*ACB celebrated international Anti Corruption Day across the UT of J&K.*

International Anti-Corruption Day introduced by the United Nations, highlighting the need for collective action from governments and private sectors to eliminate corruption is observed on 9th of December every year. In this connection Jammu and Kashmir Anti Corruption Bureau organised various programmes across the UT of J&K. The theme for this year’s Anti Corruption Day is “Uniting with Youth Against Corruption: Shaping Tomorrow’s Integrity.” The theme focuses on involving youth in anti-corruption efforts.

ACB Srinagar observed the day at 06 locations at different colleges including CUK (central university of Kashmir) Ganderbal. The main event was organised at SP College Srinagar where SSP ACB Srinagar Dr Zahoor Ahmad Wani presided over the Main function with principal SP college Dr Mohd Farooq Mir and faculty member besides gathering of a large number of students participated in the event. Other events were organised at Govt Degree Colleges Khansahab, Beerwah, Ganderbal and Women's College Srinagar. During the events officers of ACB Srinagar and faculty members of concerned institutions deliberated on importance of the celebration of the day. A debate competition on the subject was also organised in which students and guest speakers of concerned institutions participated. During the events the students were felicitated by way of commendation certificates and mementos.

ACB Anantnag organized programs at Government Degree Colleges at Anantnag, Pulwama, Kulgam and Shopian. At Degree College Kulgam Prof. Syed Aizaz Hussain Rizwi was Chief Guest and Assistant Director Emergency and Fire Service, Sh. Gowher Hussain was guest of honour. Prof. Mehmood Tak was Chief Guest and Prof. Mohammad Shafeeq was guest of honour at Degree College Shopian. Dr. Haris Izhar, Principal was Chief Guest and Vice Principal Irfana Rasool was guest of honour at Degree College Pulwama and Principal Prof. Riyaz Ahmad Shah was Chief Guest and Prof. Javaid Ahmad Bhat was guest of honour at Degree College Anantnag . The faculty and students of the said colleges participated in the function. Dr. Ashok Sharma, SP, Sh. Sajad Ahmad Malik, AEE, Sh. Mehraj ud-Din Raina, Dy.SP, Mst. Mansha Beig, Dy.SP, Prof. Inspr. Manzoor Ahmad Beigh, Inspr. Mohammad Saleem Qureshi, Inspr. Basharat Ali and Inspr. Muneer Ahmad, spoke on the occasion on the menace of corruption.

ACB Baramulla organized awareness programmes at Government Degree Colleges at Bandipora, Handwara, Sopore, Kupwara and Baramulla. The events aimed to educate and sensitize students and faculty members about the menace of corruption, its far-reaching impact on society, and the critical role youth can play in combating this social evil. The programmes saw enthusiastic participation from students, with selected students delivering speeches on the theme “Uniting with the Youth.” Their presentations highlighted the urgency to address corruption and reflected their commitment to combating the issue. A short documentary prepared by the ACB was screened during the events, shedding light on the detrimental effects of corruption and showcasing the Bureau’s efforts in combating it. The screening left a strong impression on the audience, further reinforcing the importance of collective action against corruption. The students who spoke on the occasion were felicitated by way of commendation certificates.

ACB Udhampur organized a special event at Government Degree College Boys Udhampur to mark International Anti-Corruption Day. The event saw the participation of students from GDC Udhampur, GDC Neeli Nallah, GDC Ramnagar, GDC Majalta and GDC Chenani. Several speakers emphasized the significance of youth involvement in the fight against corruption. The Principal of the College was the chief guest and addressed the gathering on the topic. Sh. Mohd Rashid Bhat, SSP highlighted the crucial role that young people can play in curbing corruption. The event concluded with a pledge from the students and the audience to uphold integrity and lead corruption-free lives.

ACB Doda organized programmes at Government Degree Colleges at Banihal, Doda and Kishtwar. Debate competitions were held on the topic “Corruption a Subversive evil for Social, Political, Economic, and Environmental Prosperity” were held in these colleges. The students who secured Ist, 2nd & 3rd positions were awarded with the certificates alongwith books, whereas, the other students were awarded with participation certificate. Sh. Rakesh Kumar, SSP ACB Doda were present at GDC Banihal.

ACB Rajouri organized programmes at GDC Rajouri and at GDC Poonch. A debate completion for the students of colleges was held on the topic “Technology and Anti-Corruption Initiatives”. During the programme at GDC Poonch, 1st, 2nd & 3rd positions were secured by Mohd.Rizwan (Student of GDC Poonch), Ms Nahima Rather (Student of GDC Poonch) and Miss Zahima Kouser (Student of GDC Surankote), respectively. They were awarded with the certificates and books whereas other participants were awarded participation certificates. Professor Waseem Ul Haq administered the Introductory part of the Theme at GDC Poonch and Shri Amit Verma, SSP ACB Rajouri delivered the lecture on the topic and apprised the students regarding the Technology and Anti-corruption initiatives encouraging the students to raise bold voice against the corruption. At GDC Rajouri 1st, 2nd & 3rd positions were secured by Muskan Mir (student of GDC Thanamandi), Trisha Gupta (student of GDC Rajouri) and Aaqib-Ul-Haq (student of GDC Thanamandi) respectively.
ACB Jammu organized events at Government Degree College Billawar (District Kathua), Samba, R.S. Pura, Akhnoor, and Government College for Women, Parade (District Jammu). Students from these colleges participated enthusiastically in debates, showcasing critical thinking and engaging in meaningful dialogue on the consequences of corruption and strategies to combat it. The primary objective of these activities was to raise awareness among the students about the adverse effects of corruption, promote ethical behavior, and empower individuals, particularly the youth to actively oppose corrupt practices. Observing International Anti-Corruption Day-2024 served as a reminder of the significance of collective action in fostering transparency, accountability, and good governance. At the conclusion of the events, winners, first runners-up, and second runners-up of the debate competitions were honored with appreciation certificates and books. Participation certificates were also awarded to all participants as a token of encouragement and recognition for their efforts.

GMC Srinagar Students Protest Over Reduced Open Merit Seats in NEET PG Admissions

Criticized Rule 17, describing it as "draconian and unique to J&K"

Srinagar, December 9 : Medical students from Government Medical College (GMC) Srinagar have raised serious concerns over the drastic reduction in Open Merit (OM) seats in postgraduate admissions under the NEET PG framework.

The students claim that recent policy changes, including the implementation of SO 176 (March 15, 2024) and SO 305 (May 21, 2024), have severely impacted merit-based admissions, leading to widespread discontent among aspiring doctors.

According to the students, the open merit quota, which previously accounted for 75% of PG seats under SRO 49 of 2018, has been reduced to approximately 27% after the application of new reservation rules and Rule 17 of the J&K Reservation Rules (2004-2005). Out of 293 total PG seats available in government medical colleges, only 78 seats were effectively available for pure Open Merit candidates this year.

“This has sent waves of despair among deserving students who worked hard to secure high ranks. How can a student with a rank of 90,000 get MD Radiology, while someone with rank 739 is denied a seat in the same branch?” questioned a student

The students also criticized Rule 17, describing it as "draconian and unique to J&K." Under this rule, reserved category candidates securing a seat in OM can upgrade to higher specialties, but the vacated OM seat is reallocated to the reserved category instead of being returned to the OM pool. “This leads to a double advantage for reserved category candidates and further reduces the number of seats for OM candidates. No other state in India has such a policy,” another protesting student told DWK

The students emphasized the importance of merit in specialty courses like MD/MS, arguing that these fields require high levels of competence to ensure quality healthcare. They highlighted that all MBBS students study under similar conditions, access the same resources, and are assessed equally, making merit-based selection a fair criterion.

Additionally, the students called for the implementation of a bond system for PG and DM courses in J&K, as practiced in other states. They believe this would encourage doctors to serve in underserved areas and address healthcare disparities in the region.

The protesting students have appealed to the J&K administration to restore the OM quota to a fair percentage, abolish Rule 17 to prevent double allocation of seats to reserved categories and implement a mandatory bond system for PG and DM graduates.

These steps, the students argue, will uphold meritocracy and ensure equitable access to medical education, ultimately benefiting the healthcare system.

Malhotra, a 1990 Batch Rajasthan Cadre IAS Officer, will replace Shaktikanta Das, whose tenure comes to an end on Tuesday (December 10, 2024).

Malhotra will be the 26th RBI Governor

Hezbollah media chief Mohammad Afif killed in Israeli airstrike on Beirut

Beirut, Nov 17: An Israeli airstrike targeting the office of Syria’s Ba’ath Party in central Beirut on Sunday noon has killed Hezbollah Media Chief Mohammad Afif and three other people, local TV channel al-Jadeed reported.

According to al-Jadeed, Israeli warplanes attacked the office located between the area of Ras al-Nabaa and the Sodeco Square commercial centre with two air-to-surface missiles after the Ba’ath Party received a call from the Israeli army asking it to evacuate the building hosting the party.

Most part of the targeted building was destroyed during the airstrike, and ambulances rushed to the area to remove the rubble and search for victims, Xinhua news agency reported quoting al-Jadeed.

Since September 23, the Israeli army has levelled up its air attack on Lebanon in an escalation of conflict with Hezbollah. In early October, Israel initiated a ground operation across its northern border into Lebanon.

According to the Lebanese health ministry, the death toll from Israeli airstrikes on Lebanon since the beginning of the war on October 8, 2023, has reached 3,452, with injuries up to 14,664.

Students Protest at Govt Degree College Tanghdar Over Safety and Resources


Tanghdar, November 02 : Students at Government Degree College Tanghdar protested today, expressing frustration over unresolved issues affecting campus safety, resources, and faculty availability. In a letter to college authorities and local representatives, they outlined their grievances and called for swift action.

A primary concern was campus security, as an unresolved land dispute has left the college without proper fencing, leading to unauthorized access. Students demanded that a secure boundary be established for their safety.

Transportation challenges were also raised, as the college's two buses remain out of service due to financial constraints, leaving students from remote areas with limited access. They requested funds to restore bus services and appealed to the MLA for support.

Other concerns included inadequate library resources, a lack of fuel for the generator causing frequent power outages, and delays in examination processing. Students also raised issues with the low remuneration of contractual lecturers, which has led to a shortage of teaching staff. They called for a pay revision to UGC standards to attract and retain quality educators.

Speaking to the college principal explained, “The teacher joining process was delayed due to the assembly election, but now around 60% of the contractual staff are available. However, many students remain uninterested in attending classes. We are committed to addressing all issues except the land dispute, which is still in court.”

Additionally, the absence of an *auditorium* has limited the college’s ability to organize seminars and workshops, prompting students to request the construction of an auditorium with a seating capacity of 1,000.

Tehsildar Karnah Mohd Amin and SHO Tangdar Inspector Waseem Budoo arrived at the college to address these grievances. Tehsildar Amin assured students that their concerns would be addressed soon. Satisfied with these assurances, the students peacefully ended their protest and returned to class

Jammu, Sep 26 : Union Home Minister Amit Shah, during a public gathering in Bani, Jammu, took a sharp swipe at National Conference leader Omar Abdullah, mocking his aspirations to become Chief Minister. Shah claimed that both the Congress and the National Conference have been "wiped out" in the first two phases of the ongoing Jammu and Kashmir Assembly elections.

“Omar Abdullah is dreaming that he will become Chief Minister,” Shah said.

He further accused Abdullah of backtracking on his promise to refrain from contesting elections until Jammu and Kashmir regained statehood.

“Omar used to say that he will not contest in elections until Jammu and Kashmir gets statehood, now he is contesting from two seats,” Amit Shah said

With two phases of elections already over, Shah expressed confidence that the BJP's opponents were losing ground, particularly targeting both the National Conference and Congress.

*Amit Shah to address five election rallies in J&K*

New Delhi, Sep 26: Union Home Minister Amit Shah on Thursday will lead the BJP’s campaign for the third phase of Assembly polls in Jammu and Kashmir.

Amit Shah will address five rallies. He will begin the day with a rally in Chenani and proceed to address a meeting at Udhampur. He will then address rallies in Bani and Jasrota before ending the day with an address to a public gathering in Madh.

The third phase of the polls in the Union Territory will be held on October 1.

Asserting that there is no fear of cross-border firing in border areas of J&K, Amit Shah said on Sunday that if Pakistan fires a bullet, it will be responded by a mortar shell.

Addressing a campaign rally in Nowshera of Rajouri district, he said: “Concrete bunkers have been made in border areas like Nowshera by us, but I assure you that these bunkers are not needed now.”

The Union Minister said: “Agar Woh Goli Chalayenge, To Hum Gola Chalayenge” (There will be no cross-border firing from Pakistan, and if they fire a bullet, we will respond with a mortar shell).

Slamming the Congress and National Conference, he said: “Congress and National Conference (NC) do not want reservations for Gujjars, Bakarwals, Paharis, OBCs, Valmiki Samaj etc, they say they will review these reservations if they form the government in J&K.”

“Rahul Gandhi said in America recently that the reservations are not needed in India as those given reservations have progressed enough and are now part of the creamy layer in the country,” he said.

Hitting out at NC leader Farooq Abdullah, the Union Home Minister had said: “Farooq Abdullah went to Poonch and Rajouri and told Gujjars and Bakarwals that if the Paharis got the reservation, they would cut into the Gujjar Bakarwal reservations.”

He said: “The NC and Congress governments in J&K and Delhi did not give you reservations. I promise you that after these elections, we will give Paharis reservations in promotions also so that your children do not become only collectors and district SPs in the future, but chief secretaries and DGPs as well.”

He challenged NC leader Omar Abdullah and Congress leader Rahul Gandhi that “even if they hang themselves upside down, they cannot sn**ch your reservations as long as Narendra Modi is the PM of the country.”

Claiming that NC wants to get their flag in place of the Tricolour and that Farooq Abdullah has been telling people in the Pir Panjal region and those in Poonch and Rajouri that terrorism will spread to these places, he said: “The government headed by Narendra Modi will bury terrorism so deep under the earth that it can never emerge again in J&K.

Attacking the NC and Congress for wanting the Modi government to talk to Pakistan, the Union Minister said that there can be no dialogue with Pakistan till terrorism ends completely.

He assured the people that no terrorist or stone pelter would be released from jail.

Home Minister Shah asserted that they (NC-Congress) want to change the name of Shankaracharya Hillock to ‘Takht-e-Suleman’ and that of Hari Parbat Hillock to ‘Koh-e-Maran’, but “since generations, it has been Shankaracharya hill and Hari Parbat Hill and it will continue to be the same for all the generations to come”.

He appealed to the voters of Nowshera to elect BJP candidate Ravinder Raina, saying, “His forceful voice is heard and taken seriously in Delhi”.

“Gandhis & Abdullahs sell terrorism from their so-called ‘Mohabat Ki Daukan’, let the elections be over in J&K and their ‘Mohabat Ki Daukan’ will be shut forever,” Home Minister Shah said.

“Farooq Abdullah should not worry, after the elections, we will publish a white paper on terrorism which will expose those who ate ‘Biryani’ with the terrorists,” he said.

Highlighting the changed security scenario in Jammu and Kashmir after BJP-led NDA came to power, he said there were times when even the Home Minister of the country could not dare go to the Lal Chowk in Srinagar.

“I assure you today, go to Lal Chowk with your grandchildren in a private vehicle and nobody will dare touch you. A cinema hall was started in Srinagar after 30 years, Muharram procession was taken out after 35 years. Janmashtami procession was taken out there after 35 years,” he said.

“You have areas in Jammu region where you have good snowfall, but there is no tourist destination like Pahalgam there. I promise you two Pahalgam-like tourist destinations in the mountainous areas of the Jammu region.

He also promised to increase the limit of golden card for free health treatments from Rs 5 lakh to Rs 10 lakh and farmers’ assistance from Rs 6,000 to Rs 10,000.

He said that PM Modi has decided that every village with a population of 50 people will now be connected through Pradhan Mantri Graming Sadak Yojana, benefitting the populace living in far-off mountainous areas.

“We have given 40,000 government jobs in the last five years, we promise to give Rs 18,000 to every eldest lady of the family each year. We will restrict the cost of LPG cylinder to Rs 500.

He promised two LPG cylinders free on Raksha Bandhan every year, a metro and international airport in Jammu, a water sports facility in Ranjit Sagar dam, reduced electric tariff by 50 per cent, Rs 3,000 to college students as travel allowance, laptops and tablets to children upto higher secondary level.

The Union Minister said: “Udhampur will become a pharmaceutical hub, we will form a hill development board for speedy development of hilly areas in Jammu division.
