Villagers.....extremely frustrating meeting with network rail about our damaged wall. Thought I would put the full minutes of our meeting on here so you can see what we are up against!
So after some 5 years we still have no rebuilt wall, a total eyesore, and no actual plan on place to replave it. Network Rail hang your heads in shame

Meeting Notes - Marle Pitt Hill damaged stone wall
Date: 8 August 2024

Chris (Network Rail) provided some background information and status on the restoration of the Marle Pitt Hill damaged stone wall.
Originally it was unclear that the bridge was Network Rails responsibility. Once this had been confirmed, research was carried out and it was decided to put a foundation down and rebuild the wall. A survey was completed by our contractor, and we were given costs to rebuild the wall, these costs were comparable to the hire cost of the concrete barriers, so it was decided to rebuild prior to the MMLe work.
The design took a long time to come through, but initial costs were signed off. There was a tendering process which Network Rail are obliged to do by law. The contract was awarded to another contractor who challenged some of the findings, mainly the ground investigation which suggested that the depth needed to be increased. This was then going to increase the cost to approximately £0.5 million pound.
Chris stated that the team had taken a step back to review options and review our guidance on civil engineering good practice.
Chris believed that the wall was originally built as a dry-stone wall and the wall stability was compromised due to increasing load and lack of maintenance. Chris discussed how the wall could be rebuilt. Attempts have been made to contact the Dry Stone Walling Association and their certified contractors, but no response has been received yet.
Chris discussed the options that had been considered these were -
• Rebuilding as Dry Stonewall: rebuilding the wall as a pure dry stonewall was considered.
• Partial Bonding: reintroduce some bonding to strengthen the structure.
• Gabion Baskets: introduction of gabion baskets to reinforce the wall.

Cllr Matt Barney clarified that the wall in question might not be a dry-stone wall as initially assumed. It appears to have had some cement and lime bonding added over time.
Further discussions with the attendees concluded that wall was not a dry-stone wall as previously thought. Chris stated that he had been to site, but the wall had at this point had been taken down so it was difficult to ascertain how it would have originally been built.
Kevin Jackson opposed the gabion baskets due to concerns over aesthetics and conservation standards and emphasised the importance of the wall in relation to the village's conservation area. The wall is considered a critical visual feature for the village.
All attendees agreed that maintaining the historical integrity of the structure is paramount and reiterated that any designs or restoration methods will need to adhere strictly to conservation guidelines and be approved by relevant authorities.
Cllr Matt Barney, Cllr Neil Clarke and Cllr Kevin Jackson shared their frustration that this issue has been ongoing for the past five years and feel that Network Rail are no nearer to getting the wall rebuilt. They felt that £0.5 million is not an excessive amount and thought the cost would be higher.
Chris believes that the work can be completed for a much lower cost and can’t justify spending £0.5 million of public money on the wall without investigating all the options. Spending this would create a large hole in the structures budget which is also needed to cover the other 7000 assets that Network have to look after. However, if after further investigation, this is the only solution then Chris would look to approve the work at this cost.
Kevin Jackson was concerned about the timescale from now due to cost, design, planning, conservation area approval etc.
Chris confirmed that he doesn’t have a programme of work as still trying to fact find. He stated that he cares and is committed to getting the work completed on the wall and leave the area the same as we found it. We will continue to work towards getting a solution in place as soon as possible.

Leicestershire County Council has advised the Parish Council that work will commence next week on the replacement bridge over the River Soar at Zouch. Initially, the work will commence to the south by building the new bridge foundations. Once this is completed, the work will stop and recommence in the spring when the new bridge will be built and the old one demolished.

Any further information will be published when the Parish Council is notified.

Good afternoon,

As a valued stakeholder I am writing to you to ensure you are one of the first people to be made aware of a consultation that I am due to launch tomorrow (Wednesday 17 July).

One of my duties as Police and Crime Commissioner, on behalf of the public, is to create a Police and Crime Plan for 2024-2029.

This will set out the strategic priorities for Nottinghamshire Police and outline our aims to commission services to help us prevent crime and support victims of crime – whilst also setting some ambitious targets aimed at making Nottinghamshire a safer place for all.

It is vitally important that we create this plan to serve all of our diverse communities across Nottinghamshire and that everyone has the chance to give their views and help shape it.

I want people across Nottinghamshire to feel a sense of ownership of this new Police and Crime Plan and take this rare chance to be involved in influencing the final product.

We are reaching out to our diverse communities in a number of ways, including door-to-door and online surveys, social media and gathering people’s views during engagement events across the county.

But we also need your help. You can play an important role in giving even more people that opportunity to have their say and to help shape this plan.

MARLE PIT HILL - UPDATE!

The Parish Council have now had official confirmation from Network Rail that the wall on Marle Pit Hill will NOT be rebuilt as planned in July and August as first indicated. Therefore the road will remain open whilst further investigation works take place. Please be assured that the Parish Council will continue to liaise with both VIA and Network Rail in regard to this matter and press for the wall to be built. Residents will be informed as soon as we have further information.

ALLOTMENT EXTENSION


As many of you will know the parish council have received confirmation from Rushcliffe Borough Council, that as part of the William Davis development, we will receive a contribution to extend the existing allotment site.

Following on from a site visit between it has been agreed that a portion of the paddock will be used to extend the allotment provision. The additional space is approximately 56m x 28m and will extend from the bottom of the existing site to the bank at the bottom of the field and provide 7 plots measuring approximately 4.5m x 26m and 6 plots measuring approximately 4.5m x 13m.

As soon as we have access to the site it will be fenced off and an entrance created from the current site to give access, trees will be cut back, the manure heap will be moved and the site will be ploughed. Once the plots have been allocated they will be marked out and numbered.

UPDATE ON ROAD CLOSURES
The Parish Council have been actively liaising with VIA (Notts County Council) and Network Rail in the past few months regarding the planned works in the village and surrounding area.
As residents are well aware the wall on Marle Pit Hill has been falling down for some time. Contractors and Network Rail have been monitoring the situation and are now in a position to repair the wall. We believe this will take place week commencing 29th July with an estimated completion date of 1st September. This will mean a total closure of the road to traffic but it will allow pedestrian access. Alternative routes will be put in, but to stop Landcroft Lane and Hungary Lane from being rat runs these roads will also have closures in place to protect these roads and its residents. Full details will be published on the Parish Council website and social media.
All residents maybe aware that Network Rail are making major upgrades to the Midland Main Line for electrification, this will involve a number of bridge replacement/demolition projects in the area. One of these is the rebuilding of Marle Pit Hill bridge. It had been hoped to incorporate the wall rebuilding with the new bridge but because of the dangerous nature of the wall, this was not possible. Network Rail will soon be publishing the details of the electrification works in the area and will be holding a public consultation session for residents to attend. Currently we believe that the A6006 Kirk Hill bridge will be the first to be rebuilt probably this coming Autumn, it will be closed for up to 11 months. Marle Pit Hill will be then rebuilt after the completion of the A6006 bridge and will again be closed for a similar period. Pedestrian access will be maintained apart from a limited period.
VIA have also notified the Parish Council of two further road closures on Park Lane in the coming months by National Grid and Severn Trent. Once details have been confirmed to VIA these will be published.

The Parish Council has been notified that work on rebuilding the school will commence this week.

This will result in a loss of parking at the school, as well as the parking of contract vehicles in the village. The contractor will manage the parking as much as possible, but residents should be aware of the additional vehicles for the duration of the school build.

We are in contact with Nottinghamshire County Council (VIA) regarding upcoming roadworks in the village and will confirm these as soon as we have them.

Best Kept Village Competition 2024

The Best Kept Village Competition has had a long and distinguished history in Nottinghamshire, where it has been organised by the Campaign to Protect Rural England (CPRE) for over 50 years. Unfortunately, in recent years it has not been possible to run the Competition mainly because of restrictions imposed due to the Covid-19 outbreak. They are pleased to announce that the Competition will run in 2024 when Notts CPRE will have the support of both Notts ALC and RCAN. CPRE will mainly focus on the judging.

The organisers recognise the level of community involvement and the care for the natural and built environment which turns a settlement into a living village. The judges are looking for evidence of general community involvement such as up-to-date notices of local events, footpath maps and signs of care for the village by those who live there. Newly dropped pieces of litter will not lose as many points as will old pieces of disintegrating paper, cans, etc. Judges are aware of problems created by through traffic and these are taken into consideration when marking. EVERY village has a chance of winning a prize.

The Competition helps to support and promote local projects and community effort. The parish council have agreed that they will enter Sutton Bonington and it will be our intention to get as many parishioners and community involved in making our village a more attractive place to live.

A panel of anonymous judges, touring between May and June and conducting final judging in July and August, evaluates each village based on certain criteria:

The CPRE makes it clear that the competition is not about finding "the most beautiful village, nor the most ancient, nor the most picturesque, just the one that is best cared for" and "its aim is to involve everyone in the village, encouraging them to take greater pride in their surroundings." Villages are judged on how clean and well cared for they are, as well as their impact on the environment.
