Moselewapula Ward in Francistown

2024 General Elections Council Candidate and a prominent figure in Francistown to Contest as Independent Candidate.
Since 2000 he has been in the Francistown Community Leadership structures such as the Ward Development Committees in various positions such as Secretary, Chairperson and Ordinary Committee member.

He has contested several times as an Independent Candidate and Vows to continue with the Struggle.

He has been in various sectors of leadership including the Francistown Taxi Association as the founding Secretary and Botswana Bus Taxi Association founding Chairperson.

He also fought a battle of Mathangwane Bridge which killed many people at the time when he was still active in the Transport Industry representing his Committee in the Regional Road Safety Committee.
With the dialogue with other Road Safety Committee members,he influenced the committee to agree to reverse a Tender to construct another single lane bridge next to the existing single lane bridge meant to address perennial accidents at the bridge.
He argued that constructing another single lane bridge will not bring solution to the accidents occurance at the bridge.The best thing to be done was to expand the Bridge.
The tender was reversed for another tender to expand the Bridge.

A big Credit to Joseph Mabutho who made his point loud and clear.
There are No more accidents at Mathangwane Bridge.Thanks to the Minister of the Time Honorable Chapson Jabavu Butale who was Minister of Transport at the time and Honorable Phonatshego Kedikilwe who was the Minister of Presidential Affairs at the time.

One school Head the name withheld,was conflicted in the Supply of School uniforms in Gerald Estates.
Another School Head was seen Sourcing Fruits to Supply a certain School.
The Majority of Informal sector are limited to the informal sector not given the chance to grow their Business remaining Stagnant.
While Services providers in Business Development are mocked and disregarded.

Government Program and Policies are Meant for Who?

The Source is following issues regarding Government initiated Programs to assist in
Economic Drive.
What actually causes the non performance of initiated Programs and the very high rate of Failures of programs and it's beneficiaries.

This Started with the Financial Assistance Policy which failed decimally due to Corruption of Officials within the FAP administration.Some applicants were directed where to Source their Equipments by FAP Officials in order to be considered for FAP funding.Any application not so routed found it difficult to get the Funding.

May initiatives such as The defunct EDD failed because of too much conflict of Interest of officers and their relatives and friends.
Then Came the Economic Stimulus Program of 2012)14 which also benefited the few who where within the Network.

Failure of Botswana Business Services providers is increasing as some officers are in conflict of interest with the Business Community who are not related to them.
Greed and Selfishness of this Economic Criminals Cartels are Sabotaging Batswana Services providers by using their official power to distract Batswana Business Services providers.

Contribution to the economic drive is everyone's responsibility not only those who are lucky to be Officials in the Government departments or it's parastatals.
Local Enterprise Authority 's Program on Business Development Services providers benefited few of their families and friends who where within their network.Most of the anticipated Businesses failed as a result of limiting participation of other Business Services providers.
Botswana Beraeuu of Standards also failed in assisting the Interested Quality Services providers instead they were conflicted and penetrated the Private Sector with intensions of finding new jobs instead of assisting interested local Practitioners on Quality Management Standards Implantation.
The Service providers in Botswana are targeted by some officers who out of their conflict of interest and abuse of office distract Batswana Business Services providers.
The Source just learned that the practice is on going, since those who do this have established Businesses or they hold Shares in some of Supplying Companies while working for Government.
The economic participation and growth will be limited to informal sector as this Economic Crime Continues.
We invite the Anti Corruption Agency to do their part by investigation and ex*****on of such economic power criminal in sheepskins.
Or else the Anti Corruption Agency will be understood to be part of this Economic Crimes as they are allocated the Budget to Fight Corruption with no results over the years earning fat salaries for doing Nothing about Corrupt officers and their friends.

The BDP. Primary Elections Preparation

The primary Elections within parties are supposed to be A Democratic instrument to access candidates who are capable of representing their supporters within their Wards.
That exercise should with start with fair and equitable membership registration process Wich is not practiced in the BDP structures.
The registration process is marred by conflict of interest of members of Structures and mostly used by incumbent Councilor or MP or one who has financial resources to Buy membership votes.

Registration is done to selected people who belongs to a certain person and in most cases books meant for a particular Ward is used to register members from different constituency for voter trafficking purpose.
In one of the Wards (Moselewapula -Gerald Estate) Close to 300 people were registered in one Cell (25) which in the history of electoral roll for the party contained not more than 100 party members.
After registration, membership cards are held up.A member can stay registered for almost three four to five years without having her or his card in pocket till after elections.
Some access the membership on the day of primary Elections, while some are thrown away or dumped in the bush or pit latrines.

In some cases Party Voters rolls are tampered with,using registration officers by offering them favour in return.

This can not be Free and Fair Primary elections or Best practices for inner party Democracy.

The Botswana Democratic Party has in the past has good potential of winning but due to the effects of Membership drive it has dropped decimally.Some party members opt for alternative solution since there is nothing in place to resolve the burning issues which haunts the party.
When members speaks on some issues are intimidated and labeled trouble makers,when actual trouble makers are protected by the Party Structures.

SUBJECT : RESPONSE TO DUMA BOKO'S EMPTY THREATS TOWARDS BCP

The BCPYL has noted the empty threats issued by the UDC wannabe dictator Duma Boko in the presence of rented crowds at Palapye and Mahalapye recently. We want to make it known that he will not deter the BCP in its service to Batswana, as well as the party's commitment to bring about authentic regime change that is anchored on good governance, accountability, integrity and respect to the constitution. While his maturity has never been out of question, Boko's spurious rants are of a narcissist in great distress and desparation.

He must know that he does not own the public representatives on the UDC ticket, and neither does he own the electorate who voted them to parliament and council. BCP like other coalition partners deployed their members to be UDC candidates, and deployed its enormous ground force to the polls. Those who won have a contract with their voters which they will duly fulfill to its end in 2024. We challenge Boko to forge ahead with whatever impotent plans he has against the BCP sitting MPs and Councilors. Like countless times before, his vindictive and bitter efforts WILL always fail. Democracy will prevail.

We know his frustrations stem from the fact that he was rejected by voters in 2019 and his masters are becoming impatient, slowly losing their hope to capture Botswana through the gangster president. Batswana are also fast realizing that he has turned the UDC into a Ponzi scheme, his personal vehicle for self enrichment. It is dawning on the conman that his political career has come to an end; his sights are now on swindling whatever loot he can from unsuspecting donors in his last greatest proverbial "Mahalapye Job". Unfortunately, he's wasting time but we will not allow him to delay the authentic change that Batswana are so longing for. Joseph Mabutho who for over sixteen years led Wards Development Committees,from Monarch South and Gerald Estates.He was once Umbrella Ward Development Committee Vice Chair.
Mr Joseph Mabutho is a simple and principled man.A man of the people at all times not only on times of elections.
He was once delegated to represent The Francistown Community in Belgium.
He got his Francistown Heroes and Makers Award in 2016.
Mr Joseph Mabutho has made great achievement for the Community of Francistown.He is the founder of Francistown Taxi Association,he initiated many development including the Current Bus and Taxi Rank.He was also the First Chairman of Botswana Bus Taxi Association, Botswana Chamber of Commerce, General Coordinator of Exporters Association of Botswana (Now BEMA)

Year after year there is numerous complains concerning the Leadership on poor performance, between leadership and Voters who is the main problem contributor?

The President,Ministers, Members of Parliament ,Councillors?
No
Actual problem start with voters themselves
Voting is something very very special which should not be taken for granted.For Five years you have given a person power who does not even care about you, your economic status and your area development.
Whoever the President maybe can't be blamed for your irresponsible voting mindset.
From Ward's levels to Constituency levels people are given time to scrutinize the Interested Candidates for voting.
This is where the problem starts,not started by any President National,nor Party President but voter's themselves.
How do people complain about President when they are actually given the power to vote their representatives in a wise and fair manner ?

Do you worth P100,P500,P1000,P10 000 for a vote in five years?

Registration for New members in some Constituencies not so transparent
Tampering with Voters rolls is rife
BDP Membership not delivered on time for Primary election preparation
Some cards are kept until after primary and General Elections
Some party members looses faith in the process
In Francistown West, especially Moselewapula many BDP members could not vote in the Primary election because their membership cards were withheld.
Registration of members were done out of Constituency for Voters trafficking
BDP members of Moselewapula could not update their Membership for the coming Primary election.Those who have been registered are not Moselewapula residents

From established records Primary election in Moselewapula average numbers of a winning candidate was less than 100, Followed by 70 and 57,38.
It was in 2014 Moselewapula experienced swelling of primary voters by over 300.Some membership cards where thrown away.
In the by Elections held just before 2019 the same thing occured. 299 people were registered from outside Constituency to a single Cell namely 25.The rest of the membership cards were held up and released after 2019 General Elections.

Botswana Political Landscape
Formation of Political parties in Botswana is aligned with tribes and influence voters decisions.
Botswana People's Party was believed to be aligned to Bakalanga,Botswana Democratic Party dominated by Bangwato BNF Bangwajetse,Botswana Indepence Party aligned to Bayeyi.
We saw the split of BNF to form BCP.
All BCP parliamentary candidates were rejected by voters except one Joseph Kavindama.
Dr Kenneth Koma selected few gentlemen namely Robert Molefhabangwe and Muzwinila for BNF who won against the BCP candidates.
Formation of BMD from the ruling BDP won some seats only on sympathy vote with regards to Sir G Gomolemo Motswaledi who was not happy with Ian Khama's administration who ultimately lost his life on what is believed to be a car accident.
