HPUILS celebrated Teachers’ Day with great enthusiasm and warmth. On this special occasion, the students of the Institute organised a grand function to express their respect, gratitude, and appreciation for their teachers and their invaluable contribution to their academic and personal growth.

Students at the Himachal Pradesh University Institute of Legal Studies (HPUILS) took a formal oath to lead a drug-free life as part of the Nasha Mukt Bharat Abhiyan. This nationwide anti-drug campaign is run by the Brahma Kumaris in collaboration with the Government of India’s Ministry of Social Justice and Empowerment. Marking the occasion,  official representatives from the Brahma Kumaris visited the HPUILS campus to lead the initiative and engage with the students.

AAGAZ 2026 | Freshers’ Welcome

Second Year students of
University Institute of Legal Studies (UILS), Himachal Pradesh University organised Aagaz 2026 – Freshers’ Welcome, marking the beginning of an exciting new academic journey for the incoming students.

*Eight-Day Induction Programme Concludes at UILS, HPU*

Shimla, August 7, 2026: The eight-day Induction Programme for newly admitted students of the B.A. LL.B. (Hons.) programme at the University Institute of Legal Studies (UILS), Himachal Pradesh University, concluded on Friday with a engaging valedictory session focusing on academic excellence, professional ethics, personal development and social responsibility.

The inaugural session was graced by Prof. B.K. Shivram, Dean of Studies, Himachal Pradesh University, Addressing the students during the programme, Prof. B.K. Shivram, emphasised that legal education extends beyond obtaining a degree and involves developing legal thinking, reasoning, critical thinking and professional ethics. He explained the importance of independent study, analytical ability and active participation at the university level. He encouraged students to maintain a balance between academics and co-curricular and extracurricular activities and make effective use of university resources.

Prof. (Dr.) Roshan Lal Zinta, Dean Students Welfare, HPU, conducted an interactive session focusing on presence of mind, human behaviour and the changing relationship between Gen Z and artificial intelligence. He emphasised that a lawyer must respect clients and possess an understanding of human behaviour.

The valedictory session was graced by Ms. Jyoti Rana (HPAS), Registrar, HPU, as the Chief Guest. In her address, she spoke about the reasons for choosing the legal profession and encouraged students to aspire to become accomplished human beings through their profession. She also discussed the role of media in shaping the mindset of today's youth and recommended films including Faisla and Jolly LLB to help students understand the practical and human dimensions of law.

Prof. (Dr.) Dev Dutt Sharma, Dean, Faculty of Social Sciences, HPU, interacted with the students on the present generation and the challenges and opportunities before Gen Z. He stressed the need to channel youthful energy towards meaningful goals and nation-building. He discussed the concepts of positive law and natural law, emphasising that legal professionals should maintain a balance between legal rules and moral values.

Prof. (Dr.) Nitin Vyas, Director, Institute of Vocational (Tourism) Studies, HPU, encouraged students to remain grounded and contribute meaningfully to society. He spoke about sustainability, protection of natural resources, cultural preservation and the vision of Viksit Bharat 2047. He also highlighted the importance of respecting women, culture and all forms of work, and discussed the role of tourism and hospitality in the global economy.

Prof. Shiv Kumar Dogra, Director, UILS, welcomed the newly admitted students during the inaugural session and introduced them to the vision, mission and academic culture of the institute. He congratulated the students on securing admission and encouraged them to make the best use of the opportunities available during their legal education.

The induction programme, held from July 30 to August 7, featured a series of academic and interactive sessions designed to familiarise students with university life and the broader dimensions of legal education. Faculty members addressed students on legal ethics, discipline, political science, legal language, sociology and career opportunities. Students were introduced to diverse professional avenues including litigation, corporate law, judicial services, academia and legal research.

A library orientation familiarised students with legal research resources including the All India Reporter, legal dictionaries, journals, books and online databases such as Manupatra and Lexis Advance. They were also given insights into courtroom proceedings and the importance of moot court competitions in developing practical legal skills.

The programme also addressed anti-ragging, student discipline, drug abuse and professional conduct. Students were sensitised to the legal framework governing social media platforms, including the Information Technology Act, and the responsible use of digital media. A separate session focused on stress, overthinking and emotional well-being, providing students with practical approaches to managing academic and personal pressures.

The eight-day programme provided the newly admitted students with a comprehensive orientation to legal education and university life, while emphasising critical thinking, professional ethics, social responsibility, communication skills and holistic personal development.

The programme was organised by the Academic Activities Committee of UILS, with Dr. Gitanjali Thapar as Convenor, and Dr. Rectika Rana, Dr. Karuna Machhan, Dr. Rekha Suman, Dr. Anjna Kumari and Dr. Lokesh Chandel as members.

The HPUILS family, led by Director Prof. Shiv Kumar Dogra, had the privilege of meeting Prof. Lalit Dhadwal on the occasion of his assuming office as the Dean and Chairman, Department of Laws, Himachal Pradesh University, Shimla.

The HPUILS fraternity extended its heartfelt congratulations and warm wishes to Prof. Dhadwal, expressing confidence in his visionary leadership and wishing him a successful and fulfilling tenure as Dean and Chairman.

The HPUILS family wish him every success in this new responsibility and look forward to the continued growth and excellence of the Department of Laws under his stewardship.

यूआईएलएस ने आयोजित किया सांस्कृतिक कार्यक्रम ‘एन्विजन 2026’

हिमाचल प्रदेश विश्वविद्यालय विधिक अध्ययन संस्थान द्वारा सांस्कृतिक कार्यक्रम ‘एन्विजन 2026’ आयोजित किया गया|
कार्यक्रम के उद्घाटन समारोह में मुख्य अतिथि के रूप में मौजूद हिमाचल प्रदेश विश्वविद्यालय के माननीय कुलपति प्रोफेसर महावीर सिंह ने छात्रों को हिमाचल की लोकसंस्कृति का महत्त्व समझाते हुए कहा कि हमें अपनी संस्कृति के प्रति विशेष लगाव होना चाहिए| उन्होंने कहा कि संस्कृति हमारी पहचान है और इसे जिंदा रखना हमारा कर्तव्य है| साथ ही उन्होंने उपस्थिति छात्रों को यह भी बताया कि नवीन तकनीक के बदलते दौर में कानून की शिक्षा का प्रासंगिकता कितनी बढ़ गई हैl अखिर में उन्होंने यूआईएलएस परिवार को सफल कार्यक्रम आयोजित करने के लिए बधाई भी दी.

कार्यक्रम के समापन समारोह में हिमाचल प्रदेश पर्यटन विकास निगम (HPTDC) के चेयरमैन श्री रघुबीर सिंह बाली ने मुख्य अतिथि के तौर पर शिरकत की l उन्होंने 'एन्विजन 2026’
और 'दक्ष-2026' के विजेताओं को पुरस्कार वितरित किएl छात्रों को संबोधित करते हुए श्री रघुबीर सिंह बाली ने कहा कि प्रतिभाशाली, ऊर्जावान और होनहार विद्यार्थियों के साथ संवाद अत्यंत सुखद रहा। उनका आत्मविश्वास, बुद्धिमत्ता और जज़्बा हिमाचल प्रदेश के उज्ज्वल भविष्य को दर्शाता है। साथ ही उन्होंने सभी प्रतिभागियों, विजेताओं एवं आयोजन समिति को हार्दिक बधाई एवं शुभकामनाएँ भी दी l

सांस्कृतिक कार्यक्रम 'एन्विजन 2026’ में भांगड़ा, नाटी, वेस्टर्न डांस, ओपन्‌ माईक, मॉडलिंग, एकल नृत्य, ड्यूट डांस एवं कलिग्रफी जैसी प्रतियोगिताओं में 200 से अधिक छात्रों ने हिस्सा लिया.

संस्थान के निदेशक प्रोफेसर शिव कुमार डोगरा ने सभी अतिथियों का स्वागत किया और प्रतियोगिताओं में हिस्सा लेने वाले छात्रों को बधाई दी| प्रोफेसर डोगरा ने हिमाचल प्रदेश विश्वविद्यालय प्रशासन एवं कार्यक्रम की संयोजक समिति का भी आभार व्यक्त किया.

सांस्कृतिक एवं साहित्यिक कार्यक्रम एन्विजन 2026’ के दौरान ही संस्थान द्वारा आयोजति दो दिवसीय वार्षिक खेल प्रतियोगिता ‘दक्ष-2026’ के विजेताओं को भी सम्मानित किया किया।

सांस्कृतिक कार्यक्रम 'एन्विजन 2026’ की संयोजिका डॉ रितिका राणा ने छात्र संयोजक समिति का के प्रति आभार व्यक्त किया. इस दौरान कार्यक्रम की सह-संयोजिका डॉ सुमन विमल, समन्वयन डॉ विजय चौधरी, आयोजक सचिव डॉ पुष्पांजलि, डॉ संगीता वर्मा एवं अन्य सभी शिक्षक मौजूद रहे.

*UILS Students Visit MSHIPA to Gain Insights into Governance and Public Administration*

Shimla, May 2026:

4th year Students of the Himachal Pradesh University Institute of Legal Studies undertook an educational visit to the Manmohan Singh Himachal Pradesh Institute of Public Administration as part of their academic enrichment programme aimed at enhancing understanding of governance and public administration.

The visit was conducted under the supervision of faculty members Dr. Seema Kashyap and Dr. Sangeeta. The students were welcomed by HIPA faculty members Dr. Sandeep, Dr. Khyalchand, and Dr. Abhishek, who interacted extensively with the participants and introduced them to the institute’s role in training civil servants, administrators, and government officials in the state.

During the interactive session, students were acquainted with various aspects of administrative functioning, governance structures, and the training methodologies adopted for bureaucrats. The faculty members explained the significant role played by administrators in policy formulation and in ensuring effective implementation of government policies at different levels.

A major highlight of the visit was a detailed discussion on disaster management in Himachal Pradesh. The experts elaborated on the challenges posed by the state’s difficult geographical terrain and climate conditions, while also discussing the importance of preparedness, coordination, and administrative efficiency during natural disasters and emergencies.

The visit provided students with practical exposure to the functioning of public administration institutions and offered them an opportunity to understand the close relationship between law, governance, and public policy. Faculty members noted that such academic engagements help bridge the gap between classroom learning and real-world administrative practices.

The students described the visit as highly informative and enriching, stating that the interaction broadened their perspectives on public service and governance, while also encouraging greater awareness about the responsibilities and challenges faced by administrative institutions in contemporary society.
