MALE FOUND CRIMINALLY RESPONSIBLE FOR YONGE STREET ATTACK, GUILTY ON ALL 26 CHARGES:

In a decision broadcasted this morning (Wednesday March 3, 2021), Ontario Superior Court Justice Anne Molloy ruled that the male behind the Yonge Street van attack in April 2018 was criminally responsible for his actions and found him guilty of all 26 charges he was facing (10 counts of first-degree murder and 16 counts of second-degree murder).

Justice Molloy said the accused had a "functioning, rational brain" and spent a considerable amount of time planning the attack and weighing the consequences.

Lawyers for the accused argued that he should not have been found criminally responsible for his actions due to his Autism Spectrum Disorder diagnosis - under Section 16 of the Criminal Code. This was the first time an Autism Spectrum Disorder diagnosis was used as a not criminally responsible defence in a Canadian murder trial.

Psychiatrists for both the defence and prosecution testified that the accused was not psychotic or suffering from delusions at the time of the deadly attack.

In the decision, Justice Molloy said while Autism Spectrum Disorder does qualify as a mental disorder under Section 16, allowing it as a successful argument only opens the door to the possibility of someone using that diagnosis for a possible not criminally responsible defence.

"Did he lack the capacity to rationally evaluate what he was doing," Molloy said in her decision. "I find that the defence has failed to meet its onus on this point."

SOME TRAVELLERS FROM TORONTO PEARSON INTERNATIONAL AIRPORT VIOLATING QUARANTINE ACT:

Several international travellers arriving at Toronto's Pearson International Airport have refused to comply with a new rule requiring a three-day hotel quarantine, local police said Wednesday.

Peel Regional Police said that while most cases were resolved after conversations with officers, some people refused to follow the rules that took effect this week and were fined $880 under Ontario regulations.

Police said they will not detain anyone for breaking the hotel quarantine rule unless there are aggravating circumstances involved, such as a criminal offence.

They added that the Public Health Agency of Canada would be responsible for any further potential fines under the Quarantine Act, which states that anyone arriving in Canada must stay in an isolation hotel for three nights. Travellers may only leave after a negative COVID-19 test, but are expected to self-isolate for a total of 14 days.

The Public Health Agency of Canada said Wednesday that it was “aware of the situation” and looking into it.

“Travellers are legally obligated to follow the instructions of a Screening Officer or Quarantine Officer through the 14-day period, whether in regards to testing, transit to locations, their mandatory hotel stopover or during quarantine at home or other suitable location,” it said.

“If they do not follow the instructions, there are penalties including a maximum fine of up to $750,000 or imprisonment for six months.”

Dr. Lawrence Loh, Peel Region's medical officer of health, said Wednesday that the quarantine measures are in place to protect the public.

“It's unfortunate (...) that this might be occurring,” said Loh. “Please remember that it's a disease that spreads from person to person and it takes all of us to do our part.”

Patrick Brown, the mayor of Brampton, Ont., just north of the airport, said that people who choose to ignore the regulations are being selfish.

“By not being mindful that you can bring dangerous variants into the country, you're being selfish to your neighbours, to your city,” said Brown. “I hope that people do abide by the new stricter guidelines.”

Meanwhile, RCMP in Vancouver, which has another international airport where travellers can land, said they had no reports of people not complying with the new rules.

Federal officials have said that staying in a government-approved isolation hotel could cost up to $2,000 for the three-night stay. Rates at some of those hotels, however, indicate that the stay could cost far less.

The hotel stays, which must be paid for by the travellers, are among a series of measures that came into effect on Monday to limit the spread of COVID-19 and more contagious variants of the virus.

Most incoming air travellers will need to get tested for the virus upon arrival and again toward the end of their mandatory 14-day quarantine.

Travellers arriving at land borders will be given self-swab kits, and testing will be provided on-site at five high-volume border crossings.

The new rules are in addition to previous orders that require a negative test result within 72 hours of arrival. Travellers will need to complete a second test on Day 10 of their self-isolation period.

Prime Minister Justin Trudeau has said the tighter border controls are meant to keep everyone safe.

POLICE INVESTIGATING FATAL DOMESTIC INCIDENT - RICHMOND HILL:

York Regional Police say a female has died after a domestic incident occurred at around 8:00 p.m. this evening (Wednesday February 24, 2021) in the area of King Rd and Bond Cres (west of Yonge St) in Richmond Hill.

Police say a male, who suffered non-life-threatening injuries, was taken into custody.

A large police presence is expected in the area while the YRP Major Crimes Unit investigates.

TWO PEOPLE CHARGED AFTER ILLEGAL CANNABIS EDIBLES SOLD TO UNDERAGE TEENAGERS AT CONVENIENCE STORE - MARKHAM:

York Regional Police have charged two people after receiving a report that illegal cannabis products, including edibles that resembled regular candy, were being sold to underage teenagers at the Angus Glen Convenience store - located in the area of Kennedy Rd and Major Mackenzie Dr E in Markham.

Police say an online report was submitted by a citizen in January 2021, where concern was expressed in regard to the convenience store selling v**e products and products believed to contain cannabis to groups of youth who appeared to be under the age of 19.

After an investigation, police executed a search warrant under the Cannabis Act and seized a large quantity of cannabis edibles, disposable cannabis v**e pens, and cannabis seeds. The total value of the seized property is estimated at $10,000.

The store manager and another store employee have been charged with:
- Possessing Cannabis for the Purpose of Selling

SUSPECT SOUGHT IN HANDBAG ROBBERY - WATERLOO:

Waterloo Regional Police are investigating after a robbery took place at around 4:45 p.m. on Wednesday February 10, 2021, in the area of King St N and Columbia St W in Waterloo.

Police say a female was walking through a parking lot when the suspect approached her from behind and took her handbag. The female suffered minor physical injuries as a result of the incident.

The suspect was last seen in the area of High St - which is northwest of the King St N and Columbia St W intersection.

There was no suspect description available.

SUSPECT RIDING BICYCLE SOUGHT IN SEXUAL ASSAULT INVESTIGATION - DOWNTOWN:

Toronto Police have released surveillance photos of a suspect wanted in connection with a sexual assault which took place at around 4:00 p.m. on Thursday February 18, 2021, in the area of York St and Piper St (north of Front St) in the downtown core.

Police say the suspect was riding a bicycle when he approached and sexually assaulted a female. He was last seen fleeing northbound on York St towards Wellington St.

The suspect is described as male, 5'11", 175 to 200 lbs, trimmed beard, and has short black curly hair. He was last seen wearing a dark grey winter jacket, black pants, a black toque, and light coloured shoes. He had an UBER food delivery service backpack on and was last seen riding a black bicycle.
