However, *HMVs six tyres only* shall be allowed from Poonch towards Shopian. No HMV will be allowed from Shopian towards Mughal road . J&K ACB Makes Major Cash Recovery of Over ₹35 Lakh Following Successful Trap of Patwari of Patwar Halwa, Dadui, Samba

Jammu and Kashmir Anti Corruption Bureau, registered a case FIR No. 19/2025 U/S 7 of Prevention of Corruption Act, 1988 against public servant, namely, Sunil Kumar, Patwari, Patwar Halqa Dadui, Tehsil & District Samba, for demanding and accepting illegal gratification from the complainant.

The said accused public servant, demanded the bribe amounting to Rs 1,00,000/- from the complainant, for preparing a report, sought by Tehsildar Samba on the application of complainant, with respect to correction of Girdawari. However, after negotiation, the said Patwari has agreed to receive Rs 80,000/- instead of Rs 1,00,000/- from the complainant for doing the needful. The complainant could manage Rs 20,000/- as bribe money from the agreed amount of Rs. 80,000/ for payment to the said Patwari. Since, the complainant didn’t want to pay bribe and approached Anti-Corruption Bureau for taking legal action against the accused public servant under law.

On receipt of the complaint, a discreet verification was conducted, which corroborated the demand of bribe by the public servant concerned and accordingly, a case FIR No. 19/2025 U/S 7 of Prevention of Corruption Act, 1988 was registered in Police Station ACB Jammu and investigation taken up.

During the course of investigation, a trap team was constituted. The team laid a successful trap and accused public servant was caught red-handed while demanding and accepting bribe amount from the complainant in the presence of independent witnesses. The accused was arrested on the spot by the ACB team after following due process of law. The bribe money was also recovered from his possession in presence of independent witnesses associated with the trap team.

Moreover, during the search of his personal vehicle, a huge cash amounting to more than 35 lakhs rupees was also recovered/seized, apart from search was also conducted in the residential house of the accused public servant in presence of Magistrates.

Further investigation of the instant case is going on.

J&K ACB Registers FIR in Illegal Petrol Pump Construction Case in Budgam

Jammu and Kashmir Anti-Corruption Bureau registered a case under FIR No. 21/2025 at Police Station, ACB Srinagar following a verification conducted on the basis of a complaint received from inhabitants of village Arigam, Budgam.

The verification revealed that one individual, Ali Mohammad Khan S/o Sonaullah Khan R/o Arigam Budgam, had constructed a petrol pump on Kahcharaie land at Arigam in June 2020, on the basis of a license issued by the competent authority on manipulated and misleading facts.

Investigations disclosed that during 2018, NOCs were issued by the then Patwari Arigam, Naib Tehsildar Arigam, and Tehsildar Khansahab for proprietary land under Survey Nos. 531 and 533 Min. However, these officers deliberately omitted to record that access to the said land was only through State/Kahcharaie land (Survey No. 535) and failed to mention that the land was separated from the main road by Kahcharaie land prone to encroachment.

Further, it surfaced that the concerned Patwari concealed the existence of Survey No. 532 (Shamilat land) while preparing the Khaka Dasti, thereby misrepresenting the factual position of the site. Despite a clarification sought by the ADC Budgam in March 2018, the field staff falsely reported that the site was feasible for transportation and storage of fuel. On the basis of these misleading NOCs and reports, the then Deputy Commissioner Budgam issued a Petrol Pump license (No. DCB/2020/10 dated 22.05.2020) in favour of the beneficiary on Survey Nos. 531 and 533, which were not adjacent to each other. The then SDM Khansahab also forwarded the reports to higher authorities without conducting an independent spot verification or record scrutiny.

In this manner, the concerned revenue officers and officials, by abuse of their official positions and in criminal conspiracy with the beneficiary, facilitated encroachment on State land and conferred undue pecuniary benefit upon the said individual.

Accordingly, offences under Section 7 of the Prevention of Corruption Act, 1988 (as amended in 2018) and Section 120-B of IPC have been established against the accused public servants and beneficiaries. Consequently, Case FIR No. 21/2025 has been registered at Police Station ACB Srinagar.

Further investigation of the case has been taken up.

*Goods carrier (HMV/LMV) Operators carrying fresh perishable/live stock* are advised to load their vehicle strictly as per advisory issued by Traffic Police Headquarters from time to time as there is single lane traffic and poor condition of road at *Balinalla, Dewal, Nashri-Dalwas and between Marog & Kishtwari Pather, also heavy movement of nomadic flocks on NH-44* .

Commuters are advised to *follow lane discipline; overtaking, wrong lane driving will cause congestion* . *Avoid travel on NH-44, if not necessary* , in view of heavy movement of nomadic herds.

Subject to fair weather and better road conditions, *LMVs Passenger/HPSVs/Private Cars shall be allowed from both sides* on Jammu-Srinagar NHW (NH-44) viz *from Jammu towards Srinagar and vice-versa.* However, *HMVs shall be allowed on alternate days* . TCU Jammu/Srinagar shall liaise with TCU Ramban before releasing this traffic.

*HMVs/Load Carriers:-*
Subject to fair weather and better road conditions, HMVs shall be allowed *from Jammu towards Srinagar*. These vehicles shall be *regulated from Jakheni (Udhampur) towards Srinagar* after assessing the road and traffic situation on NH-44 . TCU Jammu/Udhampur shall coordinate with TCU Ramban regarding the movement of HMVs.

*SFs Convoy Movement:-*
Security Forces are advised/requested *not to ply against advisory* /traffic plan in view of possible traffic congestion because of *narrow carriage way at Balinallah, Dewal, Nashri-Dalwas and between Marog and Kishtwar Pathar* on Jammu-Srinagar NHW. Tomorrow they may ply from *Jammu towards Srinagar* after confirming the status of NHW from TCU Ramban.

*Kishtwar- Sinthan- Anantnag NH-244:-*
Subject to fair weather and good road condition, after getting green signal from NHIDCL, only *LMVs shall be allowed from both sides* viz from Anantnag towards Kishtwar and vice- versa on Kishtwar-Sinthan-Anantnag road. These vehicles shall be allowed *from PP Parana towards Anantnag from 0800 hrs to 1500 hrs and from PP Daksum towards Kishtwar from 0900 hrs. to 1500 hrs.* as per order issued by SDM Chhatroo vide No. SDM/C/2025-26/530-37 dated 15-09-2025 and SDM Kokernag vide No. SDM/KNG/665-71 dated 16-05-2025.

*SSG ROAD*
Subject to fair weather and good road condition, (after getting green signal from the BRO) traffic movement shall be allowed on regulated manner on Srinagar-Sonamarg-Gumari road. LMVs followed by HMVs shall be allowed *from Minamarg towards Srinagar at 0500 hrs. to 1000 hrs.* Similarly, *LMVs followed by HMVs shall be allowed from Sonamarg towards Kargil at 1130 hrs to 1730 hrs* . *No* vehicle shall be allowed after cut off timing.
SFs Convoy, plying from Srinagar to Kargil and vice versa shall plan their movement in such a manner so that Civil Traffic (both UP and DOWN) don't get disturbed.

*Mughal Road:-*
Subject to fair weather and good road condition, after getting green signal from Road maintenance agencies (GREF). *LMVs Passenger/Private Cars shall be allowed from both sides viz Jammu towards Srinagar and vice versa via Poonch*. These vehicles shall be allowed *from Behramgala (Baffliaz) between 0600 hrs. to 1730 hrs and from Herpora (shopian) between 0600 hrs and 1700 hrs* as per advisory issued by District Magistrate Poonch vide No. DMP/J/9291-9318 dated 31-08-2025. *However, *HMVs six tyres only shall be allowed from Shopian towards Poonch*. No HMV will be allowed from Poonch towards Mughal road . TCU Jammu and TCU Srinagar will inform all concerned about the traffic advisory and cut off timings.

From 02-11-2025, 1600 hrs. to 03-11-2025, 1600 hrs., there was slow movement observed on NH-44 due to single lane traffic at *Balinalla, Dewal, Nashri-Dalwas and between Marog and Kishtwari Pather, in addition to the breakdown of 06 HMVs and movement of 04 nomadic flocks between Marog and Kishtwari Pather*.

*Passengers/LMVs operators are advised to prefer journey on Jammu-Srinagar NHW during day time* . Please *avoid journey during night hours* as the movement of HMVs between Nashri tunnel and NAVYUG Tunnel and the migration of nomads from Kashmir valley towards Jammu may cause inconvenience to the commuters.
