Senator Robinhood Padilla has once again pushed for his proposed Senate Bill No. 2573, also known as the โCannabis Medicalization Act of the Philippines,โ which seeks to legalize medical cannabis in the country.
The proposed legislation aims to provide affordable and effective treatment for patients suffering from chronic pain and other illnesses.
According to the senator, while the bill faced significant challenges in Congress in the past, he now sees hope for its progress. He shared that in previous Congresses, even though the proposal for medical cannabis managed to pass the third reading in the House of Representatives, it ultimately stalled in the Senate.
He attributed this to a generational gap, explaining that older lawmakers were less aware of the benefits of medical cannabis, as it was not well understood during their time, and its use was often associated with abuse. However, he noted that the current Senate comprises younger members who are more receptive to the potential of medical cannabis.
During a press conference, senator Padilla admitted that his advocacy for the proposed bill is deeply personal, stemming from his own health challenges as a former stuntman.
He openly shared his past addiction to Demerol, a pain-relieving medication. He recounted experiencing injuries such as a broken back, a broken neck, and burns, for which Demerol was prescribed.
His incarceration at New Bilibid Prison in Muntinlupa city played a pivotal role in overcoming his addiction. This experience has underscored his call for safer alternatives, such as medical cannabis.
The senator explained that he has conducted thorough research on medical cannabis legalization, even traveling to Israel and Prague, Czech Republic, to see firsthand how it is integrated into their healthcare systems.
He further detailed his understanding of the significant difference between recreational and medical cannabis. In Israel, he observed the meticulous preparation of medical cannabis in laboratories, while in Prague, he noted its administration in capsule form, offering affordable and effective treatment options.
He emphasized that these treatments could be a viable option for government subsidies.
Regarding public concerns about the misuse of recreational cannabis, Padilla assured that sufficient provisions are included in the proposed legislation. He stressed that recreational cannabis is entirely different from medical cannabis.
Despite the challenges, the senator remains confident that his proposed bill will pass in the current Congress.
The press conference also featured Dr. Shiksha Gallow and Dr. Romeo Quijano, who highlighted the benefits of medical cannabis in managing chronic pain, cancer symptoms, and epilepsy.

Cannabis Medicalization Act of the Philippinesโ na magsasa-legal ng medical cannabis sa bansa.
