Subject: Urgent Appeal for Action Against Tehsildar Major Singh's Negligence and Harassment of Youth in Tehsil Rajgarh

To: Honorable Lieutenant Governor of Jammu and Kashmir

Respected Sir,

I am writing to bring to your attention the grave misconduct and mental torment inflicted upon the youth of Tehsil Rajgarh by Tehsildar Major Singh. Despite the initiation of the application process for EWS and RBA certificates in November 2023, Major Singh has deliberately manipulated and delayed the process, restarting it online in February. This deliberate obstruction has had severe repercussions on the futures of many young youths who are preparing for exams such as NEET, UPSC, and others, as application deadlines have passed and certificates are still pending in the Tehsil office.
Numerous requests to Major Singh, and even appeals and complaints to the Deputy Commissioner and Assistant Deputy Commissioner of Ramban, Div. Commission Jammu have fallen on deaf ears. Major Singh's arrogant response, suggesting that we seek redress from higher authorities, demonstrates a blatant abuse of power. He has issued certificates selectively to a few and conducted unnecessary house measurement inquiries, causing further distress and wasting valuable time for many.
Despite filing a grievance on the JK Grievance Portal, Major Singh has failed to submit a factual report within the mandated timeframe. This carelessness is evident as DC Ramban directed him to submit a factual report within two days.
I implore you, Honorable LG Sir, to intervene and take swift and appropriate action against Major Singh's misconduct. Public servants are entrusted with the responsibility to serve the people, not to subject them to harassment and injustice.

The Indian Army said on Thursday that it has restored an old and damaged grave of a Pakistani officer in Naugam sector, Jammu and Kashmir. The Pakistani officer was Killed in Action (KIA) at a forward location along LoC in 1972

As per the Army, the grave belonged to Pakistan Army Major Mohd Shabir Khan. Chinar Corps tweeted a photograph of the grave and added, "In keeping with the tradition and ethos of the Indian army, Chinar Corps resuscitated a damaged grave of major Mohd Shabir Khan, Sitara-e-jurat, Pakistan army, who was killed in action (KIA) at a forward location along LC in Nowgam sector on 05 May 1972."

In another tweet, Chinar Corps said, "A fallen soldier, irrespective to the country he belongs to, deserves respect and honour in death. Indian army stands with this belief. This is for the world."

An Army jawan was martyred on Thursday during ceasefire violation by Pakistani troops along the Line of Control (LoC) in Jammu and Kashmir's Poonch district. Another soldier was injured in the firing.

According to a defence spokesperson, the Pakistan Army initiated the unprovoked ceasefire violation by firing from small arms and intense shelling of mortars along the LoC in the Mankote and Krishna Ghati sectors on Wednesday night. The Indian Army retaliated in a befitting manner, he added.

Lance Naik Karnail Singh was martyred in the firing from across the border, the spokesperson said.
"The general officer commanding of the White Knight Corps and all ranks salute braveheart Lance Naik Karnail Singh, who made the supreme sacrifice in the Krishna Ghati sector in Poonch district on the night of September 30, and offer condolences to his family," he said.

According to reports, another jawan was injured in the firing in the Krishna Ghati sector and has been hospitalised.

The Ministry of Home Affairs (MHA) has issued new guidelines on Wednesday, for opening up of more activities in areas outside the Containment Zones. In these guidelines, which will come into effect from October 1, 2020, the process of re-opening of activities has been extended further. The new guidelines, issued today, are based on feedback received from States and UTs, and extensive consultations held with related Central Ministries and Departments.

Salient features of the new guidelines

Activities permitted from October 15, 2020, in areas outside the Containment Zones

Cinemas/ theatres/ multiplexes will be permitted to open with upto 50% of their seating capacity, for which, SOP will be issued by Ministry of Information & Broadcasting.
Business to Business (B2B) Exhibitions will be permitted to open, for which, SOP will be issued by the Department of Commerce.
Swimming pools being used for training of sportspersons will be permitted to open, for which the standard operating procedure (SOP) will be issued by Ministry of Youth Affairs & Sports (MoYA&S).
Entertainment parks and similar places will be permitted to open, for which the SOP will be issued by Ministry of Health & Family Welfare (MoHFW).
Opening of Schools, colleges, education institutions and coaching institutions

For re-opening of schools and coaching institutions, State/ UT Governments have been given the flexibility to take a decision after 15th October 2020, in a graded manner. The decision shall be taken in consultation with the respective school/ institution management, based on their assessment of the situation, and subject to the following conditions:
Online/ distance learning shall continue to be the preferred mode of teaching and shall be encouraged.
Where schools are conducting online classes, and some students prefer to attend online classes rather than physically attend school, they may be permitted to do so.
Students may attend schools/ institutions only with the written consent of parents.
Attendance must not be enforced, and must depend entirely on parental consent.
States /UTs will prepare their own SOP regarding health and safety precautions for reopening of schools/ institutions based on the SOP to be issued by Department of School Education and Literacy (DoSEL), Ministry of Education, Government of India, keeping local requirements in view.
Schools, which are allowed to open, will have to mandatorily follow the SOP to be issued by Education Departments of States/ UTs.
Department of Higher Education (DHE), Ministry of Education may take a decision on the timing of the opening of Colleges/ Higher Education Institutions, in consultation with Ministry of Home Affairs (MHA), based on the assessment of the situation. Online/ distance learning shall continue to be the preferred mode of teaching and shall be encouraged.
However, Higher Education Institutions only for research scholars (Ph.D) and post-graduate students in science and technology stream requiring laboratory/ experimental works will be permitted to open from 15th October, 2020, as under:
For Centrally Funded Higher Education Institutions, the Head of Institution will satisfy herself/ himself that there is a genuine requirement of research scholars (Ph.D) and post-graduate students in science and technology stream for laboratory/experimental works.
For all other Higher Education Institutions e.g. State Universities, Private Universities etc., they may open only for research scholars (Ph.D) and postgraduate students in science and technology stream requiring laboratory/experimental works as per decision to be taken by the respective State/UT Governments.
Regulation of gatherings

Social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations have already been permitted with a ceiling of 100 persons, outside Containment Zones only. Now State/ UT Governments have been given the flexibility to permit such gatherings beyond the limit of 100 persons, outside Containment Zones, after 15th October 2020, which will be subject to the following conditions:
In closed spaces, a maximum of 50% of the hall capacity will be allowed, with a ceiling of 200 persons. Wearing of face masks, maintaining social distancing, provision for thermal scanning and use of hand wash or sanitizer will be mandatory.
In open spaces, keeping the size of the ground/ space in view, and with strict observance of social distancing, mandatory wearing of face masks, provision for thermal scanning and hand wash or sanitizer.
To ensure that such gatherings do not spread COVID-19, State/ UT Governments will issue detailed SOPs to regulate such gathering, and strictly enforce the same
All activities, except the following, shall be permitted outside containment zones:
International air travel of passengers, except as permitted by MHA.
Entertainment parks and similar places will remain closed.
Lockdown shall continue to be implemented strictly in the Containment Zones till 31st October, 2020.
Containment Zones shall be demarcated by the District authorities at micro level after taking into consideration the guidelines of MoHFW with the objective of effectively breaking the chain of transmission. Strict containment measures will be enforced in these containment zones and only essential activities will be allowed.
Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed.
These Containment Zones will be notified on the websites of the respective District Collectors and by the States/ UTs and information will also be shared with MOHFW.
States not to impose any local lockdown outside Containment Zones

State/ UT Governments shall not impose any local lockdown (State/ District/ sub-division/City/ village level), outside the containment zones, without prior consultation with the Central Government.
No restriction on Inter-State and intra-State movement

There shall be no restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit will be required for such movements.
National Directives for COVID-19 management

National Directives for COVID-19 management shall continue to be followed throughout the country, with a view to ensure social distancing. Shops will need to maintain adequate physical distancing among customers. MHA will monitor the effective implementation of National Directives.
Protection for vulnerable persons

Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.
Use of Aarogya Setu

The use of Aarogya Setu mobile application will continue to be encouraged.

NEET JEE Main 2020 Re-exam: Plea in SC to direct NTA to conduct exams again for students who missed them

A plea has been filed in Supreme Court asking it to take Suo Moto cognizance of the reports of the students who were unable to appear in the entrance exams such as JEE Main and NEET 2020 conducted by NTA in the month of September. The PIL also asks the apex court to direct the National Testing Agency, NTA to allow such students to appear in re-exams conducted by it.

It came into view that this year many students who had been preparing for the two major entrance exams of India, Joint Entrance Exam, JEE Main, conducted on September 1 to September 6, 2020, and National Eligibility Entrance Test, NEET 2020 that was conducted on September 13, 2020.

This time due to the pandemic outbreak although NTA had made many provisions for the safe conduct of exams, many students decided not to appear and many could not appear due to unforeseen events. NEET, JEE Main 2020 Re-Exam: Plea in SC
The plea urges the SC to direct NTA to conduct re-exams. It also seeks the various state governments to arrange for the transportation facilities for the students who would be appearing in these exams conducted by NTA this time.

As per the plea, it has been asked, “ Issue a writ, order or direction, in the exercise of its inherent and plenary powers under Article 142 issuing/ laying down guidelines or directions for the students who miss out on exams like NEET, IIT, JEE etc owing to some of the other sufficient cause, to allow and facilitate the same to appear in such exams on further dates as may be notified by the respondents, inter alia, providing accommodations, food and water, transportation etc.”

However, the Education Minister Ramesh Pokhriyal Nishank expressed satisfaction over NEET exam conducted on Sunday across the country despite COVID-19 pandemic and said that it was more successful than JEE Main and 90 per cent students took part in it. "NEET examination became more successful than JEE Main. It was a big challenge for us," the minister said to the reporters.

As per the Education Ministry, out of 8.58 lakh applicants, 6.35 lakh appeared for the engineering test from September 1 to 6. The exam was conducted after being deferred twice in view of the COVID-19 pandemic
