of about 300 trucks on Mansar road due to the closure of the National Highway. This aims to prevent road accidents caused by traffic jamming on the Samba-Mansar road.

Deputy Commissioner, Samba, emphasized the need for immediate steps and safety measures across all concerned departments to minimize road accidents and safeguard precious human lives in the district.

The meeting saw the participation of key officials, including Additional S.P Samba, SDM Ghagwal, Vijaypur,Executive Engineer PWD(R&B), representatives from Irrigation and Flood Control,, Dy.SP Traffic Samba, CEO Samba, CMO Samba, ARTO Samba, and a representative from NHAI.

A meeting to address the prevalence of dengue cases was chaired by Deputy Commissioner Samba, Mr. Abhishek Sharma IAS,in DC office complex Samba.



During the session, the Chair reviewed the number of dengue cases village-wise, emphasizing the identification of hotspot areas.



DC Samba issued clear instructions to monitor each case diligently and actively. Additionally, DC Samba conducted a comprehensive assessment of ongoing activities, including fever clinics and testing, aimed at effectively managing the dengue situation in the district

Samba, Nov 16 : Under the overall supervision of Senior Superintendent of Police Samba Benam Tosh, Samba police has foiled bovine smuggling attempt, arrested notorious bovine smuggler, rescued bovine animals and seized one vehicle.

The arrested notorious bovine smuggler has been identified as Jaqoob Ali s/o Alim Din r/o Madhera tehsil and district Samba.

A case FIR No.271/2023 u/s 188 IPC, 11 PCA Act has been registered at Police Station Samba through Police Post Goran and investigation is underway.

The bovine smuggling attempt has been foiled by police team headed by Incharge Police Post Goran PSI Sajid Jaral under the supervision of SHO Police Station Samba Daljit Singh, DySP Garu Ram and Additional SP Samba Surinder Choudhary.

Samba, Nov 14 : Under the overall supervision of SSP Samba Benam Tosh, Police today conducted massive surprise searches simultaneously at three notorious ‘chitta’ hotspots viz. Rakh Barotian, Sarore and Balole Khad, detained for questioning two suspected persons hailing from Kashmir & Punjab and seized 14 bikes in wee hours this morning.

Situated in the jurisdiction of Police Station Vijaypur and Police Station Bari Brahmana, the three notorious spots : Sarore, Rakh Barotian and Balole Khad have been identified by Police as ‘chitta’ hotspots in Samba district where majority of non-local inhabitants including females hailing from different districts of Jammu division and putting up there on state land are fully indulged in illicit he**in smuggling, supplying & peddling. Although these ‘chitta’ hotspots are small patches spreading over about one kilometer radius only, yet these have become trouble spots because of supply of deadly he**in drug from these hotspots to the small drug peddlers and individual addicts of other districts as well.

The massive surprise searches were conducted in systematic manner simultaneously at the three notorious hotspots by seven Police teams led by SDPO Vijaypur Rohit Kumar, DySP Garu Ram, SDPO Bari Brahmana Rahul Nagar, SHO Vijaypur Sandeep Charak and SHO Bari Brahmana Sumit Sharma under the supervision of Additional SP Samba Surinder Choudhary.

CUJ Four-Month Internship Program concludes

Jammu, 14 Nov 2023. A four-month internship program has been completed by teacher-trainees of the Department of Educational Studies, Central University of Jammu.

Prof. Asit Mantry, Head of the Department said that the School Internship Programme is an integral part of the Four-year integrated B.A.,B.Ed. Programme. He thanked Prof. Sanjeev Jain, Vice Chancellor, CUJ, and the principals of the collaborative schools who have facilitated to successful completion of the internship programme. In this event, the teachers of the respective schools, and faculty members of CUJ – Prof. J.N. Baliya, Prof. Ritu Bakshi, Prof. Asit Mantry, Dr. Kiran, Dr. Aman, Dr. Ravi Vanguri, Dr. Yad Ram and Dr. Mohan Galgotra played a key role in mentoring the teacher-trainees.

A total of forty teacher-trainees of Four-year Integrated B.A., B.Ed. programs were allotted four schools for enhancing their teaching skills and getting exposure to school functioning both curricular and co-curricular activities in District Samba. The schools identified for undergoing the internship program were Kendriya Vidyalya at Rahya-Suchani, Government Girls Higher Secondary School at Jakh, and RSM Government Higher Secondary School at Rahya-Suchani.

The internship program was concluded by having interactive feedback sessions with Principals and teaching staff of concerned schools and the teacher educators from CUJ - Dr. Ravi Vanguri, and Dr. Yad Ram.

While interacting with Principals and teaching staff, Dr. Ravi Vanguri took feedback and suggestions for making an effective internship program for the upcoming teacher-trainees of the department. In this event, by addressing the teacher-trainees, The Principal, Kendriya Vidyalaya of CUJ, said that the teaching profession should be chosen by choice, not by chance. The upcoming ITEP will provide more opportunities for those who intend to become teachers. He further said that the present teacher-trainees were very interested in teaching classes and actively participated in various school activities of day to day. The teaching staff also expressed that the teacher-trainees were cooperative in conducting various activities at the classroom level as well as the school level. They all expressed their gladness with a single tone and blessed them for their professional endeavor. The event ended with a vote of thanks by Dr. Yad Ram, Co-coordinator of the Internship Program.

As per the contents of the complaint, the arrested accused impersonated as an Army Colonel and brought young siblings ( girl studying in 12th class and her brother, a 10th class student) of Udhampur district to Vijaypur by cheating on the false assurance of getting them enrolled in NCC and subsequently getting them recruited in belt force. He also checked their running stamina along Vijaypur-Ramgarh road and at midnight, attempted to commit r**e on the girl who raised hue and cry, approached Police Station and lodged complaint upon which Police registered FIR, immediately swung into action and arrested the accused.

The accused has been arrested by police team comprising of SHO Police Station Vijaypur Sandeep Charak under the supervision of SDPO Vijaypur Rohit Kumar and Additional SP Samba Surinder Choudhary.

On the directions of Senior Superintendent of Police Samba Benam Tosh, a total of one hundred fifty three (153) hardcore criminals have been arrested by Samba police in past ten months and strong legal action is being taken against the criminals, miscreants and ’gunda’ elements in the district.

On behalf of J&K Police, SSP Samba conveyed Diwali greetings to the farmers and police Jawans performing day & night hard work in the border areas of Samba district.

Samba, Nov 11 : Under the overall supervision of Senior Superintendent of Police Samba Benam Tosh, Samba police has registered two separate FIRs for illegal mining in holy Devika river in Purmandal and Utterbehni areas of Samba district and arrested two accused and seized nine (09) more vehicles used in illegal mining.

Two separate cases ---- FIR No.16/2023 and FIR No.17/2023 have been registered at Police Station Purmandal and through PP Utterbehni and investigation is underway.

The arrested accused have been identified as Vishvajeet s/o Subash Chander r/o Sadral tehsil Bari Brahmana district Samba and Parshotam Kumar s/o Som Dutt r/o Lovley tehsil Bari Brahmana district Samba.

It is first stringent legal action taken by Samba police in the year 2023 to curb illegal mining. Earlier, in the month of May-2023 police had registered one FIR against mining contractors for overcharging and had arrested two accused.

Senior Superintendent of Police Samba Benam Tosh said that a total of two hundred nine (209) vehicle have been seized by Samba police in past ten months, three FIRs have been registered in connection with illegal mining business, four (04) accused have been arrested and fine amounting to several lacs has been got imposed upon the defaulters.

*SAMBA POLICE APPREHENDED 3 GAMBLERS, RECOVERED HUGE STAKE MONEY*

Samba, Nov 11 : Continuing vigorous drive against wrongdoers on the directions of Senior Superintendent of Police Samba Benam Tosh, Police has apprehended three (03) gamblers red-handed under Gambling Act in the jurisdiction of Police Station Bari Brahmana and recovered huge stake money to the tune of Rs 11300.00 along with playing cards from their possession.

The apprehended gamblers have been identified as: Gurdyal Singh s/o Sham Singh r/o Dasal Bari Brahmana, Mohinder Kumar s/o Aant Ram r/o Meen Sarkar Bari Brahmana and Gulchain Singh s/o Kulwant Singh r/o Dasal Kartholi Bari Brahmana.

Acting on specific information regarding gambling, a Police team comprising of Inspr Sham Lal and PSI Mohd Aslam under the supervision of SDPO Bari Brahmana Rahul Nagar and Additional SP Samba Surinder Choudhary raided the gambling spot near Dasal Kartholi, Bari Brahmana and apprehended three gamblers while gambling alongwith stake money of Rs 11300.00, playing cards.

Legal action under section 13 of Gambling Act has been taken by police against the said gamblers.

Samba, Nov 10 : Under the guidance of Senior Superintendent of Police ( SSP ) Samba Benam Tosh, Police has arrested female accused in connection with Arti murder case of Nandpur, Police Station Ramgarh , district Samba in which main accused husband stands already arrested.

The arrested female accused hails from Punjab and intended to marry husband of the deceased.

It is the second arrest made by the police after converting inquest proceedings into murder case. Earlier, Police had arrested main accused Gurdeep Singh, who happened to be the husband of the deceased Arti Devi, in the instant murder case and had got his Police custody for seven days.

On 27-10-2023, thirty two-year old young housewife Arti Devi was brutally murdered at her house and after completing inquest proceedings u/s 174 CrPC, Police had converted inquest into murder case u/s 302 IPC and main accused husband was arrested by police.

Under the professional guidance of SSP Samba Benam Tosh, investigation of the case is being conducted by SHO Police Station Ramgarh Amit Sangra under the supervision of SDPO Vijaypur Rohit Kumar and Additional SP Samba Surinder Choudhary.

Vijaypur 10th of November, Police Technical Training Institute (PTTI) Vijaypur, organized a lecture on ChatGPT & Artificial Intelligence: Mapping advantage and threat for staff and trainees of various courses. On the occasion Dr. Ekta Manhas, Asstt. Professor Department of National Security Studies, Central University Jammu was the Chief Guest, who delivered a comprehensive lecture on the ChatGPT & Artificial Intelligence, its mapping advantage and threat. She said that Artificial Intelligence is a powerful tool that helps us rethink how we use information, analyze data, and make better decisions. Govt. Degree College Ramgarh promotes “Swachh Diwali Shubh Diwali.”



Govt. Degree College Ramgarh organized Diya Decoration Competition to mark the celebrations of eco-friendly Diwali under the aegis of ‘Swachh Diwali Shubh Diwali’. In order to bring out the creative talents of students and to celebrate the Festival of Lights in its true spirit, Eco Club, in collaboration with cultural committee, organized the whole event under the guidance and supervision of Prof. (Dr.) Geetanjali Andotra, Principal of the College. The main objective of this competition was to invoke the cultural significance of Diwali with the journey of ‘Swachh Bharat’ by encouraging Clean and eco-friendly celebrations and to explore the students’ imagination and creativity.

The students enthusiastically took part in the competition and came up with some very interesting ideas. Every piece was decorated in a unique and beautiful way. It was a sheer pleasure and a great experience for all the students who were the reasons for making the event a great success. They displayed their creativity by beautifully decorating earthen Diyas with colours and the works.



Prof. (Dr.) Geetanjali Andotra briefed the students about the significance of earthen lamps. She further added that everybody should go for the artisan handmade earthenware and diyas for the decoration as this will not only help the environment but will also help the poor artisan families by propogating ‘Vocal for Local’.

The whole event was coordinated by Prof. Risha Kumari, convener, Eco Club. All the faculty members attended the event.

Samba, Nov 9 : Senior Superintendent of Police Samba Benam Tosh today presided over impressive 'Thana Diwas' at Police Station Vijaypur where large number of prominent citizens including PRIs were present. SSP Samba was accompanied by Additional SP Samba Surinder Choudhary, SDPO Vijaypur Rohit Kumar, SHO Police Station Vijaypur Sandeep Charak and other police officers.

Those who spoke on the occasion on behalf of the public included : DDC Member Sudarshan Singh, Chairman Municipal Committee Ganesh Sharma, Vice President Beopar Mandal Vijaypur Jugal Mahajan, Ex-Chairman Municipal Committee Vijaypur Deepak Kumar, Sarpanch Gurha Slathia Jatinder Singh, Sarpanch Sangwal Tajinder Kour, Sarpanch Jakh Romesh Kumar, Sarpanch Gudwal Mohan Lal Sharma, Sarpanch Damore-Thandi Khui Pola, social activists Ajay Sharma, Udham Singh and Dheeraj Sharma aired their reports and general grievances of the people at the properly organised Thana Diwas which were directed to be redressed immediately.

Speaking on the occasion of Thana Diwas, SSP Samba Benam Tosh thanked the public of Vijaypur for appreciating the functioning of Police in Samba district and also thanked the prominent citizens for sparing their valuable time & putting forward valuable suggestions for further improvement in the working of the police vis-à-vis public service. Benam Tosh said that crime has been controlled in Samba district & hotspots of he**in have been vanished across the district & big he**in suppliers are either in Jails or have been booked to be arrested under law. He further said that police is taking strong action against perpetrators of crime against women in Samba district & those who commit crime against women of cognizable nature are being immediately arrested after collection of evidence without giving them time to escape. SSP directed the Police officers present at the Thana Diwas to listen to the complainants at the Police Stations & Police Posts empathetically and respectfully ensuring dignity of everyone & disposed of their matters appropriately & expeditiously.
