ಸಾರ್ವಜನಿಕ ನೈರ್ಮಲ್ಯ ಮತ್ತು ನಾಗರಿಕ ಜವಾಬ್ದಾರಿ ಎನ್ನುವುದು ಕೇವಲ ಸರ್ಕಾರಿ ಘೋಷವಾಕ್ಯವಲ್ಲ, ಅದು ಸುಸಂಸ್ಕೃತ ಸಮಾಜದ ಪ್ರತಿಬಿಂಬ. ನಾವು ನಮ್ಮ ಮನೆಗಳನ್ನು ಸ್ವಚ್ಛವಾಗಿಟ್ಟುಕೊಳ್ಳುವಲ್ಲಿ ತೋರುವ ಉತ್ಸಾಹವನ್ನು ಸಾರ್ವಜನಿಕ ಸ್ಥಳಗಳ ವಿಷಯದಲ್ಲಿ ಏಕೆ ತೋರುತ್ತಿಲ್ಲ ಎಂಬುದು ಇಂದಿನ ಜ್ವಲಂತ ಪ್ರಶ್ನೆ. ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆಯ ಪ್ರಸ್ತುತ ಸ್ಥಿತಿಗತಿಯನ್ನು ಆಧರಿಸಿದ ವಿಶೇಷ ವರದಿ ಇಲ್ಲಿದೆ.

ನಾವು ಪ್ರತಿಯೊಬ್ಬರೂ ನಮ್ಮ ಮನೆಗಳ ಒಳಗೆ ಒಂದೇ ಒಂದು ಧೂಳಿನ ಕಣವೂ ಕಾಣಿಸದಂತೆ ನೋಡಿಕೊಳ್ಳುತ್ತೇವೆ. ನಮಗೆ ‘ಸ್ವಚ್ಛತಾ ಪ್ರೇಮಿ’ಗಳೆಂಬ ನೋಬಲ್ ಪ್ರಶಸ್ತಿ ನೀಡಿದರೂ ಸಾಲದು. ಆದರೆ, ಒಮ್ಮೆ ಮನೆಯ ಗೇಟು ದಾಟಿದ ಕೂಡಲೇ ನಮ್ಮ ಈ ಶಿಸ್ತು ಮಾಯವಾಗುತ್ತದೆ. ಸಾರ್ವಜನಿಕ ರಸ್ತೆಗಳು, ಪಾರ್ಕ್ಗಳು ಮತ್ತು ಬಸ್ ನಿಲ್ದಾಣಗಳನ್ನು ನಾವು ‘ಮುಕ್ತ ಕಸದ ಬುಟ್ಟಿ’ಗಳೆಂದು ಭಾವಿಸುತ್ತೇವೆ. ಇಲ್ಲಿ ಸಾರ್ವಜನಿಕ ನೈರ್ಮಲ್ಯ ಮತ್ತು ನಾಗರಿಕ ಜವಾಬ್ದಾರಿಯ ಮೂಲ ಪರಿಕಲ್ಪನೆಯೇ ಮರೆತುಹೋಗುತ್ತಿದೆ.

ಸರ್ಕಾರವು ಕಸದ ಬುಟ್ಟಿಗಳನ್ನು ಇಟ್ಟರೂ, ಅದರ ಪಕ್ಕದಲ್ಲೇ ಕಸ ಎಸೆಯುವುದು ನಮ್ಮ ‘ರಾಷ್ಟ್ರೀಯ ಕ್ರೀಡೆ’ಯಾಗಬಾರದು.
