It's all happening in Rohru!
This is a classic example of how small minds work when placed in a position of power. Proposed by the local ward counsellor, the NAC of a small town is constructing a public toilet in a busy commercial health hub, on land owned by the PWD. This despite the fact that PWD has already issued a clear notice to stop work at the site and restore it to its original status. The structure is being built 'underground' by cutting through an ambulance road on a steep hill slope with loose soil strata without any retaining wall, just seven feet away from a four-storied building - putting lives and property in danger. Another toilet exists only 30 meters away from the spot. What is more, the NAC junior engineer has given technical clearance about the suitability of soil strata without any qualification to do so! A better, safer and bigger site above ground is available for the toilet just behind the two NAC shops allotted to the local counsellor a few meters down the road, but instead he chose the highly sensitive spot for obvious reasons. Could it get any worse? To make way for the toilet, the contractor, again a relative of the NAC chairman and the counsellor, has cut at least five trees, which were critical for holding the loose soil on the slope! The contractor works at night and the administration turns a blind eye!!
If you are thinking this is someplace in Bihar, you couldn't be farther from the truth. It's all happening in ward no 3, , a town 110 kilometers from , and is being done by the Notified Area Committee, illegally, despite orders to stop work from the . By the way, the NAC in Rohru is the biggest land grabber of public land! What example is it setting for the general public? Should everyone start encroaching on PWD land? You can make your own conclusion about that.
