Eritrean Forces Operating with Impunity in Tigray, Abuses Ongoing- UN Confirms

The 58th Session of the UN Human Rights Council in Geneva saw renewed calls for accountability regarding human rights violations committed by Eritrean Defense Forces in Tigray. Addressing the Council, the Assistant Secretary-General at the UN Human Rights Office, Ilze Brands-Kehris emphasized the ongoing impunity of Eritrean Defense Forces and their continued presence in Tigray despite Cessation of Hostilities Agreement.

The Assistant Secretary General issued a stark warning, stressing the lack of accountability for past and ongoing violations. She referenced findings from the Joint OHCHR-Ethiopia Human Rights Commission investigation in 2023, which documented serious human rights abuses committed by Eritrean Defense Forces during the war on Tigray. "This impunity continues to embolden perpetrators of human rights violations," she stated. "In the current context, there is no likely prospect that the domestic judicial system will hold perpetrators accountable for the violations committed in the context of the Tigray conflict."

Despite the Cessation of Hostilities Agreement (CoHA) signed in November 2022, which mandated the withdrawal of foreign forces, the Assistant Secretary-General stressed that Eritrean forces remain in Tigray and continue to commit atrocities. "Our office has credible information that Eritrean Defense Forces remain in Tigray and are committing violations, including abduction, r**e, property looting, and arbitrary arrests," she noted.

In light of the ongoing violations, the Assistant Secretary-General called for immediate action, demanding the withdrawal of Eritrean forces from Ethiopian territory. "I call for the immediate withdrawal of Eritrean Defense Forces from Tigray," she urged.

As the demand for accountability grows, the international community faces mounting pressure to ensure justice for victims of the war on Tigray and hold perpetrators responsible. With Eritrean forces still operating in Tigray, the path to lasting stability remains uncertain.

President Getachew Reda Discusses with Ireland's Deputy Prime Minister Micheal Martin

Getachew Reda, President of the Tigray Interim Administration, met with Micheal Martin, Ireland's Deputy Prime Minister and Foreign Affairs Minister, to discuss the situation in Tigray.

Late Friday, Getachew posted about their "very constructive and productive meeting" that evening, which covered several critical issues for Tigray.

The discussions focused on the implementation of the Pretoria Agreement, the challenges of returning IDPs, and the efforts to restore Tigray's constitutional status. They also addressed recovery and reconstruction efforts in the region and the strengthening of Ireland's support for various projects in Tigray.

Getachew highlighted that Micheal Martin reiterated Ireland's commitment to enhancing its engagement in development, human rights, and international humanitarian law. Martin also expressed Ireland's resolve to assist Tigray in health, education, and food security. Additionally, they exchanged views on the multifaceted challenges facing Ethiopia and the region, exploring potential solutions. Getachew took the opportunity to express gratitude for Ireland's unwavering support for Tigray during the devastating war and thanked the outgoing Irish ambassador.

Micheal Martin shared about the meeting, describing it as "very engaging" and emphasizing the need for cooperation to develop solutions for a sustained peace process and to improve education and health services, enabling the people of Tigray to flourish again.

The Irish embassy in Addis Ababa also commented on the meeting, stating it was good and noting that they discussed Ireland’s commitment to reconstruction in Tigray and ongoing development cooperation.

Unauthorized Administration Poses Risks to Tigrayan IDP Repatriation”, Warns Salsay Weyane Tigray

Salsay Weyane Tigray has expressed deep concern over the uncertain process of repatriating millions of Tigrayans living in IDP camps, attributing this uncertainty to the presence of an unauthorized civil and security administration established by external forces, which poses risks to a safe and voluntary return.

In their press release dated July 15, 2024, the party also highlighted the dire conditions faced by these IDPs amid harsh weather. Additionally, they addressed troubling remarks made by Demeqe Zewdu, the leader of unlawful armed groups in Western Tigray, whose recent threatening speech has further complicated the situation. Salsay Weyane Tigray condemned Demeke Zewdu for his involvement in atrocities against Tigrayans and criticized the Ethiopian federal government for allowing him to undermine peace efforts without consequence.

Furthermore, the party denounced hostile propaganda that hinders the return of IDPs and prolongs their suffering, particularly emphasizing the plight of Tigrayan refugees in Sudan facing precarious conditions as the conflict nears their camps. They stressed the urgent need for accelerated and monitored repatriation to Western Tigray to alleviate the suffering of IDPs.

The party called on the international community to pressure the Ethiopian government to facilitate the safe return of IDPs and refugees to Western Tigray and establish a legitimate Tigrayan administration in accordance with the constitution.

Last week, the Tigray Independence Party (TIP) issued a similar statement, expressing concern for the displaced Tigrayan population and urging immediate action to prevent further suffering and ensure their return to their homeland.

GSTS Raises Urgent Concerns for Tigrayan Refugees in Sudan Amid Escalating Conflict

In a statement released yesterday, the Global Society of Tigray Scholars and Professionals (GSTS) raised urgent concerns about the safety and well-being of Tigrayan refugees in Sudan. The ongoing conflict in the region has put these refugees at risk as the conflict nears areas in Eastern Sudan, with reports of humanitarian workers being evacuated and refugees lacking access to basic aid.

Expressing deep distress over the conflict in Sudan, GSTS called on the Ethiopian government, the Tigray Interim Administration, and international partners to take immediate action to ensure the safety of the refugees sheltering in the Tunaydbah and Um Rakuba camps.

“We particularly call upon the United Nations Higher Commission for Refugees (UNHCR) to urgently discharge its duties to safeguard refugees who have been under its care for more than four years.”

Additionally, they urged all parties involved in the conflict to work towards a peaceful resolution.

The statement also acknowledged Sudan's hospitality in welcoming the refugees and expressed solidarity with the Sudanese people in their own time of crisis.

President of the Tigray Interim Administration, Getachew Reda, also raised similar concerns on his X (formerly Twitter) account yesterday, strongly urging the regional and international community to pressure both armed forces to prevent civilian casualties. He called on the Ethiopian government to take measures to alleviate the suffering of its citizens in Sudan.

President Calls for Protection of Tigrayans in Refugee Camps

Tigray Interim Administration President Getachew Reda has called for the protection of Tigrayans in refugee camps in Sudan.

In his official X (formerly Twitter) account, President Getachew stated that "The situation has been further deteriorating very recently. As a home to tens of thousands of refugees from Tigray and also of other parts of Ethiopia, we are particularly concerned that the war theatre is coming dangerously close to refugee camps in eastern Sudan to and , among others. While the humanitarian situation in those camps has always been dire, the growing proximity of the actual fighting to those areas has made it even more unsettling."

The civil war has made humanitarian work difficult, putting many Tigrayans in the refugee camps at risk. Getachew highlighted that the worsening humanitarian crisis in the camps has been exacerbated as the conflict approaches these areas.

He strongly urged the regional and international community to pressure both armed forces to prevent civilian casualties. Additionally, he called on the Ethiopian government to take measures to alleviate the suffering of its citizens in Sudan.

In a significant diplomatic engagement, Tigray Interim Administration President Getachew Reda met with Darren Welch, UK Ambassador to Ethiopia in Mekelle to discuss further collaborations towards the progress on the implementation of the Pretoria Peace Agreement and the situation of Internally Displaced Persons.

President Getachew emphasized on the positive relationship with the federal government, noting that despite some points of the Pretoria Peace Agreement remain unimplemented, discussions are ongoing aiming to address these issues.

Highlighting the collaboration with the federal government, President Getachew mentioned that efforts are underway for the facilitation of IDPs' return to their homes.
