Welsh Government Minister Lee Waters has been caught criticising the Royal College of Nurses as "extremely militant" and "not serious" about negotiating over pay.
In a leaked recording of remarks made to a Labour Party meeting, Mr Waters also claims that public service unions won't put Welsh Government offers to their members and claims that paying wage demands puts other public services at risk.
