Dear Sathio, My professional work take me to all sorts of worldwide locations and my experience shows that all self respecting countries demand that the work be performed in their own national language. Below is one recent example with respect to China.
“We can bring in UK expertise to support certain locations in Asia such as India, Singapore, Malaysia and HK. However it could be difficult for China as we see the increasing trend that the client in China demand bi-lingual skills and with Chinese as the main language. We have recent request from MTR in China and also one of the client in Nanjing who request specific Chinese trainer on HAZOP so we are building the team to deliver it here. “
Sadly, in India it is the opposite with the clients demanding that the work must be performed NOT using the Indian languages. I have the first hand experience of this. Over the years I have given numerous training courses in India and the demand always was that they should be in English!! Many years ago, a UK computer firm, Acorn Computers, set up a computer manufacturing plant in Mohali under the name of Semi-conductor Complex Ltd. It was at that time that my Punjabi language wordprocessor (SHABAD) specific to Acorn Computer was widely used in the UK schools and colleges. Acorn were very keen to offer this package built into the Computer offering all the Indian languages (this was some time around 1986-87). Acorn set up a meeting in London to discuss this with the Indian Government delegation who were visiting Acorn and I presented the SHABAD package to them . The delegation killed this project at one stroke by saying that they did not need any Indian languages and Acorn immediately dropped the whole project. Subsequently, I visited the Mohali plant several times but it never got anywhere. This tragic attitude still persists! Can our efforts make a difference? It remains to be seen. Best regards.
