New Delhi, Jan Feb 03: Union Railway Minister Ashwini Vaishnaw on Monday said that passengers traveling from Delhi to Srinagar will have to bridge the trains at Katra Railway Station.

Addressing a news conference here, the Railway Minister, according to the news agency—Kashmir News Observer (KNO) said, “The decision to bridge the trains has been taken due to temperature variations and atmospheric pressure differences in the mountainous region, necessitating special train designs. The trains that run in plains are different from the ones that traverse through the upper reaches.”

“In mountainous terrain, oxygen needs to be artificially generated inside the train coaches. We have studied similar models in Switzerland. The tickets will remain the same. Passengers will have to board another train which would be standing on the opposite platform of the railway station where the bridging will take place,” Vaishnaw said.

He said that the practice of bridging the trains is followed across the world in the mountainous regions. “The railway system is being developed in line with global standards."

The Minister said, “Udhampur-Srinagar-Baramulla Rail Link (USBRL) is an engineering marvel having two major bridges and 90 kilometers of tunnels. “All the necessary tests have been conducted successfully and commercial train services from Jammu to Srinagar will commence soon,” he added.

Referring to the up gradation work at Jammu Railway Station, Vaishnaw said, “To accommodate increased passenger traffic, Jammu Railway Station is being expanded from three to seven platforms. However, until the completion of this expansion, train services to Srinagar will be operated from Katra. Hopefully the upgraded Jammu Railway Station would be thrown open for the public by August-September this year. It would lead to direct train connectivity between Jammu and Srinagar cities.”

J&K gets Rs 844 crore in budget allocation

He said that the government is also exploring new railway projects to improve connectivity to far-flung areas, including a Ladakh-Srinagar rail link. “A total budget allocation of Rs 844 crore has been earmarked for Jammu & Kashmir’s railway projects. Once the new projects are sanctioned the budget allocation will increase. There will be no dearth of funds,” Vaishnaw added.

The Minister emphasized the significant progress made in railway electrification, noting that since 2014, a total of 344 km of railway tracks have been electrified, making Jammu & Kashmir 100% electrified.

Providing financial and developmental insights, the Union Minister stated that since 2014, a total of 135 km of new railway tracks have been constructed in Jammu & Kashmir, improving regional connectivity and accessibility.

He also informed that four major railway stations Budgam, Jammu Tawi, Katra, and Udhampur are being developed as ‘Amrit Stations’ at a total cost of Rs. 292.5 crore, enhancing passenger amenities and station infrastructure.

The budgetary allocation and development projects reaffirm the government’s dedication to modernizing railway infrastructure in Jammu & Kashmir, fostering economic growth, and improving connectivity in the region, Vaishnaw added.

Highlighting the government’s extensive railway development plans, the Minister announced that 50 new Namo Bharat trains, 100 new Amrit Bharat trains, and 200 new Vande Bharat trains are in the pipeline. “Additionally, a budget of Rs 1,14,000 crore has been allocated for railway safety and Rs 2,52,000 crore for overall railway infrastructure.”

The Railway Minister praised Prime Minister Narendra Modi’s leadership, under which 35,000 kilometers of new railway tracks have been laid and 100% electrification of railway lines in Jammu and Kashmir has been achieved.

On the issue of concessions for senior citizens, he clarified that half of the expenses of all the travelers are borne by the Railways. “Passengers across the country travel on subsidized rates,” he added.

LG Sinha, CM condemn; express solidarity with bereaved family

Kulgam, Feb 03: A former army soldier was ki~ed while his wife and niece sustained injuries after they were attacked by te~sts in Behibagh area of South Kashmir’s Kulgam district on Monday, officials said.

An official told the news agency—Kashmir News Observer (KNO) unidentified te~sts fired upon Manzoor Ahmad Wagay, a retired army man in Behibagh when he was with his wife and niece, injuring them.

He said that the trio was taken to a hospital in injured condition where Wagay succumbed.

The condition of Aaina Akhtar, 32, wife of Manzoor Ahmed Wagay and Saina Hameed, 13, daughter of Habibullah Shah is stable. They are undergoing treatment at Government Medical College (GMC) Anantnag.

Soon after the incident, police and security forces rushed to the area and launched a search operation to nab the atta~ers. This is the first ki~ng of an unarmed person in Kashmir this year.

Manzoor's younger brother said that he (Manzoor) used to stay at home after retiring in 2021.

He said that Manzoor had four daughters and a son and was the sole breadwinner for the family.

"Our only demand is justice and nothing else… He was running his own business," he added.

NIA opposes interim bail plea of jailed MP Engineer Rashid in High Court*

New Delhi,Feb 3:The NIA on Monday opposed in the Delhi High Court a plea by jailed Jammu and Kashmir MP Rashid Engineer for interim bail in a te~or-funding case to attend Parliament.

In its response to Engineer's plea before Justice Vikas Mahajn, the National Investigation Agency (NIA) said it was a classic case of misuse of the interim bail provision ought to be used sparingly when intolerable grief and suffering was displayed by the accused concerned.

Rashid's interim bail plea is scheduled for February 4.

He has sought interim bail to attend the budget session of Parliament, which began on January 31, and concludes on April 4.

Rashid was elected from the Baramulla constituency in the 2024 Lok Sabha elections and is lodged in Tihar Jail since 2019 after the NIA arrested him under the Unlawful Activities (Prevention) Act in the 2017 te~or-funding case.

The ED filed a money laundering case against the accused persons on the basis of the NIA's FIR, which accused them of "conspiring to wage war against the government" and fomenting trouble in the Kashmir valley.— (PTI)

Kishtwar, Feb 03: Thieves looted 19 lakh rupees from the J&K Bank branch located in Dachan area of Kishtwar district, officials said on Monday.

An official told the news agency—Kashmir News Observer (KNO) that unidentified persons decamped with cash from the J&K Bank branch in Dachan today.

He stated that approximately 19 lakh 50 thousand rupees were taken from the branch, which remains usually cut-off during the winter period.

*J&K braces for moderate wet spell tomorrow*

Srinagar, Feb 03: Under the influence of fresh Western Disturbance, the Jammu and Kashmir parts are expected to experience fresh snowfall on Tuesday with southern parts of Kashmir expected to receive moderate to heavy snowfall till February 05.

As per the forecast, the Director Meteorological department (MeT), Dr Mukhtar Ahmad as per the news agency—Kashmir News Observer (KNO), said that generally cloudy weather is expected tomorrow with the possibility of light to moderate rain and snow at many places till February 5th forenoon.

He said that an improvement is expected from February afternoon, adding that the higher reaches of Chenab Valley & Pirpanjal Range in South Kashmir may receive snow depth of 8-10 inches.

Ahmad also said that the weather is expected to remain partly cloudy with generally dry from February 06 to 08 while fresh spells of light rain and snow is expected at isolated to scattered places on February 09.

From February 10-11, the weather would remain generally cloudy with the possibility of light rain and snow scattered to fairly widespread places.

Pertinently, the MeT had predicted back-to-back WDs in Jammu and Kashmir till February 05.

It is worth mentioning that Jammu and Kashmir had recorded a deficit rainfall of 87 per cent in the month of January as against the normal rainfall of 88.2 mm, the Union Territory has recorded a precipitation of just 11.5 mm only.

☑️ *Hajj 2025: Applications in J&K hit historic low, drop by 48% in year*

Srinagar,Feb 03: Witnessing a rapid decline from 35,000 in 2017 to as low as over 4100 applications this year, the number of Haj pilgrims continues to be dwindling in Jammu and Kashmir.

The numbers, as per the officials, have further dwindled when over 700 pilgrims who applied for the pilgrimage opted to remain ‘out’ of Hajj 2025.

As per the official details exclusively available with the news agency—Kashmir News Observer (KNO), a total of 4,100 people from Jammu and Kashmir applied for Haj 2025, out of which 3,601 were confirmed in the first list, with 21 more added under the Mahram quota, taking the total number of pilgrims proceeding for Haj to 3,622.

Dr Shujaat Ahmad Qureshi, Executive Officer, J&K Haj Committee, confirmed to KNO that all 3,622 selected pilgrims have completed the payment of both the first and second instalments.

The top official said that as per the quota allocation, India has received a total of 1,75,025 slots for Haj 2025, out of which 70% (1,22,550) is assigned to the Haj Committee of India (HCOI).

He said that Jammu and Kashmir has been allocated 4.89% of India’s quota, along with an additional 2,000 slots, bringing the total to approximately 7,981.

As per the details available, additionally, 14 private Haj Group Operators (HGOs) in Jammu and Kashmir have been allotted a total quota of 750 for this year.

The Haj pilgrimage journey from Jammu and Kashmir is expected to take place from the last week of April.

Notably, following a repeated low response due to rising costs for pilgrimage for Hajj applications this year in Jammu and Kashmir, authorities were left with no option but to extend dates for the Hajj 2025 applications.

Despite multiple extensions for submitting Hajj 2025 forms, Jammu and Kashmir’s Hajj Committee has just remained with 41,00 applications, a decrease of more than 48% from the previous year.

According to the official data, 2024 received 8,147 Hajj application forms against the allocated quota of 8,200.

However, as per the officials, 2023 has also recorded the highest-ever pilgrimage with over 12,000 pilgrims embarking on the holy journey from Jammu and Kashmir.

Official data reveals that 35,215 people planned to embark on the pilgrimage in 2017, followed by 32,330 applications from various districts in Jammu and Kashmir in 2018.

Hajj authorities received 21,566 applications for the pilgrimages in 2019, with 2020 witnessing no applications owing to the Covid-19 pandemic lockdown.

Despite the pandemic, the data reveals that more than 7,000 applications from various J&K districts were submitted in 2021 for the Hajj pilgrimage. However, the authorities subsequently cancelled the pilgrimage for a second year in a row due to the virus’s continued spread.

The comparative data for 2024 and 2025 reveals a sharp decline in all districts of Jammu and Kashmir in the number of pilgrims applying to take up the Hajj 2025 journey, with only district Doda witnessing a nominal increase of over 9 per cent.

According to the data, Srinagar district, which received 2,607 Hajj applications in 2024, has registered a decline of over 64 per cent for this year. It has received just over 930 applications for the Hajj 2025.

Similarly, district Budgam, which received 873 applications in 2024, this year received over 320 applications, recording a decline of over 62 per cent.

District Anantnag and Bandipora also recorded a decline of over 50 per cent in the number of people applying to undertake the Hajj, the holy pilgrimage. District Baramulla received over 345 applications against the 781 applications in 2024.

Any intending Hajj pilgrim embarking from Srinagar has to pay around 4.2 lakh rupees, while from Delhi, it is Rs 3.6 lakh only. The authorities are attributing the difference in amount to airfares.

Officials said the airfare from Srinagar embarkation is Rs 1.7 lakh, while from Delhi, it is Rs 1.1 lakh for pilgrims. However, they added that people are not bound to travel from any specific destination and are free to take up the Hajj journey from any embarkation of their choice.

People say economic realities are forcing many to deprioritise the pilgrimage in favour of essential and daily expenses.

Bashir Ahmad Bashir, a horticulture trade leader, attributes the decline in the Hajj applications to rising prices and economic strain in Jammu and Kashmir, saying the people in the region were struggling to make ends meet.

He urged the authorities to take measures which can reduce the costs involved in the holy pilgrimage, describing the pilgrimage as the most significant for the Muslims.

Srinagar,Feb 03: The number of cancer patients in Jammu and Kashmir is steadily increasing, with an estimated 12,000 to 13,000 new cases being reported every year. While this rise is concerning, medical professionals note a positive trend—more patients are now seeking treatment at the first stage of the disease.

Government data available with the news agency—Kashmir News Observer (KNO) reveals that in 2019, 12,396 new cancer patients were registered across Jammu and Kashmir.

This number has seen a gradual increase over the years: 12,726 cases in 2020, 13,060 in 2021, 13,395 in 2022, and over 13,000 cases in both 2023 and 2024.

Among these, approximately 20 percent of patients are now arriving for treatment at the initial stage, improving their chances of effective treatment.

In 2024, major hospitals in Jammu and Kashmir recorded thousands of new registrations. Sher-e-Kashmir Institute of Medical Sciences (SKIMS) alone registered 5,200 cases, while GMC Jammu recorded 1,700, GMC Anantnag 500, GMC Baramulla 100, and GMC Kathua 80.

Additionally, around 500 patients sought treatment at GMC Rajouri, Doda, and other hospitals, while American Oncology Jammu received nearly 2,000 patients.

“The most common cancers among men in the region include head and neck cancer and lung cancer, while breast and cervical cancer are prevalent among women. Medical experts cite multiple contributing factors, including obesity, to***co and alcohol consumption, unhealthy diets, and environmental pollutants. A sedentary lifestyle and lack of physical activity are also significant risk factors,” says Dr Junaid Javid, a medico based in Srinagar.

Medicos are attributing the rise to multiple factors, including increased awareness and improved medical facilities. Previously, the treatment was primarily available at GMC Jammu, GMC Srinagar, and SKIMS.

However, new medical colleges in Rajouri, Kathua, Doda, Udhampur, Baramulla, Anantnag and Handwara now provide specialized oncology services, making early detection and treatment more accessible.

As a result, nearly 20 per cent of patients are seeking treatment at the first stage.

The Medical Oncology Department at GMC Srinagar alone registers over 1,000 new cancer cases annually. Reports reveal that the five most common cancers in Kashmir: gastrointestinal cancer, lung cancer, breast cancer, colon cancer, and ovarian cancer.

The high prevalence of gastrointestinal cancer to dietary habits, particularly the consumption of salty and fried foods. Excessive smoking remains a major factor behind lung cancer cases in both men and women.

Furthermore, the experts believe that urbanization, obesity, high blood pressure, infertility, sedentary lifestyles, late marriages, and delayed childbirth significantly contribute to rising breast cancer cases.

At the Cancer Institute in Jammu 5,964 cancer patients sought treatment in the institute’s indoor department last year. On average, 400 to 500 patients visit monthly, with 4,928 patients undergoing chemotherapy and 432 PET scans being conducted. The institute has observed an increase in lung cancer cases among men and breast cancer cases among women. Encouragingly, patient awareness has improved, leading to earlier diagnoses and better treatment outcomes.

*Demands action against erring doctors; District committee submitted its report with recommendations, says DC Pulwama*

Srinagar, Feb 03 : Around five months after the death of a young girl from South Kashmir's Pulwama district, the deceased’s family members and relatives staged a protest outside the Chief Minister’s residence in Srinagar and demanded action against the erring doctors involved in the alleged negligence.

The protesters as per news agency—Kashmir News Observer (KNO) said that the authorities have failed to take action against the involved doctors.

The grieving family, holding placards and banners, demanded strict action against the medical staff following the tragic death of Saboora, who allegedly succumbed to an anesthesia overdose after a routine septoplasty at Mohammadia Nursing Institute in Gangoo on 15th September last year.

Saboora’s mother recalled the heart-breaking sequence of events, stating that her daughter was taken to the operation theatre at 2:50 p.m. for the procedure. Hours later, at 5:50 p.m., the doctors informed them that she was experiencing severe palpitations and needed to be shifted to a hospital in Srinagar.

Unfortunately, by the time they arrived, she had already passed away, she said.

They said that at the time of the incident, there was no elected government but now since the government is in place it must ensure justice. They have sought the attention of CM Omar Abdullah and Dr Farooq Abdullah in this regard.

Notably, soon after the death of Saboora, daughter of Arshid Hussain Bhat of Arihal Pulwama, her family members and relatives had staged several protests following which investigation committees at DHSK and district levels were constituted.

The district administration had sealed the private hospital for some time as well.

However, the deceased woman's family alleged justice is being delayed.

They said that the family has been running from pillar to post to get justice, but to date, nothing has been done. They demanded the DHSK committee report must be made public at an earliest.

Deputy Commissioner (DC) Pulwama, Dr Basharat Qayoom told KNO that the district committee submitted its report with recommendations.

He said that recommendations regarding Hospital were implemented through Chief Medical Officer while regarding doctors, the recommendations were sent to Director Health Services Kashmir and Govt Medical College Srinagar for necessary action under rules, he said—(KNO)

New Delhi, Feb 03: Pointing out that the Leader of Opposition (LoP) Rahul Gandhi didn’t mention plight of Muslims in his speech, National Conference Member Parliament Aga Ruhullah on Monday said that besides restoring Jammu and Kashmir’s statehood, New Delhi will have to return pre-1953 position to the region.

Speaking in response to the President’s address in the Parliament, Ruhullah, according to the news agency—Kashmir News Observer (KNO) said, “ The LoP (Rahul Gandhi) spoke about his AI (Artificial Intelligence (AI) vision, he included OBCs, backward classes but he forgot Muslims. Are Muslims only meant to be frightened by the BJP for votes? I want to make it clear that Muslims are not afraid of anyone."

He asserted that merely restoring Jammu and Kashmir’s statehood was not enough, adding, "Not just Article 370, but the pre-1953 status must be restored. Many people have pinned their hopes on the restoration of statehood, but true justice will only be done when the region’s autonomy is reinstated."

Ruhullah also criticized the BJP for misleading people regarding the abrogation of Article 370, stating that parliamentary and assembly elections were held even when Article 370 was in force. "It is strange how people across the nation are being fooled. Elections were always held before, but Article 370 was removed through an illegitimate process. People have responded by participating in the elections, but what have been the consequences of its removal? Article 370 actually benefited Jammu and Kashmir," he argued.

Referring to statistical data, Ruhullah highlighted that when Article 370 was in force, Jammu and Kashmir was ranked sixth in the Human Development Index (HDI) with a score of 0.712, surpassing many BJP-ruled states such as Haryana (0.702), Uttar Pradesh (0.596), Madhya Pradesh (0.606), and Gujarat (0.677).

He further compared poverty rates and key social indicators across states, emphasizing that before the abrogation of Article 370, Jammu and Kashmir had a higher life expectancy rate (73.5 years) compared to Gujarat (68 years) and a higher gross enrollment ratio in higher education (30.9%) compared to Gujarat (20.4%), Uttar Pradesh (28.5%), and Bihar (14%)—(KNO)

*Kulgam att~k: Ex-Army man succumbs, his wife, daughter stable*

Srinagar, Feb 03: An ex-Army man, who along with his wife and daughter were attacked by milita~s in South Kashmir's Kulgam district, has succumbed to his injuries on Monday.

An official told the news agency—Kashmir News Observer (KNO) that an ex-Army man, his wife and daughter were injured after they were attacked by militan~s in BehiBagh area of Kulgam.

He said that all three were taken to hospital in injured condition where ex-army man identified as Manzoor Ahmad Wagay succumbed to injuries while his wife and daughter are said to be stable.

Meanwhile, the forces have cordoned off the area to nab the atta~ers—(KNO)

*Missing TA Soldier From Anantnag Traced By Police*

Anantnag, Feb 2: A soldier from Territorial Army who had gone missing while travelling from home in Anantnag towards Rangreth Srinagar to join duty after month's leave was traced by the police on Sunday.

Officials told GNS that TA personnel namely Abid Hussain Bhat son of Abdul Gani of Kharpora Chittergul Anantnag Uttersoo was supposed to join duty on February 1 at Rangreth Srinagar after month’s leave.

However he did not reported to his place of duty and his mobile phone was also switched off, they said.

“This evening he was traced by police and is being questioned,” a police officer told GNS, adding, "There was no militancy angle to entire episode". (GNS)
