The Cabinet, chaired by Prime Minister Hon. John Briceño, met on 11th June 2024.
• Cabinet welcomed and endorsed the 2024 National Review Report which assesses Belize’s Progress in achieving its commitment to the 2030 Agenda for Sustainable Development. The report indicated that Belize made significant progress in seven Sustainable Development Goals (SDG), moderate progress in eight, and limited progress in two. It also highlighted achievements in areas such as poverty reduction, health, unemployment, investment, debt reduction and security, all key goals in Plan Belize.
• Cabinet was briefed on the recovery efforts related to the fires that have affected multiple communities countrywide. The Cabinet was informed that the National Emergency Management Organization (NEMO) continues to work with affected communities to provide support, including monitoring areas made vulnerable to mudslides and ensuring that support is provided to replant crops that were destroyed.
• In preparation for the hurricane season, Cabinet was briefed by the Chief Meteorologist who advised Cabinet that the 2024 Hurricane Season will be active. In addition, the National Emergency Coordinator outlined the disaster management plan for the 2024 Hurricane Season, including NEMO’s 13 emergency functions.
• Cabinet supported the Ministry of Economic Development’s Plan for Belize and the International Institute for Sustainable Development, through the National Adaptation Plan Global Network, to co-host the 2024 Conference in San Pedro Town. The forum will be hosted from 12th to 14th August 2024 and will bring together experts and policymakers from different sectors to facilitate discussions on key issues relating to climate change, specifically on adaptation priorities, commitments, and strategies.
• Cabinet expressed its outrage over the incident which occurred at the San Ignacio Community Hospital on 1st June and is grateful that medical practitioners, staff and patients were not harmed by those criminal elements who stormed the facility. Decisive action has been taken and instructions have been issued, calling for the escalation of the operation to round up those persons who participated in the attack on the facility and staff as well as all gang elements operating in San Ignacio and Santa Elena.
• Cabinet also gave its support for Belize, through the Ministry of Finance, Economic Development & Investment together with the IDB, to host Ministers of Finance and the Economy of 26 Latin American and Caribbean countries for the Third High-Level Regional Dialogue on the Climate Change Platform. The meeting will be held in San Pedro Town from 30th to 31st August 2024.
• Cabinet gave its approval for the submission of legislation to amend the Criminal Code to criminalize the unauthorized publication, dissemination or disclosure of statements, documents, video footage, photographs, or other materials that form part of an ongoing criminal investigation that can endanger the lives of witnesses and compromise the integrity of investigations.
• To enhance access to finance, especially for small businesses, and to generally promote investment and economic growth, Cabinet was pleased to support and approve the submission of the Moveable Property Security Rights Bill to the National Assembly. This Bill seeks to establish a Secured Transactions and Collateral Registry.
The newly established registry will streamline the utilization of movable collateral, including inventory, accounts receivable, livestock, crops, equipment, and machinery, to secure finance. This will prove particularly beneficial to small businesses that may not have land to provide as collateral. Overall, it will ease lending risks and improve access to finance, primarily for small businesses. This will benefit the private sector and foster growth, innovation, and development.
• Cabinet gave its approval for the Attorney General’s Ministry to sign a memorandum of understanding between the Belize Intellectual Property Office (BELIPO) and the World Intellectual Property Organization (WIPO), concerning the development of alternative dispute resolution around intellectual property. This is to provide for a more timely and cost-effective way for intellectual property issues, which often include international parties, to be resolved.
• Cabinet supported a request by the Peoples’ Constitutional Commission for a six-month extension of its work. This will extend the Commission’s mandate from 15th May 2024 to 14th November 2024 to allow it to properly complete its work.
• Finally, Cabinet wishes all our Belizean fathers, a Happy Father’s Day!

Statement on Incident at San Ignacio Community Hospital

Belmopan, June 11, 2024.

The entire Cabinet shares the outrage of the Belizean people at the incident, which occurred at the San Ignacio Community Hospital on June 1. Cabinet is grateful that medical practitioners, staff and patients were not harmed by those criminal elements who stormed the facility. Decisive action has been taken.
Instructions have been issued, firstly, for the escalation of the operation to round up not only those persons who participated in the attack on our medical facility and staff, but ALL gang elements operating in San Ignacio and Santa Elena.
Secondly, Cabinet has offered its full support to the Ministry of Home Affairs and the Belize Police Department as they launch an intensive operation to address the security concerns of businesses in Santa Elena and San Ignacio. Instructions have been given for an internal assessment of the Police Command and structure in that jurisdiction, with a view to making any changes necessary.
Finally, Cabinet has directed that teams from the Ministry of Health & Wellness, and the Ministry of Home Affairs, conduct an immediate assessment of security protocols at the San Ignacio Community Hospital and all public health facilities. The safety of medical practitioners, staff and patients MUST be always assured.

The University of Belize is Represented at the Multi-Stakeholder Marine Spatial Planning Workshop

The University of Belize (UB) participated in the Multi-Stakeholder Marine Spatial Planning Workshop on May 8th-10th. This workshop aimed to kick off participatory spatial planning activities to achieve Milestones 4 & 6 within the scope and goals of the more extensive Belize Sustainable Ocean Plan (BSOP) process. The 3-day session organized by the Coastal Zone Management Authority & Institute (CZMAI) and The Nature Conservancy (TNC) overviewed the current state of the BSOP, including areas under consideration for further protection and the results from the Ocean Use Survey. Participants also discussed potential future scenarios, collaborated to identify compatible and conflicting uses of the marine space, and discussed criteria and performance measures based on the BSOP goals. The workshop concluded with a high-level overview of the Marxan tool and its potential use in the BSOP process. UB was represented by Dr. Sherlene Enriquez-Savery, Vice President, Dr. Apolonio Aguilar, Dean of the Faculty of Science and Technology, and Mr. Antonio Cano, Natural Resource Management Lecturer.
A follow-up workshop was held on May 13th-14th with a Marxan Technical Training for BSOP. This training provided a more in-depth overview of the Marxan process to support marine spatial planning in Belize and included technical sessions geared at teaching core Marxan workflows. Mr. Antonio Cano represented UB at this training.

Belize U18/U20 Athletes Shine in Costa Rica, Winning Multiple Medals

On May 17, the U18/U20 athletes were given a cheerful send-off to Costa Rica at a press conference featuring inspiring words from the Minister of Youth Sports and Transport, Hon. Rodwell Ferguson. The Ministry's significant contributions underscored their support for the athletes.
Over an exhilarating two-day athletic showdown in San Jose, Costa Rica, our team of young and vibrant athletes dazzled the crowds with their talents. They clinched an impressive haul of medals: two golds, one silver, and three bronzes.
In the U-20 category, Kali Magana, the reigning 400m Central American champion, showcased her dominance by winning the 800m (2:19.82) and 400m (56.06) events. In the U-18 division, Jouvann Morgan earned two medals in the long and triple jumps. He secured a bronze with a personal best of 5.85m in the long jump and a silver with a colossal PR of 13.36m in the triple jump.
Dario Crunckshanck achieved a bronze in the high jump with a PR of 1.85m, and Summer Francis won a bronze in the U18 shot put with a new personal record of 10.24m. Other notable performances included Ruper Cardinez's PR of 11.25 in the 100m finals, Kamron Gentel’s PRs of 11.39 in the 100m and 23.13 in the 200m, and Aquile Flores' 200m PR of 23.80.
Nathan Pettingale set a new javelin PR of 40.73m, finishing 4th, while Elvis Guzman’s 41.33m throw in the U20 javelin earned him 8th place in the finals. Emiain Sandoval reached the finals in the U18 100m with a PR of 13.23, and Tamiai Bennett cleared 1.40m in the high jump for 7th place.
These athletes' bravery and tenacity, competing at their personal best despite the cool and rainy conditions, are a testament to their luminous futures. Their achievements deserve the highest praise and mark the beginning of promising athletic careers.

DYS Launches Initiative to Support Students Suffering from Childhood Trauma

Belmopan, May 22, 2024.

The Ministry of Youth, Sports and Transport and the Department of Youth Services (DYS) announce the completion of a community initiative to support and nurture primary school students ages 14 and younger who have suffered childhood trauma. The initiative was targeted to deliver therapeutic interventions to 75 children in standards 5 and 6, addressing the psychological, emotional, and behavioral impacts of trauma.
The program started on October 2, 2023, and ended on May 21, 2024, and was conducted in six primary schools across Belize City. It included an eight-week counselling component designed to help students overcome grief and trauma. The sessions focused on addressing the emotional and psychological needs of children, ages 6 to 14, who had lost a close family member. Trained counselors from the Belize Youth Counseling and Wellbeing Services, a unit under the DYS, led this support group.
Another key component of the initiative was incorporating sports, specifically baseball, which is known to aid healing. Participants also had access to after-school homework assistance at the Yabra Community Hub, Port Public Library, and Community Rehabilitation Department.
Key objectives of the program included:
-providing a safe space for children to express their feelings and experiences related to grief and loss;
-teaching healthy coping skills and strategies for managing emotions;
-facilitating connections among children who had experienced similar losses;
-and educating children on the grieving process and normalizing the experience of grief.
Familial sessions through the Belize Police Department's Gang Resistance Education and Training Program (GREAT) extended support to the children's family dynamics and environment.
The project was made possible through the collaborative efforts of numerous institutions and stakeholders, including the National Committee for Families and Children, Port Alternative to Violence Program Innovators, Department of Youth Services, Grace Primary School, Muslim Primary School, St. Johns Vianney School, Lake Independence Primary School, Ebenezer Primary School, the Police Department's Community Policing Unit under Ministry of Human Affairs and New Growth Industries, Transformers Alternative to Violence Program and the Ministry of Education, Culture, Science and Technology.

Elections and Boundaries Department to Visit Villages, Communities and Designated Locations within the Cities and Towns

The public is hereby notified that a team of officers from the Elections and Boundaries Department will be visiting the below-listed villages/communities and designated locations within the city/town to accept applications for registration of electors and delivery of voter identification cards.
To qualify to register, you must be:
• Eighteen years of age or over; and
• A citizen of Belize; or
• A citizen of any Commonwealth country, who has ordinarily resided in Belize for a period of not less than 12 months; and
• A resident for a period of not less than two months in the electoral division in which you seek registration.
To facilitate the process, persons are required to produce any of the following valid original documents:
• Belizean birth certificate, or Belize nationality certificate, along with (Social Security Card or photograph certified, stamped and signed by a Justice of the Peace); or
• Belizean Passport; or
• Commonwealth Passport (for Commonwealth Citizens)

The Belize Agricultural Health Authority (BAHA), the Ministry of Agriculture, Food Security and Enterprise (MAFSE), and the Belize Livestock Producers Association (BLPA) advise that we are aware of cattle mortality in the Cayo District and that we have been actively monitoring and supporting the farmers in the affected areas.
Surveillance has detected Anaplasmosis, an infectious disease that is transmitted primarily by ticks and the re-use of blood-contaminated equipment such as needles. It can affect cattle of all ages, but the severity intensifies with poor nutrition, and in pregnant, nursing, or older animals. The risk of infection increases when noninfected cattle are mixed with those carrying the disease and when environmental conditions favor the increased activity of biting flies and ticks.
Signs include weakness, weight loss, increased aggression, difficulty breathing, abortion, and anemia, which may cause yellowing or paleness in the mucous membrane and thin, watery blood.
The situation in western Belize is under active surveillance, is contained, and does not constitute an animal health emergency.
Farmers are urged to closely monitor their herds and to implement preventative measures in their production systems. These would include improved pasture management and tick control, routine animal inspection, application of approved insecticide treatment, testing and treating infested animals with approved and prescribed medication, and avoiding the multiple uses of needles. Furthermore, farmers are reminded to ensure that animals have access to adequate food, minerals, water, and shade, as the excessive heat and dryness exacerbate stress on animals.

NEMO Responds to Fires Near San Pedro Columbia

Belmopan, May 20, 2024.

The Ministry of Blue Economy and Disaster Risk Management hereby informs that the National Emergency Management Organization-NEMO has been responding to reports of wildfires affecting the village of San Pedro Columbia and adjacent communities in the Toledo District.
On May 16th, the Toledo District Emergency Operations Centre was activated, and an emergency meeting was held with representatives of the Fire Department, the Forest Department, the Ministry of Infrastructure Development and Housing, the Ministry of Transport, Belize Defence Force, Ya'axché Conservation Trust and Toledo Institute for Development and Environment (TIDE). Initial assessments were conducted, and a plan of action was created to provide immediate humanitarian support to affected families.
NEMO maintained contact with the chairpersons and alcaldes of San Pedro Columbia, Crique Jute, Mafredi and San Antonio. Aerial reconnaissance was conducted on May 17th to confirm the extent of the fire, determine initial damage assessment, and assist in plans to contain the fire.
Based on the reconnaissance report received, the Ministry informs that there currently is no immediate fire threat to Crique Jute, Mafredi or San Antonio. NEMO and the affected communities will continue to work in coordination to monitor the fires over the next few days.
The Toledo District Emergency Operations Centre remains alert and prepared to provide immediate fire-fighting and humanitarian assistance.
NEMO advises that during the fire season, the public, schools, churches, statutory bodies, businesses, and government ministries must continue to review and update emergency preparedness activities and plans.

Orange Walk Town Establish Sister City Relations with Taoyuan City

On May 18th, 2024, Ambassador Dr. Candice Pitts helped to facilitate a groundbreaking signing ceremony for the establishment of Sister City Relations between Orange Walk Town Council and Taoyuan City Council. Mayor Chang of Taoyuan signed the MOU and Prime Minister John Briceno represented Mayor Ladrick Sheppard of OWTC.
Orange Walk Town is the first Sister City Taoyuan City has established in Central America, and, according to former OWTC Mayor, Hon. Kevin Bernard, Taoyuan City is the first official Sister City that OWTC has established.
In his remarks, Prime Minister Briceno invited Mayor Chang and his delegation to visit Belize to experience first hand the commonalities between the two cities, such as “ethnic integration and cultural festivals, including the Orange Walk carnival.”
In his remarks, Mayor Chang stated that “in a world plagued with division and conflicts, the signing of this MOU signals that people of the world can prioritize and strive for harmony.”
In his prerecorded remarks, Mayor Sheppard extended gratitude to everyone who facilitated the Sister City relationship and invited Mayor Chang to his “diverse and friendly Town known as the Sugar City.”
Both Mayor Chang and Mayor Sheppard committed to foster opportunities and cooperation between Orange Walk Town and Taoyuan City in areas such as, tourism, agriculture, and cultural exchanges.

Helicopter Carrying Iranian President Raisi Crashes

A helicopter carrying Iranian President Ebrahim Raisi, the country's foreign minister and other officials apparently crashed in the mountainous northwest reaches of Iran on Sunday, sparking a massive rescue operation in a fog-shrouded forest.
As the sun rose Monday, rescuers saw the helicopter from a distance of some 1.25 miles, the head of the Iranian Red Crescent Society, Pir Hossein Kolivand, told state media. He did not elaborate and the officials had been missing at that point by over 12 hours.
Early Monday morning, Turkish authorities released what they described as drone footage showing what appeared to be a fire in the wilderness that they "suspected to be wreckage of helicopter." The coordinates listed in the footage put the fire some 12 miles south of the Azerbaijan-Iranian border on the side of a steep mountain.
Raisi was traveling in Iran's East Azerbaijan province. State TV said what it called a "hard landing" happened near Jolfa, a city on the border with the nation of Azerbaijan, some 600 kilometers (375 miles) northwest of the Iranian capital, Tehran. Later, state TV put the location farther east near the village of U*i, but details remained contradictory.
Traveling with Raisi were Iran's Foreign Minister Hossein Amirabdollahian, the governor of Iran's East Azerbaijan province and other officials and bodyguards, the state-run IRNA news agency reported. One local government official used the word "crash," but others referred to either a "hard landing" or an "incident."

The Ministry of Infrastructure Development & Housing, through its construction contractor for the Corozal – Sarteneja Road Upgrading Project, O.E.C.C., informs the general public that FIVE (5) extremely heavy, 130 feet long bridge beams will be transported from Ladyville to Corozal on the Philip Goldson Highway, the Orange Walk Bypass, the San Estevan Road, the San Estevan - Progresso Road and the Corozal -Progresso road during the course of the day between Saturday, 18th May and Tuesday, 21st May 2024.
The public is advised to be vigilant and exercise extreme caution when approaching and navigating past the heavy equipment transporting these reinforced concrete beams. Drivers are asked to follow traffic warnings and the instructions of escorts at all times, as these beams may take up the entire width of the highway. Motorists and pedestrians are advised to give wide berths and space while passing through villages and populated centers.
We would like to thank the public for their cooperation in respecting and abiding by these safety precautions and exercising due care and attention when encountering these extraordinary loads on the highway.

Ministry of Education, Culture, Science and Technology Attends 9th STI Forum in New York

A delegation from the Ministry of Education, Culture, Science and Technology participated in the 9th Annual Science, Technology, and Innovation (STI) Forum held at the United Nations Headquarters in New York City on May 8-9. The delegation was led by Dr. Hon. Louis Zabaneh, Minister of State in the Ministry of Education, Culture, Science and Technology.
The delegation also included H.E. Ambassador Carlos Fuller, Permanent Representative of Belize to the United Nations; Namrita Balani, Director of Science and Technology; Dr. Dorian Arnold, Computer Scientist and Director of Computer Science and Informatics at Emory University, USA; Dr. Sydney Taegar, Director of Optics, Research and Development at Nokia, USA; and Dr. Aaron Lewis, Physicist and Data Scientist, USA.
Belize is drafting its first comprehensive STI strategy, which aims to foster sustainable development and enhance the country's technological capabilities. The 9th STI Forum, themed around leveraging STI for sustainable development, provided an invaluable platform for Belize to align its emerging strategy with global best practices and collaborative opportunities.
During the forum, Dr. Hon. Louis Zabaneh delivered a compelling statement on behalf of the Caribbean Community (CARICOM), emphasizing the critical role of STI in addressing regional challenges such as climate change, economic diversification, and social development. Additionally, Dr. Zabaneh presented a national statement for Belize, highlighting the country's commitment to integrating STI into national development plans and its vision for a future driven by innovation and scientific advancement.
The participation of the Belizean delegation underscored the nation's dedication to advancing its STI agenda through international cooperation and knowledge exchange. The insights and connections gained at the forum are expected to significantly contribute to Belize's STI strategy's finalization, ensuring it is robust, inclusive, and aligned with global trends.

Belize Signs Pivotal Agreements with the Republic of Korea

Belmopan, May 16, 2024.

Today, the Ministry of Foreign Affairs and Foreign Trade engaged in the signing ceremony of two pivotal agreements with the Government of the Republic of Korea: the Framework Agreement for Grant-Aid and the Agreement Concerning Loans from the Korean Economic Development Cooperation Fund (EDCF). These agreements were signed by H.E. Amalia Mai, Chief Executive Officer in the Ministry of Foreign Affairs and Foreign Trade on behalf of the Government of Belize, and H.E. Won Hoon Cho, Ambassador of the Republic of Korea to Belize.
The signing of the Framework Agreement for Grant-Aid marks a significant milestone in Belize-Korea bilateral relations, solidifying Korea's commitment to advancing development initiatives in Belize. This agreement also supports the establishment of a Korea International Cooperation Agency (KOICA) office in Belize, which is crucial for facilitating larger-scale projects that are essential to Belize's development.
The second agreement, concerning loans from the EDCF, formalizes Belize's official eligibility for financial support from this Fund. Prime Minister Briceño's successful negotiation with President Yoon Suk Yeol of Korea during an official visit on August 1, 2023, paved the way for this agreement and was followed by extensive negotiations by the Ministry of Foreign Affairs and Foreign Trade and the Ministry of Economic Development. Belize's eligibility for the EDCF underscores its dedication to sustainable development and mutually beneficial partnerships. Collaboration with the EDCF opens avenues for crucial financial, technical, and technological assistance from the Republic of Korea as Belize strives for economic growth and social progress.
During the signing event, Ambassador Won Hoon Cho symbolically handed over various ICT equipment procured under the KOICA 'Enabling the Belize Statistical System' Project to seven government ministries, supporting Belize's digital transformation agenda and evidence-based development planning.
The Ministry of Foreign Affairs and Foreign Trade conveys its profound gratitude to the Government and People of the Republic of Korea for their steadfast commitment to Belize's development and prosperity.
