Presidential 2025: Stakeholders hold Consultation meeting for Transparent Polls

On Wednesday, January 23, the President of ELECAM, Dr. Enow Abrams Egbe, spearheaded a high-stakes consultation with electoral stakeholders in Bamenda, North West Region. This was to take significant steps toward securing free, fair, and transparent presidential elections in 2025.

In a bid to address electoral challenges and foster collaboration, Dr. Egbe emphasized the importance of a unified effort. “We solicit your total collaboration and support as we move towards the presidential elections. This will permit us to achieve free and transparent polls,” he stated, reassuring attendees of ELECAM's readiness.

With voter registration at the heart of the discussions, the Regional Delegate for ELECAM, Mbowoh Elvis, highlighted a successful 2024 campaign, where the region surpassed its target of 26,436 registrations, hitting 28,600—108.2% of the goal. For 2025, ELECAM aims higher, targeting 45,000 new voters. So far, 2,334 have been added, with mobile registration kits stationed at police identification units to ease the process.

However, logistical and security challenges loom. Areas like Andek, Njikwa, Widikum, Bali, and Mbiame remain underserved due to limited identification units and ongoing unrest. Dr. Egbe urged stakeholders to collaborate in ensuring safe and accessible voting, adding, “Elections cannot take place without political parties and civil society members.”

Plans to decongest polling centers by creating new stations were also discussed, alongside efforts to bolster security during the elections. Responding to concerns about military presence, Dr. Egbe clarified that any increase would be based on local proposals and aimed solely at voter safety.

The gathering also saw Hon. Njingum Musa, MP, rallying stakeholders to mobilize for the CPDM party. “It’s our collective duty to ensure these elections succeed,” he stressed.

Amidst ongoing separatist tensions, ELECAM officials assured participants that new registration kits, slated to arrive in February, would simplify voter enrollment.

With a total voter registration of 620,909 as of December 31, 2024, the North West Region faces significant hurdles but remains determined to contribute to peaceful and transparent polls.

ELECAM’s consultations are a testament to its commitment to inclusivity and fairness as Cameroon prepares for one of its most critical elections.

Fundong Council Shines Bright with Excellence in Disability Inclusion

The Fundong Council, under the stewardship of Mayor Denis Awoh Ndang, has clinched the prestigious 2024 Excellence Award in Disability Inclusion. The accolade, presented by CBC Health Services on Monday, December 30, 2024, at the North-West Regional Assembly Auditorium, is a prove to the council's unwavering commitment to creating an inclusive society.

The Inclusive Local Governance Advisor for CBC Health Services, Bunyui Emmanuel, handed over the award, accompanied by a cash prize of 500,000 Francs. Ranked fourth nationally, Fundong Municipality was lauded for its transformative policies and actions supporting persons living with disabilities (PWDs). This achievement was made possible through partnerships like the one with Lilian Foundation.

In an exclusive with Trendsetters Media, Mayor Denis Awoh Ndang highlighted the council's strategic initiatives aimed at improving the livelihoods of PWDs. "We’ve provided equipment such as white canes for the visually impaired, constructed ramps for accessibility, and ensured their participation in activities like the Fundong Economic Days and sports competitions,” the Mayor said.

The Mayor underscored the council's inclusive decision-making process, emphasizing that all projects benefiting PWDs are done with their consent. “The 500,000 Francs prize will be used based on what they decide. That’s how we’ve always functioned,” he affirmed.

Under Mayor Ndang’s leadership, the council has also prioritized disability-friendly infrastructure, constructing accessible ramps in council and public buildings. This inclusivity, he noted, is a model he encourages other councils to emulate. “We all are disabled in one way or another. Let’s ensure modern council infrastructure is inclusive and adapt existing structures,” he urged his peers.

The recognition of Fundong’s efforts resonated with Prof. Fru Angwafo III, President of the North-West Regional Assembly, who commended the council’s exemplary leadership. He reiterated the regional slogan, “U na Mi, Mi na U, and Wi bi Wi,” calling for tangible actions that reflect inclusivity in everyday life.

A Festive Celebration of Talent and Values at Royal 5 Nursery and Primary School

In a heartwarming display of joy and unity, Royal 5 Nursery and Primary School, Upstation Bamenda, on Friday 20 December 2024, hosted its annual Christmas party, drawing pupils, parents, and teachers into a festive atmosphere of songs, dances, and celebration. The event, that held in the school's courtyard, was a vibrant showcase of talent and a reminder of the values that bind the school community together.

In his keynote address, the School Headmaster, Mr. John Ngwainbi, struck a poignant note, urging pupils to be exemplary in conduct as they embark on the festive season. “The holiday season is a time of joy, but also a time for reflection,” he reminded them. “Let your actions speak louder than words, and be models of good behavior wherever you go.” Mr. Ngwainbi also called on parents to use the season as an opportunity to instill spiritual values in their children, ensuring they grow into responsible and well-rounded individuals.

The highlight of the event was the pupils’ captivating performances, which left the audience spellbound. The school’s ballet team opened the stage with a graceful routine that fused modern choreography with a festive twist. This was followed by traditional dances that brought the rich cultural heritage of Cameroon to life, earning thunderous applause from parents and guests.

The choral singing segment further elevated the Christmas spirit, with harmonious renditions of classic carols and contemporary tunes. The Journalism Club also impressed with a creative presentation that celebrated the art of storytelling, leaving the audience both entertained and informed.

Adding a touch of glamour to the event, Miss Royal 5, dressed elegantly and radiating confidence, gave an inspiring speech about the importance of hard work and perseverance. The pupils also showcased life skills they had acquired on campus, from crafting and dancing etc., all demonstrating the school’s commitment to holistic education.

“The performances were extraordinary,” said a visibly moved parent, Mrs. Grace Fon. “It’s reassuring to see the school not only focusing on academics but also nurturing the creative and moral growth of our children.”

As the event drew to a close, the excitement among the pupils was palpable. Each child left with christmas gifts/packages and a renewed sense of purpose and the cheerful anticipation of Christmas. Batch of Excellence and Resilience: LAHIBA Celebrates Graduates Ready to Transform the World

In a grand display of academic achievement and unyielding spirit, the Laureate Higher Institute of Business Administration (LAHIBA) and Laureate Business College (LBC) in Bamenda hosted their 2024 Graduation and Matriculation Ceremonies on Friday, November 29, 2024. Under the theme "Excellence and Resilience," 158 graduates were sent forth to chart paths of impact and innovation, embodying the institution’s core values.

The event, held at the iconic Epic Centre, brought together students, families, and dignitaries in a vibrant celebration of success and promise. The ceremony honored 15 Master’s degree holders, 44 Bachelor’s recipients, 88 Higher National Diploma (HND), and 11 National Diploma graduates. It was a testament to LAHIBA’s commitment to nurturing future leaders with character and competence.

Kicking off at 11:30 a.m., the ceremony set an upbeat tone with a vibrant academic procession. By midday, the arrival of the Director marked the official start of a program packed with inspiring speeches, awards, and cultural highlights.

In his keynote address, the Board Chair, Mr. Mokoun Njouny Nelson, encouraged graduates to “settle for nothing less than the best” as ambassadors of LAHIBA. His message underscored the resilience fostered during their academic journey, a sentiment echoed by many speakers throughout the day.

The ceremony's standout moment was the conferral of degrees by Dr. Fokwa Marcel, Dean of Studies. Applause erupted as a Master’s graduate in Educational Administration and Management received top honors with an impressive GPA of 3.96, embodying the excellence LAHIBA champions.

Adding depth to the event, Dr. Mongo Eric presented an academic discourse addressing contemporary challenges in higher education. His emphasis on aligning professional goals with societal needs and embracing entrepreneurship resonated with the audience. Complementing this, LBC’s Director of Training and Operations, Fambeng Patrick, provided practical career insights, equipping graduates with strategies to navigate the competitive job market.

The newly installed Student Union President gave a stirring speech, reflecting on the transformative experiences at LAHIBA. "We leave as torchbearers of the institution’s values," he affirmed, promising to uphold the legacy of resilience and excellence.

Matriculating freshmen were formally welcomed into the LAHIBA community, with the Dean of Studies reminding them of the exciting yet demanding road ahead. Their installation, alongside the Student Union Government, reaffirmed the institution’s dedication to fostering leadership.

Lively musical interludes by Neville Entertainment’s live band infused the event with energy, bridging the formal proceedings and creating a celebratory atmosphere. The day culminated in the distribution of attestations and prizes for outstanding academic performance, followed by a spirited entertainment session where graduates, staff, and families mingled to celebrate shared triumphs.

PIC Commends Media for Key Role in Advancing Good Governance

The North-West Region’s Public Independent Conciliator, Mr. Tamfu Simon Fai, has commended journalists for their essential role in spreading awareness of the PIC’s mission and encouraging good governance across local councils.

He was speaking during a one-day information seminar designed to deepen their understanding of the Public Independent Conciliator’s (PIC) role, mandate, and operational scope. The seminar that held on On November 13, 2024, at the Auditorium of the office of the public independent Conciliator, brought together over 70 media practitioners all across the region.

The seminar’s main objective was to equip media practitioners with a comprehensive understanding of the PIC’s mission, mandate and a tions. Mr. Tamfu expressed gratitude for the media’s continuous support, highlighting their instrumental role in fostering good governance, transparency, and accountability. He furyher encouraged journalists to sustain their efforts in informing the population about their rights and the government services available within council jurisdictions, stressing the media’s responsibility in promoting awareness around public amenities.

Presentations throughout the seminar covered key aspects of the PIC’s work, including an overview of its creation, mission, and structural functions by Wuku Kudi Alfred; a discussion on the PIC’s substantive and functional mandate by Ndam Mbah Blaise; insights on complaint management and the conciliatory process by Ngodji Rais; and effective public engagement by Dr. Atia Tilarious. The sessions concluded with an interactive Q&A that allowed journalists to probe deeper into the intricacies of the PIC’s responsibilities and strategies for fostering transparency in municipal councils.

Attendees shared positive feedback on the seminar’s impact. Choves Loh, publisher of The NEWS, remarked that the event reinforced the vital role of journalists in promoting local governance. “Involving journalists directly helps us do our jobs better, and the PIC’s recognition of our work as more than just reporting but also learning best practices is commendable,” Loh said.

For Mokoum Thomas of Ndefcam Radio, the seminar emphasized the press’s watchdog role in holding municipal councils accountable. “This experience has inspired me to push for greater transparency. Local authorities should be open to the media to allow us to accurately report on council activities so that citizens are well-informed about the government services they’re entitled to,” he stated, noting how the PIC’s initiatives have already helped reduce corruption in council procedures, particularly in civil status documentation.

Bakah Derick, publisher of Hilltop Voices, expressed his renewed confidence in the PIC’s commitment to transparency. “This seminar has underscored the PIC’s role in supporting good governance, especially in a region where leadership has historically lacked accountability,” he noted. “With the PIC as a partner, media practitioners now feel more empowered to report on local governance issues, which is crucial in our Special Status region.”

As the seminar concluded, it was clear that the PIC’s partnership with the media would continue to reinforce civic engagement, empower citizens, and promote good governance across the North-West Region.

It should be noted that the Public Independent Conciliator (PIC) is an independent authority established by Law No.2019/24, designed to mediate disputes between citizens and the regional or council administration in Cameroon’s North-West and South-West Regions. Appointed by the President of the Republic for a non-renewable six-year term, the PIC protects citizens' rights in their interactions with regional services but has no authority over state-run services. The PIC, selected for integrity and objectivity, operates autonomously, issuing recommendations and reports, and may investigate regional services. Accessible to all, the PIC’s role is essential for transparency and accountability in regional governance and local public services.

Mayors Brief Minister Elanga Obam on Decentralization Progress

In a bid to enhance local governance under Cameroon’s decentralization drive, three mayors from the North West Region, Martin Tanjong of Tubah, Ndingambong Anthony of Wum, and Shey Musa of Nkambe met with the Minister of Decentralization and Local Development, Georges Elanga Obam. During the audience, the mayors updated the Minister on key activities, challenges, and future development aspirations.

Tubah Mayor, Martin Tanjong, raised concerns about the rising population in Tubah due to the establishment of the University of Bamenda. He emphasized the urgent need for additional funding from the Special Council Support Fund for Mutual Assistance (FEICOM) to address growing waste management challenges. Tanjong also expressed his desire to launch a presidential project valued at 124 million CFA francs to further boost local development.

Ndingambong Anthony, Mayor of Wum, highlighted his council’s historical significance, having been established in 1948. He noted the difficulties in accessing Wum due to poor road conditions but proudly reported the near-completion of the Wum town hall and the successful market shed project.

Shey Musa, Mayor of Nkambe, detailed the progress his council has made with the annual 100 million CFA francs allocated from the Common Decentralization Fund since 2019. He revealed that 22 projects have been successfully completed, including a meat market funded by the African Development Bank, MINEPIA, and FEICOM. Musa also expressed gratitude to the Minister for cancelling Nkambe’s 68 million CFA francs debt and announced the completion of two projects financed by the Commonwealth Local Government Forum.

All three mayors extended invitations to Minister Elanga Obam to visit their respective councils during his upcoming field tours. The Minister, accompanied by a delegation of technical advisers, praised the councils' efforts and reaffirmed his support for the decentralization process.

This meeting marks a significant step towards strengthening local governance and ensuring sustainable development in the North West Region.

June 2024 Ordinary Session: NWRA evaluates performance, effects Budget Adjustments

The North-West Regional Assembly concluded its June 2024 (15th) Ordinary Session, which was dedicated to the 2025 Budget orientation debate and an update on the first semester 2024 performance. Held from July 22 to 24, 2024, in the Assembly's auditorium, the session marked a significant step towards financial and developmental planning for the region.

In his statement, the representative of State, Governor Adolphe Lele Lafrique, commended the efforts and achievements of the Regional Assembly in the field through the Peace and Development Initiatives (PDI), the new paradigm for community development
and peaceful co-existence are leaving no one indifferent.

He highlighted that this citizen participative
venture, bedrock of decentralization and a key to peace building and development
in the region. Governor Lele Lafrique further credited the harmonious, balanced, supportive and sustainable development of the
Region on the contributions from the Assembly.

"I must admit, has contributed enormously to the return of the Peace that we are having in the Region today. I also want to seize this opportunity to salute the population for their improved
collaboration as well as Forces of Law and Order who under the good auspices of
the Administrative Authorities are leaving no stone unturned for a return to
normalcy in this Region. As we all know; there can be no meaningful development
without peace." he added

The session chaired by the President of the North West Regional Assembly, Prof Fru Angwafo III, addressed the need for budget adjustments motivated by several key factors: additional funds from the Government, the re-allocation of uncommitted funds from 2023, and the necessity for the budget to reflect the organisational chart. These adjustments align with sections 426 of Law No. 2019/024 of 24 December 2019 and 35 of Law No. 2018/011 of 11 July 2018.

Prof. Fru Angwafo III, further added that, the session was also aimed at examining
overall key projects of the institution and its
commitments.

Highlighting on Budget Overview and Adjustments, initially, the 2024 fiscal year budget was set at 5,634,929,846 FCFA. However, with the proposed adjustments, the budget increased by 20.56% to 6,793,488,977 FCFA, balanced in both revenue and expenditure.

Talking on the sources of Additional Funds, the Assembly received supplementary funds from the following ministries: Ministry of Secondary Education (MINESEC): 24,000,000 FCFA, Ministry of Public Works (MINTP): 902,140,097 FCFA, Ministry of Housing and Urban Development (MINHDU): 5,000,000 FCFA. Additionally, uncommitted funds from 2023, totaling 240,019,034 FCFA, were integrated into the 2024 budget.

As for the Investment and Functioning Expenditure Adjustments, with these additional revenue projections, the expenditure was reallocated, leading to 5,527,324,399 FCFA in investment credit (81.36%) and 1,266,164,578 FCFA in functioning credit (18.64%).

The revised budget prioritizes the following projects: Rehabilitation works at GHS Bafmeng in Menchum Division to the tune of 21,500,000 FCFA, Maintenance of Ozem-Beteh-Ekpasse-Ketundu road section, including the construction of four bridges at value cost of 400,000,000 FCFA, Control of the maintenance of Ozem-Beteh-Ekpassee-Ketundu road section costed at 30,000,000 FCFA and the construction of a retaining wall at Nkonyi to protect the Boyui PK 49+200 road section on the Bambui-Funding Road to the tune of 472,140,097 FCFA

The adjusted functioning expenditure touched key areas for increased functioning expenditure like coordination and management of activities of the Regional Assembly with plus 33,184,650 FCFA, functioning of the office of the President of the Regional Executive Council with plus 116,400,000 FCFA, functioning of the office of the Secretary General with 32,500,000 FCFA added, functioning of the communication unit, 6,000,000 FCFA, functioning of the directorate of general affairs with 10,000,000 FCFA added, Functioning of the office of the Regional Treasurer, plus 23,000,000 FCFA and the functioning of the internal tender's board, 15,000,000 FCFA added.

The budget adjustments for the North-West Regional Assembly are critical in accommodating the additional funds received from the Government and the re-allocation of uncommitted funds from 2023. These changes ensure that the budget accurately reflects the current organisational structure and the Assembly's strategic priorities. The adjustments in both investment and functioning expenditures aim to enhance infrastructure, administrative efficiency, and overall regional development.

As the Assembly moves forward, these financial plans and adjustments will play a key role in driving the North-West region towards sustained growth and improved public services, fostering a better future for its residents.
