Telangana police make citizens dole out Rs 35 extra for e-challans
You may have not noticed Rs 35 which is printed as user charge on your e-challan which you receive for a traffic violation and where it is going. Considering the number of challans the traffic police issue, which is about three lakh per day in the state, the amount works out to be quite huge. The practice of collecting the user charge has been in force since 2007.
Of the Rs 35 you pay, Rs 5 will go to eSeva centre and payment gateways for processing payments, Rs 15 to Postal Department which delivers challans to the violators, Rs 10 to the Police Department which is sent to the government and Rs 5 goes to Telangana State Technology Services.
Levying user charges deter people from violating traffic rules, say police
DCP Traffic MS Vijay Kumar, Cyberabad stated: “The e-challan system is time-tested. Portals like Parivahan which does not levy any user charges are under study. For a decade, the citizens are supporting the user charges.” Levying user charges will deter them from committing violations in future. The IT service comes at a certain cost. In spot challaning, 10 violators of traffic rules escape while we are busying challaning one violator. The e-challan system is a better way and understandably, it comes at a price,” said another police official.
The officer added, “This system of e-challan is better because a camera is a strict disciplinarian. These are curbing violations,” he said.
But the Twitterati is not kind to the Telangana Police Department. Tagging traffic police and DGP, activist Vijay Gopal tweeted, “TS police is using illegal e-challan website while you are obligated to use the Parivahan team portal to levy and collect challan and then collecting Rs 35 extra from people, why? (sic)”
He also tagged Union Transport Minister Nitin Gadkari and Telangana Governor Dr. Tamilisai Soundararajan in the post.
No need to wait for orders during emergencies: Hyderabad Police Commissioner CV Anand
Hyderabad City Police Commissioner CV Anand, on Tuesday, in his first video conference interaction with police personnel, stated that strict action will be taken against NRIs posting objectionable content on social media platforms. CP Anand instructed officers to take strict action against social media harassment. He said that those harassing people by morphing their photos and posting them on social media platforms with derogatory comments should be dealt with strictly.
In addition to registering cases against those spreading fake news on social media, speedy trials should also be ensured, he added.
He said cases lookout notices will also be registered against those NRIs who make posts inciting hatred. Their passports will be seized and visas too will be cancelled as per legal provisions, said Anand. He also directed the police personnel to make it a habit to take necessary action on their own and not wait for orders from superior officers during emergency situations.
In the wake of rising Covid cases in the State, Anand said, “It is mandatory and important that the GO released by the State government banning public meetings, conferences or rallies should be strictly implemented in Hyderabad.”
NRIs posting hate content on social media may lose visas
City Police Commissioner CV Anand, after taking charge as Kotwal, held a review meeting with the department officials on Tuesday. In his first meeting with the department staff he informed officers that the focus should be on cybercrime. The top cop noted, "It has been observed that many cases of NRIs indulging in social media harassment are being reported. It is also witnessed that a lot of NRIs are indulging in hateful posts on social media as they believe to be away from the long hands of the law. But it is a misconception; henceforth if any NRI is found violating the law of the land by posting hateful comments or posts on social media, their visas will be revoked and passports seized.
We will issue lookout notices for such NRIs." While instructing officers ranging from DCPs, ACPs, Joint CPs, SHOs, the commissioner said the department should take cybercrime seriously. He asked them to provide timely information on crimes and criminals to sections and wings concerned. Anand told them to identify criminals who are repeatedly committing same offences and act against them and prevent from getting involved in crimes. "This will help in deterring others who are inclined to commit offences. If there are any doubts in any of the cases, the legal adviser should immediately give suggestions and resolve cases expeditiously. The trial should be expedited and criminals punished. The commissioner also told the officers that they should act if any case needs to be attended to immediately rather than waiting for the senior's approval. The concerned officer should gather technical evidence to settle a case at the earliest.
