Third in series DGP, J&K holds Public Grievances redressal Programme at PHQ, Jammu

Jammu, December 11: The Director General of Police J&K Shri R.R Swain today presided over the second public grievance redressal programme at Jammu. This was third in the series of such grievances redressal programme launched by DGP J&K with an aim to have first hand appraisal of public grievances

During a four hour long session from 3 p.m. to 7 p.m., as many as 125 persons including women from different parts of the UT participated in today’s grievance redressal programme and placed their grievances before the DGP, J&K.

The DGP J&K gave a patient hearing to each one of them and maintained that Jammu and Kashmir Police is serious about resolving the grievances of the people pertaining to police services in the UT. He issued on the spot directions to a few police units in the field to expedite quality redressal. He informed that the progress and status of grievances in suitable cases would be shared through whatsapp.

It is reminded that the objective of public grievances redressal programms is to effectively resolve the legitimate concerns of the public and to gain valuable insights to enhance J&K Police services. It should be noted that the initiative is not aimed for the recruitment of Special Police Officers (SPOs) or to handle general transfer requests

Srinagar, December 11: Today, the 11th of December, 2023 Counter Intelligence Kashmir (CIK) presented a charge sheet against a Pak terror handler Ab. Rehman @ Riyaz @ Umar & Jigar @ Ashfaq @ Luqman Ali S/O Mohamad Bashir R/O village Momin Zafarwal, Narowal, Pakistan, of JeM outfit alongwith his 03 associates in Kashmir valley namely Junaid-ul-Islam S/O Ghulam Nabi Dar R/O Sail Awantipora Distt. Pulwama, Sheikh Najmu Saqib S/O Mohammad Ramzan Sheikh R/O Ganastan Sumbal Distt Bandipora and Waseem Ferooz Sheikh S/O Ferooz Ahmad Sheikh R/O Karimaabad Distt. Pulwama and 02 juveniles before the Hon’ble Court of Special judge Designated under NIA at Srinagar in case FIR No. 06/2023 U/S 153-A, 505,121 & 120-B IPC r/w 13 & 39 UA(P) Act of P/S CIK Srinagar.

As per details, the case FIR No. 06/2023 under relevant sections of law was lodged at Police Station CI Kashmir following a credible input about the above named Pakistani terrorist Ab. Rehman @ Riyaz @ Umar & Jigar @ Ashfaq @ Luqman Ali of JeM terrorist outfit in connivance with above cited Kashmir based associates trying to carry out terror acts with a purpose of causing disturbance to the peace and tranquillity prevailing in the UT of J&K with an ulterior motive of challenging the sovereignty and integrity of Union of India. For carrying out his nefarious designs, the terrorist handler with active support of his Kashmir based associates were reported using covert communication applications to evade detection and ensure the secrecy and anonymity of their activities.

In this connection, investigation was set into motion for the logical conclusion of the case for judicial determination. The investigation conducted has revealed that the Pakistani terrorist handler at the behest of ISI had created a Module of OGWs and passing on directions to them via different covert encrypted messaging applications for luring youths to take up the arms against the sovereignty of India. The accused were primarily switching to encrypted internet messaging platforms and other social media applications to stay in touch with each other, receive instructions from handlers across the border and the same was aimed at to radicalize and lure innocent youths towards terrorism, use them as couriers of arms/ammunition and psychotropic substances and recruit more and more youth in terrorist ranks, carry out terrorist acts in the length and breadth of valley with an end objective to disturb the peace. This all is done by misusing social media while maintaining secrecy with anonymity.

The handler sitting in Pakistan with other accused persons were continuously attempting to create new terror modules by a variety of methods including instigation, enticement and at times combined with implied coercion to act as logistics and terror agents with the intention to further terrorist and unlawful activities in J&K.

During the course of investigation, it was found that a number of youths after reading and observing the seditious material sent to them by the handlers did not show their interest to work as OGWs and to further radicalize the youths of the valley.

It was also found that youths are incited/lured with the idea to earn paradise after martyrdom, besides money and glamour in this world and as such, an appeal is made to youths of Kashmir valley particularly their parents to keep a close watch upon their wards and youth should also remain cautious not to fall in the trap of such incitements.

After the case was thoroughly investigated and prima-facie, the case has been proved against four accused persons under sections 120-B IPC, 13, 38, 39 UA(P) Act including one Pak terror handler Ab. Rehman @ Riyaz @ Umar & Jigar @ Ashfaq @ Luqman Ali S/O Mohamad Bashir R/O village Momin Zafarwal, Narowal, Pakistan of JeM outfit against whom proceedings under section 299 of Cr. PC have been initiated.

Srinagar, December 10,The Director General of Police, J&K Shri R.R. Swain paid a solemn visit to the home of the martyr Inspector Masroor Ahmad Wani in Srinagar today and expressed deep condolences and shared grief with the bereaved family.

DGP was accompanied by ADGP Law and Order Shri Vijay Kumar, IG Kashmir Shri V. K. Birdhi and other officers to share the grief of the family.

The DGP met the father and other members of the family and conveyed that J&K Police family will remember the supreme sacrifice of the martyr for decades to come. He assured that the institutional strength of J&K Police will take care of the family.

The DGP J&K conveyed the unwavering support and gratitude of the entire law enforcement community for the ultimate sacrifice made by the martyr.

He alongwith the officers prayed for the peace of martyr.

Sh R R Swain along with other officers also visited Military Hospital BB Cantt. Srinagar to enquire about the health of the injured Police Selection Grade Constable Mohammad Hafeez who was fired upon by terrorist yesterday evening on his right arm and right side abdomen.

The DGP met the doctors treating the official and impressed for all possible treatment for his early recovery. He assured the injured jawan that all possible help and assistance will be provided.

Dozens of people join Apni Party during membership drive in Jammu East



JAMMU: - Apni Party Vice President, Usman Majid today demanded restoration of democratic system and Statehood to Jammu and Kashmir to address multiple concerns of the people.

A program of the Apni Party was organized by Provincial President Apni Trade Union, Jammu, Raj Sharma at Kanji House (Ward Number 7) Below Gumat area near Vivekanand Chowk in Jammu East.

The meeting cm joining program was attended by large numbers of people including women from the surrounding areas.

On this occasion, dozens of people joined the Apni Party, and they were welcomed into the Party fold by Apni Party Vice President Usman Majid, and he hoped that their joining would strengthen the Party.

While speaking on the occasion, Usman Majid appreciated the Party workers and lauded the role of the people of Jammu for their peaceful coexistence.

“The people in Jammu feel alienated without an elected Govt in place. No doubt the previous Govts and the present LG Govt has done work for the people, but the delay in holding assembly elections in Jammu and Kashmir and restoration of statehood is unjustified,” he said, while raising his concern over unnecessary delay in holding elections despite demands from both the regions i.e., Jammu as well as Kashmir.

He said that the security situation has improved in Jammu and Kashmir and tourist influx has increased.

“The situation is suitable for holding assembly elections in J&K. The elected Govt is responsible to the people and the public issues get resolved by them,” he said.

He criticized the traditional political parties like Congress Party, NC, PDP and BJP for divisive politics that has created wedge among the people of two regions and advocated that the people from Jammu and Kashmir shall come together and work for unity.

“Apni Party aims to bring the people of both regions together. We want unity, peace and prosperity in Jammu and Kashmir,” he said.

He however emphasized upon the people to impart skill oriented/professional education to their children so that they can generate employment for themselves and others.

Meanwhile, the Apni Party General Secretary, Syed Asgar Ali expressed concern over the poor implementation of Govt schemes that are launched for the welfare of the people in general.

“The people are deprived of these schemes because they have very little accessibility to the corridor of powers where these schemes are controlled, implemented and accordingly, monitored,” he said.

He further stated that “Unfortunately, there is no elected Govt in Jammu and Kashmir that leads to multiple issues. The people have been disempowered and the people have been made powerless with no elected Govt in place.”

He said that the authorities give no heed to the concerns of the people even as the Govt of India has launched various schemes in health, development, educational or rural development sectors for the welfare of the people.

“The people are unaware of these schemes because the authorities have turned blind eyes towards the woes of the people,” he added.

He however said that the people should come forward and strengthen the Apni Party and its leadership to empower the people of Jammu and Kashmir.

On this occasion, Provincial Secretary, and Incharge Membership Drive, Dr Rohit Gupta also spoke on the occasion while explaining about the membership drive and Party’s agenda. He had also felicitated the membership drive.

Earlier, the organizer of the program Raj Kumar Sharma highlighted the difficulties faced by the people in absence of an elected Govt because the authorities fail to address their issues. He also elaborated about the Party’s policy and agenda.

IGP Kashmir chairs security review meeting in Bandipora;

Directed the officers to keep a hawks eye on the situation, identify the people with nefarious designs, dismantle narcotic drugs networks

December 09: The IGP Kashmir Zone Shri VK Birdi-IPS today chaired a security review meeting in North Kashmir’s district Bandipora to assess and enhance the security measures.

The security meeting attended by DIG NKR Baramulla Shri Vivek Gupta-IPS, SSP Bandipora Shri Lakshay Sharma-IPS, Addl. SP Bandipora Shri Sandeep Bhat-JKPS and other officers of the district.

IGP Kashmir while chairing the meeting stressed upon strengthening collaboration between different law enforcement agencies for seamless information sharing and joint operations besides, exploring innovative technologies to augment existing security infrastructure and response capabilities. He stressed upon the officers to increase focus on human intelligence alongwith technical inputs to flush out the inimical elements besides exhorted upon to take stringent action against any person or organization supporting anti-national activities. He also stressed upon the officers to keep a hawks eye on the situation and identify the people with nefarious designs who are hell bent to disturb the atmosphere of peace & tranquillity.

Highlighting the approach to combat the drug menace, Shri VK Birdi said that law enforcement agencies are committed to intensifying operations and adopting advanced techniques to dismantle drug networks. IGP Kashmir directed for finalization of the pending cases/public complaints to give the relief to the general public and directed for speedy disposal of cases assigned to them for conducting the investigation.

The IGP reiterated the significance of community participation in maintaining vigilance and urged citizens to remain vigilant while assuring them of continued efforts to enhance security measures. He briefed the officers to ensure the highest standards of public safety and urged to work impartially and take stern action against any violation of the law.

In a joint statement issued by KDPW of DPAP ,Shri Sanjay Dhar President,Shri Piaray Lal Pandita Chairman,Roop Krishen Koul Vice President, Sh.Rajkumar Ticku General Secretary,Naveen Gosani Youth President and other Leaders welcomed for giving first time heed by the Parliament regarding reservation of two Assembly Seats in J&K for Kashmiri Hindus but have expressed their dismay for reservation of these two seats on selected nomination basis,who remain only yes men of the Ruling Party,as has been exercised by the previously nominated M.L.C's of this Community in the present ruling party,who have nothing got executed for the Kashmiri Hindu Displaced Community betterment except using our Community sufferings on platforms of Politics and society,with promises of hollow assurances.
These leaders have categorically demanded that at least two constituencies would had been reserved where from elected representatives could be put in Assembly and the selected Assembly Members are not at all acceptable to our displaced people.
The Leaders have demanded that these reserved seats may be declared as elected instead of selected basis by making an ammendment to the bill besides giving rights of election for these reserved seats to the Kashmiri Displaced Hindus living in exilement as well as by the Hindus living still in Kashmir including P.M.Package employees living in various Transit Camps of Valley,so that these elected Assembly Members can independently fight for mitigation of the Sufferings which has not been voiced in the Assembly of J&K since last thirty three years.
These Leaders have appealed for treating the said procedure for Two Seats Legislative Council as well as in the Parliament as the Kashmiri Hindu Community comes purely under minority catagory of Kashmir Valley.The Leaders have appealed the Govt.of India to declare Kashmiri Hindu under Minority Status as this Community has let to float in the air being in minority.The Leaders hope that Kashmiri Hindu of Kashmir whether in exilement or in valley may get justice and can get rid of the disparity inflicted since last seventy years being true patriots of Indian Nation.

*TRAFFIC PLAN & ADVISORY FOR 09-12-2023:-*
Subject to fair weather and good road condition, LMVs Passenger/Private Cars/HMVs/Load Carriers shall be allowed from both sides on Jammu-Srinagar National Highway (NH-44) viz Jammu towards Srinagar and vice-versa. Commuters are advised to follow lane discipline.

*SFs Convoy Movement:-*
Subject to fair weather and good road condition, Security Forces vehicles shall be allowed from both sides on Jammu-Srinagar NHW (NH-44) viz Jammu towards Srinagar and vice-versa.

*SSG ROAD*
Subject to fair weather and good road condition, vehicular movement on Srinagar-Sonamarg-Gumari road shall be allowed from both sides viz Srinagar towards Kargil and vice-versa. LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar between 0830 hrs. to 1100 hrs. Similarly, LMVs followed by HMVs shall be allowed from Sonamarg towards Kargil between 1230 hrs to 1530 hrs. No vehicle shall be allowed after cut off timings.
*SFs Convoy, plying from Srinagar to Kargil, shall leave Srinagar at 0800 hrs. SFs Convoy plying from Drass to Srinagar shall plan their movement in such a manner so that Civil Traffic doesn't get disturbed.*

*Mughal Road:-*
Subject to fair weather and good road condition, vehicular movement on Mughal road shall be allowed from both sides viz. Poonch towards Shopian and vice versa. These vehicles shall be allowed from Behramgalla (Buffliaz) and Herpora (Shopian) between 0600 hrs. to 1800 hrs. No vehicle shall be allowed after cut of timings

*ADVISORY:-*
People are advised to undertake journey on NH-44 only after confirming status of the road from Traffic control units as under:-

Today BJP leader and Sports Convenor JK-UT Sumit Sharma met Atal Dullo and welcomed him for being appointed as Chief secretary of JK-UT
Sumit Sharma during meeting with the Chief Secretary raised some of the issues of public interest he hoped that the chief secretary Atal Dullo will do the needful redress the issue of the public interest
Earlier under the supervision of Atal Dullo the Union territory achieved new heights and i hoped Sh Dullo will work with adopt the same work culture in the future also

*TRAFFIC POLICE HEADQUARTERS, J&K, JAMMU/SRINAGAR*
1. From 06-12-2023, 1700 hrs. to 07-12-2023, 1700 hrs., there was slow movement observed on NH-44 due to breakdown of HMVs and poor surface condition of road at Dalwas and single lane traffic at Cafeteria-Mehad, Magerkote, Nachlana between Nashri and NAVYUG Tunnel.
2. Passengers/LMVs operators are advised to prefer journey on Jammu-Srinagar NHW during day time. Please avoid journey during night hours as movement of nomads from Kashmir valley towards Jammu may cause inconvenience to the commuters.
3. HMVs Operators/Owners are requested to desist from overloading and carry sufficient fuel during journey on Jammu-Srinagar NHW. It is further requested that vehicle owners must double check the fitness of their vehicles and carry sufficient fuel before undertaking journey on Jammu-Srinagar NHW.
4. HMVs with only 06 and 10 tyres shall be allowed to ply through Dhar road.
