पेट्रोलियम नियम 2002 की धारा 8 के अनुसार, आप ग्लासवेयर या स्टोनवेयर बोतल में 1 लीटर तक और धातु के डिब्बे में 25 लीटर तक बिना किसी लाइसेंस के खरीद सकते हैं। केवल खरीद सकते है परंतु कलियर शरीफ रुड़की उत्तराखंड में फलों की ठेलियो पर पान की दुकानों पर तेल की बिक्री करी जा रही है।

पेट्रोल अत्यंत ज्वलनशील तरल पदार्थ है। इसे खुले आम बेचना कानूनन अपराध तो है ही। खुले में बेचने पर कभी भी गंभीर हादसा हो सकता है। इसके बाद भी केवल ग्रामीण क्षेत्रों में पेट्रोल खुले आम बिकता है। जिन क्षेत्रों में पेट्रोल पंप नहीं है, उधर के किराना दुकान, पान दुकान, छोटा होटल चलाने वाले तक पेट्रोल ले जाकर अवैध रूप से बेचते रहते हैं। गांवों की ओर दुकानों में आसानी से पेट्रोल पाया जाता है। खुले में पांच लीटर के जरीकेन कोल्ड ड्रिंक्स की बाटलों में कहीं पर भी बिना सुरक्षा के बिकता है। इन अवैध पेट्रोल दुकानों में बीड़ी सिगरेट पीकर फेंकने वाले भी दिन भर रहते हैं। ऐसी स्थिति में खतरे की आशंका से इनकार नहीं किया जा सकता है।

पेट्रोलियम नियम, 2002 की धारा 8 किसी भी व्यक्ति को बोतलों और कंटेनरों में पेट्रोलियम की बिक्री और ले जाने पर रोक लगाती है।

तो इस नियम पर सही प्रकार से कार्रवाई कर पूर्ण रूप से रोक लगाने की आवश्यकता है अन्यथा दुर्घटना होने के बाद जिम्मेदारी का कारण कौन रहेगा ?
