Early Life and Education
Born in the historic town of Ginchi, Oromia, Shimelis was raised with a deep appreciation for Oromo heritage. His passion for the social sciences emerged during his time at Ambo General Higher Secondary School, leading him to pursue a degree in Philosophy at Addis Ababa University, within the Political Science & Philosophy stream. He furthered his studies with a Master's Degree in Human Rights from the same institution. His academic journey was marked by active involvement in the Oromo People’s Democratic Organization (OPDO), where he championed discussions on local governance and development.
Professional and Political Career
Shimelis’ career is defined by a series of strategic roles that have shaped his leadership. He began as the Director of Protocol and Communication at the Office of the President of the Regional State of Oromia, managing high-stakes governmental communications. He then advanced to become the Deputy Head and Chief of Public Relations at Oromia's Government Development Organizations, later serving as Head of the Intellectual Affairs Division at the OPDO and Deputy Head of the Oromia Urban and Housing Development Bureau, among other roles. Each position demonstrated his ability to translate policy into action, especially in urban development and public relations.
As Head of the Oromia Construction Bureau, he oversaw large-scale infrastructure projects, further establishing his reputation as a forward-thinking leader. Before assuming the presidency of Oromia, Shimelis served as Chief of Staff in the Office of the Prime Minister of Ethiopia (Nov. 2018 – Apr. 2019), gaining valuable experience in national politics and executive management.
Presidency of The Regional State of Oromia
Since assuming the role of President of Oromia Regional State on April 18, 2019, Shimelis Abdisa has initiated major reforms in agriculture, education (with a focus on science and technology), tourism, manufacturing, cultural revitalization, and enhancing the government's revenue generation and collection capabilities.

Agriculture: Shimelis has revolutionized Oromia’s agricultural sector through the adoption of modern farming technologies, mechanization, irrigation, and soil and water conservation initiatives, many of which he has closely supervised.
