India expected to grow at 7.2% in 2021 but economic growth could decelerate next year: UN report Kashmir Reader Press Trust of India

United Nations: India is expected to grow at 7.2 per cent in 2021 but economic growth could decelerate next year, according to a United Nations report which said the recovery in the country is constrained by the ongoing human and economic cost of the COVID-19 pandemic and the negative impact of food price inflation on private consumption.

The UNCTAD Trade and Development Report 2021, released here on Wednesday, sounded a cautiously optimistic note to say that the global economy is set for a strong recovery in 2021, albeit with a good deal of uncertainty clouding the details at the regional and country levels over the second half of the year.

After a 3.5 per cent fall in 2020, the United Nations Conference on Trade and Development (UNCTAD) expects world output to grow 5.3 per cent this year, partially recovering the ground lost in 2020.

The report said that India suffered a contraction of 7 per cent in 2020 and is expected to grow 7.2 per cent in 2021.

The recovery in India is constrained by the ongoing human and economic cost of COVID-19, and the negative impact of food price inflation on private consumption, the UNCTAD report said.

The report projects that India will clock an economic growth of 6.7 per cent in 2022, slower than the country’s expected 2021 growth rate.

However, even with a slower growth rate of 6.7 per cent, India will still be the fastest-growing major economy in the world next year.

India, which experienced a contraction of 7.0 per cent in 2020, showed a strong quarterly growth of 1.9 per cent growth in the first quarter 2021, on the back of the momentum of the second half of 2020 and supported by government spending in goods and services,” the report said.

“Meanwhile, a severe and broadly unanticipated second wave of the pandemic, compounded by bottlenecks in the vaccine roll out, hit the country in the second quarter, on top of rising food and general price inflation, forcing widespread lockdowns and drastic consumption and investment adjustments, it said.

It noted that income and wealth inequalities in the country have widened, and social unrest has increased .

The Central Bank estimates another sharp contraction (quarter-on-quarter) in the second quarter followed by a rebound afterwards.

Given the inherent fragilities in coping with the pandemic and restoring employment and incomes, growth in 2021 as a whole is estimated at 7.2 per cent, insufficient to regain the pre-COVID-19 income level,” the report said.

“Going forward, assuming away a resurgence of the pandemic to the degree experienced in the second wave, a revitalisation of private sector activity, subject still to a slow recovery of jobs, is likely to be matched with a more adverse policy environment, especially on the fiscal front, and with continuing pressures on the trade balance. On these conditions, the economy is expected to decelerate to 6.7 per cent growth in 2022, the report said.

Further, it said that in India, consumer inflation was already at 6 per cent before the pandemic. The COVID-19 shock caused a temporary dip in prices, but as the economy recovered and food prices accelerated, the country returned to a 6 per cent inflation rate in mid-2021.

The UNCTAD said that global growth is expected to hit 5.3 per cent this year, the fastest in almost half a century, with some countries restoring – or even surpassing – their output level of 2019 by the end of 2021.

“The global picture beyond 2021, however, remains shrouded in uncertainty, it said, adding that looking ahead, the UNCTAD expects world output to grow 3.6 per cent in 2022.

South Asia suffered a sharp contraction of 5.6 per cent in 2020, with the region’s economic activity brought to a halt thanks to widespread restrictions.

Deficient public healthcare systems and high levels of informality magnified the impact of the pandemic in terms of both health and economic outcomes, which was reflected in a stark rise in poverty rates, the report said.

The UNCTAD expects the region to expand by 5.8 per cent in 2021, with the more vigorous recovery signalled at the beginning of the year muted by a rapid surge in infections during the second quarter of 2021.

Moreover, the limited progress made in terms of vaccine rollouts continues to leave the countries of the region susceptible to future outbreaks. For 2022, the UNCTAD expects the region’s growth rate to moderate to 5.7 per cent.

The US is projected to grow at 5.7 per cent in 2021 followed by a three per cent GDP growth next year.

In the Americas, the fast recovery in the United States recovery is expected to raise GDP to 2 per cent above its pre-COVID-19 level, it said.

China, estimated to grow at 8.3 per cent this year, will see its growth slow down to 5.7 per cent in 2022.

The report said that the world needs more effective multilateral coordination, without which recovery efforts in advanced countries will damage development prospects in the South and amplify existing inequalities.

The global recovery from the pandemic must reach beyond emergency spending and infrastructure investments to embrace a reinvigorated multilateral model for trade and development, said Rebeca Grynspan, the secretary-general of the UNCTAD.

Only a concerted rethinking of priorities holds out hope of addressing the inequality and climate crises that have come to define our era.

India records 30,570 COVID-19 cases, 431 deaths Kashmir Reader Press Trust of India

New Delhi: With 30,570 more people testing positive for COVID-19, India’s overall infection tally has risen to 3,33,47,325, while the count of active cases has dipped to 3,42,923, according to the Union Health Ministry on Thursday.

The death toll due to the disease has climbed to 4,43,928 with 431 daily fatalities being recorded, according to data updated by the ministry at 8 am.

The number of active cases has dropped to 3,42,923, which comprises 1.03 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 97.64 per cent, the ministry said.

A reduction of 8,164 cases has been recorded in the active COVID-19 caseload in a span of 24 hours, the data showed.

Also, 15,79,761 COVID-19 tests were conducted in the country on Wednesday, taking the total number of such examinations so far to 54,77,01,729, it stated.

The daily positivity rate was recorded at 1.94 per cent. This has been below three per cent for 17 days.

The weekly positivity rate was recorded at 1.93 per cent. This figure has been below three per cent for 83 days now, according to the Health Ministry.

The number of people who have recuperated from the disease has surged to 3,25,60,474, while the case fatality rate was recorded at 1.33 per cent.

The cumulative number of COVID-19 vaccine doses administered in the country so far under the nationwide vaccination drive has exceeded 76.57 crore, according to the ministry.

India’s COVID-19 infection tally had crossed the 20-lakh mark on August 7, 2020, 30 lakh on August 23, 40 lakh on September 5, 50 lakh on September 16, 60 lakh on September 28, 70 lakh on October 11, 80 lakh on October 29, 90 lakh on November 20 and the one-crore mark on December 19.

The country crossed the grim milestone of two crore cases on May 4 and three crore on June 23.

The 431 new fatalities include 208 from Kerala, 70 from Goa and 56 from Maharashtra.

“In the last 24 hours, two deaths have occurred in Goa. But 68 additional deaths from August 2020 to June 2021 are added to cumulative deaths and have been reported late from South Goa District Hospital (Margao),” the ministry said.

A total of 4,43,928 deaths have been reported so far in the country, including 1,38,277 from Maharashtra, 37,537 from Karnataka, 35,246 from Tamil Nadu, 25,083 from Delhi, 22,987 from Kerala, 22,885 from Uttar Pradesh, and 18,613 from West Bengal, the data showed.

The Health Ministry stressed that more than 70 per cent of the deaths occurred due to co-morbidities.

“Our figures are being reconciled with the Indian Council of Medical Research,” the ministry said on its website, adding that state-wise distribution of figures is subject to further verification and reconciliation.

Armed with antibodies, Kashmiris better prepared for Covid 3rd wave Kashmir Reader Junaid Nabi Bazaz

Sero-survey conducted in July found antibodies in 90% of doctors, frontline workers, 84% in common people

SRINAGAR: Doctors, front line workers, and people themselves are in a better position to fight a third wave of Covid-19 in Kashmir, medical experts say, but also warn against lowering of the guard.

The first and foremost instance of this preparedness is the increased capacity to fight the virus. According to the sero-study conducted by the government, more than 90 percent of healthcare and police workers have developed antibodies, which will significantly lessen the severity of the infection if they do contract it. About 84 percent of Kashmir’s population, too, has developed antibodies to fight the virus, the study, conducted in July, at the peak of the second wave, found.

Dr S Muhammad Salim Khan, professor and head, community medicine, Government Medical College, Srinagar, and principal investigator of the study, told Kashmir Reader that the development of antibodies means that there are less chances of hospital admission and of fatalities of Covid patients.

“Presence of antibodies does not mean that viruses cannot infect, but it means that we are better equipped to fight with them,” he said. “And this is the result of infections as well as vaccination.”

But, he said, this does not mean that people should lower their guard. They should continue wearing masks, maintaining distance, and practising hygiene, he said.

The reassuring opinion comes at a time when Kashmir is again seeing a steady rise in Covid cases. Government data says that about 31 percent of Covid cases reported in the month of August were recorded in the last week of the month, here in the ten districts of Kashmir valley, a clear indication that the infection is on a rise yet again.

On Monday, Srinagar had reported 48 fresh cases out of 78 in entire Kashmir. On Tuesday, this trend led authorities to declare five places as ‘micro-containment’ zones in Srinagar district. The locations include Yateem Trust Bemina, a factory at Khanmoh, Imam Bargah in Nowpora, Sheikh Hamza Colony Lal Bazar and Sheikh Faesal Colony Buchpora.

Dr Rouf Hussain Rather, Community Medicine Specialist and in charge of data analysis at the Divisional Covid Control Room Kashmir, believes that the virus is most likely going to be mild till October. Post this month, he said, the cases may go up again, but will be milder than in the second and first wave.

Dr Rouf, who successfully predicted the end of the first and second wave months before it happened, said that this won’t pose any serious threats but another possibility, which is less likely to occur, is that there will be shifts in the virus, which can escalate the caseload. “If people follow Covid appropriate behaviour, the possibility of this shift also diminishes,” he added.

The best is to follow ways of prevention from getting infected, he said. This can be done by wearing double layer masks, maintaining social distancing, washing hands regularly, avoiding crowded places, and following all other Covid related SOPs.

156 new Covid cases in J&K, 1 death in Jammu Kashmir Reader NAZIMA SIDIQ

Srinagar: One Covid related death was reported in Jammu district while 156 fresh Covid cases were detected during the last 24 hours in J&K, the official daily bulletin reported on Wednesday.

Of the new cases, 124 were reported in Kashmir Division and 32 in Jammu Division, the bulletin said.

It said that 131 patients recovered and were discharged from various hospitals in the last 24 hours, including 32 from Jammu Division and 99 from Kashmir Division. J&K currently has 1,349 active cases, it said.

Providing district-wise breakup, the bulletin said that Srinagar reported 77 new cases and currently has 686 active cases, with 47 patients recovering in the last 24 hours.

Baramulla reported 10 new cases and currently has 149 active cases, with 12 patients recovering in the last 24 hours.

Budgam reported 12 new cases and currently has 118 active cases, with 13 patients recovering in the last 24 hours.

Pulwama reported 5 new cases and currently has 29 active cases, with 3 patients recovering in the last 24 hours.

Kupwara reported 3 new cases and currently has 32 active cases, with 4 patients recovering in the last 24 hours.

Anantnag reported 5 new cases and has 18 active cases, with 7 patients recovering in the last 24 hours.

Bandipora reported 5 new cases and has 29 active cases, with 5 patients recovering in the last 24 hours.

Ganderbal reported 6 new cases and has 31 active cases with 5 patients recovering in the last 24 hours.

Kulgam reported 1 new case and has 30 active cases with 3 patients recovering in the last 24 hours.

IAF to hold air show over Dal Lake for motivating youth to join the force Kashmir Reader KR Desk

Over 3,000 students expected to witness the show

Srinagar: The Indian Air Force will hold an air show over the famous Dal Lake on September 26 in an effort to motivate the youth of Kashmir to join the force and also to promote tourism in the region, officials said.

More than 3,000 schoolchildren and college students will attend the show, they said.

“The main aim of the air show is to motivate the youth of the Valley to join the Indian Air Force and to promote tourism in the region,” Divisional Commissioner, Kashmir, Pandurang K Pole said.

On Tuesday, Pole chaired a meeting of principals of various educational institutions regarding students’ participation in the air show that is being conducted by the IAF as part of the ‘Azadi Ka Amrut Mahotsav’ celebrations. The theme of the show is ‘Give Wings to Your Dreams’.

More than 3,000 college and school students are expected to participate in the programme to witness the impressive manoeuvres of the IAF aircraft that will motivate them to dream about a career in the IAF and in the aviation sector, an official spokesperson said.

“The show will also develop a passion among the students to give wings to their dreams. Along with the students, 700 teachers will also be present at the venue,” he said.

The spokesperson said Pole directed the heads of educational institutions to ensure the participation of NCC cadets.

Stalls will be set up at the Sher-i-Kashmir International Conference Centre and students will be familiarised with the achievements of the IAF, employment opportunities in the force, recruitment rules and eligibility criteria.

India hits out at Pak, OIC for raising Kashmir issue at UNHRC Kashmir Reader Press Trust of India

New Delhi: India on Wednesday hit out at Pakistan as well as the Organisation of Islamic Cooperation (OIC) for raising the Kashmir issue at the UN Human Rights Commission and said the grouping has “helplessly” allowed itself to be held “hostage” by Islamabad.

At the 48th session of the human rights council, India said Pakistan has been globally recognised as a country openly supporting, training, financing and arming terrorists including UN proscribed terrorists as a matter of state policy.

India’s response was delivered by Pawan Badhe, first secretary in India’s permanent mission in Geneva.

Exercising India’s rights to respond to comments made by Pakistan and the OIC on Kashmir, Badhe said it does not need lessons from a “failed state” like Pakistan which is the “epicentre of terrorism and worst abuser of human rights”.

He said it has become a habit for Pakistan to misuse the platforms provided by the council to propagate its false and malicious propaganda against India.

“The council is aware of Pakistan’s attempts to divert the council’s attention from serious human rights violations being perpetrated by its government, including in the territories occupied by it,” Badhe said.

“India, as not only the world’s largest democracy but a robustly functional and vibrant one, does not need lessons from a failed state like Pakistan which is the epicentre of terrorism and worst abuser of human rights,” he said.

The Indian diplomat said Pakistan has failed to protect the rights of its minorities, including Sikhs, Hindus, Christians and Ahmadiyas.

“Thousands of women and girls from minority communities have been subjected to abductions, forced marriages and conversions in Pakistan and its occupied territories,” Badhe said in his statement.

“Pakistan has been engaged in systematic persecution, forced conversions, targeted killings, sectarian violence and faith-based discrimination against its ethnic and religious minorities,” he said.

Badhe said incidents of violence against minority communities, including attacks on their places of worship, their cultural heritage, as well as their private property have taken place with impunity in Pakistan.

“Pakistan is a country which has been globally recognised as a country openly supporting, training, financing and arming terrorists including UN proscribed terrorists, as a matter of state policy,” he said.

“The relevant multilateral institutions have been raising serious concerns on its failure to stop terror financing and lack of effective actions against terror entities,” Badhe said.

He said dissenting voices from civil societies, human rights defenders, journalists are muzzled daily in Pakistan, with the support of the government.

“Enforced disappearances, Extra judicial killings, murders and abductions have been used as a tool for subjugation and to muzzle any form of dissent or criticism. The impunity with which such abuses have been carried out exposes the hollowness of Pakistan’s commitment to human rights,” Badhe added.

He also slammed the OIC for raising the Kashmir issue at the council, asserting that the group has no locus standi to comment on internal affairs of the country.

“We once again regret and reject the reference made by the OIC to the Union Territory of Jammu and Kashmir which is an integral part of India,” Badhe said.

“The OIC has helplessly allowed itself to be held hostage by Pakistan, which holds the chairmanship of their Geneva Chapter, to subserve its own agenda. It’s for the members of the OIC to decide if it is in their interest to allow Pakistan to do so,” he said. PTI

Srinagar: Muttahida Majlis-e-Ulema (MMU) Jammu and Kashmir headed by Mirwaiz Umar Farooq sternly warned elements trying to harm communal amity and unity in Jammu and Kashmir by stoking sectarian tensions here.

All the leading constituents of the MMU in a joint statement said that it has come to their notice that two preachers from two sects are indulging in some kind of sectarian one upmanship by holding debates to disprove the other .

Responding sharply to such activities, the religious parties said that no individual or organisation can be allowed to indulge in establishing sectarian hegemony and harm the centuries-old sectarian harmony here.

In this regard, on the directions of Mirwaiz-e-Kashmir, a high-level delegation of Majlis-e-Ulema will meet with these people to dissuade them from holding the meetings .

The MMU said that it urges all Ulemas and scholars that they should focus on preaching and promoting the great teachings of Islam in their respective spheres and work on dealing with social issues seriously challenging our social fabric

Kashmir Pandit group lays foundation stone of memorial to pay tribute to slain counterparts Kashmir Reader Press Trust of India

Jammu: A group of Kashmiri Pandits laid the foundation stone of a memorial dedicated to its community members, who were killed by militants in Jammu and Kashmir over the past three decades, on the banks of Tawi river here.

Coming up on the lines of the Army’s war memorial, the “martyrs memorial” is said to be the biggest civilian memorial in Jammu, they said.

“As the displaced community marks 31 years since the forcible exodus of Kashmiri Hindus from the Valley due to emergence of Pakistan-sponsored terrorism, Mata Badrakali Trust has laid the foundation for the first-ever memorial for those KPs, who were killed by terrorists since 1990,” Mata Bhadrakali Asthapan Trust president Dilip Pandita told reporters here.

He said work on the project has been started with the laying of the foundation stone on Tuesday.

The structure will be crowned with a big dome while marble plates with names and dates of those who died will be inscribed on them. It is coming up on three acres of land at Thalwal on the banks of Tawi river, project in-charge Raj Kumar said.

Under the dome, there will be big marble walls on which the names of members of the community, who died since the first India-Pakistan war in 1947 along with those killed due to militancy since 1990, he said.

It will also house a museum and library to preserve and protect the literary heritage, including ancient manuscripts and books, paintings and pictures besides serving as a platform to infuse knowledge of ancient Kashmir and its religious and cultural wealth to the next generation, Kumar said.

Former BJP MLA Ajay Bharti said, “It will be the ‘Rajghat’ of Kashmiri Hindus. It will serve as a milestone of the sacrifices of Kashmiri Hindus for their nation and their faith”. He said it will come up in record time of one year.

Trust member Rajiv Pandit said all Kashmiri Pandits and Hindus killed over the years — including those in Wandhama, Sangram Pora, Chattisinghpora, Nadimarg areas of Kashmir — will be remembered through the memorial with their names engraved on the plaques of the memorial.

“It is recognising the sacrifices made by our community for the nation. It is a great day for all of us. It will also serve as a monument of visual knowledge of our martyrs for future generations,” said Sushma Shalla, whose father Chung Lal Shalla, a police officer, was killed by militants in north Kashmir in 1990.

Earlier, a smaller memorial was set up in 2019 on the banks of Ranbir Canal, a tributary of Chenab river. PTI

Consider demand for quotas, concessions to Kashmiri Pandits: HC to J&K Govt Kashmir Reader NUSRAT SIDIQ

Srinagar: The High Court of Jammu and Kashmir and Ladakh on Wednesday directed the Chief Secretary, J&K, to consider representations of an association of Kashmiri Pandits Sangarash Samiti seeking special quota in professional colleges, besides certain concessions and facilities to the community living in and outside Kashmir region.

A bench of Chief Justice Pankaj Mithal and Justice Vinod Chatterji Koul while hearing the plea of the association through its president Sanjay Tickoo recorded that the requests as made in the representation have to be dealt with at the level of the government and it is not appropriate for the court to examine the justification of the same at this juncture.

However, the court while disposing of the plea directed the Chief Secretary, Government of J&K, to consider the grievance of the petitioner in accordance with law most expeditiously.

“It will be open to the petitioner to submit a comprehensive representation highlighting all their grievances, if they so desire, within a period of two weeks from today and it will be open for the Chief Secretary to consider the same as directed,” the bench said.

Earlier, the petitioner association, Kashmiri Pandit Sangharsh Samiti, filed a plea before court seeking direction to the official respondents to take appropriate action on the representations dated 9 April, 2019 and 1 March, 2019, filed before them.

The petitioner under these representations sought a special quota be provided to the Kashmiri Migrants Pandits (and to those living in Kashmir Valley) in professional colleges across the country and necessary instructions be issued to the concerned institutions, colleges, universities so that deserving candidates may get the benefit of the said policy.

A further prayer in the representation was to grant certain concessions and facilities to the Kashmiri Migrants and those living in Kashmir Valley.

BJP will fight upcoming assembly polls on its own strength: Raina Kashmir Reader Press Trust of India

Jammu: Jammu and Kashmir BJP president Ravinder Raina on Wednesday said his party would fight the upcoming assembly elections on its own strength to form the next government.

He said the BJP is fully prepared for the polls, which would be announced after the completion of the delimitation exercise, and had set a target of 50-plus assembly seats.

“The BJP will fight the upcoming assembly elections on its own strength and there will be no alliance with anyone,” Raina told reporters after addressing a workers convention in Doda district.

Raina, who is presently on a tour of various districts as part of the party’s mass contact programme and mobilising its workers ahead of the polls, said the party had to stitch an alliance with the Peoples Democratic Party (PDP) after the last assembly elections after it fell short of its mission of 44-plus seats.

“Prime Minister Narendra Modi-led government had worked tirelessly to mitigate the problems of the people over the past seven years. The welfare schemes launched by the BJP government have benefited every section of the society under the slogan of ‘Sabka Saath, SabkaV ikas and Sabka Vishwas’ and today we are witnessing that every child is moving with the BJP flag in hand everywhere,” he said.

He said the BJP’s mass outreach campaign is underway, besides the district and ward level party workers convention.

“We are fully prepared for the assembly polls, which will be announced after the completion of the ongoing delimitation exercise. We have taken a pledge to cross 50-plus seats to form the next government with a thumping majority. The next chief minister will be from our party,” he said.

Raina said BJP workers are full of enthusiasm waiting for the announcement of the assembly elections in the Union Territory.

In March 2020, the BJP-led government had constituted a delimitation commission to redraw Lok Sabha and assembly constituencies of Jammu and Kashmir. The commission is yet to submit its report.

Asked about the anger among the youth against the BJP, the BJP president avoided a direct answer but said “we all know that during the last two years, the Covid-triggered lockdown caused recession around the world.

“Despite financial crunch, largescale recruitment was ensured in J-K Bank, police and civil services departments. The recruitment will continue to provide employment to the youth,” he said.

Earlier, on his arrival in the district, Raina was accorded a warm welcome by party workers.

Later, addressing the party workers meeting after a rally in the town, the BJP leader said the party has become the first choice of masses owing to the dedicated work by its workers at the ground level.

“BJP workers are always present to help the needy through thick and thin and as a result the people have developed immense faith in the whole organisation,” he said.

Asking the workers to keep up the momentum, he said with the dedicated selfless efforts of the party workers, the people have rejected the “opportunistic politics” of other political parties. PTI
