Assam's government proposes making swimming proficiency mandatory for Class I officers and employees to enhance disaster preparedness, particularly in response to the state's annual flash floods.

At the 51st State Executive Meeting, chaired by Chief Secretary Dr. Ravi Kota, discussions centered on mainstreaming disaster risk reduction. "Many officials travel by boat to work and field visits, making swimming skills crucial", stated a proposal.

To encourage participation, incentives will be offered for attaining proficiency, potentially linking completion of training to regular increments and promotions. The government will reimburse up to Rs. 10,000 for training costs.

Initially targeting Class I officers, the policy will eventually cover all state government officials, regardless of location. Assam State Disaster Management Authority (ASDMA) has begun Phase I training in Kamrup Metro district.

The Gauhati High Court has directed the Assam Government to respond to a Public Interest Litigation (PIL) regarding the illegal operation of offline and online lotteries in the state. The court, led by Chief Justice Vijay Bishnoi and Justice N. Unni Krishnan Nair, ordered the state government to issue directives to district commissioners and superintendents of police to refrain from granting permission for such activities.

According to the Lotteries (Regulation) Act of 1998 and the Lotteries (Regulation) Rules of 2010, only the state government is authorized to organize lotteries, and only under specific conditions ¹. The Amicus Curiae pointed out that some district commissioners have been granting permission to individuals and organizations to operate offline and online lotteries without proper authority.

The court has given the state government six weeks to file its response to the PIL. In the meantime, the government must issue directions to district authorities to prevent any illegal lottery operations. The court also emphasized that superintendents of police should take immediate action against individuals or organizations found operating illegal lotteries.

Five Indian languages: Marathi, Pali, Prakrit, Assamese, and Bengali have been granted classical language status by the Union Cabinet on Thursday.

Earlier, Tamil, Sanskrit, Telugu, Kannada, Malayalam and Odia were the notified classical languages.

"The Classical Languages serve as a custodian of Bharat’s profound and ancient cultural heritage, embodying the essence of each community's historical and cultural milestone," said the government in a press release.

"The primary states involved are Maharashtra (Marathi), Bihar, Uttar Pradesh and Madhya Pradesh (Pali and Prakrit), West Bengal (Bengali), and Assam (Assamese). The broader cultural and academic impact will extend nationally and internationally," it added to its statement.

During the season's inaugural jeep safari along the banks of Bhoisamari Beel, Ashwini Borkotoky, the fortunate tourist, spotted the magnificent big cat.
