As legal Canadian cannabis market turns five years old this week, it’s a good time to reflect on what’s changed. The Canadian medical profession has been among the most vocal. Two studies, one in the Canadian Medical Association Journal (CMAJ) and one in the Journal of the American Medical Association (JAMA), are still preaching caution as they’ve done from the beginning.

StratCann released a new report outlining the administrative burden of cannabis from the Health Canada perspective. StratCann noted that the total overall number of regulations had increased by about 2 per cent to 21,034, while those directly affecting cannabis had increased by 1.5 per cent. About 12 per cent of all Health Canada regulations directly affect the cannabis industry.

Senate Majority Leader Chuck Schumer officially filed a revised cannabis banking bill on September 20, a week before it is scheduled to go to a vote. The bill, renamed the Secure and Fair Enforcement Regulation (SAFER) Banking Act, is designed to help legal cannabis businesses be able to access banking services including financial accounts and loans.

After a formal review, the US Department of Health and Human Services (HHS) recommended the US Drug Enforcement Agency (DEA) reclassify cannabis to a Schedule 3 drug rather than a Schedule 1 drug. Pop’s Cannabis opened its 26th store in the large Ontario city bordering Toronto at the Clarkson Crossing Mall. The company has applications in for at least two other stores.

Here’s a stat surprising to no one: cannabis users in the province are more likely to be for BC consumption spaces than non-cannabis users. A recent report found that on average 61 per cent of 730 phone survey respondents supported BC consumption spaces. However, when broken down by users versus non-users, there was a wide gap of 84 per cent versus 48 per cent.

The Supreme Court of Canada heard arguments about whether or not the Quebec cannabis ban on homegrown cannabis is unconstitutional. According to the Cannabis Act, Canadians can grow up to four plants at home. Jesse Lavoie, founder of TobaGrown, saw that much of the Manitoba-grown cannabis had to be shipped to Ontario for processing before getting shipped back to retail cannabis stores. Shipping costs alone could be $1,000 – and that was before processing costs.
