As legal Canadian cannabis market turns five years old this week, it’s a good time to reflect on what’s changed. The Canadian medical profession has been among the most vocal. Two studies, one in the Canadian Medical Association Journal (CMAJ) and one in the Journal of the American Medical Association (JAMA), are still preaching caution as they’ve done from the beginning.

StratCann released a new report outlining the administrative burden of cannabis from the Health Canada perspective. StratCann noted that the total overall number of regulations had increased by about 2 per cent to 21,034, while those directly affecting cannabis had increased by 1.5 per cent. About 12 per cent of all Health Canada regulations directly affect the cannabis industry.

Senate Majority Leader Chuck Schumer officially filed a revised cannabis banking bill on September 20, a week before it is scheduled to go to a vote. The bill, renamed the Secure and Fair Enforcement Regulation (SAFER) Banking Act, is designed to help legal cannabis businesses be able to access banking services including financial accounts and loans.

After a formal review, the US Department of Health and Human Services (HHS) recommended the US Drug Enforcement Agency (DEA) reclassify cannabis to a Schedule 3 drug rather than a Schedule 1 drug. Currently, cannabis is classified in the same category as he**in and other highly addictive drugs that have a high risk of fatal overdose.

The German Cabinet passed a landmark cannabis bill on August 16, 2023 that paves the way for German cannabis legalization. If parliament passes the bill, it would allow adults to possess up to 25 grams of cannabis, grow three plants, and purchase cannabis at non-profit “cannabis clubs”.

Chris Jones, Cannabis Xpress founder and CEO, said he found a cannabis retail secret: be a big fish in a smaller pond.

“Location selection is important,” Jones said. “All our stores are profitable, and that’s because we picked areas that aren’t as sexy as opening in Toronto – small to medium-sized towns with little or no competition. My cheapest rent is $400 a month in Wasaga Beach.”

After almost five years without legal cannabis outlets, the first Mississauga cannabis retailer finally opened in the city on May 26, 2023. Pop’s Cannabis opened its 26th store in the large Ontario city bordering Toronto at the Clarkson Crossing Mall. The company has applications in for at least two other stores.

Here’s a stat surprising to no one: cannabis users in the province are more likely to be for BC consumption spaces than non-cannabis users. A recent report found that on average 61 per cent of 730 phone survey respondents supported BC consumption spaces. However, when broken down by users versus non-users, there was a wide gap of 84 per cent versus 48 per cent.

A debate about whether or not Ireland will decriminalize cannabis should take place early in the New Year, according to Forbes. A bill before Irish Parliament’s lower house aims to modify the country’s Misuse of Drug Act (1977) to allow adults over 18 to possess up to seven grams of cannabis or 2.5 grams of hash.

A Harvard University-led survey seems to indicate that cannabis relieves menopause symptoms in most women. The results of the survey of 131 women were recently published in the journal Menopause. Symptoms such as hot flashes and sleep or mood changes may occur during perimenopause and menopause – and can be disruptive for the women experiencing them.

A BC strike is showing another crack in the Canadian cannabis system as the British Columbia General Employees’ Union (BCGEU) work action threatens cannabis supply in the province.

A Manitoba cannabis syndicate started as a tongue-in-cheek idea. Jesse Lavoie, founder of TobaGrown, saw that much of the Manitoba-grown cannabis had to be shipped to Ontario for processing before getting shipped back to retail cannabis stores. Shipping costs alone could be $1,000 – and that was before processing costs.

The 154-year-old company and leader in all things gardening has “quietly entrenched itself in the young and fast-growing industry” according to a CNN report. This has happened mostly through a subsidiary, Hawthorne Gardening Company.
